The Construction of a Rule of Law China and the Improvement of the Theoretical System of Human Rights in China——From the Perspective of “Integrating the Leadership of the Party,the Position of People as Masters of the Country,and the Rule of Law”

The CPC Central Committee has put forward the thesis of integrating the leadership of the Party, the position of people as masters of the country, and the rule of law. This thesis is an important development of the Marxist legal ideology and the socialist theory of the rule of law with Chinese characteristics. It is also a main line of the construction of a socialist rule of law country with Chinese characteristics and should be the general and basic principle of the construction of the theoretical system of human rights with Chinese characteristics. Therefore, the CPC should also endeavor to guarantee the realization of human rights, under the leadership of whom we advance the rule of law of "ensuring that the people are masters of the country" and "respecting and protecting human rights" in order to implement the modernization of the state governance system and capacity in which democracy, rule of law and human rights are the core elements of the country.

ack home in Scotland I was a 'weekend mountaineer' -most weekends were spent climbing mountains and experiencing the great outdoors. Compared to China Scotland's mountains are small (mostly under 1000 metres high). Many times I thought I would love to see the highest in the World - the Himalayas. It is with particular satisfaction that I accede to the invitation to write this Preface to Dr. Gu Shengkai's book "International Human Rights Law: Inter-American Theory and Practice". I first met Dr. Gu Shengkai at the University of Nottingham, United Kingdom, on 09 December 2002, when I there delivered a public lecture, at the Human Rights Law Centre of its School of Law, on "Recent Developments in the Case-Law of the Inter-American Court of Human Rights". Foreign Trade In the first three months, the volume of China's foreign trade reached $371.3 billion, growing 25.8 percent compared with the same period of last year, according to statistics released by the General Administration of Customs (see graph 1).
