Over the last decade the balanced scorecard (BSC) has emerged as a popular strategic performance measurement and control system within various public sector organisations as it assists in effectively implementing strategy and in measuring performance. This article investigates whether the implementation of a BSC has been of value to a large Local Government Authority (LGA) within Australia. The research takes a thematic approach to identify the issues, challenges and lessons learnt in relation to the design and implementation of the BSC, which is accomplished through a review of annual reports, published relevant documents and semi‐structured interviews with 13 senior managers of various programs and divisions within the LGA. The world's attention has focused on Zimbabwe as the country has moved from the turmoil of the 2008 elections to a tentative democratic transition under the current Inclusive Government. The country's newly elected local authorities and an apparent interest in decentralization have been largely ignored in the process, however. This essay thus provides an extensive, survey‐based examination of local governance in Zimbabwe as of 2009. Four areas are discussed. First, with the growth of the political opposition to the ruling regime, local governance has also suffered from the deep polarization among all the country's institutions. The inexperience of the new local councilors vis‐à‐vis local administration officials also holds significant ramifications. Second, although local officials believe that public participation in decision‐making is strong, citizen involvement is actually quite weak. Third, reeling from the country's 2008 economic crisis, local authorities were operating as best as they could on minimal income and barely functioning in many areas. Financial transfers ended long ago; revenue generation remains poor. Finally, this essay captures the poor state of public services. Achievement of a national democratic consensus, decentralization that actually promotes democratic local governance and strengthening once‐strong local institutional capacity will determine the future progress of local governance. Over the years, the Kenyan Government has pursued wide‐ranging public sector reforms to improve local service delivery, but little has been achieved due to lack of a wide‐ranging decentralisation policy and institutional framework. To precipitate the reform process, the rapid results approach (RRA), commonly applied in private sector organisations, was recently introduced thorough out the public sector, including local authorities (LAs). This article assesses the efficacy of the rapid results approach (RRA) methodology in local service delivery using Nairobi City Council as a prototype; highlighting the success stories, pitfalls and challenges. The analyses are based on the findings obtained using current literature on the subject matter and the author's interactions with the council staff, councillors and other stakeholders. On the basis of the analysis, the article draws the main conclusions and policy advice on what could be considered critical for further debate, highlighting issues, lessons and challenges that could be raised to improve the practice of RRI. The key messages presented here will help policy makers, scholars and practitioners of reform to re‐think the envisaged countrywide replication of RRI to the rest of LAs. There is growing concern that intergovernmental financial relations in the Australian federation are becoming increasingly acrimonious and dysfunctional. This paper argues that it is necessary to analyse State funding as a whole, including the critical relationship between State‐level taxation and its reform and the broader Commonwealth Grants Commission regime, if we are to establish a system of State funding which is financially sustainable, promotes economic efficiency and is broadly congruent with established norms of Australian federalism. Above all, based on international experience, we argue Commonwealth leadership is required to achieve this goal. We conclude with a case study concerning resource taxation which demonstrates how the Commonwealth could provide leadership using a ‘bundled’ approach to policy reform. It is argued that such an approach has the potential to alleviate wider intergovernmental conflicts which currently afflict Australian federalism.  相似文献

Local government extractive capacity, as measured by the amount of graduated personal tax (GPT) collected relative to district wealth and population and, more qualitatively, as reflected in the nature of enforcement, varies considerably in Uganda. This article explores the reasons for this variation, first by investigating aggregate data at the cross‐district level, using data on taxation as well as survey data from the Afrobarometer, second, by a focussed comparison of two districts, one with high‐ and one with low‐extractive capacity. I find that generalised trust can explains some of the variation in extractive capacity across districts. The case studies trace the differences in trust and extractive capacity back to pre‐colonial rule; the better performing district having had centralised rule, a tradition of tax‐payment and a higher degree of social cohesion, while the poorer performing district had a more fragmented and less cohesive history of governance. The article thus points to the importance of understanding institutional path dependencies when assessing the feasibility of reform. Copyright © 2009 John Wiley & Sons, Ltd.  相似文献

Debate over municipal amalgamations in Australian continues to dominate local government reform agendas, with the putative need to achieve economies of scale and scope consistently set against anti‐amalgamation arguments designed to preserve extant communities. Following from an examination of recent episodes of consolidation in Australia, this paper reports on citizens' attitudes to amalgamation garnered from a national survey of 2,006 individuals. We found that generally, citizens are ambivalent toward amalgamation, although attitudes were influenced by particular demographic characteristics and attitudes to representation, belonging, service delivery requirements and the costs thereof. The results suggest that, away from the local government sector itself, structural reform may not be the vexatious issue it is often portrayed as. What have been the effects of coalition government on the British regulatory state? This article argues that the politics of regulation have been largely about a continuation of existing patterns, namely volatile stability rather than more far‐reaching change. The British regulatory state continues to be defined by boundary conflicts between the world of ‘politics’ and ‘regulation’, by conflicting calls for centralisation and decentralised autonomy, and by tensions between the wish to ‘reduce’ regulation and the realisation of inherent complexities.  相似文献

Public value theory has had its supporters and critics, with debate about the use of strategic management by public managers and confusion about the meaning of public value. This paper formalises Moore (1995) into a simple theory. That theory introduces the concept of an ‘ideal state.’ The ideal state is a simple means of describing and analysing public value, using a graphical presentation. In an ideal state roles are clear and public value is optimised. Insights from that ideal state are then applied to a more real world to clarify the nature of public value and to consider the appropriate use of strategic management by public servants. The conclusion is that public value theory provides some justification for strategic management, but the paper also demonstrates the limits to strategic management by officials.  相似文献

The capacity of the state to deliver transformative social and economic change appears more limited today than since Labour was last in government. A future Labour government will therefore need to reckon with the challenges this presents when it comes to harnessing the power of the state to distribute power, wealth, and opportunity, effectively. This article considers two aspects of state power. The first is the ability of the state to enforce laws, and in doing so shape social and economic norms. With reference to past successes and failures, there is discussion of how laws and regulations could be made more effective. The second aspect is state intervention in the economy, and the circumstances in which it is possible and desirable to nationalise key industries. The case is made for a thorough assessment of the efficiency and efficacy of such interventions in the economy, especially when weighed against other policy priorities.  相似文献

In August 2011 the New South Wales (NSW) Government established the Independent Local Government Review Panel to examine the options for improving the sustainability of the NSW local government sector. In October 2014 the NSW Government set out its response in its Fit for the Future reform program. This paper provides a critical assessment of the Fit for the Future program. We show that it contains errors, relies on unreliable data, and neglects important factors, which may be ascribed to the haste with which it has been constructed. This could have serious consequences given the potential impact the Fit for the Future program will have on NSW local government. We thus conclude that it would be prudent to address these matters before proceeding further with the program.  相似文献

Abstract

Although the 1994 Agreed Framework offers a solution to the North Korean nuclear crisis, many problems may prevent its successful implementation. Should the Agreed Framework break down, the United States and South Korea have indicated that they will ask Japan to join them in a trilateral economic sanctions regime.

Japanese participation would include the severance of trade and financial flows, including money sent to North Korea from Japan's ethnic Korean community. In this paper I examine this financial flow, and, finding it a valuable linkage to the North Korean economy, conclude that Japanese participation is vital for a successful sanctions regime against North Korea.

Given this, I examine whether or not Tokyo's cooperation will be forthcoming. Japan would be inclined to participate given that it has a strong interest in eliminating a regional nuclear threat. Furthermore, Japan would also feel pressure from its allies to display diplomatic leadership in the Asia‐Pacific region, as befits a country of its economic importance.

Despite these international reasons for Japanese participation, domestic factors will be likely to prevent Tokyo from joining a sanctions regime: constitutional questions, the possibility of terrorist reprisals, interest in Pyongyang's regime maintenance, concerns for the rights of Japan's ethnic Korean community, and political ties between North Korean and Japanese politicians. I find that these domestic factors will outweigh international pressures for Japanese participation, and thus conclude that in the event of a breakdown in the Agreed Framework, alternatives to a trilateral sanctions strategy against North Korea must be considered.  相似文献

This paper is concerned with how local councils might bring about the renewal of local democracy, and in particular, to the extent to which public relations might contribute to the process of renewal. To begin, the public policy literature is reviewed to investigate the concept of participatory democracy and its application in the UK. The role of local government public relations is then discussed and to the extent to which the concepts of public relations and local public participation are linked. The paper then goes on to describe and critically evaluate one particular case where a public relations strategy was used to effect participatory democracy through local forums or ‘district assemblies’. In the case of Tameside Metropolitan Borough Council, district assemblies were found to be successful examples of deliberative forums in achieving participatory democracy. They were well publicised and encouraged participation, and people thought that they made a difference to their community. However, the research raised questions surrounding the extent of community representation at district assemblies (including the publics targeted); and inclusivity in the structure and organisation of the meetings. The case raised the issue of power inequalities which public relations efforts alone cannot resolve in the democratic renewal project. Copyright © 2003 Henry Stewart Publications  相似文献

ABSTRACT

This article offers a conceptual framework to identify and analyse the contemporary behaviour of the paradoxical government-organized, non-governmental organization (GONGO). We discuss how GONGOs’ activities fit within mainstream civil society theories and traditions. Furthermore, we compare and analyse GONGOs and NGOs in terms of their sources of power, main activities and functions, and dilemmas. Finally, we theorize the effects, and implications, the growth of GONGOs has on state and society relations globally.  相似文献
