With roots in both the field of labor-management negotiation and the civil rights movement of the 1950s and 1960s, practitioners and theorists of conflict resolution have been guided by two main theories concerning the objectives of alternative dispute resolution. On the one hand is the objective of systems maintenance, with an emphasis on stability and rational decision making. On the other hand is the objective of social justice, which emphasizes changing social institutions and organizations to support the protection of basic human rights and needs. This article analyzes the assumptions of both objectives and concludes with recommendations for how to make the goals of systems maintenance and social justice mutually supporting.  相似文献

Much of the negotiation literature emphasizes dispute resolution process, seemingly based on the assumption that resolution is indeed possible in a rational environment. The author outlines the history of transformations in social and political thought that have led to this shared assumption. However, the rationality assumption is seriously challenged in the contemporary era by terrorists and others who predicate their actions on a moral certitude that justifies their actions, no matter what the costs. Interveners perhaps should place more emphasis on changing the environment in which disputes occur, so that resolution is at least a possibility.  相似文献

Ripeness is the moment when parties to a conflict become willing to accept a settlement. It necessarily has a large subjective or psychological component. Thucydides' History of the Peloponnesian War may be viewed as a case study in ripeness, or its lack. Thucydides claims the conflict was foreordained to be a "great" war, meaning it could not be resolved before its cataclysmic end. His account of its origins reveals why this was so, and his presentation of select moments during the war constitute explorations of the obstacles to resolution. What Thucydides adds to the current literature on ripeness is a distinctive account of the psychology behind it.  相似文献

Dualism, a doctrine espousing that everything in the universe is divided into polar opposites, is a defining characteristic of social discourse around the world. This article examines this phenomenon and suggests that dualism's centrality in language, thought, and action produces divisiveness and limits conflict resolution options. This essay proposes that more dynamical systems of interpretation originating from a broad range of disciplines including linguistics, the physical sciences, and Eastern religions can be useful in a variety of conflict resolution situations because they encourage more complex and creative thinking.  相似文献

Can unofficial, academically based, third-party approaches contribute to the prevention and resolution of international and intercommunal conflicts? The article focuses on one such approach, interactive problem solving, which the author has applied primarily in the Israeli-Palestinian conflict. After describing the central tool of the approach, the problem-solving workshop, the article goes on to address the role of interactive problem solving and related approaches to the larger process of conflict resolution. In this context, it discusses the relationship of the microprocess of problem-solving workshops to the macroprocess of international conflict resolution; the relationship between official and unofficial diplomacy; the relationship between practice and scholarship in conflict resolution; the role of the university in the process; and the possibilities for institutionalizing this model of conflict resolution.  相似文献

The Bosnian War (1992–1995) was one of the most brutal conflicts in Europe since the end of World War II. Thirty‐four cease‐fires failed to produce peace in Bosnia and Herzegovina until the late American diplomat, Richard Holbrooke, brokered one that set the stage for a series of negotiations—starting in the Balkans and ending in Dayton, Ohio. The Dayton peace process finally terminated the Bosnian War. The interplay of military intervention by the North Atlantic Treaty Organization and diplomacy by the United States was remarkable. This article highlights thirteen conflict resolution lessons or “Holbrookeisms” that can be learned from the Dayton peace process. Some aspects of Holbrooke's approach toward the peace process helped him to successfully mediate an end to the Bosnian War, while others contributed toward some of the existing cleavages in today's Bosnian society.  相似文献

Recent studies examining the political impact of individuals' connections to the victims of international violence find these ties have a powerful effect on people's attitudes and feelings. How reliable, however, are self-reported claims of ties to a conflict's casualties? Using data from 9/11 and the Iraq War, I examine these claims, analyzing: 1) their influence on both public assessments of foreign policy and voting behavior, 2) whether critical demographic and political factors predict the likelihood of individuals reporting a tie to a conflict casualty, 3) the predicted, aggregate likelihood of survey respondents having connections to conflict victims, and 4) the theoretical distinction between actual vs. perceived casualty connections. The results strongly support the use of casualty connection data for understanding individuals' responses to international violence, and encourage future applications of social network approaches to the study of war and politics.  相似文献

Shaped by the changing nature of international conflict, the field of international conflict resolution evolved significantly throughout the latter years of the twentieth century and continues to be redefined. The end of the Cold War created space for a major transformation of the international conflict resolution field. This transformation was marked by three trends: (1) an expansion from a focus on superpower negotiating strategies to a wider peacebuilding agenda, (2) an increase in the role of nongovernmental actors as both disputants and third parties in international conflicts, and (3) a growing concern about human security in addition to state security, creating both tensions and opportunities for collaboration between governmental and nongovernmental bodies. This article presents a brief overview of each trend, as well as some concluding questions to frame the field's further development at this important juncture.  相似文献

Even as online learning is increasingly embraced by institutions of higher education, the past decade has seen the arrival of yet another new educational vehicle: massive online open courses (MOOCs). These courses are designed to disseminate knowledge at an unprecedented scale — even as they engender concerns about quality, learning efficacy, and the future of higher education. In this article, I discuss the MOOC phenomenon and describe a MOOC on negotiation that I developed and taught, exploring the advantages that such a course offers for negotiation and conflict resolution education in particular.  相似文献

The eclectic field of conflict resolution is characterized by a constant interplay between practice and theory (to say nothing about varying interpretations of what practice and theory actually are or should be). The author raises a number of questions about how to develop and test theory; the significant role of context in theory generation; and a variety of themes or issues that can be explored to provide scholarly synthesis as well as guidance for the practitioner, in both domestic and international conflict situations.  相似文献

An analysis of twenty pairs of Taiwanese and mainland Chinese timelines of cross-Strait relations demonstrates a highly dynamic way in which the two societies' conflict memories have evolved over two decades. These timelines were developed in the context of twenty weeklong Interactive Conflict Resolution (ICR) dialogues that the author facilitated. A cohort of civil society delegates from both sides of the Strait, each with five persons, participated in each of the dialogues and produced the timelines. A longitudinal content analysis of the timelines reveals that the participants' experiences of cross-Strait relations have continuously altered their mental frames of the conflict. It also reveals distinct patterns of their recollections. These findings challenge the prevailing practices of conflict mapping and analysis that uncritically presume a static nature of conflict parties' goals. Broader implications of the study include the usefulness of action research and applied practice for methodological innovations and theory building.  相似文献

Abstract

This essay examines growing European Union (EU) involvement in the South Caucasus, focusing on efforts to resolve the protracted conflicts in the regions of Abkhazia, South Ossetia and Nagorno-Karabakh. To date, the EU has occupied a back seat in conflict resolution efforts, supporting organisations such as the UN and OSCE, which have taken the lead role. However, over a decade of negotiations has produced few tangible results and the EU now has the opportunity to play a much greater role. This essay argues that the EU needs to become more involved: it has a much wider range of tools at its disposal with which to influence the various situations and it is in its own interest to ensure the stability of its neighbours.  相似文献
