In attempting to rebuild post-conflict failed states, the international community has drawn heavily on neo-liberal development paradigms. However, neo-liberal state building has proved ineffectual in stimulating economic development in post-conflict states, thus undermining prospects for state consolidation. This article offers the developmental state as an alternative model for international state building, better suited to overcoming the developmental challenges that face post-conflict states. Drawing on the East Asian experience, developmental state building would seek to build state capacity to intervene in the economy to guide development, compensating for the failure of growth led by the private sector to materialise in many post-conflict states. The article concludes that such an approach would, in the first instance, require the international community to accept more honestly its developmental responsibilities when it decides to intervene to rebuild failed states.  相似文献

Competition among political parties is subject to two demands: representation and effectiveness. This poses a dilemma for democratization, as the political opening creates pressures for the representation of long-suppressed voices, but the strain of socio-economic transformation engenders pressures for greater effectiveness in building market economies and democratic polities. How do new democracies cope with this dilemma? This article extends the author's previously published work on party-system institutionalization by focusing explicitly on this problem, including on how electoral reforms affect the distinct pulls of representation and effectiveness. Based on data from eastern European and former Soviet states compared to western European and Latin American experiences during their initial periods of democratization, the evidence shows that the institutionalization of representation and effectiveness in post-communism is more hazardous. Politics in the post-communist region is characterized by numerous contending parties, weak political actors and floating constituencies. Volatility is not only higher in comparison to other regions but continues unabated during successive elections. These conditions contribute to the ‘ineffective representation’ evident in the relatively large share of wasted votes at each election, with significant sectors of the electorate left out from legislative representation. Electoral reforms reflect the twin pressures: changes in formula in the direction of proportional representation favour broader representation, but higher thresholds seeking greater effectiveness make more difficult entry into parliament. The resulting mechanical and strategic effects confirm the expected direction of the reforms, although the contrary pulls towards representation and effectiveness render difficult the stabilization of party competition.  相似文献

This article explores post-conflict reconstruction in Cambodia through an analysis of both the dangers of liberal peace building and the positive role that training in capacity building plays in war-torn societies. The central question addressed is how insider–outsider dynamics influence Cambodia's post-conflict reconstruction projects; and what assumptions do international workers and Cambodian NGO staff make about ‘the good life’ that will be constructed? The article offers an overview of Cambodia's history and cultural context to situate its analysis of liberal peace building and foreign donors, as well as the behavioural characteristics of international peace builders operating within Cambodia. It assesses the potency of elite capture of insider–outsider partnership, specific NGO management practices, and the role of gender to better illuminate the challenges for post-conflict reconstruction. The article concludes with recommendations for improving future partnerships between insiders and outsiders in Cambodian peace-building projects.  相似文献

This study examines the contrast between initial and secondarymovements, and explores exile in relation to broader forms ofsecurity and need. It tests the assumption that safety is themost important consideration for refugees and looks at additionalinterests that they have and why. It contrasts conditions ininitial places of exile (experienced or anticipated) with thoseexpected of the UK and highlights reasons for subsequent movements,arguing that distinctions between stages are false and thateach is part of what exile means. This study shows that initialand irregular secondary movements arise because of the interestspeople have in accessing safety, as well as quality of lifeand certainty in exile. It concludes that it is only by wayof how refugees are defined that these are overlooked or aredistrusted by host areas, and recommends that hosts should revisitexpectations and properly respond to refugees’ needs.  相似文献

Angola has enjoyed mostly peace since April 2002 and is preparing for legislative elections in September 2008—the first since 1992. This paper charts the fortunes of the former rebel movement, UNITA, the Union for the Total Independence of Angola, assesses how successfully it has transformed itself from a rebel movement into the leading party of the democratic opposition and what its future prospects are. Many of the problems that UNITA faces are similar to other political opposition parties in Africa and there are few signs that UNITA is any longer disadvantaged by its violent past. The biggest threat to UNITA is that it loses badly in the September 2008 legislative elections and makes these ex-rebels irrelevant to the majority of Angolans.  相似文献

The question of how Asia is perceived by the European Union is becoming increasingly relevant for European as well as for Asian policy makers. The more successful Asia and emerging countries like China and India become, the more vulnerable the European public and all involved stakeholders are to fall victim to old and new stereotypes. A lack of knowledge may result in the EU becoming more vulnerable to developing prejudice towards Asia. The new research project “Asia in the Eyes of Europe” aims to identify, measure and compare public awareness and perceptions of Asia within the European Union. The research is to deliver an analysis of Europe’s cognitive outlook towards Asia. It tracks the existing landscape of perceptions of Asia within the EU and seeks to contribute to, deepen and enhance European–Asian understanding. A study of Asia’s image in Europe can thus help Europeans and Asians to understand in how far their interaction impacts on the shaping of institutions of regional governance that can complement structures of global governance.  相似文献

This article compares the role of religion, and of Islam in particular, in politics in Europe and in South and South East Asia. It starts out with the policy dilemmas facing France, Europe's most secular country that also has Europe's largest immigrant Muslim community. After long debates nation-wide Muslim organisation is now sponsored by the state in order to strengthen moderate Islam in France. In contrast, explicit Christian parties are in decline in most of Europe. Those who are still electorally successful are Christian mostly in name only and have turned into centre-right conservative people's parties instead. Religious discourse in politics has hence vanished almost entirely in Europe. In difference in Asia Islamic opposition parties have managed to set increasingly the political agenda in the majority Islamic states. In those countries with an Islamic minority their public religious agitation serves to strengthen their ethnic minority identity. Meaningful bi-continental dialogue needs to be aware of this discrepancy in religious politics.  相似文献

Therefore, this paper shall focus on the main part of Northeast Asia, i.e., China, Japan, and Korea.

Post-conflict governance is an increasingly important aspect of foreign development assistance in sub-Saharan Africa (SSA), where the weakening and disintegration of the state undermine sustainable human development. A major challenge in post-conflict rebuilding in SSA concerns the incorporation of subnational non-state structures and informal institutions into the post-conflict governance apparatus. In order to tackle this apparent gap in sustainable peacebuilding, more theoretical and empirical research is needed into the nuanced role(s) and contribution(s) of the post-conflict state in reconstituting governance and rehabilitating communities. This article discusses the post-Washington Consensus (PWC), an emerging development approach which seeks to re-introduce the role of the state in development and post-conflict studies. The central proposition of the article is that, contrary to the anti-statist premise of the Washington Consensus, states, non-state structures, and informal institutions play an important role in cultivating institutional reconciliation, interpenetration, and integration between macro-level government structures and subnational social institutions.  相似文献

The fact that democracies maintain peaceful relations with each other is regarded as one of the few law-like correlations in international relations, but the causes of this empirical phenomenon remain contested. This paper tries to fill this theoretical gap by attributing the remarkable stability between democracies to inter-democratic institutions. At the same time, it contributes to the debate on the need to differentiate among international organizations in order to assess their peace-building effects. We identify transnational and trans-governmental linkages as crucial features that distinguish inter-democratic from traditional institutions with non-democratic or mixed membership. In order to explain these institutions’ peace-building effect, we analyze the impact of international institutions on rivalry mitigation with a view to five pairs of states: France-Germany, Greece-Turkey, Argentina-Brazil, Indonesia-Malaysia, and Japan-South Korea. Those dyads all look back at a history of rivalry, conflict, and mutual threat perceptions, and they are located in highly institutionalized regional settings but vary with regard to their political regime type. The controlled comparison of cases demonstrates that the embeddedness of international institutions in transnational and trans-governmental linkages corresponds to each member's regime type and that these institutional differences are responsible for the varying extent of rivalry mitigation.  相似文献

Over the last decade, wind energy has emerged as the most important non‐hydro renewables sector, contributing significantly to global efforts on developing low-carbon energy systems. In terms of grid electricity generation, its power output has increased almost 16-fold since 2000 and currently produces around 3 times that of solar photovoltaic, 4 times more than biomass and 20 times more than geothermal installations globally. Europe and East Asia have been at the forefront of wind energy development, together accounting for almost 70 % of total installed capacity and most of the world’s largest wind turbine producers. This paper begins by providing an overview of historic and recent developments in wind energy and then discusses key techno-innovation, production and internationalisation issues before looking at policy approaches taken by European and East Asian countries to renewable energy generally and wind energy more specifically. Finally, obstacles to the future development of the wind energy sector are discussed.  相似文献

China, Japan, and Korea have begun to engage one another vigorously since the 1997 crisis. As intraregional economic ties have further deepened and broadened, interconnectedness in cultural and political aspects has risen rapidly in a variety of forms. Decision-makers and intellectuals in China, Japan, and Korea have been floating ideas and interests for establishing various types of Northeast Asian community formation. New security dialogues and co-operation frameworks also emerge. Accordingly, the rapidly growing Northeast Asia is likely to emerge as an identifiable regional community. With the incipient emergence of regional community in Northeast Asia, Northeast Asian region-building becomes a salient issue of major academic and policy debates. Yet, in spite of the recent mushrooming of research in and attention to the region-building, the questions regarding within what surrounding and under what situation regional community can be built, as well as what motivates people to choose region-building, and when and how state system can be transformed into a regional community remains only partly resolved. In order to solve this puzzle, this paper will compare the current Northeast Asian region-building with the early stage of European region-building, arguing that while there are important differences in evolution, format, and kind of region-building in Europe and Northeast Asia, critical juncture is influential in region-building.  相似文献

The paper analyzes the role of monetary policy for cyclical movements of investment and asset markets in East Asia and Europe based on a Mises-Hayek overinvestment framework. It is shown how the gradual global decline of interest rates has triggered wandering overinvestment cycles in Japan, Southeast Asia, and China. Similarly, it is shown how a one-size monetary policy within the European Monetary Union has not preserved the European Monetary Union from idiosyncratic economic development and crisis because of uncoordinated fiscal policies. With monetary policy crisis management being argued to impede financial and economic restructuring, a timely exit from ultra-expansionary monetary policies is recommended for both East Asia and Europe to reconstitute economic stability and growth.  相似文献

The Asia-Europe Meeting (ASEM) framework was created in 1996, with the primary purpose of strengthening economic, political and cultural relations among the 15 countries of the European Union and ten East Asian states. This paper examines the origins of these recent economic linkages, in a global and inter-regional context.¶The paper charts the principal elements of ASEMs economic pillar to date, assesses the influence of multilateral trading environments (notably the WTO) on the region-to-region dialogue and examines ASEMs impact on intra-regional economic developments, especially in the case of East Asia.¶The paper will focus in particular on the flagship projects of trade and investment facilitation, to discuss whether and to what extent ASEM itself can be seen to further cooperation and coordination in specific fields of activity.¶The final part of the paper aims to analyse the prospects for future economic relations between East Asia and Europe, in the wake of a devastating financial crisis in Asia, in the context of a continued war on terror which, since the Bali bombing has had an even more immediate impact on Asia, and in the changing global economic environment as regulated by the tenets of the WTO.  相似文献

Recent development in Southeast Asia demonstrates a slowly but steadily changing security culture from, first, an informal, consensus-based and often hidden way of managing security to a more open and explicit discourse and, second, from a statist realist definition of security as hard or military security to a broader, liberal understanding that covers the whole spectrum of human, economic and environmental security. This security culture in the making also touches upon formerly tabooed issues such as sovereignty and humanitarian intervention. The paper argues that the new approach has removed obstacles in relations between Europe and East Asia and contributed to the emergence of security as a cornerstone of the co-operation agenda since 1998. At the same time, however, a rapid translation of the inter-regional discourse on security into a working programme or even specific policies is hindered by the prevalence of diverging views on the nature, scope and degree of institutionalisation in Europe-East Asia relations.  相似文献
