Transnational public–private partnerships (PPPs) are external governance actors in the field of development cooperation and vary in composition, potentially including nonprofit and for‐profit organizations, state and public agencies, and intergovernmental organizations. This article analyzes the conditions under which PPPs have been successful in providing access to basic services (water, sanitation, and food) in areas of limited statehood in Bangladesh, India, and Kenya. We focus on 10 projects carried out by two PPPs that differ in two key respects: legitimacy and institutional design. We show that partnerships with high empirical legitimacy and an appropriate institutional design are best able to fulfill complex tasks in contexts of limited statehood. A participatory approach can promote legitimacy and thus success; projects that lack legitimacy are prone to failure. Additionally, a project's institutional design must address problems that commonly affect areas of limited statehood: It should provide access to resources for capacity development, ensure adequate monitoring, and be tailored to local needs.  相似文献

Only dead institutions do not change and only rarely do institutions change by themselves. To maintain performing institutions takes institutional entrepreneurs who are willing to take risks and who possess the capacity and the talent to innovate. A regulation discourse, in contrast to a marketization discourse, would not picture the relationship between globalization and institutional change as a deterministic one. Rather, it would expect that all kinds of actors play a large number of different roles in the course of ongoing institutional change. The result of such complex institutional change, at the level of welfare states, multinational businesses, public administration, and training systems, to mention just a few of the empirical areas covered in this special issue, cannot be fully understood by applying an overly rigid, static, and dualistic approach to modern capitalist economies. The concept of institutional competitiveness, on the contrary, allows for institutional entrepreneurship and institutional hybrids constituting pulsating polities.  相似文献

This study examines rationales behind the choice of local interlocutors by forestry‐related climate change projects in post‐conflict Nepal. In their stated objectives, all projects claim to involve the government, and most project decision makers are in favor of government involvement, yet project resources overwhelmingly favor civil society institutions. Project decision makers' choices are shaped by a combination of donor conditionalities, contextual constraints, and beliefs about which institutional attributes matter and how to address historical marginalization. The projects' empowerment of civil society sidesteps opportunities to strengthen the local government, which is described as weak, disinterested, and lacking legitimacy owing to the absence of elections due to the unsettled post‐conflict situation. Through the choices made and their justifications, projects and donors further marginalize the local government materially and discursively and thereby entrench its perceived deficiencies. We argue that this privileging of civil society may have implications for government legitimacy and post‐conflict reconstruction and call for donors and the intervening institutions they fund to critically and collectively reassess the role of forestry‐related climate change projects in the larger process of post‐conflict reconstruction in Nepal. Outcomes of armed conflict in Afghanistan and Iraq indicate that the U.S. has been unprepared to fully address problems related to establishing social and economic stability, security and governance in the aftermath of war. This is unfortunate, given that U.S. policy makers' nation‐building efforts to achieve stability, security and good governance in these nations do not reflect what they should already have learnt about organisational and institutional development from past experiences providing significant development assistance to highly unstable nations. Based on the analysis rendered in this article, ‘smart practice’ development administration in such nations comprises the following key points that link nation building to institutional/organisational development:
  • Nation building (creating new national sovereignty) is different from, and harder than, building government capacity (creating or strengthening institutions and organisations).
  • Given that building government capacity typically requires years of patient assistance and financing, it is better to build on existing indigenous institutions like the civil service and military.
  • The time and expense of development assistance to high security risk nations means that it is advisable to establish a multi‐lateral development assistance plan and a multi‐national, multi‐institutional framework for financing development to pay for all that is necessary over a long period of time (i.e. 20–50 years).
  • Policy makers should emphasise social stability and stable economic growth under self‐governance to prevent actual or perceived economic exploitation.
  • Policy makers' diplomatic efforts should secure accommodation of various stakeholders sufficient to permit compromise leading to formation of an independent government.
  • Where occupation appears necessary to achieve security and stability, policy makers should allocate enough troops and money to do the job, and accurately assess and report all costs of military occupation and nation building.
  • Once occupation has occurred, policy makers should not withdraw military support in a way that would increase the likelihood of civil war.
  • Premature withdrawal of security, economic and political support prior to the point where high security risk nations are capable of governing themselves will cause a power vacuum, and may result in fragmented regional leadership by warlords. Copyright © 2005 John Wiley & Sons, Ltd.

This study undertook an assessment and gap analysis of the institutional arrangements for improved land and water management in the Tana and Beles Sub‐basins highlands of the Blue Nile Basin. We explored the mandates and design features of the major land‐ and water‐related institutional arrangements. Focus group discussions, key informant interviews, and a literature review were used in the analysis. The results of our work reveal that a lot of progress has been made in creating an institutional framework for improved land and water management and the policies and laws hitherto developed reflect global policy changes consistent with the widespread adoption of the integrated water resources management (IWRM) principles. There are also cases where informal institutions replace formal institutions. Judged by their enforcement, the water resources management, pollution control standards, and regulations and land use rights are not enacted effectively because of poor enforcement capacity. Overall there is a tendency to focus on command‐and‐control type policies. There is a need to strengthen traditional institutions by drawing lessons from their strengths and establish the legitimacy of these institutions. There is also a need to improve formal policy design, developing policies with specific objectives, goals, targets, and overall institutional changes and resources through active adaptive management to maximize the level and effectiveness of institutional learning. Finally, more focus needs to be given to incentive‐based policies through increased use of positive incentives and more emphasis needs to be given to self‐enforcement rather than third‐party enforcement.  相似文献

In this article an integrated framework of agenda‐setting is proposed that incorporates the two main accounts of agenda‐setting: the information‐processing approach by Comparative Agenda Project scholars and the preference‐centred account advanced by Comparative Manifestoes Project scholars. The study claims that attention allocation is determined at the same time by preferences, information and institutions, and that attention allocation is affected by the interactions between these three factors. An empirical test is conducted that draws upon a dataset of parliamentary questions/interpellations in Belgium in the period 1993–2000. It is found that attention in parliament is indeed driven by preceding party manifestos (preferences), by available information (media coverage) and by institutional position (government or opposition party). The evidence establishes that agenda‐setting is also affected by the interactions between preferences, information and institutions. Actors, given their preferences, treat information in a biased fashion, and institutions moderate information's role.  相似文献

Most of the 60+ developing countries that have established social funds (SFs) are decentralising their governments as well. But the question of how to tailor SFs—originally a highly centralised model—for a decentralising context has received relatively little attention in the literature. We first examine evidence on the ability of SFs to adapt to a decentralised context. We then lay out the implications of decentralisation for SF institutional design step‐by‐step through the project cycle. The topic is doubly important because social funds can increase their effectiveness, and the sustainability of their investments, by reorganising internal processes to take advantage of the political and civic institutions that decentralisation creates. Local government has an informational advantage in local needs and characteristics (time and place), whereas SFs have access to better technology and knowledge of sectoral best practice. This study examines the role of public–private partnerships (PPPs) in promoting pro‐poor productivity‐enhancing technological innovation in the international agricultural research system. The study examines the extent to which PPPs are being used to overcome market and institutional failures that otherwise inhibit the development and dissemination of technologies targeted specifically to small‐scale, resource‐poor farmers in developing countries. Drawing on a survey of 75 PPP projects in the international system, findings suggest that while PPPs are changing the way the system manages its research agenda, few partnerships lead to joint innovation processes with the private sector. This indicates the need for closer examination of organizational practices, cultures, and incentives in the international agricultural research system. An in‐depth comparison of Austria, Germany and Switzerland shows that the employers' constellation and the elites of the public education administration affect patterns of institutional change. If large firms are the dominant actors and collaborate with elites in the public education administration, institutional change follows a transformative pattern. If small and medium‐sized firms are in a strong position and have the power to influence public elites according to their interests, self‐preserving institutional change results. The article also shows that it is not so much trade unions as small and medium‐sized firms that act as a brake on transformative change. The article adds to the literature of institutional change by arguing that specifying and explaining patterns of institutional change requires that sufficient scope be allowed for actors' creative handling of institutions. It also suggests that in order to differentiate between self‐preserving and transformative change, one has to specify the important institutional dimensions that sustain an institution. Governance plays a critical role in determining the success and failure of public–private partnerships (PPPs). We conducted a systematic review of case study literature on PPP governance and developed a governance framework consisting of 21 issues in four groups: institutional, organizational, contractual, and managerial. Then, we investigate the dynamics of governance issues, including the relative importance, interrelationships, and connections with PPP success and failure. Results suggest that PPPs should emphasize cooperation, trust, communication, capability, risk allocation and sharing, competition, and transparency in their governance. We also found that the governance practice of emphasizing dominant and direct factors and ignoring recessive and indirect ones has hindered PPPs’ success.  相似文献

Political scientists have paid much more attention to the effects of institutions than to issues of institutional origins and change. One result has been a marked tendency to fall back on implicit or explicit functional accounts, in which the effects of institutions explain the presence of those institutions. Institutional effects may indeed provide part of such an explanation. Yet the plausibility of functional accounts depends upon either a set of favorable conditions at the design stage or the presence of environments conducive to learning or competition. Exploring variability in the relevant social contexts makes it possible to both establish the restricted range of functional accounts and specify some promising lines of inquiry into the subject of institutional origins and change.  相似文献

Museums, along with other public sector organisations, have been urged to co‐produce. Co‐production may offer increased resourcing and greater effectiveness, and enhances public value through stronger relationships between government and citizens. However, co‐production, particularly that which involves collaboration with communities, is largely resisted by public sector organisations such as museums. This research examines the extent to which museums co‐produce and the role played by professional bodies in driving or inhibiting co‐production. It finds that the study of co‐production in museums reveals the influence of ‘institutional inertia’ and the limits to which professional bodies are able to ‘diffuse’ co‐production and change established professional practice.  相似文献

The notions of "policy learning" and "policy transfer" have become increasingly influential in the public-policy literature. By utilizing a comparative analysis of regulatory change in the railways in Britain and Germany, it is argued that an institutional approach adds to the understanding of "learning" and "transfer" processes, as well as explaining which institutions mattered as Britain and Germany adopted distinctively different regulatory regimes. The institutional approach points to the constraints involved in the selection of regulatory design ideas and, by assessing three institutional factors that structure relationships between the policy domain and its environments, suggests that in the case of railway privatization in Britain and Germany in the 1990s, it was the structure of the political-administrative nexus that centrally shaped why particular policy options were selected while others were neglected.  相似文献

This article demonstrates the explanatory poverty of new institutionalist hypotheses on institutional change. The new institutionalism fails to provide an adequate explanation of institutional change because, by relying on variables such as critical junctures, path dependency, leadership or the role of ideas, it leaves institutions behind and employs a grab-bag of explanations that proponents of almost any theoretical perspective could use. The conditions under which these variables matter are unspecified and the causal relevance of institutions themselves is unclear. New institutionalists should specify more rigorously the factors that change institutions and explicate the links between these factors and institutional change. Doing so, however, could mean abandoning their emphasis on the primacy of institutions in developing explanations for political phenomena.  相似文献

Despite some prominent critics, deliberative democrats tend to be optimistic about the potential of deliberative mini‐publics. However, the problem with current practices is that mini‐publics are typically used by officials on an ad hoc basis and that their policy impacts remain vague. Mini‐publics seem especially hard to integrate into representative decision making. There are a number of reasons for this, especially prevailing ideas of representation and accountability as well as the contestatory character of representative politics. This article argues that deliberative mini‐publics should be regarded as one possible way of improving the epistemic quality of representative decision making and explores different institutional designs through which deliberative mini‐publics could be better integrated into representative institutions. The article considers arrangements which institutionalise the use of mini‐publics; involve representatives in deliberations; motivate public interactions between mini‐publics and representatives; and provide opportunities to ex post scrutiny or suspensive veto powers for mini‐publics. The article analyses prospects and problems of these measures, and considers their applicability in different contexts of representative politics.  相似文献

Social capital is widely recognized as one of the few sources of capital available to the poor, yet the processes by which development policies affect the accumulation of that social capital are not well understood. The World Bank, through its funding of development projects, affects the institutional environments for the accumulation of such social capital. The question is how to determine whether that institutional context is enabling, and to what degree. This paper compares ten recent World Bank-funded rural development projects in Mexico and the Philippines to explore how the processes of project design and implementation influence the institutional environments for the accumulation of horizontal, vertical, and intersectoral forms of pro-poor social capital. The findings have conceptual and policy implications for understanding the political dynamics of creating enabling environments for social capital accumulation by the poor.  相似文献

International donors, long‐standing supporters of decentralisation reforms in developing countries, often face the challenge of aligning programme assistance to the great variety of country governance settings in which many operate. This article presents a framework for assessing the implications of governance and institutional context for a range of programming challenges, with particular reference to the challenge of decentralised programming. The framework has three conceptual steps. Country governance and institutional change environments are first described in terms of how enabling governance capacities are for decentralised programming, and how rapid and predictable the rate of institutional change is. Second, these environmental considerations are associated with overall assistance modalities of donors, in areas such as the type of partners sought and interventions selected. Third, a range of options concerning the aims, scope and extent of decentralising programming are reviewed and linked to the diagnostic framework above. The framework is broadly derived from organisational contingency theory, which it is argued has been relatively neglected in the study of development administration due to a preponderance of analysis based on single‐case studies. There is a wide‐spread perception among academics and commentators that institutional dysfunction has become increasingly common in important social, political, and economics arenas. Opinion polls show a decline in trust and confidence in major actors and institutions, including inter‐governmental organizations, governments, firms, NGOs, and religious organizations. For some, the core of the problem is that the hitherto well‐functioning states have become less effective in aggregating and acting upon citizens' preferences. Many policy initiatives of the 1990s – deregulation, privatization, new public management, private regulation, regional integration, civil society, and so on – seemed to have failed to meet expectations. This symposium seeks to identify important theoretical and empirical questions about institutional failure, such as why do institutions fail, why are they not self‐correcting, what might be a clear evaluative yardstick and analytic approach by which to measure performance, and to what extent contemporary theories of institutional evolution and design are useful in examining institutional restructuring and institutional renewal? Symposium essays by leading social science scholars offer important insights to inform future work on institutional performance and outline an agenda for institutional renewal and change.  相似文献

European public affairs practitioners need to be increasingly professional in their reactions to an EU undergoing transformational change. The paper offers a comprehensive summary of the subtleties of institutional change in Commission, Parliament and Council in 2004. In particular, the author argues that expansion from 15 member states to 25 has fundamentally changed the nature of the Union's politics and the skills required to influence it. This new EU requires more of practitioners than experience and amateur instinct: to achieve results and avoid restrictive regulation, the public affairs community must adopt effective training strategies, challenging competence targets and regular self‐assessment of its performance and ethics. While direct state funding of political parties has been a prominent theme in cross‐national research over the last decade, we still know little about party strategies to access state resources that are not explicitly earmarked for partisan usage. This article looks at one widespread but often overlooked informal party practice: the ‘taxing’ of MP salaries – that is, the regular transfer of fixed salary shares to party coffers. Building on notions of informal institutions developed in work on new democracies, the theoretical approach specifies factors that shape the acceptability of this legally non‐enforceable intra‐organisational practice. It is tested through a selection model applied to a unique dataset covering 124 parties across 19 advanced democracies. Controlling for a range of party‐ and institutional‐level variables, it is found that the presence of a taxing rule and the collection of demanding tax shares are more common in leftist parties (high internal acceptability) and in systems in which the penetration of state institutions by political parties is intense (high external acceptability).  相似文献
