This article contributes to the conceptualization of how policy models circulate by analysing the ‘frontier politics’ that occurs when a mobile policy meets resistance and constraint. We argue that advocates of harm reduction drug policy operate within a constrained political–institutional environment, but one that is not closed or predetermined. We make the argument in reference to struggles over harm reduction drug policy in Surrey, BC, a suburban municipality in Greater Vancouver. Thus, even at frontiers, policy change may occur, even if slowly, incrementally, or cautiously. In conclusion, we reconsider questions of constrained mobility, policy assemblages, and frontier politics to reflect on the character of, and possibilities for, policy change.  相似文献

This article examines the work of the Fabian Society Commission on Future Spending Choices published in June 2013. The Commission is undoubtedly the most detailed and ambitious attempt by a centre‐left think‐tank to analyse the structure of UK public spending since Labour's 2010 defeat. The Commission makes an eloquent case for a strategic approach to UK public spending, filling the substantial void in thinking on the centre‐left since Labour's 2010 defeat. Inevitably, the proposals raise fundamental questions about the capacity of the British state and the constitutional framework of the UK political system to accommodate a long‐term, future‐orientated approach to public expenditure, which deserve to be properly aired and debated.  相似文献

One test of the practical relevance of any theory of international justice will be to apply it to the case of global climate change. Several thinkers have already dismissed John Rawls’s Law of Peoples as a possible candidate for helping to manage this problem, arguing, among other things, that it demands too little, too late. This paper revisits and defends the Rawlsian framework as a viable approach to managing climate change. In particular, it argues that the duty to assist (the eighth principle of the Law of Peoples) may actually be an invaluable resource for dealing with the now inevitable consequences of global climate change.  相似文献
