Within the anthropological urban scholarship on sub-Saharan Africa, there is a shared notion of the continued, and in some cases re-emerging, importance of rural spaces, values and relations in cities and towns. In Mozambique’s capital city, Maputo, associations with the rural are shaped by the urban dwellers’ different positions on a scale of social (dis)advantage. This has led to very diverse types of engagement with the rural among the population, primarily differentiated along positions of class but also gender and age. For the best-off, who are able to live up to urban expectations, the rural is seen to have little to offer and is largely disregarded. For the poorest and most destitute, rural areas are effectively out of reach and unheeded. For the rest, the rural continues to be an important part of their cosmologies and struggles to survive albeit without losing their urban base and identity.  相似文献

Drawing on Laclau’s concept of populist discourse and Gramsci’s ‘national–popular collective will’, and using the case of Iran, this article puts forward the idea of the legacy of subalternity in the context of post-revolution governments. The concept of ‘national–popular collective will’ facilitates an understanding of how the popular subject is constructed and the meanings embedded in that process. It is argued that Islamic Republic elites articulate a populist discourse that constructs the ‘self’ (the Islamic Republic) as synonymous with ‘the people’. Embedded in this discursive construction is a legacy of subalternity that goes back to the 1979 Revolution’s populist discourse.  相似文献

This paper aims to investigate how in contemporary India the process of ‘othering’ of the Muslim minority has been the product of politically motivated and manipulated majoritarian cultural assertiveness, reflected in the Hindu right’s clamour to underline the significance of drawing the geographic and cultural boundaries of what its ideologues call the Hindu nation. Situating cinema as a crucial distribution source of popular culture, the paper contends that Bollywood cinema has exhibited an overt bias towards producing films that capitulate to this radical nationalist discourse professed by the Hindutva ideologues. Making a discourse analysis of selected films produced by Bollywood since the 1990s, the premise of this contention is interrogated by examining how Hindi cinema’s portrayal of the image of Muslims has been carried out in a pejorative manner which stems from the strong grounding of its stories in a Hindu majoritarian setting. The paper concludes by arguing that, with such a penchant, Bollywood cinema has actively engaged in the politics of nationalism engendered by the right-wing neo-fundamentalist Hindutva movement.  相似文献

Selective targeting (or targeted killing) of terrorist leaders is a legitimate mode of operation and part of a state's counterterrorism, anticipatory, self-defense activities that are designed to prevent the continuation of terrorism. Paradoxically, this counterterrorism measure is the best way of preserving the military ethical conventions of “purity of arms.” The concept refers to moral rules advocating the exercise of restraint and compassion in the course of a confrontation with the enemy. The “purity of arms” concept is debated extensively in democracies. Selective targeting of terrorist activists is a measure designed to hurt the real enemy while minimizing civilian casualties. Terrorist leaders and planners are targeted and an attempt is made, trying to avoid so far as possible, “collateral damage” that often accompanies any general military offensive. Customary international law permits targeting the enemy, provided that the criteria of necessity and proportionality of the attack are maintained. The relationship between the threat of terrorist attacks and the actual attacks carried out is shown in this study. The results contribute to reinforcing the legality of selective targeting as a preemptive mode of operation because they show that one should relate to a threat of an attack as to an imminent danger.  相似文献

This article analyzes official discourse of the nation during Vladimir Putin’s third presidency, as reflected in Russian television coverage of Islam and migration. It argues that the replacement of earlier deliberately ambiguous definitions of Russian nationhood with clearly framed exclusive visions reflects the change in the regime’s legitimation strategy from one based on economic performance to one based on its security record. In this context, the systematic promotion of Russian ethno-nationalism for the purpose of achieving the regime’s general stability began not at the time of Crimea’s annexation, as it is often assumed, but at the time of Putin’s re-election amidst public protests in 2012. The goal of representing the authorities as attentive to public grievances in a society where opinion polls register high levels of xenophobia has prompted state-controlled broadcasters to use ethnoracial definitions of the nation that they had previously avoided. The media campaigns analyzed here also reflect abrupt changes in the precise identity of Russia’s main Others. Such instrumentally adopted sharp discursive swings are unlikely to constitute an appropriate tool for societal consensus management and for the achievement of political stability in the long term.  相似文献

The article explores the “fear of Islam” through a specific series of political debates about Islam and the future of the Greek-Orthodox national identity. The analysis is based on the method of qualitative content analysis, which makes use of thematic categories and draws on the proceedings of the Greek parliament. The main questions the article will try to address are: How have Greek political parties reacted to public demand for the construction of a mosque? What have been the rhetorical tropes they use? How have they capitalized on current and old fears about Islam? What have been the implications of this discourse on state policies toward Islam? Have there been any differences in this discourse over time? The analysis highlights the role of historical interpretations of Greek national identity and contemporary problems related to new waves of migration due to Greece’s place on the border with Turkey and with the broader Islamic world.  相似文献

What is the commitment of left-leaning artists and intellectuals in a context where the legitimacy of politics and party activism is being called into question? The analysis of the case of the French directors who have made films dealing with social issues in the 1990s–2000s shows the complexity of the boundaries between art and politics and of the possible modes of commitment through their works and/or their name. Some directors who have made one or several films dealing with the working classes in France in this period have been associated with the label “social cinema” by the critic, as well as social scientists or “anti-globalization” activists. Despite the differences in their social and professional backgrounds, they all have in common the rejection of this label, opposing “social cinema” to artistic recognition and carefully distinguishing their artwork from commitment. In order to stabilize their careers and meet professional success, they often have to move from working class issues to more valued topics and from a realistic aesthetic to a more distinguished one. They mostly commit their names for the defence of the “independence of cinema” and for humanitarian causes, rather for more overtly political or partisan issues. More generally, this case study illustrates the forms and repertoires of commitment open to artists and intellectuals in the 1990s–2000s, showing how they try to use their professional skills and resources (including their notoriety) in the service of certain causes without jeopardizing their artistic autonomy, by distancing themselves both from partisan politics and from “commercial cinema.”  相似文献

In this article, the authors introduce and explicate Daisaku Ikeda’s contributions to peace education. Ikeda is a Buddhist leader, peacebuilder, school founder, and prolific author whose six decades of contributions to peace education have had a global impact in practice but have remained unexamined in the extant, particularly Anglophone, literature. Using excerpts and bilingual discourse analysis of the Ikeda corpus, the authors focus on five aspects to trace the past, present, and future of Ikeda’s contributions to peace education: first, they trace the biographical roots of Ikeda’s contributions to his early educational experiences and encounter with Josei Toda (1900–1958). Second, they outline the Nichiren Buddhist philosophy informing Ikeda’s approach to peace education. Third, they explicate in the context of peace and peace education Ikeda’s concept of value-creating, or Soka education (soka kyoiku) relative to value-creating pedagogy (soka kyoikugaku) theorized by Tsunesaburo Makiguchi (1871–1944). In light of this relation, they also trace the origin of the Soka Gakkai International, of which Ikeda is founding president. Fifth, they clarify Ikeda’s educational proposals made explicitly under the label of ‘peace education,’ namely, cultural exchange, a United Nations for Education, and education for disarmament and human rights (including anti-bullying, sustainability, and global citizenship). The authors conclude that Ikeda’s perspectives, proposals, and practices of Soka education and ‘peace education’ can be viewed as a tripartite ontological model of a process of becoming, moving from inner transformation by means of dialogue to global citizenship.  相似文献

Although the repression and elimination of Roma from Hungarian society in the 1940s did not reach the same extent as in the German and Austrian part of the Third Reich, their characterization as lazy and work-shy, used to justify their persecution, was similar. This paper establishes the presence of racial hygienic discourse related to Roma during the late 1930s and the first half of the 1940s in Hungary, and traces its survival and influence on regional policy-making in the postwar period. It furthermore explores the transformation and adaptation of racism and eugenics to the socialist ideology of equality based on citizens’ participation in productive work in the early state socialist period, including the first Party declaration on the situation of Roma in Hungary in 1961. Specific attention is paid to the role of medical experts who discussed the “radical solution of the Gypsy-question” in the early 1940s and the immediate years following World War II. Reflecting on wider transformations of racism in the postcolonial and post-World War II period in Europe and North America, the paper contributes to scholarship that complicates the evaluation of the state socialist past, including the connection between medicine and politics in Cold War Europe.  相似文献

Research has demonstrated that pilots contain multiple shifting purposes, not all of which relate to simple policy testing or refinement. Judging the success of policy pilots is therefore complex, requiring more than a simple judgment against declared goals. Marsh and McConnell provide a framework against which policy success can be judged, distinguishing program success from process and political success. We adapt Boven's modification of this framework and apply it to policy pilots, arguing that pilot process, outcomes and longer-term effects can all be judged in both program and political terms. We test this new framework in a pilot program in the English National Health Service, the Vanguard program, showing how consideration of these different aspects of success sheds light on the program and its aftermath. We consider the implications of the framework for the comprehensive and multifaceted evaluation of policy pilots.  相似文献

This article examines the fine art of the Soviet national republics and its discourse in the Soviet Union, which were considerably shaped under the influence of socialist realism and Soviet nationality policy. While examining the central categories of Soviet artistic discourse such as the “national form,” “national distinctness,” and “tradition,” as well as cultural and scientific institutions responsible for the image of art of non-Russian nationalities, the author reveals the existence of a number of colonial features and discursive and institutional practices that foster a cultural divide between Russian and non-Russian culture and contribute to the marginalization of art. Special attention is paid to the implications of this discursive shaping for the local artistic scene in Buryatia.  相似文献

King Alexander's dictatorship in Yugoslavia (proclaimed in January 1929) was an expression of a real political need for consolidation in the country; however, in essence, it was an autocratic and repressive regime. More decisive moves toward a return of democracy did not occur, even later, after the replacement of his regime in June 1935. The political methods in the internal political life followed the pattern from the first half of the 1930s to the very eve of World War II. Such a situation also defined the relationship between the Slovenes and Yugoslavia. Slovene politics continued to look at the state from two angles – a unitary/centralist angle on the one hand and an autonomist/federalist angle on the other. Both camps (as well as other Yugoslav political players), however, failed to create an environment that would enable truly democratic compromises. The state was stuck at a “standstill,” but in spite of all its flaws, in the view of the Slovene political groups it represented the most suitable environment for the political and national life of Slovenes. Any serious political calculations that would go beyond this framework hardly existed.  相似文献
