Little is known of the history, structure and operations of the Italian intelligence services in the Mediterranean and the Middle East. The challenge brought by Fascist Italy to the security of the British and French imperial systems is at the heart of this article, which sets out to assess not only the imperial dimension of Fascist intelligence but also the response provided by Britain's and France's colonial authorities to Mussolini's ambitions in the Mediterranean and the Middle East. An examination of British and French intelligence archival material sheds new light upon perceptions of power and threat afforded by British and French policy-makers keen to maintain political control over their colonial and client states. The paper suggests that despite comprising a multitude of competing agencies, the Fascist services could rely on the work of motivated individuals and on the support of Italian diplomatic representatives overseas. Their ability to establish relations – although short-lived – with Arab nationalist leaders and their intense activities in British colonies, protectorates and mandates generated concern within the British Foreign and Colonial Offices. Meanwhile, poor intelligence coordination and assessment coupled with misguided assumptions about the nature of Arab nationalism hindered Britain's response to the challenge mounted by Mussolini's regime.  相似文献

This article examines the role and effectiveness of counter-terrorist intelligence operations in Northern Ireland. Specifically, it examines the methods of gathering intelligence as well as how the information was used, while also addressing some of the wider moral and legal implications of intelligence activities for a liberal democratic society. It argues that British intelligence was ultimately very effective but at the price of employing some highly dubious methods.

International criminal tribunals established by the UN Security Council in the 1990s have been widely acclaimed as active participants in the modern system of dynamic criminal justice. One of their best known achievements is the prosecution of rape and sexual assaults. The International Criminal Tribunal for the Former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR) set an example for other tribunals to follow. By interpreting a variety of international laws, the community of international legal professionals has been able to shift the prevailing understanding of rape and sexual violence away from that of an “unfortunate byproducts of war.” Not only has the epistemic community of legal professionals been able to end impunity for these crimes, but case-law of international tribunals has become a basis for subsequent trials at quasi-international tribunals. Decisions of the tribunals have been instrumental in drafting the Statute of the International Criminal Court and can be regarded as an example of the formation of new international norms by means of judicial decisions.  相似文献

Treating corporate contributions as purchases of valuable inputs, we hypothesize that firms for which genetic diversity, advertizing, and reputations of environmental responsibility are more valuable and firms for which the cost of contributing is less will be more likely contributors to the Nature Conservancy. These hypotheses are supported by logit estimations which find firms in industries where biological inputs are important, firms with high advertizing expenditures, firms in industries with high costs of meeting environmental regulations, and large firms are more likely to contribute and so become Corporate Associates of the Nature Conservancy.  相似文献

This paper aims to offer some insights into the ways in which Arab-Americans experience the United States and adjust to its political institutions. It stresses how such a community still finds it difficult to consolidate its efforts and exert pressure on the decision making process. But to gain national visibility and recognition, they need first to voice its concerns throughout mainstream advocacy groups. In this regard, the term “Arab lobby” is a misnomer as very often it is used as a shorthand word for the loose coalition of organizations that seek to improve Arabs’ conditions in the U.S. and to influence American foreign policy in the Middle East. Notwithstanding, this study is meant to highlight the difference between what some termed the informal Arab lobby, sponsored by rich oil countries, and the formal Arab American lobby, represented today by the Arab American Institute (AAI) and the American-Arab Anti-Discrimination Committee (ADC) and headquartered in Washington D.C. However, while the different components of the pro-Arab lobby cannot represent “the Arabs” as a united political group, they have been able to share a common concern: Palestine. In effect, not only the Israeli-Palestinian conflict has always been a top priority and a principal focus of the Arab lobby as a whole, but it has also been viewed as a tool to measure its political efficacy. Last but not least, despite the very limited success achieved by the Arab lobby in its attempts to shape American foreign policy (compared to its pro-Israel counterpart), this study demonstrates that the members of the Arab and Jewish communities in the United States share common grounds on almost every issue central to Arab-Israel peace and U.S. policy in the Middle East, on top of them the two-state solution (Zogby International, 2007).  相似文献

Works of human rights literature help to ground the formal rights system in an informal rights ethos. Writers have developed four major modes of human rights literature as follows: protest, testimony, lament, and laughter. Through interpretations of poetry in Carolyn Forché’s anthology, Against Forgetting, and novels from Rwanda, the US, and Bosnia, I focus on the mode of lament, the literature of mourning. Lament is a social and ritualized form, the purposes of which are congruent with the aims of transitional justice institutions. Both laments and truth commissions employ grieving narratives to help survivors of human rights trauma bequeath to the ghosts of the past the justice of a monument while renewing the survivors’ capacity for rebuilding civil society in the future. Human rights scholars need a broader, extrajuridical meaning for “transitional justice” if we hope to capture its power.  相似文献

Jonathan Haidt’s The Righteous Mind is an advance in the empirical study of morality. He argues that liberals lose elections because they only appeal to the moral foundations of Care and Fairness, whereas conservatives can appeal to additional things that most people value - Loyalty, Authority, and Sanctity. Haidt’s argument gets a bit muddled when he tries to incorporate the libertarians’ concern with Liberty into his scheme of moral foundations. This muddle can be resolved by seeing that all groups need Loyalty, Authority, and Fairness (re-described). Politics today is a debate about what is truly Sacred for society - the conservatives’ traditional sacred realm of family, religion, and nation-state, the libertarians’ sacred individual liberty, or the liberals’ sacred care for those who are harmed by society.  相似文献

My notes on Peter Berger’s recent publication (Berger 2014) come in two parts. In part one, I will address a couple of conceptual ambiguities surrounding the so-called “secularization theory”. In part two, I will deal with Berger’s argument that religious diversity undermines religious certainties and in that sense fosters secularization. As I will point out, theologians are not only well aware of this situation, they are discussing it as part of the so-called “theology of religions,” and they have identified a solution that avoids what Berger rightly characterizes as the two impasses of fundamentalism and relativism.  相似文献

After the economic rise of China with the improvement in their standard of living, there have been many changes in the rights of citizens in China. This paper provides a broad survey of rights to see how China compares with the West and some countries in the Far East. This comparison assesses citizenship theory as it might apply to China, and then assesses a number of measures of rights. First, in order to make comparisons, the very different conceptions and theories of citizenship in China must be considered. Chinese citizenship is based on more of a communitarian model than a liberal or social democratic approach mainly due to Confucianism. Despite considerable improvement in citizenship rights, China’s reliance on a more communitarian citizenship theory (rather than liberal or social democratic theories) tends to emphasize obligations over rights. Second, in assessing the level of rights in China in the 21st century, T. H. Marshall provides the classification of legal, political and social rights. Using Freedom House, Fraser Institute and other data, I make cross-national comparisons between China and Western countries (e.g., the US, Canada and select European countries) and East Asian countries or regions (e.g., Japan, Indonesia, South Korea, Hong Kong and Taiwan). I also include Russia since it has made a similar transition from communist rule. The paper argues that citizenship rights for Chinese citizens have improved for many legal and social rights but not so much for political rights. However, all of these rights in China are much lower than in the West and much of East Asia, though in a few instances the levels are quite similar to Russia. I conclude with an estimate of the possible pathways toward greater political rights in China over the next few decades.  相似文献

In recent years, the political process has seemed to become increasingly favorable to issues involving women, as shown by the relatively large number of states which have passed the Equal Rights Amendment. The economic theory of politics would imply that this result would occur if the interests of women in removing labor force sex discrimination had increased. We argue that most sex descrimination in hiring and pay of women is in the form of statistical discrimination where sex is used as a proxy for labor force attachment. If this is so, then, on net, sex discrimination in employment practices would pay in the sense that the gainers from such behavior would gain more than the losers would lose. Married women would share in such gains since they would be compensated for their lower earnings by the higher earnings of their husbands. Single women, however, would receive no such compensation. We therefore hypothesize that the recent increase in legislation benefitting women is related to marriage rates, not to female labor force participation. Using votes in the state legislatures on the ERA as a measure of success by state of the women's movement, we find that our results do hold — number of single women is significant in explaining such voting but female labor force participation is not significant.  相似文献

For almost four years New York City and the Rand Corporation have been engaged in an enterprise distinctive if not unique: the subjection of a wide variety of the City's problems to the scrutiny of independent analysts. This paper* is the attempt of a participant in that enterprise to describe the background of that effort and the novel arrangements made to institutionalize it, to outline the nature and effect of the analyses produced, and then to reflect on some of the lessons this effort has taught some of its participants.  相似文献

This article seeks to establish, in a definitive manner, what the US knew about the Suez invasion plan of 1956.

With the benefit of the CIA's U‐2 reconnaissance plane, the US was able to pinpoint, as of mid‐October, the existence of nearly three times the number of Mystère fighters in Israel than had previously been notified to Washington by the French government. That plus an information blackout on the part of the British and the French, and the breakdown of negotiations with the Egyptians at the UN, roused Washington's apprehensions that a military option was being considered. However, though there was suspicion on the part of the US that an Israeli‐French operation might be in the offing, Washington never seriously focused on the possibility of a tripartite operation involving the British, the French, and the Israelis. President Eisenhower and Secretary of State Dulles relied on the Anglo‐American special relationship and on British good sense not to get involved. In particular, Washington completely missed the fact of the British‐French‐Israeli meeting at Sèvres, at which time (24 October), the decision was taken to launch the operation five days later. The transparent nature of the British‐French announced decision, after the Israeli attack, to ‘separate’ the Egyptian and Israeli forces doomed the operation from the start before the court of world opinion. In this manner, Operation ‘Separation of Forces’ was transformed into a force.  相似文献

The international literature on campaign professionalization suggests that election campaigning has become increasingly slick and professional in recent decades. But while significant attention has been paid to changing campaign tools and tactics, one critical question has been consistently overlooked: Do professionalized campaigners perform better at the ballot box? This question should be a critical one for campaign scholars, yet the existing literature is almost entirely silent on the relationship between campaign professionalization and electoral outcomes. This paper reviews the existing literature for clues about how professionalized campaigning may help or hinder electoral performance and draws on recent research using Gibson and Rommele's (2009 Gibson , R. , and A. This paper examines variation in the timing of compliance with European directives. It formulates and tests the hypothesis that member states' policy-based incentives to deviate from the content of directives influence delay in compliance. This hypothesis is tested along with other factors that are posited to influence compliance, including the amount of discretion directives give member states, the level of misfit between national and European-level laws, and characteristics of member states. The hypotheses are examined in a quantitative research design using arguably the best available information on compliance: national responses to six labour market directives investigated by Falkner et al. (2005 Falkner, Gerda, Trieb, Oliver, Hartlapp, Miriam and Leiber, Simone. 2005. Complying with Europe: EU Harmonisation and Soft Law in the Member States, Cambridge: Cambridge University Press. [Crossref] [Google Scholar]) for Complying with Europe. The present study develops Falkner et al.'s analysis in two respects. First, it identifies new theoretically important variables and offers measures of these, notably member states' policy-based incentives to deviate and the amount of discretion granted by directives. Second, it tests these hypotheses using multivariate analysis, while Falkner et al. applied bivariate tests only. In contrast to Falkner et al.'s conclusions, the findings indicate that misfit between national and European laws significantly reduces the likelihood of timely compliance. While political opposition at the time of a directive's adoption is not linked directly to compliance, member states tend to oppose directives that do not fit existing national laws. Compliance is more timely for directives that grant more discretion.  相似文献

This article attempts to discern whether Turkey belongs to Europe's emerging pan-European cosmopolitan culture and investigates the political implications of Turkish cultural ‘otherness’. The article revisits Laitin's (2002 Laitin, David D. 2002. ‘Culture and National Identity: “The East” and European Integration’. West European Politics, 25(2): 5680. [Taylor &; Francis Online], [Web of Science ®] [Google Scholar]) suggestion that social mobility in contemporary Europe requires individuals to possess 2 ± 1 cultural repertoires. Then, drawing on analysis of Eurobarometer, World Values Survey, European Values Survey, and original datasets, it compares the cultural repertoires of citizens from four groups of European countries – the EU's founding members, countries that joined the Communities between 1973 and 1995, countries of the 2004/2007 enlargement wave, and Turkey itself. The data support the conventional wisdom that Turkey is culturally quite different from EU norms. Still, the article concludes by interrogating the political implications of this difference and suggesting that Turkey's cultural alterity does not necessarily preclude the possibility of smooth Turkish integration into the EU.  相似文献

Starting from the premise that campaigns ought to have informational benefits for voters this study examines the characteristics of Senate electoral campaigns and their ability to facilitate “correct voting” as first described by Lau and Redlawsk (1997) Lau, Richard R. &; Redlawsk, David P. Here, the political values and beliefs of voters are measured from the 1990 and 1992 Senate Election Studies to assess how far such beliefs match to their state's Senate candidates. The variation within Senate campaigns allows for a wider range of hypotheses to be tested about the conditions under which voting correctly occurs compared with prior studies that have focused on presidential elections. The findings are important in that they show a lower incidence of correct voting in Senate elections than in presidential races. However, this is moderated by individual knowledge, ideological sophistication, and a higher level of campaign intensity, all of which increase correct voting. The implications lend support to the normative value of campaigns in American politics.  相似文献

Niskanen's theory of government budgeting, involving powerful agencies interested in maximizing their budgets through bargaining with a weak, poorly informed governmental ‘Sponsor’, has received wide recognition. This paper presents the first direct empirical tests of Niskanen's ideas. One implication of Niskanen's model of budgeting is that the demand for public services will appear to be elastic. Niskanen's model also implies restrictions on the elasticity of the derived demand for labor in the public sector. Neither set of predictions is supported by existing empirical research on government activity.  相似文献

One form of the multistage election system is the run-off system, whereby an initial set of candidates is reduced by eliminating from consideration the lowest ranking alternatives at each stage of the process.
