How do citizens in weak democracies evaluate claims on government assistance made by other ethnic groups? This paper analyzes data from an original survey experiment in the Republic of Georgia to determine the role of ethnic cues in the formation of redistributive preferences. In the experiment, ethnic Georgian subjects are randomly assigned a mock news article with variation on implied ethnic (Georgian, Azeri, or Armenian) identity and type of redistributive demand, and asked to evaluate the demand. The results show modest but consistent evidence of ethnic bias conditional on both types of variation, along with ethnic stereotypes, even while subjects are highly pro-redistribution in general. This study highlights how subtle biases can shape redistributive policy preferences in ways inimical to democracy in multiethnic societies.  相似文献

The article explores the “fear of Islam” through a specific series of political debates about Islam and the future of the Greek-Orthodox national identity. The analysis is based on the method of qualitative content analysis, which makes use of thematic categories and draws on the proceedings of the Greek parliament. The main questions the article will try to address are: How have Greek political parties reacted to public demand for the construction of a mosque? What have been the rhetorical tropes they use? How have they capitalized on current and old fears about Islam? What have been the implications of this discourse on state policies toward Islam? Have there been any differences in this discourse over time? The analysis highlights the role of historical interpretations of Greek national identity and contemporary problems related to new waves of migration due to Greece’s place on the border with Turkey and with the broader Islamic world.  相似文献

The demographic composition of Kazakhstan after the fall of the Soviet Union presented a dilemma to the new Kazakhstani government: Should it advance a Kazakh identity as paramount, possibly alienating the large non-Kazakh population? Or should it advocate for a non-ethnicized national identity? How would those decisions be made in light of global norms of liberal multiculturalism? And, critically, would citizens respond to new frames of identity? This paper provides an empirical look at supraethnic identity-building in Kazakhstan – that is, at the development of a national identity that individuals place above or alongside their ethnic identification. We closely examine the Assembly of People of Kazakhstan to describe how Kazakhstani policies intersect with theories of nationalism and nation-building. We then use ordered probit models to analyze data from a 2014 survey to examine how citizens of Kazakhstan associate with a “Kazakhstani” supraethnic identity. Our findings suggest that despite the Assembly of People’s rhetoric, there are still significant barriers to citizen-level adoption of a supraethnic identity in Kazakhstan, particularly regarding language. However, many individuals do claim an association with Kazakhstani identity, especially those individuals who strongly value citizenship in the abstract.  相似文献

Since the Rose Revolution (2003), Georgia has encountered an unprecedented scale of institutional reforms concomitant with the rise of American and European involvement in the “democratization” process. Various scholars have suggested that Georgian nationalism developed from an ethno-cultural basis to a more civic/liberal orientation after the Rose Revolution. This paper analyzes Georgian nationalism under President Mikheil Saakashvili to demonstrate the significant divergence between political rhetoric on national identity, the selection of symbols, and state policy toward the Georgian Orthodox Church versus state policy toward ethnic minorities. The aim of this article is to examine the at times conflicting conceptions of national identity as reflected in the public policies of Saakashvili’s government since the Rose Revolution. It attempts to problematize the typologies of nationalism when applied to the Georgian context and suggests conceptualizing the state-driven nationalism of the post-Rose Revolution government as “hybrid nationalism” as opposed to civic or ethno-cultural.  相似文献

The paper researches the development of the Circassian movement from 1989–2000 and its contemporary structure since 2005. The modern Circassian movement as a whole has never been approached from a political science viewpoint. This research aims to answer several core questions: What are the different strands of the movement? What principles are they based on? Who are the participants? What political forces support them? This article tells the story of the construction of Turkish national identity in the early republican era by addressing two canonical novels about occupied ?stanbul: Sodom ve Gomore (“Sodom and Gomorrah”) by Yakup Kadri Karaosmano?lu and Biz ?nsanlar (“We People”) by Peyami Safa. Following the establishment of the Turkish Republic, Turkish nationalist intellectuals attempted to offer certain formulations and implemented various mechanisms to create a national self. The study aims to focus on the ways in which Karaosmano?lu and Safa create the new Turkish national identity and deals with the questions of how occupied ?stanbul was perceived by these intellectuals and how the memory of the Allied occupation of ?stanbul, the collapse of the Ottoman Empire, and the National Liberation Struggle shaped Turkish elites’ self-identification as well as their formulation of the national identity.  相似文献

How are Israelis to incorporate the Palestinian refugee problem in their national memory? Scholarly historical accounts of the 1948 period can play an important role in this regard. Benny Morris's account allows them to take responsibility while maintaining the integrity of their national identity. Shabtai Teveth's account allows them to avoid responsibility, but at the cost of ignoring mountains of evidence. Nur Masalha's account in contrast, burdens them with a responsibility that jeopardizes their national bond. It is reasonable to expect them to adopt the first and reject the second, but it is unreasonable to expect them to adopt the third, irrespective of its scholarly merits.  相似文献

The fight for Lwów/Lviv in 1918 was the first military conflict in the difficult twentieth-century history of Polish–Ukrainian relations. In the inter-war period, an impressive military memorial, the Eaglets Cemetery, was constructed in Lwów to honor the young defenders of the city. A monument to the Eaglets was also erected in the neighboring Przemy?l. In inter-war Poland, the Ukrainians, who had lost their cause for state independence, created their own cult of national heroes, the Sich Riflemen. Their graves in Lwów and Przemy?l, as well as in many smaller towns, became sites of public commemoration and national mobilization. This article traces the emergence, the development and the post-World War II decay of both competing memorial cults, focusing on their revival and political uses after 1989. It examines the trans-border aspects of memory politics in Lviv and Przemy?l and analyses the role of war memorials in (re-)establishing the link between ethnic communities and their homelands.  相似文献

This article sheds light on the Euro-Atlantic discourse in Georgia by situating it in a wider frame. It provides an analysis of its Euro-Atlantic orientation by presenting it as a continuation of past efforts to involve European powers in Georgian affairs and highlights changing trends in this aspect of contemporary foreign policy. Far from determining whether or not the Georgians are European, the different arguments that have been used to support Georgian “Europeanness” are evaluated to assess its role in the national identity construction process. Focusing primarily on the United National Movement government led by Mikheil Saakashvili, we demonstrate how the Euro-Atlantic discourse has been employed domestically by the political elite as a legitimacy management strategy and explore its function in seeking Western patronage, a key foreign policy goal.  相似文献

How trusting of civil servants are citizens in North America and Europe? What individual-level and national-level attributes correlate with trust in civil servants? To answer these questions, data from national samples across 21 countries are taken from the International Social Survey Programme (ISSP) 2006 Role of Government module and are analyzed by estimating multilevel binary logistic regression models. Trust is correlated with both subjective (at the individual-level) and objective (at the national-level) indicators of performance. The quality of institutions also matters as countries with lower levels of public sector corruption experience higher levels of trust in the civil service.  相似文献

This article analyzes the status of difficult historic events in Ukrainian collective memory. Difficult elements of collective memory are defined as those which divide society on basic matters, such as identity and national cohesion, and events which are being actively forgotten because of the role of Ukrainians as perpetrators. Three such issues were analyzed: World War II and the role of the Ukrainian Insurgent Army (UPA), the Holocaust, and the ethnic purge of Poles in Volhynia and Eastern Galicia in 1943–1945. Utilizing data from quantitative and qualitative studies, the author showcases the significance of these issues for contemporary Ukrainian identity and Ukraine’s relations with its neighbors. In particular, the evaluation of World War II and the role of the UPA in Ukrainian history polarizes Ukrainian society to a great degree. At the same time, this element of national history is used to construct a common, anti-Russian identity. The difficulty of relating to the memory of the Holocaust and the ethnic purge in Volhynia is of a different character. These events are problematic for Ukrainian collective memory because they demand a painful settling of accounts with the past. At present, only Ukrainian elites are willing to work on these subjects, and only to a limited degree, while the common consciousness either denies or ignores them altogether.  相似文献

What determined Russia's national interests and grand strategy in the first decade after the Cold War? This article uses aspirational constructivism, which combines social psychology with constructivism, to answer this question. Central to aspirational constructivism are the roles that the past self and in-groups, and their perceived effectiveness play in the selection of a national identity and the definition of national interests. This article explains why Russian political elites settled on a statist national identity that focused on retaining Russia's historical status as a Western great power and hegemon in the former Soviet Union and in engaging the country in bounded status competition with the United States.  相似文献

This article is based on biographical interviews and field research carried out in two adjacent regions of northern Uganda on local peace and post-war processes. It focuses on the situation of former rebel fighters following their return to civilian life. In the case of Acholiland, these are primarily former “child soldiers” of the so-called Lord’s Resistance Army who were recruited by violent abduction; in West Nile they are primarily men who more or less voluntarily joined local rebel groups as adults. The following questions were investigated: How do rebels who have returned from the “bush” speak about their past and their present? What discourses do they confront within the groupings, or we-groups, to which they are regarded as belonging and whose collective knowledge they refer to? What is the nature of their present situation and how can it be socio- and psychogenetically explained and interpreted?  相似文献

In 1929, local officials in the mountainous region of upper Ajara in the Georgian Soviet Socialist Republic (SSR) pursued aggressive policies to force women to remove their veils and to close religious schools, provoking the Muslim peasant population to rebellion in one of the largest and most violent of such incidents in Soviet history. The central authorities in Moscow authorized the use of Red Army troops to suppress the uprising, but they also reversed the local initiatives and offered the peasants concessions. Based on Party and secret police files from the Georgian archives in Tbilisi and Batumi, this article will explore the ways in which local cadres interpreted regime policies in this Muslim region of Georgia, and the interaction of the center and periphery in dealing with national identity, Islam, gender, and everyday life in the early Soviet period.  相似文献

With increased transnational ties to their homelands, immigrants' ontology now verges on being double – and, consequently, on seeing double – most of the time. This double consciousness, and the attendant dearth of fixity in identity among immigrants, has led some to wonder where the allegiance of minority immigrants, in particular, lies. Can these immigrants be loyal to both their ethno-racial identity and their host national identity? Is the identification with one's ethno-racial background and national identity a zero-sum game in which one side of the loyalty equation gains only at the expense of the other? This study examines these issues, using African immigrants (specifically, Ghanaians and Somalis) in Canada as a case study. In particular, we use multinomial logistic regression to predict the factors that prompt these immigrants to identify as: ‘just Canadians’, ‘just Ghanaians/Somalis’, or as ‘Ghanaian-/Somali-Canadians’. The study is significant not only because of the lack of research on African immigrants' identity formation in Canada, but also because immigrants' identity has significant bearing on their settlement and integration in host societies.  相似文献

Social assistance is increasingly promoted as a means of tackling poverty. However, in established democracies stable delivery has often proved difficult because of tensions between national and local government, the former desiring comprehensiveness and uniformity, the latter requiring flexibility to meet local needs. These issues are explored in the context of China and Dibao, the world's largest social assistance system, with three questions posed: Do similar tensions exist in China as in the Western world? How are they resolved and what is the nature of the political compromise? How do recipients fare? Policy analysis in a village in south‐central China reveals similar tensions. A regime in which local government employed discretion to prioritize social stability over poverty alleviation has been replaced by an inherently unstable system based on surveillance of officials and local cadres who now prioritize their personal security over the needs of applicants.  相似文献

In terms of national agencies in the European administrative space, case studies indicate that national governments may be partly split so that national (regulatory) agencies operate in a ‘double‐hatted’ manner when practising EU legislation, serving both ministerial departments and the European Commission. Applying large‐N questionnaire data, this article follows up these studies by investigating how important various institutions are with respect to influencing national agencies when they are practising EU legislation. How discretion is exercised at this stage of the policy process is not trivial; we demonstrate that, in addition, this activity is highly contested. Our main conclusion is that implementation of EU policies at the national level is neither solely indirect via national governments (as the standard portrayal says), nor solely direct (through Commission‐driven national agencies), nor solely networked (through transnational agency clusters). Implementation is instead compound with several sources of power represented more or less simultaneously.  相似文献

How do institutions transform? To answer that question, this article introduces a dynamic theoretical framework of gradual institutional changes. Instead of looking at each mode of gradual change—like layering or drift—as a stand‐alone process, we examine how the application of one mode of change affects the opportunities of change agents to induce additional modes of gradual transformation. We first point to the fact that any single mode of change produces a real but limited transformation. Nevertheless, since the application of a gradual mode of change alters the institutional context, it opens new change opportunities by affecting the support in the targeted institution and/or its internal coherence. Consequently, change agents who aspire to comprehensive transformation will be able to use these new opportunities to implement additional modes of gradual transformation. Two case studies of gradual social policy transformations in Israel exemplify these theoretical assertions.  相似文献
