The selection of party leaders in Germany has traditionally been characterised by elite agreement behind closed doors. Most often, only one single candidate was presented to the conference delegates. Yet things have changed to some degree since the 1990s. First, most parties have introduced statutory reforms at the national level allowing for intra-party plebiscites. At the national level, this has basically remained paperwork. Second, and more interesting for the purposes of this paper, similar reforms have been introduced at the Land level. In an increasing number of cases, Land parties have chosen their party leader or top candidate for Land elections via grassroots participation. What have been the motives for opening up selection procedures and giving members a say? The article points to electoral images and elite stalemates as main drivers of this development. It shows that party primaries contain elements of uncertainty about outcomes which make party elites hesitant to make more extensive use of membership ballots.  相似文献

ABSTRACT

Recent feminist debate about how to achieve the substantive representation of women in government has been conducted largely in relation to national parliaments in democratic states. This article brings a new perspective by examining grassroots rural government in contemporary China – an authoritarian state, which, however, began implementing village “self-government,” including elections, in 1987. The article draws on qualitative fieldwork in the Chinese provinces of Zhejiang and Yunnan. The authors went into this fieldwork with an understanding that women's substantive representation, democracy, and gender equality are mutually constituted and with an expectation that village self-government might make a much-needed contribution to the achievement of all three. However, we ran into trouble with this analytical framework. First, there were marked variations in villagers’ practices and understandings of “representation.” Second, we found that democracy was not a prerequisite for substantive representation. Third, most villagers we talked with claimed that “men and women are equal” and there was little conception of villagers’ interests diverging by gender. This article explores our analytical “trouble,” with a view to advancing scholarship on constraints to democracy in authoritarian states and suggesting fruitful directions for feminist theorists interested in the relationship between gender, representation and democracy.  相似文献

The Movement Toward Socialism (MAS) emerged in Bolivia's Chapare region in the 1990s. Born of a rural social movement of coca growers, it spread to the cities and became the country's dominant political force as its leader, Evo Morales, was elected to the presidency in 2005. This article argues that the MAS is a hybrid organization whose electoral success has been contingent on the construction of a strong rural‐urban coalition, built on the basis of different linkages between the MAS and organized popular constituencies in rural and urban areas. Whereas the MAS's rural origins gave rise to grassroots control over the leadership, its expansion to urban areas has fostered the emergence of top‐down mobilization strategies. The analysis also reveals how much popular sectors allied with the MAS have pressured the Morales government from below and held it accountable to societal demands.  相似文献

This article traces the process towards the legalisation of abortion in Argentina, which led to a radical shift in body rights after a century. This change was possible due to the strategies of extended feminist grassroots mobilisations to build support among actors outside and inside institutions. In particular they found allied legislators who created the institutional conditions for change, including the president's support. During the 1990s an embryonic reproductive rights movement emerged under the influence of transnational activism while conditions for success were provided by grassroots mobilisation in the new millennium. Feminist landmarks like Ni Una Menos and Marea Verde provide evidence of the centrality of social mobilisation for institutional reforms.  相似文献

How does the state ensure the implementation of national policies in a context of decentralized political authority? This article identifies a new strategy utilized by national bureaucrats to regulate the behavior of subnational politicians: mobilizing civil society as government watchdog and political advocate. In the context of decentralized governance, in which local politicians administer most social sector programs, reform‐minded bureaucrats often find that they have little control over the implementation of their progressive policies. In Brazil's AIDS policy sector, however, bureaucrats have ensured the successful implementation of their policies by developing allies outside government. These state actors—here called activist bureaucrats—have been largely overlooked in the English‐language literature, yet they form a new layer of politics in Latin America.  相似文献

Abstract — The article examines how NGOs in rural Chile operated during the dictatorship and how their role changed after the return of democracy. An NGO (OPDECH) in Southern Chile is used as a case study. During the Pinochet regime, NGOs maintained a critical distance from the government by creating a niche for opposition researchers and activists. They provided a possibility of economic survival for professionals whilst working on alternative proposals to address the socio-economic needs of the poor majority. External funding from international agencies provided much needed resources but created as well a culture of reliance and a clientelistic middle class of professionals. The NGO in Southern Chile became a nucleus of resistance and expertise on regional development by safekeeping democratic tradition and providing a range of solutions to local development problems. After the restoration of democratic government many professionals joined the government. NGOs exchanged their altruism for a more pragmatic, opportunistic and, in some cases, more efficient role as executors of government programmes. The case study in Southern Chile illustrates this trajectory well. After municipal elections a collaborative role with local government was sought by OPDECH that aimed to implement local initiatives as well as advise local and regional governments on environmental and developmental issues. Given the NGOs historical commitment to grassroots development, it remains to be seen what role they can play in supporting local government while forging a new role for themselves in a democratic context.  相似文献

In late 1940, the Australian government established Aliens Tribunals and Advisory Committees to ensure that local internees could, if they desired, protest against their internment. Most historians argue that this system of appeals was fundamentally flawed. This general explanation has much to commend it. Even so, the widely‐condemned appeals system requires some contextualisation. This article examines the appeal against internment of one man, Henry Brose, but it also seeks to place the appeals system in the broader context of the Australian government's attempt to balance personal liberty and national security over the course of the Second World War. The purpose of such an approach is not to offer a revision so much as a re‐contextualisation of an appeals system that historians have correctly described as flawed. This article demonstrates that the initial appeals system was certainly undermined by a government motivated by concerns for national security rather than personal liberty. But it also argues that the ongoing attempts of the Australian government to improve and overhaul the appeals system, in the midst of prosecuting an extraordinarily complex global war, suggests a more nuanced story than the one — of hapless victims and travesties of British justice — that has traditionally been told.  相似文献

The last four decades have seen considerable economic, political and cultural changes in Sri Lanka. Among the dominant themes and discourses of the period are economic liberalisation, changes in governance and the conflict between the government and Liberation Tigers of Tamil Eelam (portrayed as an ethnic conflict). The economic liberalisation policies of the centre-right government that came to power in 1977 opened up the country to foreign capital and relaxed emigration rules and import restrictions. This government also introduced changes to the Westminster-style democratic system by instituting a centralised governance structure headed by a directly elected executive president. These changes and their implementation imposed significant restrictions on human liberties and rights. These changes are considered as a context for the emergence of conflicts between various central governments and Tamil militants in the early 1980s. This topic has been relatively under-researched. The article attempts to grasp the complexities surrounding this topic on the basis of a review of relevant literature and the underlying meanings of the war, particularly in relation to the maintenance of patron-client relations and a globalising economy. In concluding, the article reiterates the importance of a peace process and political reforms related to national identity and allegiance to an inclusive nation.  相似文献

This article discusses the contemporary issue of media freedom in Malaysia. First, it discusses the concept of freedom of the press and determines which theories, Libertarian, Social Responsibility, or Authoritarian, are suitable in the context of analysing the real situation of media freedom in Malaysia. Second, by using the list of media freedom criteria from the Department of Journalistic Studies, Missouri University, US, analysis has been done to measure the situation of media freedom in Malaysia. Third, the article tries to show the latest movements and lobbies internally and externally in supporting the media freedom in Malaysia. To conclude the current situation, the Malaysian government has restricted media freedom for the purpose of national security and political stability. However, this article clearly shows that media in Malaysia has been controlled by the government and media companies associated with government leaders for political survivability of ruling government party and leaders to hold the power.  相似文献

Abstract

The present article seeks to explore the main aspects of Hungary’s EU enlargement policy. It reveals a tension between the government’s committed support for EU enlargement and its critical stance towards the EU on several other fronts. However, on the basis of liberal intergovernmentalist theory, this article argues that this is not a real contradiction since enlargement to the Western Balkans serves Hungary’s national interests in spite of its government’s Euroscepticism. At the same time, Hungary’s questioning of the basic values of the EU as a community of liberal democracies has weakened the legitimacy of Hungarian interventions in favour of speeding up EU enlargement. While Hungary has become ever more isolated from the ‘old’ EU member states, more recently, its government managed to increase its leverage in the Western Balkans and central Europe in the context of the migration crisis.  相似文献

This article considers the new spaces for the participation of civil society organisations (CSOs) in local governance that have emerged in Nicaragua between 2000 and 2009, and how government and CSOs interact in these spaces. It discusses the significant changes that have taken place in Nicaraguan local governance during this period, and highlights the challenges for CSOs to engage with these spaces at different points in time. It finds that grassroots CSOs in Managua that based their engagement with the Bolaños government through these spaces on citizenship have been drawn into a more clientelist relationship with Ortega's government.  相似文献

In 2002, Malawi faced a devastating food crisis, an event in which hundreds of people died of hunger, while over a thousand succumbed to a country-wide cholera epidemic. By June of that year, over 3.2 million people needed emergency food aid, one-third of Malawi's population. This article assesses the crisis through the lens of donor–government relations. Beginning with the restructuring of the agricultural sector under a World Bank-sponsored structural adjustment programme, a process that discouraged food production by small-holder farmers, the article explains how the Malawian government's reliance on external sources of funding, and its deteriorating relations with key international creditors, rendered it impotent in the face of the oncoming crisis. Having sold its strategic grain reserve (SGR) to service mounting debts, the government could not rein in a food price spiral that peaked in March 2002. Allegations of financial irregularities surrounding the sale of the SGR served to make matters worse. The United States, Britain, Denmark and the European Union cancelled direct development funding and the International Monetary Fund (IMF) and World Bank suspended Malawi from the Highly Indebted Poor Country (HIPC) initiative. With limited access to credit, the Government of Malawi could neither re-stock its food reserves nor fund emergency imports in time to mitigate the worst effects of the crisis. Relief aid was further delayed by disagreements between the government and key donors and aid agencies regarding genetically modified (GM) food. While accepting Amartya Sen's basic entitlements framework – the 2002 crisis was one of pricing and access rather than absolute shortages of food – the article posits the following theoretical argument: in the context of highly indebted poor countries, it is a government's relationship with its principal donors and creditors that determines the outcome of food crises by shaping the policy responses available both leading up to and during the event.  相似文献

In the last three decades in China, few and declining numbers of women have participated in the main grassroots institutions of rural government, the village committee and the village branch of the Chinese Communist Party. This article examines a project aimed at addressing this problem, initiated in 2003 in Heyang county, Shaanxi, by one of China's largest and most influential women's nongovernmental organizations, West Women, together with the state-affiliated Women's Federation. The article discusses the goals, strategies, and short-term results of the Heyang Project. It then discusses the longer-term potential of the Heyang model for achieving greater gender equity and women's empowerment in rural China. Previous studies have critiqued Chinese approaches to the goal of increasing women's participation in village government, but have not questioned the desirability or need for the goal itself. In this article, the author takes the critique one step further, to provoke questions about the very desirability of increasing women's participation in village government. She concludes that when viewed in light of other recent trends, notably large-scale rural out-migration and tax reforms, increasing women's participation in village government may not have as desirable or significant an impact on gender relations as has previously been assumed.  相似文献

ABSTRACT

This article explores early modern petitioning in the context of urban Scotland. It focuses on prosaic rather than political petitioning, on the basis that the former was more truly characteristic of what the purpose of petitioning was understood to be by most of those who engaged in it. The burghs of Scotland provide an added dimension to the history of petitioning because of the role of their national assembly (the Convention of Royal Burghs), which was simultaneously a recipient of petitions, a conduit for its members’ petitions to the crown, and a petitioner of the crown in its own right. This article also reveals how changing practices of petitioning shed light on the development of the early modern Scottish state, as the Convention of Royal Burghs found its members increasingly bypassing it and instead they resorted directly to central government institutions.  相似文献

The following article analyses the European Union (EU) policy of the German Social Democrats (SPD) since German unity. Starting from the cross-party European consensus in the early 1990s SPD policy has altered significantly in response to major changes in the ‘policy context’ such as the party's rise from opposition to government, German unification and increasing European integration. Policy change in the SPD has been defined by two dynamics: greater ‘pragmatism’ among a new generation of party leaders that has allowed a ‘freer’ interpretation of German interests; and a gradual prioritisation of EU policy in the party elite that has seen it integrated into a multi-level programme for political governance. The article examines how these changes manifested themselves in SPD policy, focusing on European Economic and Monetary Union and the debate on ‘the future of Europe’.  相似文献

The article provides an impact assessment of the current European higher education reform (Bologna process) in the context of German educational federalism. The goal is to come to grips with the puzzling observation that the reforms have had a large impact, even though the joint decision-making trap of German educational federalism has continuously impeded structural changes in previous decades. It suggests that the reason why the Bologna process has been so influential is its openness, ambiguity, and the complete absence of binding commitments. These characteristics of soft governance dovetail with the strategy of the central government and the federal states to protect their political autonomy against potential threats resulting from inter- and transnational political cooperation as well as the national reform of the constitutional principles of federalism at home. However, drawing on empirical examples of policy fragmentation, understood as the co-existence of partly incompatible reform islands, illustrates the costs of soft governance in the national implementation process.  相似文献

This article examines the state-creation process in Nigeriain the context of military regime survival in the 1990s. Nigeriaentered a period of protracted political crisis following theannulment of the 12 June 1993 presidential election and theentrenchment of the Abacha military government. The southwest,or Yorubaland,was the hotbed of opposition to continued militaryrule. This research shows how the Abacha government utilizedthe neo-colonial strategy of ‘divide and survive’to fragment opposition in Yorubaland, and how the governmentdivided regional opposition both socially and spatially. A localcoalition of Ekiti elites chose statehood over solidarity withtheir fellow Yorubas opposing Abacha, particularly those alignedwith Afenifere and the Oduduwa People’s Congress. Newstate movements — like that for Ekiti State — promotedmore local identities at the expense of pan-Yoruba solidarityand unified opposition to the regime. The article is based onsix months of fieldwork in Nigeria in 2002, including a casestudy of the movement for the creation of Ekiti State. ABSTRACT

This article argues that the growth of authoritarian forms of politics in India should be seen in the context of a long-term crisis of the state as successive governments have been unable to establish legitimacy for the policies of neoliberalisation that have been pursued since the 1990s. These policies contributed to the fracturing of dominant modes of political incorporation. The previous Congress Party-led government’s mode of crisis management – which it dubbed, inclusive growth – failed to create new forms of political incorporation by addressing long-term structural problems in India’s political economy, such as jobless growth, and gave rise to new problems, such as large-scale corruption scandals. Subsequently, it increasingly developed what Nicos Poulantzas called, “authoritarian statist” tendencies to marginalise dissent within a framework of constitutional democracy. The current Bharatiya Janata Party-led government’s mode of crisis management builds on these authoritarian statist tendencies but has sought to build legitimacy for these tendencies and neoliberalisation through an appeal to authoritarian populism. This seeks to harness popular discontent against elite corruption with majoritarianism to create an antagonism between the “Hindu people” and a “corrupt elite” that panders to minorities.  相似文献

This article examines the political consequences of the most important single privatisation in Mexico, that of the national telecommunications company, Telmex. During the late 1980s and early 1990s, diverse observers of Mexico claimed that, as the government pursued a dramatic privatisation programme as part of a broader plan to liberalise the economy, democratic growth would be encouraged. This argument is challenged in the case of the Telmex privatisation. It is shown how privatisation generated new resources that were channelled to lubricate corporatist relations and that the so‐called new unionism emerging from the telephone workers’union did not represent a departure from, but a culmination of, traditional state‐labour relations in Mexico.  相似文献

Starting in the 1990s, reforms aimed at addressing the underrepresentation of women have been implemented in Colombia. However, research on the consequences of these reforms has been inconclusive. This article analyzes the influence of institutional variables on the proportion of nominated and elected women in Colombia between 1962 and 2014, at both the national and local levels of government, in three different institutional environments. Results confirm the influence of institutional change, indicating that decentralizing reforms and the introduction of the gender quota have had a positive impact on the proportion of women's candidacies and elections, but that the adoption of the open list negatively affected the percentage of elected women.  相似文献
