While the 2014 European Parliament elections were marked by the rise of parties on the far right‐wing, the different patterns of support that we observe across Europe and across time are not directly related to the economic crisis. Indeed, economic hardship seems neither sufficient nor necessary for the rise of such parties to occur. Using the cross‐national results for the 2004, 2009 and 2014 EP elections in order to capture time and country variations, we posit that the economy affects the rise of far right‐wing parties in more complex ways. Specifically, we compare the experience of high‐debt countries (the ‘debtors’) and the others (the ‘creditors’) and explore the relationship between far right‐wing party success on the one hand, and unemployment, inequality, immigration, globalisation and the welfare state on the other. Our discussion suggests there might be a trade‐off between budgetary stability and far right‐wing party support, but the choice between Charybdis and Scylla may be avoided if policy‐makers carefully choose which policies should bear the brunt of the fiscal adjustment.  相似文献

The 2014 European Parliament (EP) elections produced a record proportion of women MEPs overall (37 per cent). Yet, these results vary widely across countries and parties. This article aims to explain these variations, evaluating not only who the elected representatives of the 8th EP are, but also how they got there. Are the paths to the EP the same for women and men? Are there gender differences in terms of MEPs’ political experience? A unique dataset listing more than 700 elected MEPs and their background, party and country characteristics is used to empirically examine who makes it to the EP and through which route. The results of the analysis suggest no significant gender differences in the pathways to the EP. Yet, parties matter: more women were elected to the 8th EP from left‐wing than from right‐wing or ‘new’ parties, and both men and (especially) women representing right‐wing parties tend to be politically more experienced than their fellow MEPs from other types of parties. Furthermore, it is found that men are more likely than women to be promoted straight from party office to the EP, suggesting that some pathways to the EP are less open to women than others.  相似文献

For a long time the question of to what extent party choice in the European Parliament (EP) elections is primarily dependent on voters’ orientations towards the European Union (EU) or just a mere reflection of orientations towards issues and actors in national politics has been debated. By combining insights from individual‐level models of party choice in second‐order elections with theories of sequential decision making this article investigates if, how and at what stages in the decision process attitudes to European integration matters for party choice. In line with previous work on first and second decision rule criteria in EP elections, this article develops and tests hypotheses about how voters’ orientations work at different stages of the voter decision process. The findings, based on Swedish data from a probability‐based three‐wave Internet campaign panel, indicate that many voters are in fact considering more than one party to vote for in the beginning of the election campaign. As expected, left‐right orientations function as a main decision rule with respect to which parties voters even consider voting for, while proximity on the European integration dimension mainly matters as a second decision rule in the final stage of the decision process. Using a sequential model with consideration and choice stages, the article reveals a much larger complimentary effect of EU proximity on party choice than has generally been found in previous research. This serves as a distinct contribution to the emerging research field of individual party choice in second‐order elections.  相似文献

European Parliament (EP) elections have traditionally been described as ‘second‐order national elections' in which campaigns are fought by national parties on national issues. We argue that the 2019 elections should instead be considered ‘first‐order polity' elections. It is not EU‐level party politics or policy issues that are debated, but rather the legitimacy of the EU itself. Firstly, the EP elections have transformed into an EU ‘blame game' in which national governments are punished or rewarded over their stance on European integration. Secondly, the 2019 election was about the EU's fundamental values, not only with respect to multiculturalism, but also gender equality and LGBTQ rights. Finally, these first‐order polity elections are driven in large part by traditional news and social media platforms. While this is a long way from the patterns of the early EP elections, they still fail in fulfilling the function of holding MEPs and European party groupings adequately to account.  相似文献

The elections to the European Parliament (EP) held in June 2009 marked a breakthrough for the extreme right British National Party (BNP), while in other European states extreme right parties (ERPs) similarly made gains. However, the attitudinal drivers of support for the BNP and ERPs more generally remain under‐researched. This article draws on unique data that allow unprecedented insight into the attitudinal profile of ERP voters in Britain – an often neglected case in the wider literature. A series of possible motivational drivers of extreme right support are separated out: racial prejudice, anti‐immigrant sentiment, protest against political elites, Euroscepticism, homophobia and Islamophobia. It is found that BNP support in the 2009 EP elections was motivationally diverse, with racist hostility, xenophobia and protest voting all contributing significantly to BNP voting. The analysis suggests that the BNP, which has long been a party stigmatised by associations with racism and violent extremism, made a key breakthrough in 2009. While racist motivations remain the strongest driver of support for the party, it has also begun to win over a broader coalition of anti‐immigrant and anti‐elite voters.  相似文献

This paper analyses how disaffection with the EU influenced individuals' likelihood of turning out to vote and of casting a vote for a Eurosceptic party in the 2014 EP elections, and how these relationships were moderated by the Eurosceptic partisan supply of each country. We argue that the degree to which political parties oppose European integration, as well as the ideological leaning of Eurosceptic parties, should influence both the likelihood of disaffected citizens turning out to vote, and their likelihood of voting for a Eurosceptic party. Our empirical findings show that, in the presence of a party that is strongly opposed to European integration, disaffected citizens are more likely to turn out to vote and to vote for a Eurosceptic party provided that this party also shares their ideological leaning in the left-right dimension. These results indicate that Eurosceptic parties are important actors for the politicization of the European integration conflict and for the Europeanization of EP elections, but, at the same time, they suggest that opposition to European integration is subordinate to the traditional left-right conflict.  相似文献

Do parties respond to voters’ preferences on European integration in elections to the European Parliament (EP)? Following recent research that shows political party responsiveness to Eurosceptic attitudes during EP elections is conditioned by party characteristics, this article seeks to understand how party unity on European integration affects party responsiveness to Euroscepticism. It argues that when Eurosceptic attitudes among voters are high and the parties are divided in their position on European integration, parties will be more responsive to voters and take a more Eurosceptic position. To test the theoretical expectations, the study uses data from the Chapel Hill Expert Survey, the Euromanifestos Project, and European Election Study for 1989–2009 for over 120 parties across 20 European Union member states. The findings have important implications for understanding the nature of democratic representation in the European Union.  相似文献

Low turnout and potential differences in party preferences between voters and non-voters may affect party vote shares at European Parliament (EP) elections. Of particular concern is the rise of Eurosceptic and populist parties, but scholars do not know whether these would benefit from increased voter mobilization. To address this gap, we simulate the party choices of non-voters at the 2009 and 2014 EP elections. Contrary to analyses of turnout effects at general elections in multiparty systems, our simulations suggest that left-leaning and ideologically moderate parties would gain if turnout went up to levels observed at first-order national elections. And while there is some evidence that populist parties might have benefitted from higher turnout at the 2014 elections (but not in 2009), our findings do not support expectations that either Eurosceptic or Europhile parties’ vote share would be affected by higher turnout.  相似文献

This article explores why supporters of small, non‐established parties choose to vote for different parties in the elections to the European Parliament (EP) and elections to the national parliament. It uses individual‐level data with open‐ended questions from an online survey on supporters of Feminist Initiative (Fi) – a comparatively small and new Swedish feminist party – to map voters’ own motivations for split‐ticket voting in the 2014 elections. Contrary to expectations based on second‐order election theory, it is found that voters ticket‐split in both directions: there are those voting for Fi in the EP election but not in the national election, and those voting for Fi in the national election but not in the EP election. These voters take the same types of considerations into account but nevertheless end up making opposite voting decisions. Voters clearly distinguish between the two levels – for example, by prioritizing different issues.  相似文献

In recent years the far right in Britain has received increased support in local, national, and European elections. Examining these results researchers have pointed toward a wider potential support base for parties such as the BNP. Drawing upon in-depth interviews with the BNP leadership, strategists, and organisers this paper argues that both the party's environment and the party itself must be incorporated if we are to provide a satisfactory account of recent success. Through cross-national co-operation and influence from far right parties elsewhere the BNP has embarked upon a concerted attempt to build political legitimacy. This paper examines this process whilst also highlighting some general policy implications emerging from recent BNP gains.  相似文献

The first ever simultaneous general and local elections in Denmark (November 2001) allow for a comparison of Danish voters’ inclination towards inter‐level ticket splitting with similar phenomena in Sweden and England. Inter‐level split‐ticket voting occurs when voters cast their vote on two different parties in the two different (but simultaneous) elections; this happened far more often in Denmark in 2001 than in the two other countries. One hypothesis suggests that this owes to party system differences between the three countries, since both the number of parties running in the different elections and the discrepancy between the national and the local party systems are expected to influence the level of inter‐level vote splitting. However, elec‐tion statistics and survey data based analyses (Denmark in 2001, Sweden in 2002, and England in 2001) give only limited support to the hypothesis. It appears that Danish voters did in fact split their 2001 national and local votes more than Swedish and English voters did and more than party system differences can account for.  相似文献

At the time of the election of the European Parliament (EP) in 2014, the European Union (EU) was heavily affected by a multifaceted crisis that had – and still has – far-reaching implications for the political system of its member countries, but also for the European level of governance. Against the background of the strong Eurosceptic vote in the 2014 EP elections, this study aims to investigate in which way Eurosceptic parties of the left and the right respond to the multiple crises of the EU. Using data from the Euromanifesto Project from 2004/2009 and 2014, changes in the party positions towards the EU are analysed in the shadow of the multiple crises and the reasons thereof are explored. The findings show a general anti-European shift among the two types of Eurosceptic parties. Nevertheless, the changes in the EU polity tone are not determined by issue-based repercussions of the multiple crises, but by the EU-related evaluation – the polity mood – of the national citizenry. For far-right Eurosceptic parties, the shift is moderated by the level of public support for EU integration in their national environment. Among far-left Eurosceptic parties, by contrast, it is moderated by the more specific public attitudes about the monetary union policy of the EU. Consequently, political parties when drafting their manifestos for EP elections are not so much guided by the objective severity of political problems or by the evaluations of these problems by the citizenry. What matters in the end is the link that citizens themselves are able to establish between the severity of political problems, on the one hand, and the responsibility of the EU for these problems on the other. This has important consequences for understanding of the nature and substance of political responsiveness within the EU system of multilevel governance.  相似文献

This article addresses the electoral success of far right political parties in West European party systems and suggests that there is a new type of party ‐ the New Populist. Differentiating between neo‐fascism and the New Populism is instructive in two senses. First, it reveals that the current wave of comparative electoral success is more associated with the New Populism than neo‐fascism. Second, it demonstrates that there are certain parallels between the New Politics and the New Populism thereby suggesting that changes in the contemporary far right may well be telling indicators of changes in West European societies that are deeper set than a simple resurgence of racist and anti‐immigrant sentiment.  相似文献

EU issue voting in European Parliament elections has been shown to be highly conditional upon levels of EU politicization. The present study analyzes this conditionality over time, hypothesizing that the effect of EU attitudes on EP vote preferences is catalyzed as EP elections draw closer. In contrast to extant cross-sectional post-election studies, we use a four-wave panel study covering the six months leading up to the Dutch EP elections of 2014, differentiating between party groups (pro, anti, mixed) and five EU attitude dimensions. We find that EU issue voting occurs for both anti- and pro-EU parties, but only increases for the latter. For mixed parties we find no effect of EU attitudes, yet their support base shifts in the anti-EU direction as the elections draw closer. The overarching image, however, is one of surprising stability: EU attitudes form a consistent part of EP voting motivations even outside EP election times.  相似文献

ABSTRACT

In recent years, and particularly following the impact of the “great recession”, Western European party systems have undergone profound change. New parties have emerged and been successful, thus radically changing the structure of inter-party competition. So far, research on new parties has been mainly conducted from party-level and election-centred perspectives. Here, instead, we focus on party system innovation (PSInn), meaning the impact of new parties on Western European party systems, and on the factors that explain such impact, by adopting a systemic perspective and taking into account all the arenas where inter-party competition takes place (i.e. elections, parliaments and governments). For this purpose, this article relies on an original dataset on the performances of new parties in terms of votes, seats, and ministerial posts, covering about 350 elections and 670 governments in 20 countries, over the period 1945–2017. The results of the analysis show a notable increase in PSInn over the last decade, in particular with regard to the electoral and parliamentary arenas. Moreover, data show that PSInn in the electoral and the parliamentary arenas is mainly predicted by turnout change, while in the governmental arena is instead driven by the country’s economic performance.  相似文献

Abstract.  Measuring of party system stability in Eastern Europe during the first decade of democratic elections presents problems. The traditional quantitative measure – volatility – does not distinguish between the dynamics among incumbent parties and the rise of genuinely new ones. I propose a new additional measure – success of genuinely new parties – and compare it to volatility. The subsequent performance of initially successful genuinely new parties is analysed. While volatility has been remarkably high in East European countries, the genuinely new parties have, in general, not been very successful. Instability of party systems in the region stems rather from the inner dynamics of incumbent actors than from the rise of new contenders.  相似文献

The Lisbon Treaty (2009) introduced key institutional changes to increase the relevance of elections to the European Parliament (EP). Among others, major political groups nominated different lead candidates, the so-called Spitzenkandidaten, for the 2014 EP elections. The aim of this article is to investigate how national political parties react to this new institutional setting. Using data from the 2014 Euromanifesto study, the article examines if and under what conditions political parties put emphasis on the Spitzenkandidaten system in their party manifestos and whether they take positive or negative stances when talking about it. The findings reveal that parties put little emphasis on the issue. Moreover, the factors promoting the Spitzenkandidaten system suggest that parties decide strategically upon emphasising that topic or take a positive stance on it if they expect to benefit from this.  相似文献

Recent research on the European Parliament (EP) has neglected the idiosyncrasies of niche parties. Similarly, analyses of niche parties have not fully engaged the literature on the EP. This article builds on both literatures by analysing niche party behaviour in the EP as a distinct phenomenon. It is argued that niche parties will respond differently to institutional stimuli than parties more generally. To test this argument, Hix, Noury and Roland's work on EP party voting behaviour is replicated concentrating on niche parties only. It is found that participation in national government and institutional changes affect niche party legislators' voting behaviour, whereas they do not for legislators in the EP overall. These results have important implications for understanding both party behaviour in the EP and niche party behaviour more generally.  相似文献

Abstract.  Since the 1980s, parties of the far right have increased their share of votes in many Western European nations, and some have even participated in governing coalitions. The ascendancy of far right parties has been met with various hypotheses attempting to rationalize their role in the politics of these nations: Are far right parties a manifestation of protest politics, brought about by hard economic times (old right model), or are they representative of the continued political development of Western industrialized nations (new right model)? Most analyses have focused on the voters for these parties; this work focuses on the election manifestos of the Freedom Party of Austria (FPÖ), National Front of France (FN), Italian National Alliance (MSI-AN), Lega Nord (LN) and the Germany Republikaner (Reps) in order to reconstruct the dimensions of party competition in each nation and determine where each of these parties fall within the dimensions of party competition. Support is shown for a new right axis of party competition, suggesting that parties of the far right may in fact be part of the political development of Western European nations.  相似文献

On election day, voters’ commitment is crucial for political parties, but between elections members are an important resource for party organisations. However, membership figures have been dropping across parties and countries in the last decades. How does this trend affect parties’ organisation? Following classics in party politics research as well as contemporary organisational theory literature, this study tests some of the most longstanding hypotheses in political science regarding the effects of membership size change. According to organisational learning theory, membership decline should induce an expansion of the party organisation. However, threat‐rigidity theory and the work of Robert Michels suggest that parties are downsizing their organisation to match the decline in membership size. To test the hypotheses, 47 parties in six European countries (Denmark, Germany, the Netherlands, Norway, Sweden and the United Kingdom) are followed annually between 1960 and 2010 on key organisational characteristics such as finances, professionalism and complexity. A total of 1,922 party‐year observations are analysed. The results of multilevel modelling show that party membership decline triggers mixed effects. Declining membership size induces the employment of more staff, higher spending and a higher reliance on state subsidies. At the same time, it also triggers lower staff salaries and a reduction in the party's local presence. The findings indicate that today's parties are targeting an organisational structure that is custom‐made for the electoral moment every four years. Faced with lasting membership decline, the party organisation retracts its organisational resources and focuses more on election day. Members matter to parties, but votes matter more.  相似文献
