The Quango Conundrum

Quangos (or more accurately, arm's length bodies) are the subject of repeated culls by incoming governments, yet individually are seen as useful devices to reassure the public and give confidence in the performance of public functions. We argue that the confused landscape and poor governance has contributed to the view that, as a class, ALBs are inefficient and unaccountable. The government needs to take the opportunity of its review to rationalise the complex landscape of ALBs, and put governance on a more robust long‐term footing based on the degree of freedom an ALB needs to command public confidence.     

The Road Not Taken and the ‘Bad Faith’ Thesis: Why a Liberal Democrat–Labour Coalition Never Happened in May 2010

This article examines why a Liberal Democrat‐Labour Coalition did not result from inter‐party negotiations after the General Election in May 2010 and whether the coalition which did emerge was based on a marriage of ‘neo‐liberal minds’, as claimed by Andrew Adonis in his <i>5 Days in May</i> (Biteback, 2013). Consideration of the available evidence, however, suggests a more nuanced conclusion. It is expected that the 2010 agreement will be revisited in preparation for a possible hung parliament in 2015.     

More than Writing on a Wall: Evaluating the Role that Codes of Ethics Play in Securing Accountability of Public Sector Decision‐Makers

This article argues that the essential factors of a public service code of ethics can be divided into five categories. These categories or principles are fairness, transparency, responsibility, efficiency and conflict of interest. These principles are identified in this article as being the basic elements of democratic accountability in relation to public sector decision‐making. The issues explored are not only the obstacles that the public service decision‐maker faces in internalising these principles but, also, the challenges for a pro‐active management in fostering such internalisation.
