PROBLEM DEFINITION AND THE ALASKA NATIVES: ETHNIC IDENTITY AND POLICY FORMATION

This case study of an ethnoterritorial minority's role in agenda setting argues that the extant agenda setting literature does not take into account different cultural perceptions of the definitions of problems. Using the hearings on the Alaska Native Claims Settlement Act of 1971, the differen- ces in understanding of the problem by the Alaskan natives who testified before the Committee and the Senators who received the testimony are examined.     

B: THE NORMATIVE/IDEOLOGICAL CONTEXT OF POLICY FORMATION FAMILY POLICY: HAS THE UNITED STATES LEARNED FROM EUROPE?

"Family Policy" is a term that is used increasingly in the U.S. to describe policies affecting children and their families. In this article, the authors focus on whether societal learning has occurred across the Atlantic with regard to family policy and what, if anything, the U.S. has learned or borrowed from Europe. The authors conclude that there has been some borrowing, albeit modest; currently, some of that learning is reflected in an expanding child policy debate.     

POLICY COMMUNITY,POLICY NETWORKS AND SCIENCE POLICY IN AUSTRALIA

Abstract: The policy community approach to policy analysis has been developed from ideas expressed by Richardson and Jordan in 1979. The approach is increasingly used to identify the key actors and groups of actors who make policy decisions, to analyse the interactions between the groups and to hypothesise about the types of outcomes achieved. The approach aids analysis in policy contexts which cut across the boundaries of individual organisations in the policy process, across the public and private sectors, and beyond national boundaries. This paper evaluates several expositions of the approach with reference to an analysis of science policy in Australia and suggests typological refinements which enhance its explanatory capacity.

Over the past 25 years, the federal government has exerted a profound impact over transportation policy, with over one thousand policies and programs administered in 1979. States have been heavily involved in administering most of these programs. In the past, state and local governments have responded by raising the revenues necessary to match federal grants. Despite budget problems, the states' role is expected to continue.
