在经济全球化推动下,当今跨国公司国际直接投资呈现出一些新的重要特点.随着我国改革开放的不断深化,长三角地区跨国公司发展的基本态势表现为:在国际分工从产业间分工向产业内和产品内分工演进的背景下,长三角跨国公司制造业投资具有环节分工的鲜明特征;随着本土企业与跨国公司产业链联系的逐步增强,外资聚集型经济开始形成;跨国公司投资呈现出大型化、系列化、总部化和服务化等发展趋势.这需要我们采取相应的对策,进一步提升长三角利用外资的层次和水平,促进本土企业的成长和经济的快速发展.  相似文献

本文在对外资经济贫困化增长理论和描述性模型进行分析的基础上,对中国外资经济发展现状进行了综合判断.低技术含量、劳动密集型、出口导向的外资经济,已经出现国民所得下降的贫困化增长;资本、技术密集型外资经济虽未出现贫困化增长,但存在外资控制技术、垄断市场的趋势.前者面临的是如何跃出"比较优势陷阱"的问题,主要存在于珠三角地区;后者面临的是如何防范"拉美化陷阱"的问题,主要存在于长三角地区.提高外资经济中的国民所得,实现外资经济增长转型,应选择诱致性转型路径.  相似文献

The paper examines the flow of highly skilled workers employed by foreign companies in Hungary. It explores the relationship between foreign direct investment (FDI) and tacit knowledge flows through the mobility of highly qualified workers in this age of globalisation. The paper shows that mobility is a very important factor in the transfer of knowledge linked to the movement of capital—to FDI. The paper analyses the potential transfer of knowledge and skills from advanced market economies to Hungarian companies as accompanying FDI. The analysis is based on a pioneering survey on business-led mobility.

Using the confined exponential and logistic models of technology diffusion, this paper investigates the roles played by international trade and FDI in explaining productivity growth through both technology transfer and domestic innovation, with the technology transfer also occurring independently. Using panel data on Canadian manufacturing industries, we first find a robust role for the autonomous and international trade embodied technology transfer in explaining TFP growth. Second, international trade and FDI (as well as research and development) all contribute to productivity growth through the rate of innovation. Finally, we find that the exponential and logistic models of technology diffusion may have different implications for the growth dynamics in a technologically lagging country.  相似文献

We study the rationale for the use of exclusivity to protect transfer of technology in subcontracting agreements. The legal possibility arises through the EU Notice on Subcontracting. Empirically, the link between exclusive agreements and technology transfer among firms in the automotive supply industry in EU candidate countries is surprisingly weak, although with exclusive-supply or exclusive-buying clauses in subcontracting agreements upstream transfer of technology is more likely. Exclusive agreements are often reciprocal, and are typically passed on. Downstream firms are more likely to face and use vertical restraints. Technology trickles upstream: Multinational final assemblers transfer more technology than lower-tier suppliers.  相似文献

This paper analyses the spatial mobility of knowledge and technology transfer and measures the economic impact on the geo-economic space. The data of laboratories operating in different research and technological fields are used. The results show that, when the distance from the source of knowledge (research institute) to users increases, the impact of knowledge and technology transfer decreases with damped pulsations. The magnitude of knowledge and technology transfer shows a high intensity within the industrial district because small businesses are able to acquire externally scientific knowledge, without conducting in-house research, but by interactions with public scientific bodies and adopting both collective rules that act as collective knowledge devices, making collective learning possible, and skilled labor.

Where general purpose governments provide a bundle of services within their boundaries, special district governments provide specific services inside the boundaries of general purpose governments. The alternative to forming a special purpose government is providing the service within a general purpose government. Formation of a special district represents the establishment of a new political enterprise, in contrast to the addition of a new product line to an existing government. We explore the formation of special districts as a particular form of the universal entrepreneurial search for gain or profit from exchange. Political entrepreneurship, like market entrepreneurship, operates inside some framework of rules, and the formation of special districts reflects the search for political gain within that framework of rules. We use an entrepreneurial framework to formulate several hypotheses concerning the formation and organization of special districts.  相似文献

The aspect of effectiveness of technology transfer to developing countries still raises important questions from researchers and practitioners alike. Many of these questions pertain to the nature of knowledge and of the learning process. The first question for this paper is what forms of knowledge are transferred abroad by companies. The second question is what are the characteristics of the learning process in recipient firms during technology transfer. Twenty-eight Canadian manufacturing firms were interviewed. Seven case studies were also conducted in China.Our results demonstrate that tacit knowledge constitutes a substantial part of the total knowledge transferred by Canadian firms to China. The nonexplicit nature of knowledge leaves room for numerous problems of interpretation, not only at the technical and managerial level, but also at the more global level of national culture and institutions. Our findings tend to validate the evolutionary and cognitivistic positions on the nature of knowledge. The results also partly confirm our sequential model of learning.  相似文献

This article examines the process of fragmentation to understand how the process of establishing new school districts results in high metropolitan‐area segregation. Using educational and census data, the article examines how the political process of creating new school districts in Jefferson County, Alabama, changed the nature of segregation. School segregation remained high from 1960 to 2005, but while in the late 1960s segregation of students was predominantly within districts, by 2005 segregation was primarily between districts. Over time, school district boundary lines gained meaning in terms of the characteristics of the district residents. In creating separate districts, local control has the same effect as earlier de jure laws of maintaining racial segregation in the Birmingham area, with few prospects for overcoming boundaries that divide students and opportunities along racial lines. Local control within the current judicial context will define separate populations and maintain or increase metropolitan segregation.  相似文献

At the dawn of a new millennium, the most valuable global commodity is knowledge, particularly new knowledge about technology that may give a culture, a company and/or a laboratory an advantage. This paper begins with examples of tacit technology transfer, including atomic weapons technology, whose development suggests that failure to preserve tacit knowledge could lead to uninvention. This discussion is followed by a taxonomy of knowledge, distinguishing between four types--information, skills, judgement and wisdom. These types are used to refine the distinction between tacit and explicit knowledge, including their role in teams.  相似文献

All countries are eager to attract as much foreign direct investments (FDI) as possible. At the same time FDI may have not only positive, but also negative economic effects for receiving countries. Positive effects are associated with technology transfer, efficient allocation of resources, and training of domestic workers. However, the entry of foreign firms could, e.g., lead to a decrease of labor productivity at domestic firms, which is a negative effect. The main purpose of this paper is to estimate direct and indirect effects of FDI. First, we test for direct influence of foreign direct investments on firms’ performance, where the latter is estimated alternatively as labor productivity and as exports. FDI notably increases both labor productivity and export volumes. Second, we look for spillover or indirect effects. There is statistical evidence that the levels of FDI in certain regional industries are associated with higher performance indicators of firms’ not receiving FDI in those same regional industries.  相似文献

The purpose of this article is to explore how the features of districts affect representation activities in the Chilean Congress. Based on an analysis of interventions by deputies in the so-called Incidents Hour (Hora de Incidentes), we argue that district conditions affect the kind of appeals that deputies make. Specifically, we test two main hypotheses: a) that the degree of rurality of districts predicts greater use of policy intervention at the local level (local credit claiming), and b) that distance from the centre is an incentive for deputies to taking a position on local issues (local position taking). This article contributes to an understanding of how institutional spaces in the Congress serve not only as instruments for legislation but also, and with equal relevance, for representing constituents at the district level.  相似文献

The emergence of new technologies is acting both as a driving force and an enabling factor to globalization. At the same time, these technologies are changing rapidly, shortening the life cycles of products and the underlying processes, and raising technology costs. Technology transfer from academic and scientific institutions has thus transformed into a strategic variable for companies and nations to cope with these challenges in a global economy. This article introduces the rationale for the special issue on the role of technology transfer in a global economy. The paper summarizes the main topics and themes covered by a selection of papers and keynotes presented at the annual conference of the Technology Transfer Society in 2011, as well as providing some pointers towards a future research agenda.  相似文献

This article presents and tests a knowledge and technology transfer framework in a quadruple helix environment, from an actor perspective. The Canadian forest products industry provides a unique opportunity for data collection through case studies as it is an industry built on a triple bottom line, which is managed for sustainable progress. By confronting the new framework to 31 professionals, we highlight the role and challenges faced by each helix. Several factors such as culture, time horizon management and the adaption of theory to practice appear to be determinant to improve technology transfer. We see in our work an important contribution to the generalization of knowledge and technology transfer processes in a quadruple helix environment.  相似文献

This paper is based on a study of apprenticeship, a long renowned institution for transferring technical know-how. Case studies of apprenticeship led us to define know-how as: a commercially viable integration of proficient technique gained by practicing the work process of an expert and contextual knowledge gained by observing and questioning other workers. One implication of this definition is its stress on know-how transfer teams that consist of work process designers, practice tutors, and transfer manager. A second implication calls for explicit planning of know-how adaptation when new technology makes work processes obsolete. A final implication for researchers in technology transfer stresses the integration of individual know-how into community systems that put technology to work.  相似文献

This paper explains why and how a technology transfer revolution is taking place in Saudi Arabia to meet the mandate that Saudi Arabia become globally competitive as a knowledge-based innovative economy. The paper explains and identifies the new policies and institutions that have been introduced and developed to facilitate technology transfer and knowledge spillovers from the universities for commercialization and ultimately innovative activity and economic growth. The paper finds that a technology transfer revolution in Saudi Arabia is taking place, with the goal of leapfrogging from the factor-based stage of economic development to the innovation-based stage of economic development, while bypassing the intermediary efficiency-based stage of economic development.  相似文献

The technology (product) in education is knowledge. Therefore, one would expect that disseminators of knowledge (educators) would be on the forefront of change (creators and distributors of new knowledge). There is little evidence to show that the education system in the United States is receptive to future-oriented knowledge and methods. The paper briefly outlines the status of technology transfer related issues in drugs & pharma and biotechnology sectors in India. The paper also outlines the contemporary business strategies including R&D and technology transfer models. The study indicates that present technology transfer policies and mechanisms are weak and need to be restructured. The current fiscal incentives and tax concessions etc. available for R&D in industry seem to have outlived and are no longer attractive because of continuous lowering of tariff rates and tax rates in the context of WTO and liberalization of policies. Moreover, the issue of R&D support to industry is not covered in the WTO as in case of subsidies. Therefore, it is advisable for the government to revisit the existing promotional measures for R&D. FDI policies also need to be tailored to encourage Technology transfers and capability building. Recommendations are made for making Technology Transfer more effective for the growth and competitiveness of the industry. A technology transfer management model is suggested.   相似文献

This paper examines attempts by French and UK governments to fill the gap between the US and Europe with respect to the creation of academic spin-offs. Analysis of the contrasting cases of the UK and France, shows that there is no convergence of national policies to foster the creation of firms by academics. Rather, the two countries demonstrate different rationales and approaches to policy in this area. In UK, the rationale for spin-off policy is mainly to develop a third stream of financing. Spin-offs are a part of a policy to commercialize technology and knowledge created by universities. Policy is at the university level, leading to the creation of diverse structures. Public schemes bring public money directly to universities. In France, the rationale for policy towards the creation of new ventures by academics is the development of high technology new ventures as part of a technological entrepreneurship policy. The notion of a third stream of financing for universities is an argument that is never advanced. The UK has placed the universities at the heart of policies aimed at the creation of spin-offs, this is not the case in France.  相似文献
