Governing boards are a prominent feature of many public sector organizations today. These boards have been modelled on the private sector board of directors. Like company boards, one of their main functions is to provide strategic leadership and policy direction for the organization. The role of managers and chief executives is to implement this. This paper examines the extent of involvement of one public sector board, the school governing body, in strategic activity. Using empirical evidence from a number of semi-structured interviews conducted in schools, its findings indicate that governing bodies are not involved at a high level in strategy within schools. Rather, headteachers are more likely to be undertaking this activity. Reflections are made about the relevance of the 'board of directors' model for both governing bodies and the public sector more generally.  相似文献

This paper discusses cultural issues that may contribute to the success or failure of trade agreements in the Americas. We use the case of Mexico and the USA to illustrate the point, though the cultural issues are also an important factor in agreements between Latin American nations. The main contention of the paper is that the more there is a push for economic and financial integration the more there is a risk of cultural fragmentation unless the cultural misunderstandings between nations are worked out properly. Managing cultural integration successfully requires a process of “intercultural learning”.  相似文献

This paper attempts a comparison of production structures of the cotton textile industries in India and the USA, using the input‐output framework. There are studies of comparative production structures in an economy but a disaggregated study has not been attempted for a particular industry. Almost all studies of the international comparisons of production structure have revealed that there are structural similarities between developed and less developed countries in spite of wide differences in per capita income and in levels of development. These similarities may not persist at an industry level and it could be that the chosen product‐mix and techniques conceal the basic differences in production structure of a developing and a developed economy in the economy‐wide study.  相似文献

This study examines the extent to which the nationalization of the vote has occurred in Russia since 1993. To what extent is the Russian party vote “nationalized”, or in other words, to what extent are there differences between the national party vote and the party vote in the various regions of the country? What explains why such variations exist? To answer these questions, I examine a number of factors (the strength of the local executive, the degree to which local parties are entrenched, etc.) that explain why party politics in certain regions in Russia are characterized by a more “nationalized” vote than others.  相似文献

ABSTRACT

Many of the case studies on collaboration tout the success of collaborative efforts, and theory building efforts focus almost exclusively on conditions for successful collaboration. Notably missing from the literature are efforts to comprehend why collaborations fail. Given that participants in a collaboration are invested in the collaborative effort, why does a collaboration fail? In addition, does the membership of the collaborative effort impact the factors for success or failure? By examining extant literature on both collaboration success and collaboration failure, we seek to identify a set of factors common across the literature that are foundational to a framework of collaboration failure.  相似文献

Empirical analysis of civil wars wherein rebels receive support from outside states or actors confirms the expectation that such external support is correlated with conflicts that, on average, are longer than civil wars without external support. When this assistance is lost, the empirical results are at odds with the expectation that these wars should end more rapidly. Instead, wars in which there is a break in external support are more likely to continue into the next calendar year than even those wars with continued external support. This counterintuitive finding suggests a re-evaluation of theoretical foundations of external support to rebel groups.  相似文献

This paper discusses the post-Washington Consensus development paradigm, questioning whether the changes it embodies are sufficient to open up the development debate. We show that the new paradigm, which might be called ‘Washington Pluralism’, harbours three pluralist principles. It maintains that development is 1) contingent on culture; 2) contingent on history; and 3) requiring a multidisciplinary perspective. We assess these principles on the basis of an analogy with the Malaysian Model, which embodied the same three principles. We show that, in Malaysia, the first two evolved into cultural determinism and historicism, respectively, while the third created a discourse in which institutions, politics and culture were reduced to instruments for development. Consequentially the proliferation of the idea of a Malaysian Model has been associated with increasing authoritarianism in Malaysia rather than with increased openness. On the basis of this analogy we conclude that the three pluralist principles are not sufficient to create an open development debate.  相似文献

On the basis of a comparative analysis of the case studies of the Slovenian Erased and the Latvian Non-citizens, the paper endeavors to identify the reasons for the EU involvement in the latter, but not the former case. These two situations are recognized as similar enough to be compared, and endure the counter-argumentation that the different EU approach is conditioned by the specifics of the local context, not by double standards. Hence, the paper comes to a conclusion that the involvement in Latvia has been conditioned by the fear of the potentially violent conflict, the existence of a proactive kin state, and a minority, significant in number, as well as the explicitly discriminatory legal framework that was in collision with the EU economic acquis. Thus, it has been inferred that double standards occur due to the lack of EU and international interest in these situations of human rights violations, where the powerful kin state and the minority, significant in number, are absent, do not have a potential to develop into a violent conflict, do not derive from explicitly discriminatory legal provision, and do not challenge the fundamental market freedoms of the EU.  相似文献

The study presented in this paper consists of the application of two models of financial accounting to Turkish data. Detailed financial accounts are available for 1950–63 [Yaser, 1967], accounts for 1964–67 are incomplete [Aysan, 1967 and State Institute of Statistics, 1968], and none exist for 1968–70. Even if detailed accounts could be prepared somewhat more rapidly they would still not be up to date; a considerable lag in preparation of the basic data, e.g. company balance sheets, etc., exists in Turkey, as in most underdeveloped countries. For this reason, methods of estimating financial accounts with the use of models requiring limited and speedily available current data have been explored.

The aims of the analysis are estimation and prediction. Explanation of the changes in the financial variables has not been attempted here. The bivariate least‐squares regressions run to estimate linear time trends in all the financial proportions used in the models are not explanatory. Durbin‐Watson tests suggest that other factors were significant over the period.1 This lends support to the conclusion that even for a financial system such as Turkey's which might on a priori grounds be thought particularly well suited to analysis by the Stone model, the non‐substitutability hypothesis embodied in it must be rejected.

The reasons for believing that the Turkish financial structure might lend itself well to analysis by the Stone model are outlined below. They appear so convincing that the negative results of the model's application are surprising. Indeed, they raise a number of interesting questions about financial structures of underdeveloped countries which are beyond the scope of this paper.  相似文献

Switzerland is not a member of the EU and in 1992 refused to join the European Economic Area (EEA) treaty in a popular vote. A conservative majority preferred to keep utmost national autonomy, and consequently, relations between the EU and Switzerland are regulated by a series of bilateral treaties. This process of Europeanisation without institutionalisation has led to profound changes of Swiss politics over the last two decades. While many effects of economic liberalisation and internationalisation are similar to those found in EU countries, some specific problems like the acceleration of immigration present rising social conflict. Social cleavages between urban and rural regions, and between capital and labour are deepening. The continuous rise of the conservative nationalist Swiss People's Party and the growing polarisation between the political Right and Left have put the traditional political culture of accommodation and power sharing at risk. Twenty years after the No-vote on the EEA-treaty, Switzerland is a divided country. Why do Swiss politicians still practice consensus democracy, and what does the divide mean for the future relations between the EU and Switzerland?  相似文献

Despite the fact that early work on international regimes conceptualised them as dialogic in nature, this fundamental regime property has remained relatively underdeveloped. Drawing on the work of Mikhail Bakhtin and his circle, this article proposes a dialogic framework for understanding regimes and the political struggles that constitute them. Focusing on the contextual and relational properties of signification processes within a regime, one of the key arguments is that neither their dialogic nature nor the trajectory and outcome of a particular conflict can be understood without giving full attention to language as a power-laden form of action. By focusing on how language and discourse are implicated and put to work in a particular instance of regime contestation, namely the Development Agenda proposed by a group of developing countries’ representatives at the World Intellectual Property Organization in 2004, efforts are made not only to bring to the fore the political and ideological nature of the ‘shared understandings’ without which a regime would not exist, but also the manner in which they are reproduced and reinvigorated, even by acts that set out to challenge them.  相似文献

It is argued that an understanding of the role and nature of the state and of processes of state collapse are vital for understanding Complex Political Emergencies for various practical reasons and for drawing general lessons from particular experiences: CPEs are often rooted in prior state collapse; humanitarian assistance may have to contend with a fractured, ineffective or nonexistent state; part of post-conflict recovery will involve reconstituting the state. Such lessons can only be generalised where there is some degree of shared context and experience. As a tool for facilitating comparisons of like with like and for understanding the inter-relatedness of several factors, a typology of situations is drawn up on the basis of the state and its dynamics and of the origins, forms and trajectory of the CPE and of interventions into it.  相似文献

Skeptical postmodern claims about the viability of authorship and meaning in literature are contrasted in historical persepective with Rabindranath Tagore's views on the power of literary art to illuminate reality and enrich feeling. Consequences of postmodern methods and theories are explored with reference to his defense of art and life as a unity that entails unique knowledge and insight. Although influenced by Western culture, he distrusted theory applied to art. For him, durable meanings are an imperative of life for which literature is a vehicle. A post-Nobel Prize attempt to promote Eastern wisdom as a corrective to Western rationalism and materialism did not succeed.  相似文献

Abstract

Contemporary cities are said to have become ‘ungovernable’, especially in the Global South. They are certainly more difficult to govern due to the complexification of states’ apparatus (under the double dynamics of neoliberalisation and decentralisation), cities’ larger size, massive poverty, and informality. Yet, the ungovernability thesis arguably stems from a theoretical shift, from local government to urban governance, that has rendered the questions of steering, political choices, and accountability almost impossible to conceptualise. Unpacking the policy instruments used to govern street trading in Johannesburg, the paper shows that its so-called ‘ungovernability’ was largely manufactured by municipal choices.  相似文献

This paper challenges the claim of the public administration community that universities are playing an important role in transferring public sector technology to local governments. We provide data from the Lower Mississippi Delta to show that graduate programs in public management and planning are not filling the severe expertise gap facing nonrnetropolitan counties and municipalities. The paper concludes with a series of recommendations on how universities can better fulfill their promise of technology transfer.  相似文献

Two aspects of Western public finance, the economic theory of federalism and public choice theory, have insights that, if adopted in the Soviet Union, could help improve its resource allocation to permit economic growth, mitigate the problems it has with its minorities, and aid the transition away from a centralized, Communist-Party-dominated State and society. The economic reforms proposed by Chairman Mikhail Gorbachev are briefly summarized and criticized in the context of a summary discussion of governmental decisionmaking in the Soviet Union. Lessons are identified from the U.S. historical experience that suggest certain steps to improve local government as necessary preconditions for improving Soviet economic efficiency. These are free local elections, a free local press, an independent judiciary with real authority to protect the integrity of the press and local elections, real decentralization of political power to the regions, steps toward equalization of fiscal capacity among the regions, increased citizen mobility, and adoption of actions to provide incentives for Western investment in local government capital formation. This last precondition requires a convertible currency. (To achieve a convertable currency may require other economic and political changes that are beyond the scope of this paper.) Prefects are considered important actors in the formation of different public policies in Turkey. While prefects and sub-prefects are empowered by means of new policies, their roles are also altered during the process of strengthening local governments. This alteration process represents the spirit of the state reform in its broadest range, that is, the conflict between the central and the local. Another new public policy for Turkey is metropolization. The administrative structure of Turkey has been dramatically changed by the introduction of the new Metropolitan Municipality Law (Law No. 6360, 2012). Representing a major change, this law added 14 more metropolitan municipalities to the already existing 16, and abolished Special Provincial Administrations within the metropolitan municipalities. This study aims to explain the reforms made on a metropolitan level together with the transformation of the government, the central–local conflict, and the prefects’ role in these reform and transformation processes in Turkey.  相似文献

This article endeavors to open a new critical space for Soviet studies and for nationalities studies more generally. Through analyses of recent trends in Soviet studies, the article dismantles the frequently used opposition between subjective and objective approaches to Soviet empire and suggests instead that truths and categories, whether considered “subjective” or “objective,” are constructed discursively, through legitimizing certain interpretive models over the others. The article also argues against disciplinary avoidance of “what is” questions (e.g. “what is a nation?”) and claims that an excessive concern for (re)producing essentialism should not hinder scholarly inquiry. Several new lines of inquiry for the study of the Soviet empire are suggested and also applicable in nationalities studies more generally: research on the role of symbolic violence in manufacturing consent and research concerning the role of affect in producing linkages between the performative life of a singular human being and the pedagogical discourse of a nation or empire. The article also offers an analysis of the Soviet Union as an empire in becoming and it advocates for postcolonial approaches within Soviet studies. The practical dimensions of Soviet rule are exemplified with data from the Baltic borderlands in the postwar years.  相似文献

Urban studies scholars drawing on Foucault's analysis of governmentality have investigated how urban social orders are increasingly more concerned with the management of space rather than on the discipline of offenders or the punishment of offences (Merry, 2001). This paper examines the 'rationality' and efficacy of spatial governmentality in post-apartheid Cape Town, and shows how the city has increasingly become a 'fortress city' (Davis, 1990), much like cities such as Los Angeles, Sao Paolo and Rio de Janeiro. These 'global cities' are increasingly characterised by privatised security systems in middle class suburbs, shopping malls and gated communities (Caldeira, 1999). These spatial forms of governmentality draw on sophisticated security systems comprising razor wire and electrified walls, burglar alarms and safe rooms, as well as vicious guard dogs, neighbourhood watches, private security companies, and automated surveillance cameras. On the other side of the race and class divide are urban ghettoes characterised by growing poverty and everyday violence. These socio-spatial inequalities continue to be reproduced despite urban planning initiatives aimed at desegregating the apartheid city. Although the media and the middle classes highlight the dangers of crime and violence, they tend to ignore the structures of inequality that fuel the growth of crime syndicates and violent drug economies that are reproducing these urban governance crises. Given the diminished resources of the neo-liberal state, the policing of middle class residential and business districts is increasingly being 'outsourced' to private security companies. In working class neighbourhoods of Cape Town such as Manenberg, the state has attempted to re-establish governance by resorting to new forms of spatial governmentality. The paper draws attention to the limits of these attempts to assert state control through the management of space. Spatial governance in places like Manenberg will continue to be relatively ineffectual given existing levels of social inequality and racial polarization. Such processes are reproduced by massive unemployment and racialised poverty resulting from socio-spatial legacies of apartheid and Cape Town's shift from a manufacturing to a tourist, IT and financial services economy. Although this paper focuses on attempts at re-establishing governance in a crime and gangster-ridden working class neighbourhood of Cape Town, it addresses these issues in relation to city-wide shifts to new forms of spatial governmentality after apartheid.  相似文献
