One of the most interesting phenomena in contemporary international relations is the growing role of local government entities in forging and intensifying cross-border interactions in the social, economic and cultural arenas. Lamentably, this aspect of international relations, which I conceptualize as local liberalism, has not received sufficient scholarly attention. This paper attempts to fill in the gap by describing and analyzing how local liberalism has played a role in China's relations with Southeast Asia. The paper argues that local governments in Yunnan and Guangxi have played an important and positive role in cementing the relations between China and Southeast Asia. The paper suggests that debunking the China ‘black box’ to examine the different units in China, including the sub-national governments, may provide more useful insights for our understanding of China–Southeast Asian relations.  相似文献

地方府际关系是指各级地方政府之间的纵横关系网络,包括地方政府上下级之间的纵向关系和各个地方政府之间的横向关系。改革开放前后,我国地方府际关系的变化促进了我国政治、经济、社会、文化的发展,但也出现了一些问题,解决问题的关键是实现我国地方府际关系的法制化。文章从现阶段我国地方府际关系法制化涉及的主要问题出发,在借鉴西方发达国家地方府际关系法制化基本经验的基础上,探讨了我国地方府际关系法制化的实现途径。  相似文献

The growing economic presence of China around the world is a widely recognized reality. China's expanding economic relations with other developing countries have generated both positive and negative reactions. Many believe that the increasing economic ties between China and these countries will enhance China's political influence and encourage political cooperation between China and other countries in the Global South. How strong is the economic–political link? This article examines this question in the context of Sino–Latin American relations in recent years. It finds that thus far China's expanding economic relations with the region have not had a significant spillover effect into the political realm. The article provides preliminary explanations of the missing link between the economic and the political. It calls for more nuanced ways to apply familiar international relations paradigms to understanding the implications of the rise of China.  相似文献

This analysis of the dangerous forces increasingly dynamizing Beijing–Washington relations explains why the usual proposals for increasing the cooperative aspects of USA–PRC relations will not succeed. It builds on the policy analysis and policy proposals of others who understand what a disaster it would be if China–America relations were to continue to grow worse. It makes a suggestion for restructuring the institutions of the international political economy so as to construct fundamental over-lapping interests between America and China. The author finds that without some difficult and basic changes in the relations, worst case outcomes become ever more probable.  相似文献

With the diplomatic warming of US‐China relations, the recent resumption of the Koo — Wang meeting and Taiwan's elections for legislators, mayors, and city councilors, cross‐Taiwan Strait relations are at another historical turning point. While the improvement of US‐China relations tends to relieve both sides from rhetoric exchanges of ‘China threat’ and ‘US‐Taiwan conspiracy’, Clinton's oral declaration of the ‘Three No's’ has raised serious concerns in Taiwan. With such a background, a group of experts and policy‐making participants from the US, Taiwan and Mainland China gathered again at a conference on ‘US‐China Relations and the Taiwan Factor’ in Washington, DC in mid‐October 1998. This was the second episode in a series of symposia on US‐China relations sponsored by the Association of Chinese Political Studies (ACPS). The symposium attempts to provide a free, intimate, and long‐term forum for a group of influential experts with different perspectives from the US, Taiwan and Mainland China. As a result, a deep understanding of common interests has been reached and clear differences have also been recognized through direct dialogue and frank exchange of ideas.  相似文献

This article analyzes the United States 'dual track' policy on arms sales and technology transfers to the China mainland and Taiwan. Despite its 'one China' policy, the US has continued to sell arms to Taiwan and provide Taiwan with military technology. At the same time, Washington is unwilling to transfer certain technology to the China mainland. The US 'dual track' policy of arms sales and technology transfer to both sides of the Taiwan Strait has maintained a strategic balance by developing closer relations with Beijing while maintaining the security of the Republic of China on Taiwan. Washington's objectives are to enhance Sino‐American relations and to maintain Taiwan's security while not unsettling the generally positive Sino‐American relationship. While this policy has caused tensions in US‐PRC relations, this 'unbalanced balance' has served US interests in maintaining Taiwan's security and has not strained Washington‐Beijing relations to the breaking point.  相似文献

China has been quite successful in developing its relations with Central Asian states and expanding its influence in the region since the 1990s. Most analysts contribute the success to the strategy and policy of China’s national central government. This observation certainly has a lot of truth, but at the same time we should not neglect or downplay the role that the local government in Xinjiang has played in cementing China–Central Asian ties. Xinjiang has functioned as an indispensable actor in China’s look-west and act-west policies towards Central Asia and beyond. With Chinese foreign policy elites increasingly interested in using the act-west policy as part of their counter-hedging strategy in Asia, Xinjiang appears to enjoy many more opportunities and play an even more significant role in China’s relations with countries in its western flank.  相似文献

在市场经济条件下,劳动关系是各种经济关系的基础。中国经济转型使劳动关系发生了重大的变化,劳动关系更加复杂,劳资矛盾和劳资冲突趋向于表面化和常态化,然而劳资冲突的协调机制没有得到相应的发展。其框架和职能基本上只是传统体制的延续。在综合国内外对我国当代劳动关系进行的经验研究的基础上.文章认为经济转型中劳动力市场供大于求是引发劳资矛盾的根本原因,而劳资冲突协调机制存在着制度性缺失。构建和谐的劳动关系将是一个长期的、渐进的过程。  相似文献

Most of the conflicts and problems in Sino–Japanese relations have their roots in two main issues: the history of World War II and the status of Taiwan. And the historical and the Taiwan issues have been exacerbated by other disputes such as competing territorial claims, ownership of oil and gas fields in the East China Sea, and the location of the planned Siberian pipeline. In spite of these conflicts and frictions, it must be noted that there are broad common interests between China and Japan. Firstly, the Chinese and Japanese economies are highly complementary. Secondly, China and Japan working together to promote regional economic cooperation in Asia has important significance for peace and stability in the entire Asia–Pacific region. Thirdly, in the political and diplomatic arena, room for cooperation is even broader. The imminent issue at present is to seek an appropriate solution to the denuclearization of the Korean Peninsula. There is both a need and a possibility for closer Sino–Japanese relations in spite of real difficulties and potential clashes. Current Sino–Japanese relations have unprecedented hopes, which particularly require people to view and handle the Sino–Japanese relations from a strategic height and in a long-term perspective. Friendly coexistence and win–win cooperation are the only right choices in line with the fundamental interests both of China and Japan.  相似文献

This article examines Mongolia's and North Korea's bargaining with the People's Republic of China to provide insight into Northeast Asian regional dynamics and weak state bargaining behavior. The article demonstrates how both Mongolia and North Korea (which it demonstrates are weak states) employ a variety of tactics within the categories of capitulation, neutrality and confrontation when managing their respective relations with China. The article also argues the applica`bility of the two case studies to a better understanding of the diplomatic challenges China faces as it continues its development and to China's relations with the various weak states on its periphery.  相似文献
