拓展训练在公务员培训中的应用

现代社会对公务员的能力与素质要求越来越高,这就要求对其培训的形式要适应时代的需求.在公务员培训中引入拓展训练达到了很好的培训效果.本文就拓展训练的有关内容及其在公务员培训中的应用进行探讨,以期完善公务员培训的内容和形式,实现提高公务员能力和素质的目标.     

明确培训目标：省级人事部门开展公共管理核心内容培训的关键

省级人事部门既是人事部开展培训工作的执行部门,也是各省公务员培训工作的综合管理部门,因而在公共管理核心内容培训中发挥着重要的作用。开展公共管理核心内容培训,必须首先明确培训目标,而培训目标在一定程度上是由培训内容决定的。因此,笔者认为公共管理核心内容培训的目标是在更新知识的基础上,提高公共管理者的综合素质。具体包括以下两个方面:一是重公共精神的塑造,而非具体问题的解决方法;二是重方法的掌握,而非知识的灌输。     

Improving police officer training

This paper presents the results of procedures whereby police agencies can develop a training program which will most accurately fulfill the agency's needs, and also a technique to accurarely assess the trainee's progress in the training program. The Critical Incidem Job Analysis technique was used to develop the training program, and an assessment center procedure was described for the purpose of assessing the trainee's progress in the training program. The use of the assessment center in a training program represents a new use for assessment centers. The advantages of using these procedures for police training are disctassed.     

Psychology in police training

Conclusion Recent studies have concluded that a number of major police departments have under-utilized their trained negotiators and suggested that they be used to develop further training, especially in the area of elementary psychological concepts such as communication and rapport building skills. This argument can be extended to include the use of negotiators or psychologists to train members of the department in essential psychological processes such as the importance of command and control, perception and communication. The advantage of training police personnel in the understanding of psychological concepts is that it can easily prevent injury to the public with the attendant reduction in civil liability. If the officers involved in the case discussed had understood even one of the three areas of basic psychological concepts the hostage might not have been injured nor would there have been the resulting civil liability of the law enforcement agencies. Proper psychological training is of benefit to police agencies not only in the delivery of services, and the advancement of the profession, but also in the prevention of injuries to the public and the lessening of civil liability.

Officer proactivity: A comparison between police field training officers and non-field training officers

This article examines the behavioral differences between police field training officers (FTOs) and non-FTOs in problem-focused efforts and aggressive preventive patrol. The former refers to officer-initiated security checks and attempts to locate citizens, while the latter includes officer-initiated field interrogations and traffic stops. Data used were collected from Indianapolis, Indiana and St. Petersburg, Florida during the summers of 1996 and 1997. Findings show that FTOs, especially those in St. Petersburg, are more proactive than non-FTOs in attempting to locate suspects and witnesses, but they do not differ in the level of proactivity with respect to security checks, field interrogations, and traffic stops. Implications for future research and policy are discussed.     

Forensic dental training in Australia

To facilitate in the identification of victims of a major disaster a trained dental manpower reserve is required. In the state of New South Wales, Australia, an annual three-day training course has been designed to familiarize dentists from both the public and private sectors with identification techniques. The course is aimed to preserve the flexibility of personnel so that they can be utilized in a variety of roles rather than rigidly structuring the make up of a team. It is envisaged though, that in a mass disaster situation teams would be specialized into dental autopsy, antemortem or comparison roles.     

ILO training for industrial court judges

In this article Jane Hodges, Senior Labour Law Specialist, International Labour Office, examines the role of the International Labour Organization in improving the response of the labour court system to the challenges of HIV/AIDS.     

In-Service training: Outside looking in

This paper describes and explores prominent issues pertaining to in-service training of law enforcement personnel. The overall situation in in-service training is examined, with special coverage being given to state mandates, availability and expense, the nature of programs, and the potential role of non law enforcement personnel in providing in-service training. Some possible solutions to current problems are discussed and general conclusions are offered.     

Interactive simulation and crisis management training

This paper explicitly addresses the issue of training for crisis management. In particular, it advances the use of simulation techniques — with two important new elements: interactiveness (decisions taken by participants during the course of the simulation become part of the reality of the exercise for all other participants) and stress (the use of different techniques to put participants under a significant amount of pressure, in order to maximize real-life resemblance). The paper describes the steps to be taken in designing and performing two exemplary exercises: one public-sector crisis (Brixton disorders 1981) and one private-sector crisis (Fodens Company coping with market decline).The paper is commented upon by Kauko Sipponen, Director of the Council of Economic Advisors in Finland.
