Abstract

After the Greek veto on Macedonia’s NATO accession in 2008, the Macedonian government launched comprehensive policies to reconstruct the Macedonian ethno-national narrative as stretching back to ancient Macedonia. The ‘Skopje 2014’ project, which was a large-scale reconstruction of the capital city in neoclassical and baroque styles, as well as new educational and mass media campaigns claiming the continuous existence of the Macedonian nation since antiquity, were the cornerstones of the Gruevski government’s project. The so-called ‘antiquisation’ programme was both a domestic and international assertion of Macedonia’s name, identity and history amid Greek challenges and attempts to undermine Macedonia’s legitimacy in the eyes of the international community. The Skopje 2014 project increased tensions between ethnic Macedonians and Albanians in Macedonia, and also deepened divisions among Macedonians.  相似文献

Taiwan's democratic transition has emerged alongside a rise of populism. Based on an analysis of post-electoral survey data, it is shown that populist resentments – embodied in such emotion-laden campaign issues as ethnic identity, national identity and a party's image of interest representation and clean politics – have been the most efficient vote-getting appeals in Taiwan's post-authoritarian electoral competition between two major political parties, the Democratic Progressive Party (DPP) and the nationalist Kuomintang (KMT). In Taiwan's democratic transition, mass demands for the ‘indigenisation’ of politics and the people's worry about an ever-increasing military threat from Mainland China have also popularised as well as polarised these populist appeals. As empirical data show, due to its position as the first Taiwanese party with a lion's share of populist advantages, the DPP was able to win the 2000 and 2004 presidential elections. In sum, Taiwan's electoral politics in the past decade have given rise to a kind of ‘populist-democratic culture’, which inclines Taiwanese politicians to bring up populist issues rather than the rational policy debates of an electoral democracy.  相似文献

Abstract

Dagestan is inhabited by numerous ethnic communities with their own languages, cultures and histories. However, despite its ethnic and cultural diversity, the republic’s authorities have consistently sought to promote a unified concept of Dagestani identity. This policy has been challenged by local ethnic nationalists concerned about the future of their ethnic communities, which they saw as being endangered by assimilation and marginalisation. This struggle to secure political and social benefits began in the Soviet period and reached its height in the early 1990s. Resentment was particularly widespread among the Kumyks and Lezgins. Their dissatisfaction with the status quo resulted in a competition between inclusive (national) and exclusive (ethnic) approaches, which in turn manifested themselves in debates over historiography. This essay analyses the development and outcomes of this struggle from the 1950s through to the early 2000s, with an emphasis on the early 1990s.  相似文献

Parties willing to engage in cross-ethnic political cooperation are essential for the stability and democracy of ethnically divided post-conflict states. The investigation of voting in Macedonia and Bosnia, which are similarly small, impoverished, ethnically fragmented and threatened states that arose out of Yugoslavia, helps uncover factors that encourage voters to support parties willing to engage in cooperative multiethnic governance. Analysis of survey data suggests that supporters of the non-nationalist challengers in the first post-violence elections expressed both strong positive associations with the past communist system and clear negative assessments of the governing record of the incumbent nationalists, sentiments that were stronger among Macedonians than among Bosniaks. Data, however, call into question popular contentions that voters' support for non-nationalists is rooted in their social tolerance or engagement in civil society. The finding that Macedonian support for non-nationalist parties is partly due to negative voting combines with difficult domestic social and economic conditions, unfriendly neighbours and uncertain regional integration processes to suggest continuing challenges for Macedonia.  相似文献

This essay presents a micro-level analysis of ethnic identity construction among ethnic Germans resident in Ul’yanovsk. The essay explores the local and trans-local situation of this group within a historical framework which informs the group's understanding of how to ‘be German’. It shows respondents’ participation in ‘return’-based, family-orientated diaspora networks. Analysis of the divergent discourses that emerge around the theme and experiences of mutual visits and travel to the Federal Republic of Germany and the differing identity outcomes which result are discussed. This reveals the ways in which transnational links can be utilised by non-movers both to problematise and to augment their local identities. This, in turn, uncovers the continuing relevance of issues around post-Soviet ‘returns’ for contemporary identity-construction and highlights the potential for analysis of non-movers as participants in migration networks.  相似文献

Since the Rose Revolution (2003), Georgia has encountered an unprecedented scale of institutional reforms concomitant with the rise of American and European involvement in the “democratization” process. Various scholars have suggested that Georgian nationalism developed from an ethno-cultural basis to a more civic/liberal orientation after the Rose Revolution. This paper analyzes Georgian nationalism under President Mikheil Saakashvili to demonstrate the significant divergence between political rhetoric on national identity, the selection of symbols, and state policy toward the Georgian Orthodox Church versus state policy toward ethnic minorities. The aim of this article is to examine the at times conflicting conceptions of national identity as reflected in the public policies of Saakashvili’s government since the Rose Revolution. It attempts to problematize the typologies of nationalism when applied to the Georgian context and suggests conceptualizing the state-driven nationalism of the post-Rose Revolution government as “hybrid nationalism” as opposed to civic or ethno-cultural.  相似文献

Ethnic identity is a fundamental concept for understanding the dynamics of contemporary political change, but there has been very little exploration of how to measure ethnic identity and even less discussion of the implications of these measurements for understanding ethnic conflict. Through an analysis of Estonians and Slavs (Russians, Byelorussians, and Ukranians) in Estonia, we show that the ethnic identity of different groups is “salient” to different degrees and that this has significant implications for within-group agreement about political issues and for between-group differences. We show that nominal ethnic identity fully predicts political attitudes when ethnicity is highly salient because a highly salient ethnic identity sets in motion forces that cause individuals within a group to form similar attitudes based upon their ethnic identity. These forces were fully active for Estonians in Estonia in the early 1990s. In this case, nominal ethnic identity was sufficient to explain the attitudes of Estonians. But ethnicity must be treated as graded when it is not highly salient, as with Slavs in Estonia, because only degrees of ethnicity can explain the within-group differences in political attitudes that arise because of a lack of salient identity. Researchers, therefore, should typically treat ethnicity as if it were graded, and they should devise graded measures of it. Although nominal measures are sometimes appropriate (i.e., when ethnicity is highly salient), they will cause the researcher to miss something important in other situations. For example, our work suggests that if events discrupt the social processes that maintain a group’s sense of itself, then a graded measure of ethnicity is useful for predicting attitudes concerning ethnic identity and survival. In short, it is not categorically wrong to treat ethnicity as nominal, but it is best to begin by treating it as graded. Henry E. This paper develops the theme that the ongoing political polarization and political crisis in Bangladesh since its independence from Pakistan in 1971 reflect the fundamental weaknesses of the pillars of Bangladeshi society and national identity. The paper adopts an historical approach to explain why and how Muslim nationalism, which was the basis for the establishment of Pakistan, has re-emerged in contemporary Bangladeshi society and politics and is competing against Bengali ethnicity, language, culture and secularism (‘Bengali nationalism’) within an emerging ‘two-party’ political system. However, instead of establishing a stable political system following the Hotelling–Downs principle of democracy, the Bangladeshi society/polity has been polarized and divided almost vertically on the question of national identity and political philosophy and created sustained political instability and uncertainty. This has stifled the formation and consolidation of a national identity based on ethnicity/language/culture or religion/territory/political history or that have elements of both. Neither ethnicity/language/culture/secularism-based nationalism (Bengali nationalism) nor predominantly Muslim-territorial nationalism (‘Bangladeshi nationalism’) alone can dominate and flourish in Bangladeshi society and polity; instead, the objective conditions in the country dictate that a competitive democratic system of politics which accommodates aspects of secularism, language, Muslim identity and Islamic ethical–moral codes remains the feasible political discourse for forming and consolidating the country's multi-racial, multi-religious national identity over the long run and its survival as a sovereign state.  相似文献

The background of the contemporary Macedonian “antiquization” can be found in the nineteenth century and the myth of ancient descent among Orthodox Slavic speakers in Macedonia, adopted partially due to Greek cultural inputs. The idea of Ancient Macedonian nationhood has also been included in the national mythology during the Yugoslav era. An additional factor for its preservation has been the influence of the Macedonian Diaspora. After independence, attempts to use myth of ancient descent had to be abandoned due to political pressure by Greece. Contemporary antiquization on the other hand, has been revived as an efficient tool for political mobilization. It is manifested as a belated invention and mass-production of tradition, carried out through the creation of new ceremonies, interventions in the public space and dissemination of mythological and metaphysical narratives on the origin of the nation. There have also been attempts to scientifically rationalize claims to ancient nationhood. On the political level, the process of antiquization reinforced the political primacy of its promoters, the ruling Internal Macedonian Revolutionary Organization – Democratic Party for Macedonian National Unity (VMRO-DPMNE), but had a negative impact on the interethnic relations and the international position of the country.  相似文献

Azerbaijan's complex history has weaved a tapestry of linguistic, cultural, and national identities among Azerbaijanis through centuries of political, social, and linguistic integration. In the current post-Soviet era, this identity is undergoing another period of change, with influences from intra-state ethnic, religious, and sociopolitical institutions as well as from regional and international powers. This article centers on linguistic identity among Azerbaijani youth at three types of schools: Azerbaijani-medium, Russian-medium, and English-medium. The authors seek to discover whether and to what extent the language of instruction in each type of school affects linguistic identity, which in turn has implications for national identity. The article first discusses the existing literature on language and identity in second language acquisition and socio-educational linguistics. It then examines Azerbaijan's linguistic and political history through the lens of the latter framework, as a context for an analysis of the data from surveys and focus groups. The article analyzes the relationship between medium of instruction in school and students' perceptions of language and identification with various language groups, and discusses the findings of a significant correlation between language of instruction and linguistic identity, with its implications for national identity.  相似文献

Previous academic work on stability in Dagestan has focused on two potential cleavages, the republic’s ethnic diversity and the challenge from radical Islamist groups. Using results from a December 2005 survey, and focusing on Dagestan’s six main ethnic groups, this paper investigates attitudes towards the dual topics of the politicization of ethnicity and the relationship between terrorism and Islamism. We find that Dagestanis maintain layered conceptions of identity, and do not attribute violence predominantly to radical Islam in the republic or the wider North Caucasus. Scholars should be aware of Rogers Brubaker’s concept of groupism in analyzing not just ethnic groups, but religious movements as well.  相似文献

This article aims to present the situation of the Russian minority in Kazakhstan and to stress the political, social and identity evolutions in this country since independence in 1991. It develops three main points: the non-homogeneous nature of Russians in Kazakhstan; the development of non-ethnic allegiances that could explain the failure of the local Russian political parties; and the difficulties the leaders have in choosing between the defence of the political rights and the cultural rights of the country's first minority. In order to examine these issues, this article focuses on a series of issues: the place of the national question in the Kazakh public debate; the process of linguistic and ethnic Kazakhisation; the political activities of the Russian minority; the Cossack issue and the stakes of autonomist claims; and, finally, the issue of emigration and the narrative of the ‘return’ to Russia.  相似文献

In 1977, John Lonsdale published a review of William R. Ochieng's study APre-Colonial History of the Gusii of Western Kenya in the Kenya Historical Review. Entitled “When did the Gusii (or any other group) become a ‘Tribe’?”, the ten-page article was less a book review and more a treatise on the practice of history in Africa. Taking Lonsdale's question as a point of inspiration, this article provides a critical rethinking of the theories of “tribe”, ethnicity and identity politics that continue to dominate African scholarship by examining the particular case of the Luyia in western Kenya. Through the seemingly incongruous and stubbornly diverse accounting of Luyia political community, this study suggests that histories of ethnic identity remain trapped by their own constructivist logic, elevating the “inventors” of traditional accounts at the expense of the plural and dissenting voices that characterise the multiple forms of political imagination practised across Africa that, while diverse, continue to rely on the idiom of the “tribe”.  相似文献

Abstract

Studies of minority ‘integration’ often focus heavily on group boundaries of ethnicity, language and identity. This essay challenges these conventional approaches in Latvia by examining individuals’ quotidian, lived experiences and how these transcend common analytical boundaries. Using the Daugavpils region as a case study, I explore Russian speaker and Latvian participation in events explicitly linked with ‘ethnic’ Latvian cultural identity. I argue, by adopting multifaceted analytical measures of identities, ethnicity and belonging, new perspectives on banal integration and minority engagement within national culture emerge. Individuals engage with each other and with ‘national’ identity and culture in complex ways. Young ‘Russian speakers’ are often more integrated with their ethnic Latvian peers than the extant literature suggests, both civically and in Latvia’s cultural sphere, as consumers and producers of Latvian ‘national’ identity.  相似文献

This article analyzes initiatives of Gerald Ford's presidential administration toward nationalities or the so-called white ethnics against the backdrop of the legacy of Richard Nixon and the Republican Party's ethnic politics of the 1960s. Using archival and interview materials, it demonstrates that Gerald Ford intended to improve the relationship between the President's office and the ethnics who were involved in the Republican Party's structures. He consciously tried to respond to ethnics’ political concerns and even created a special position on his staff for working with the nationalities. While in office and during the election campaign of 1976, Ford succeeded in engaging the ethnics and in demonstrating his will to address their needs on the domestic “front.” He failed, however, to fully appreciate the importance of foreign policy to the nationalities. The article proposes that today, as in the 1970s, the American political establishment would benefit from recognizing international issues as crucial elements of white ethnics’ or nationalities’ political behavior.  相似文献

The Kurdish population in Iran feels disenfranchised and excluded from the political system. Based on an original survey of Iranian Kurds, it is revealed that Kurds lack trust and confidence in the central government and do not exhibit any emotional connection with Iranian identity or the Islamic Republic of Iran. Overwhelmingly, survey respondents put their Kurdish identity and affiliations as the primary point of reference. This emotional and political disconnect with Iran poses a serious challenge to the incumbent regime. It is an affront to the official rhetoric of ethnic unity and Iranian solidarity that is reinforced by Islamic principles under the Islamic Republic of Iran. This has led the incumbent regime to opt for a security response to a clearly political challenge. However, as the survey data in this research reveals, the securitisation of Iran’s response to its Kurdish population is only widening the gap, and aggravating the situation. The securitised approach to Kurdish aspirations for inclusion and acceptance is a counterproductive strategy with significant risks for the Islamic Republic of Iran.  相似文献

Abstract

In this essay, we examine the connections between media use and trust strategies, and the identity development of the Russian-speaking populations in Estonia and Latvia in the context of the political crisis in Ukraine. We argue against the levelling, uniform view of Russian-speaking audiences as being completely under the influence of Russian media and thereby politically identifying themselves with the Kremlin. We present a typology of Russian-speaking audiences, explain how they construct their identities as audience members within these types in times of political crisis, and discuss how this self-identification as audience members shapes the development of broader civic and ethnic identities among the Estonian and Latvian Russian-speaking populations.  相似文献

Why do ordinary people commit ethnic atrocities? To understand the psychology of ethnic violence we constructed a pilot project based on narrative interviews with five ordinary people who participated in acts of ethnic violence during the Lebanese Civil War. The interviews present striking evidence that identity constrains choice for all individuals, regardless of their particular ideological or socioeconomic demographic background. Our findings challenge both the rationalist approaches of realistic conflict theory and rational choice and the institutional claims of consociational democracy and suggest the tremendous power of identity and perceptions of self in relation to others to constrain political actions.  相似文献

Intercommunal, socio-economic, and political relations in the North Caucasus have historically revolved around access to this mountain region’s prized pasturage and scarce farmland. Given the centrality of the land question in the North Caucasus, it is unsurprising that historiography on land relations in the region has been highly politicized. This article examines how indigenous writing on the history of land relations in the central Caucasus – a region inhabited by today’s Kabardians, Balkars, Ossetians, Ingushes, and Karachais, and dominated by the princely confederation of Kabarda before the tsarist conquest – has been subject to wide revision in response to changes in local and national political dynamics and the emergence of ethnicized identity politics. In the late-imperial and early Soviet periods, Karachai, Balkar, and Ossetian elites-cum-historians, writing for an audience of imperial policy-makers, crafted histories to influence state policies toward land reform. By the 1930s, historians from the region tailored their histories of land relations to the prerogatives of Soviet nationality policies. The ideas contained in these histories impacted the construction of national identities in the Soviet period. Post-Soviet Karachai and Balkar intellectuals, seeking to establish new post-colonial national histories for their peoples, have reinterpreted the history of land relations in order to depict their ancestors as independent of Kabarda’s land-based dominance. This revisionism is part of the struggle of the Karachais and Balkars against their historiographical erasure, which was a product of the exclusion of the Karachais and Balkars from the family of Soviet nations during their deportation and exile to Central Asia from 1944 to 1957 and their subsequent political and cultural marginalization.  相似文献
