就科学技术发展来说,“和谐社会”这一概念不仅直接强化了科技对经济社会发展的积极推动作用,而且在其涉及新型工业化道路、环境保护、安全生产、网络伦理等问题方面又显现出了对科技发展的公共价值的相应反思。这意味着可以通过公共领域来把握科技与社会的协调关系问题。科技进步无疑推动了公共领域的兴起和发展,但科技发展及其生态和社会效应本身也可以作为公共问题在公共领域层面获得政治伦理考量。也就是说,在公共领域中通过建构科技公共交往机制,确保公众最大程度地参与科技发展的公共决策,进而推动权力、资本和知识精英围绕着科技与人、自然和社会之间的持续协调发展问题,提出适合公共利益的解决方案,从而促进和谐社会的逐步生成。  相似文献

A common objection to the argument for deliberative democracy is that it cannot provide mechanisms for achieving its ideal of all-inclusiveness. This does, however, not in itself refute the deliberative ideal. In a reading of Hannah Arendt and Jacques Derrida’s writings on forgiveness, we argue that forgiving involves a renegotiation of our enemies and of ourselves. Hereby a renegotiation of the seemingly unbridgeable understandings of who our enemies are can be achieved. Forgiving involves a realisation that we have something in common with our foes. This opens the question: Why did our paths separate? We become puzzled and start to search for reasons. This does not mean that we have to accept ways of life that we detest. But it does mean that we need to be able to articulate counter arguments. Hereby limitations of prevailing understandings of who to include in deliberative processes can be overcome.  相似文献

Though the link between democracy and an appropriately trained citizen is obvious, the theoretical and empirical nature of this association is murky despite mountains of scholarship addressing this topic. Part of this problem is that the term democratic competence has been stretched almost to the point of uselessness. This constant adding of desired traits—many of which are ideologically driven—misdirects effort away from such complex problems as the relationship between individual attributes and collective capacities. Moreover, recent research has often been guilty of using data of uncertain relevance to demonstrate a competence that seems largely an analytical artifact. We conclude by offering an approach that stresses old- fashioned traits such as patriotism that seem necessary to the existing, and quite democratic, status quo.  相似文献

Abstract

This paper attempts to provide a rationale for a ‘model of the public sphere’ in terms of hermeneutic ontology that begins from Heidegger's Being and Time. However, this Heideggerian hermeneutic ontology will both be weakened and extended through a dialogue with social theory, which occupies a central place in this paper. More specifically, the main aim of this paper is to suggest some ideas to bridge the gap between the ontological focus on the hermeneutic fore-structure of being-in-the-public-sphere and the focus of social theory on the nexus between constructing identity and narrative, the result of which is the idea of the public sphere as an open-ended intercultural dialogue.  相似文献

This paper is concerned with the problem of academic acquiescence in the decline of public discourse in the United States. Noting current tendencies for the university to operate as another transnational corporation, the argument targets and probes post-communal professionalism which as a sub-ideology is linked to the dualistic social imaginary of the corporate state. Discussing works by Rieff and Lasch, the critique situates this ideology in the liberal-progressivist middle-class culture that is much more bound to the transnational corporate state's consumer culture than many academics wish to acknowledge. A theoretical critique of the subjectivization of postmodern "resistance" is presented as one way of facilitating democratic Left intellectual interest in pursuing a true "border politics" between academic and general cultures. Disembodied, placeless visions of professionalism must be replaced with perspectives and projects foregrounding agency rather than "identity" and political action rather than "self-fulfillment." Scholars critical of the university's role in corporate globalization should take a lesson from John Dewey's "civic professionalism" and envision a post-professional politics projecting democratic public spheres that connect with recent political forms of grassroots globalization aiming at more sustainable ways of life.  相似文献

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

The common conception of citizenship is that of belonging to a political community, with the ensuing rights and responsibilities of membership. This community tends to be naturalized as the nation-state. However, this location of citizenship needs to be decentred in order to investigate current modes of democratic participation. This paper investigates current sites and practices of citizenship through reflection on a tactical housing squat of an empty department store staged by an urban social movement in Vancouver in 2002, known as ‘Woodsquat’. It uses a social movement perspective to look at citizenship, emphasizing the identities, practices, and locations of democratic engagement over the collective question of how we will live together in these places. From this point of view Woodsquat shows current limits of national citizenship, conceptually and practically, and suggests alternative possibilities for future citizenship practices located in multiple identifications with (political) communities. Moving from this analysis of political participation at Woodsquat attention is brought to the importance of spaces of democratic communication for possibilities of citizenship, where there seems to be a reinforcing relationship between public spheres, social movements, and democracy. Ultimately, then, actions at Woodsquat are argued to be a form of citizenship that emerged within a democratic public.  相似文献

This article introduces this special issue on new ethnoscapes of a cosmopolitan Malaysia. It investigates questions of belonging and analyses the conditions that make possible cosmopolitan solidarity between citizens and sub- and non-citizens in a globalized world. I posit several critical frameworks on cosmopolitanism, citizenship and the public sphere to theorize the relationship between citizens and non-citizens in Malaysia: ‘zones of sovereignty’, the refugee as homo sacer and ‘acts of citizenship’ that constitute rights and subjecthood for non-citizens. In an attempt to outline a more detailed ethnography of everyday ways of belonging, I touch briefly on Conradson's ‘spaces of care’. Lastly, I focus on the public sphere, which can be a barometer for gauging whether cosmopolitan solidarity and transnational crossings can occur.  相似文献

In this article I analyze acts of citizenship within environmentally friendly food initiatives in Iran. I show that act of environmental citizenship intersects with politics of pluralizing the public sphere within these initiatives. I present original research that shows how these practices are determined by state-society relations. It is shown that the main objective of most of the initiators of these enterprises is to provide a source of information about healthy and environmentally friendly food as well as providing access to such food. In contrast, many consumers also use these initiatives as spaces where they can experience and make a more pluralistic public sphere. This article contributes to a better understanding of the concept of environmental citizenship and demonstrates the relevance of the concept to broader notions of citizenship.  相似文献

Abstract

This paper discusses the claim that citizens lack sufficient political knowledge to make sound judgements on public matters. It is contended that practical judgements raise essentially two types of claims, namely a claim to empirical truth and a claim to normative rightness, and that there are good reasons to believe that people's insufficient political knowledge undermines both of them. Yet, an examination of the dynamics of public opinion formation reveals that there is an epistemic potential in public opinion, though it is dependent upon the quality of public debate. Building on this idea and on the concept of deliberative responsiveness, two paths of political reform are proposed, which should illustrate the practical implications of the theoretical argument made in this paper by demonstrating how the quality of public debate and, thus, the epistemic value of public opinion could be enhanced.  相似文献

This paper argues that ambivalence can serve as a proxy for consensus-based debates in public discourse as it allows for individuals to maintain flexible and analytic perspectives on matters that otherwise appear contradictory. In particular, an affirmative understanding of ambivalence will be presented to supplement the highly influential Habermasian approach by drawing from sociological theories of ambivalence found in the work of Simmel, Bauman and Ko?akowski. While the theme of ambivalence is not completely absent from Habermas’s work on the public sphere, it is typically described as a structural consequence of contradiction rather than a form of action that is capable of working with and around inconsistencies in ethics, knowledge and social values. This allows for participation to be sustained through contradiction, rather than being withdrawn in frustration, while also encouraging open-minded judgements capable of avoiding forms of fanaticism.  相似文献

This article examines whether freedom of information (FOI) legislation should apply to those agencies working to support parliaments. In the past, FOI legislation was characterized as a mechanism to allow greater scrutiny of the executive branch by parliament and the community. On this analysis, there was no reason to extend the legislation to the agencies of the legislative branch. But the role of FOI legislation has developed so that it now forms part of a wider integrity framework of government. The need to ensure integrity is a concern for all three branches of government and this article asks whether there are any convincing reasons in principle or practice to exclude the parliamentary departments from the FOI regime.  相似文献

In Freedom’s Right, Axel Honneth articulates the social freedom of friendship with reference to its institutionalised norms. These action norms, however, are not specific to friendship; they apply to modern intimacy per se. Such non-specificity cannot adequately account for the experience of social freedom in friendship. Addressing this issue, I evaluate friendship as a form of recognition and identify a generative recognition deficit functional to its relational autonomy. Then, taking Honneth’s institutional approach to friendship as a point of departure, I ascertain an institutional deficit that both sustains friendship’s autonomy and constrains the generalisability of its social freedom by way of institutional connectivity to heterosexuality. I suggest that only a differentiating approach to friendship that fathoms its extraordinary position among interpersonal relationships can yield new insights. That done, friendship can in turn provide a prism through which to assess the conceptual approaches deployed in its analysis.  相似文献

In the light of current debate on representation, specifically engaging with literature showing how representation is communicatively constituted, this paper empirically shows how exclusion also can be seen as communicatively constituted. The interpretive approach toward communication employed in this study presents new insights on how, for citizens, government communicates its responsiveness, and how citizens' interpretations that arise from these communications make sense. Dutch citizens who evaluate government responsiveness as low were interviewed to explore their views. The respondents evaluate government responsiveness on the basis of a set of engagements with government. These engagements are conceptualized in terms of four types of encounter – forms in which government manifests itself to citizens. By ‘thinking with’ these encounters, citizens relegate institutions and processes of representative democracy to the margins of political reality. Situating citizens outside of democratic politics, these interpretations imply the experience of exclusion, despite apparently functioning democratic institutions and processes.  相似文献
