For a long time the question of to what extent party choice in the European Parliament (EP) elections is primarily dependent on voters’ orientations towards the European Union (EU) or just a mere reflection of orientations towards issues and actors in national politics has been debated. By combining insights from individual‐level models of party choice in second‐order elections with theories of sequential decision making this article investigates if, how and at what stages in the decision process attitudes to European integration matters for party choice. In line with previous work on first and second decision rule criteria in EP elections, this article develops and tests hypotheses about how voters’ orientations work at different stages of the voter decision process. The findings, based on Swedish data from a probability‐based three‐wave Internet campaign panel, indicate that many voters are in fact considering more than one party to vote for in the beginning of the election campaign. As expected, left‐right orientations function as a main decision rule with respect to which parties voters even consider voting for, while proximity on the European integration dimension mainly matters as a second decision rule in the final stage of the decision process. Using a sequential model with consideration and choice stages, the article reveals a much larger complimentary effect of EU proximity on party choice than has generally been found in previous research. This serves as a distinct contribution to the emerging research field of individual party choice in second‐order elections.  相似文献

The privatization of Japan’s postal saving system has been a politically charged issue since it first started being debated in the late 1980s, and yet it provides a useful setting in which political economy of economic policy-making can be investigated empirically. Analyzing the pre-election survey of the House of Representatives candidates in 2003 and also the voting patterns of Liberal Democratic Party (LDP) members on a set of postal privatization bills in 2005, this paper asks why some politicians fiercely opposed (or supported) privatization. The econometric results show that multiple factors are important: the private interests of local postmasters and postal workers, politicians’ fundamental ideologies on the size and role of government, party disciplines and factional affiliations within the LDP. Legislative behavior on postal privatization in Japan, thus, turns out to be one case in which legislative behavior is more complex than any single theory predicts.  相似文献

This article examines whether and to what extent opinions on class-related issues coincide between MP candidates and party supporters in Finland. This strategy is used to approach the mediation of interests from grassroots level to the level of political decision making. In theory, adverse selection and moral hazard problems are identified to have serious implications for the mediation process. Furthermore, the representation role adopted by members of parliament is assumed to be significant in the mediation of interests. Attitudes of the candidates in the 1995 parliamentary elections in Finland and those of citizens are compared empirically. The results indicate that the attitudes of the citizens are not necessarily the same as those of their representatives, i.e. the mediation of interests is not self-evident. A more detailed analysis shows that the candidate's gender, education and adopted representation role can be important as regards the conformity of the candidate's attitudes with those of citizens. Findings also reveal that class struggle is tougher at the level of candidates than at the level of party supporters. Differences in opinions are wider among candidates of the political parties than among party supporters.  相似文献

The low-information rationality theory expects voters with low political knowledge to make more use of the partisan heuristic than those with high knowledge. However, empirical studies on decision making in direct democracy observe a positive correlation between political knowledge and the use of party cues. We resolve this tension between theory and empirical evidence by demonstrating that the relationship between political knowledge and the use of party cues is conditional on the information environment. We provide evidence for this hypothesis by exploiting a natural experiment in Switzerland and analyze a large variety of direct democratic votes. The results show that voters with lower levels of political knowledge tend to align less with their preferred party because they often have a wrong perception of their preferred party’s vote recommendation. However, if information on parties’ position is easily available, their vote choice is at least as much in line with their preferred party as among those with high knowledge. This suggests that in such an information environment voters with low political knowledge strongly rely on the partisan heuristic. Our research note supports the low-information rationality theory and this way contributes to the literature on the quality of political opinion formation and the political psychology of reasoning and decision making.  相似文献

The transformation from mass parties into catch‐all parties may not only have electoral consequences, but may also have an impact inside political parties, particularly in so far as the position of ordinary party members is concerned. On the basis of Dutch research data, the role of the ordinary party member in intra‐party decision‐making is assessed in this article. The data show that Dutch party members do feel marginalised where their influence on intra‐party policy‐making is concerned. However, this is not because they feel they do not have sufficient opportunities to participate in internal decision‐making, but rather because they do not actually use the opportunities which are available: party members appear to marginalise themselves.  相似文献

This article analyzes the relative effects of a classic set of long-term and short-term determinants of party choice by treating voters' decision processes as a two-stage heterogeneous process. Departing from a consideration set model of voting behavior (CSM), we use panel data collected in Sweden in 2014 to analyze which voters considered voting for more than one party. To evaluate the CSM approach we estimate the relative effects of long-term and short-term determinants, for different parts of the electorate and at different stages of the decision process.Results confirm that the choice process for the ‘considering kind’ of voters is influenced by another mix of long-term and short-determinants than stable and party identified voters. Findings suggest that continued analyses of multi-stage decision making may bring new insights into electoral behavior. We argue that the core ideas of CSM – the sequential decision-making process and heterogeneity in the impact of long-term and short-term determinants – are generally applicable for analyses of voting behavior.  相似文献

While the Austrian party system, based on a competitive electoral logic, is able to absorb the wide‐ranging changes created by modernisation in the last 25 years, the corporatist system, based on a ‘protective’ logic insulates itself from societal change. Corporatist organisations are designed to create societal stability. As societies experience dynamic change, the corporatist institutional structure not only becomes obsolete but also hinders evolutionary institutional adaptation to a changing society. Corporatist institutions are increasingly ‘out of touch’ with popular demands. The sources for this maladaptation reside within the central institutional features of corporatism themselves: organisation of interests in peak associations, compulsory membership to three of the four ‘strategic actors’, and the decision rule of unanimity.  相似文献

Elite theory critiques of corporate political action rest on the claim that it advances the political interests of elite status groups. This article examines that claim by investigating the relationship between a British corporation's propensity to make donations to the Conservative party and its directors' educational backgrounds and social club affiliations. Using a structural equivalence blockmodel, it is shown that among the largest 250 British corporations in 1995 there was a set with directors who came from elite educational backgrounds and were members of elite social clubs. These corporations made a disproportionate number of donations. I argue that these results support the elite theory critique.  相似文献

This article explores the compound machinery of government. Attention is directed toward decision making within the core executive of the European Union—the European Commission. The article studies seconded national civil servants (SNEs) hired on short‐term contracts. The analysis benefits from an original and rich body of surveys and interview data derived from current and former SNEs. The decision‐making dynamics of SNEs are shown to contain a compound mix of departmental, epistemic, and supranational dynamics. This study clearly demonstrates that the socializing power of the Commission is conditional and only partly sustained when SNEs exit the Commission. Any long‐lasting effect of socialization within European Union's executive machinery of government is largely absent. The compound decision‐making dynamics of SNEs are explained by (1) the organizational affiliations of SNEs, (2) the formal organization of the Commission apparatus, and (3) only partly by processes of resocialization of SNEs within the Commission.  相似文献

The British Labour party's recent adoption of a partially open primary for the selection of its leader conforms to a trend seen across many European political parties of increasing rights and privileges in internal party decision‐making and expanding opportunities for more loosely affiliated supporters to participate in party activity. This dual trend can be seen as a response to changes in the membership environment, greater individualisation of political participation and growth in social movement politics and online activism. Yet as much as parties are responding to a changed membership environment, they are also driving that change, increasingly blurring the distinction between members and supporters. This article examines the recent impact of this change within the British Labour party and argues that, in line with Susan Scarrow's theory of ‘multi‐speed’ membership, the Labour party's experiment in expanding affiliation options has led directly to a tension in locating the source of authority within the party, creating a challenge for its new leader in accommodating his new supporters within his party's representative traditions.  相似文献

We argue that the factors shaping the impact of partisanship on vote choice—“partisan voting”—depend on the nature of party identification. Because party identification is partly based on images of the social group characteristics of the parties, the social profiles of political candidates should affect levels of partisan voting. A candidate's religious affiliation enables a test of this hypothesis. Using survey experiments which vary a hypothetical candidate's religious affiliation, we find strong evidence that candidates’ religions can affect partisan voting. Identifying a candidate as an evangelical (a group viewed as Republican) increases Republican support for, and Democratic opposition to, the candidate, while identifying the candidate as a Catholic (a group lacking a clear partisan profile) has no bearing on partisan voting. Importantly, the conditional effect of candidate religion on partisan voting requires the group to have a salient partisan image and holds with controls for respondents’ own religious affiliations and ideologies.  相似文献

What determines party positions on issues of economic governance? Most previous research has pointed either to the presumed material interests of the parties' clienteles, or to the political institutions that shape electoral competition. Both approaches do well in explaining cross-national variation, but neither can adequately account for changes over time. This article documents German Social Democrats' policy preferences and the underlying discourse on organised capitalism from 1880 onward to highlight the crucial role of historical context. The interests reflected in party positions cannot simply be read off the material environment. Instead, as suggested by constructivist work on preference formation, they depend on theories regarding the causal effect of alterative policy measures. Following Peter Hall, we treat the evolution of such theories as a ‘process structured in space and time’, by illustrating how ‘context factors’ affect the relative salience of the multiple considerations pertaining to organised capital.  相似文献

This article suggests theoretical refinements to the multiple streams framework (MSF) that make it applicable to parliamentary systems and the decision‐making stage of the policy process. Regarding the former, the important role of political parties in parliamentary democracies is highlighted. Party policy experts are expected to be members of the policy communities in the policy stream and to promote viable policy alternatives in their respective parties, while the party leadership is concerned with adopting policies in the political stream. With regard to the latter, the introduction of a second coupling process to analyse decision making more rigorously is suggested. Moreover, the article provides operational definitions of the framework's key concepts when applied to parliamentary systems and derives a systematic set of falsifiable hypotheses for agenda‐setting and decision making in these systems, thus addressing one of the main critiques against the MSF – namely that no hypotheses can be derived from it.  相似文献

Pursuant to its extensive program of market reforms, China’s government tried to restructure itself to support a market‐dominated economy. Reform efforts have included elements that are familiar to scholars of public administration: streamlining government, strengthening bureaucratic capacity, distancing government from firms, and establishing independent regulators. But how deep have these reforms been, and with what ultimate goals? This article examines a crucial segment of the economy—China’s so‐called lifeline industries—to show how reforms to China’s economic governance system have been mapped onto an existing system characterized by extreme institutional fragmentation and an inability to imbue new governmental bodies with authority. Moreover, for these key industrial sectors, the Chinese party‐state’s strong interests in ownership, revenues, and social policy dictate that it use a variety of tools to protect these interests.  相似文献
