The highly successful Japanese and less than successful American policing situations were compared in terms of: historical background, police organization and format, cultural environment, social-cultural background of officers. training, police socialization, and general nature of policing. Positive influences upon Japanese policing were found to be: the nature of the Japanese people; their deliberate recruitment of ideal police candidates—especially recruiting from samurai families; the highly respected paternalistic and benevolent image in Japan of the police as governmental officials; their deliberate socialization of officers into the police fraternity by using pride. duty, and responsibility to ensure professionalism; and their very extensive and thorough academy training in continuity with later field training and performance. It was suggested that in the United States we begin to address our problems in both selection and training by formulating and then enforcing national guidelines similar to those in Japan.  相似文献

Although the legal bases of affirmative action plans have been debated widely, empirical examination of their effectiveness has been limited. This paper examines the impact of affirmative action on the hiring and promotion of women in policing. A survey of municipal departments serving populations of more than 50,000 found that women still constitute less than 10 percent of all police officers. Nevertheless, multivariate analyses show that both court-ordered and voluntary affirmative action policies have had a statistically significant impact on the hiring but not the promotion of female officers. In addition, case study data from five agencies show that affirmative action policies have widened women's opportunities to receive specialized assignments. These findings suggest the importance of continuing affirmative action policies despite recent legal setbacks.  相似文献

This study presented the first quantitative test of tokenism theory (Kanter, 1977) in a municipal policing context with data collected from a large sample of Baltimore police officers (Gershon, 1999). In bivariate and multivariate analyses, the effects of gender and race status and their interaction on three dependent variables capturing the central dynamics of tokenism (visibility/performance pressure, contrast/social isolation, and assimilation/role encapsulation) were explored. The study found weak to moderate support for the theory, but no evidence of a distinct “double token” interaction effect between race and gender statuses. By and large, race status alone predicted the greatest tokenism consequences. Limitations and future directions for tokenism research in policing are discussed.  相似文献

National-level data, derived from a survey of all police agencies serving 25,000 to 50,000 people, document a previously unrecognized phenomenon: the growth in the number, an expansion of the activities, and the movement toward the normalization of small-locality police paramilitary units (PPU). Beside examining the implications of these findings for small-locality policing, we situate this phenomenon within broader paramilitary changes in the police. To begin the process of making theoretical sense of PPUs, we refute the commonsense notion that their rise is a response to changes in crime. We then contextualize the phenomenon by discussing the lingering influence of the military model, the recent popularity of paramilitary subculture, changing police tactics in the war on drugs, police reform efforts, and the quest to modernize the criminal justice apparatus. Noting similar developments in corrections, we conclude that this phenomenon should not be seen merely as a peculiar manifestation of get-tough policies. Instead it corresponds closely to attempts by the state, in times of high modernity, to further refine its administration of violence.  相似文献

This study examines the community policing movement in the United States using two concepts from organization theory—loose coupling and sensemaking—to frame the analysis and discussion. In particular, we focus on the degree of coupling between police agencies' general and specific community policing claims. Because community policing may be considered a fairly ambiguous (or broad) reform movement, police agencies must engage in interpretive processes to define, make sense of, and enact it at the local level. While we did not observe these interpretive processes, our analyses enable us to observe the products of these processes.  相似文献

This article overviews a large, 3-year study conducted by Monash University and Victoria Police on Counter-Terrorism Policing and Culturally Diverse Communities. Policing in China has undergone tremendous change during the economic transformation of the past three decades. This paper describes the plural policing bodies that have existed during pre- and post-reform periods in China. In the pre-reform period the policing bodies were generally public in nature with the public security police playing an important role in providing professional guidance to the other policing bodies. In the post-reform period, there has been a transition from a monopoly of public policing to an integration of public/private policing, with the public security police still playing a leading role in the policing network. Apart from the emergence of private policing (the security service industry), there is also a trend towards privatizing some previously public policing bodies in line with the movement toward strengthening the rule of law and towards privatization in general.  相似文献

Over the past 20 years, police departments across America have adopted a community—or problem-oriented—policing philosophy. Community policing has not been implemented wholesale, however. Most departments have assigned some officers to community policing roles but kept the majority in traditional motorized patrol assignments. Pertinent literature suggests that these two groups do not see eye to eye on their respective roles and duties. In this study, work-redesign theory is used as a conceptual framework to explain officer functioning in both community policing and traditional motorized policing settings. Findings indicate key similarities between community policing officers and officers assigned to traditional motorized patrol, despite differences in job satisfaction, perception of impact, and policing style.  相似文献

This research provides helpful information for those who evaluate police performance. While researchers commonly espouse the merit of using more than one form of research police evaluation often involves citizen surveys exclusively. Demographic factors and the “halo effect” can influence police evaluations, particularly in rural communities which are especially vulnerable to political agendas and personal relationships that can skew survey data. Our research finds that while citizens generally evaluate police favorably, a high percentage of “don't know” responses suggest that citizens are not prepared to evaluate all aspects of police services. Furthermore, police evaluator observation reveals that police services were inadequate, both within the organization of the department and the patrol practices. Finally, some questions, not traditionally included in police evaluation surveys reveal high levels of fear among citizens. These inconsistencies question the exclusive use of citizen surveys and may indicate indirect evidence of a “halo effect”. A conscientious effort to combine quantitative and qualitative measures may better capture relevant information concerning the quality of police services. Sixteen American Indian women requesting counseling for domestic violence at an urban Indian health center were interviewed using standardized measures. The majority of the women were not married, had low family incomes, and both the women and their partners abused substances. All of the women experienced increased depression and stress as a result of the battering. A mental health needs assessment survey of 198 American Indian women is presented for comparison. Women who reported a history of domestic violence on the survey were more likely to be separated or divorced and reported more problems with alcohol than the women with no history of domestic violence. The results of the domestic violence program interviews are compared to the mental health needs assessment survey and studies of battered women in shelters.  相似文献

The use of prediction models for classifying offenders has been a common practice by the criminal justice system. Given the recent developments in criminal career research and continuing evidence that a small proportion of chronic offenders are responsible for the majority of crime, there is a continued need to identify high-risk offenders early on in their offending careers. The present study provides support for the accuracy of an innovative prediction instrument that was developed for identifying high-risk offenders in a rural county in a southern state. Offender risk classification was found to be associated with reoffending across different dimensions of assessment and the high-risk offenders had accumulated a greater mean number of arrests upon six-month follow-up when compared to the medium and low-risk offenders. Policy implications and directions for future research incorporating prediction models in policing are also discussed.  相似文献

Conclusion These proposals represent part of a much larger agenda for policing reform. Critically, it is now time in Northern Ireland, as it was in South Africa, for all sides to start “thinking the unthinkable” if the peace process is to gain momentum. In that process of creating an agenda, opinions will be sought from many quarters. South Africa, in certain limited ways, provides a model of how irreconcilable views about the nature of policing a divided society, can be given serious considerations, of a more peaceful society is to be created. But there is one other crucial lesson from South Africa. Police reform cannot be imposed from above, or according to the dictates of outside experts. It must be based on serious, continuing consultation between all parties — local communities, political parties, the central state, and the police service itself. The South African example demonstrates that existing hostile interests do not have to learn to love one another in making progress in police reform. There is a common interest which surmounts political opposition — local people need the security which an effective, non-partisan police service can provide. minuscule levels.  相似文献
