The article is a reply to Sara Motta's article 'Utopias Re-imagined: A Reply to Panizza' in this journal. It discusses the relations between representative and participatory democracy in Latin America in the light of Motta's vindication of different forms of participatory democracy. It argues that when analysing the advances of the left and the centre-left in contemporary Latin America it is difficult to ignore the strategic role played by left-of-centre political parties in winning elections and the importance of controlling the state as a crucial instrument for promoting change. It further argues that while participatory democracy is essential for a democratic polity, it presupposes a well-functioning representative democracy rather than an alternative to it. Against Motta's celebration of localised, anti-capitalist utopias the article vindicates a process of iterative yet cumulative change that shapes and reshapes the political and institutional parameters that redefine what governments consider politically possible, feasible and desirable. It concludes by noting that the twentieth century's failure of totalising utopias makes us overlook the success of other, more grounded and open forms of utopian thinking, such as political democracy and economic social democracy, which have the potential to improve the lives of millions of people in Latin America.  相似文献

The onset of the Great Recession raised the profile of technocracy, or government by experts, as a contrasting model to democracy. Yet, there is little research on how attitudes towards technocracy may impact European citizens' political behaviour. Moreover, the consistency of technocracy supporters' political attitudes, especially towards the EU, is questionable. This paper uses new survey panel data collected before and after the European parliament elections in May 2019 in six countries (Belgium, Germany, Greece, Ireland, Portugal and Spain). We investigate how citizens’ technocratic attitudes affect their voting behaviour in the European elections. We find evidence that citizens with technocratic attitudes are less likely to support mainstream parties, and tend to either abstain or, if they vote, to give their vote to anti-system parties, especially from the populist right. In addition, by distinguishing technocracy supporters according to their partisanship, we conclude that technocracy is a thin ideology that can be combined with different patterns of political support: while many technocracy supporters have no party identification or support non-mainstream parties and show dissatisfaction with democracy and the EU, another subgroup of technocracy supporters identifies with a mainstream political party and show above average political support and support for the EU.  相似文献

The article presents an analysis of the disjunction between civil and political society in Perú and its consequences in the collapse of the political parties and the rise of an authoritarian regime. It explains how citizenship developed as social rights in the realm of Peruvian civil society before the population gained access to full civil and political rights. This situation diminished the capacity of Peruvian citizens to have their own political representation and created a distance between Peru's civil and political societies, making it difficult for the population to hold politicians accountable for their actions in government and the opposition. This situation proved particularly serious when the country went through a period of deep economic crisis and extended political violence during the 1980s. The breach between civil and political society destroyed the prestige of politicians and democracy, paving the way for an authoritarian cuadillo who dismissed representation with promises of "direct communication with the people" and harsh solutions to the problems of economic crisis and political violence.  相似文献

Abstract. Using Euro-Barometers 20 and 21, this research examines the role of economic discontent in promoting disenchantment with democracy in Great Britain, France, West Germany, and Italy. Both cognitive and affective economic evaluations have a strong effect on one's level of political alienation. Those who believe the government will have a negative effect on the economy in the future and those who are angry over their government's management of the economy are likely to be dissatisfied with the way in which democracy is working in their country. After these economic evaluations the factors most closely related to alienation are support for the parties not in the governing coalition and post-materialist values. Even with these items included, however, economic evaluations continue to dominate the model of political alienation.  相似文献

This article explores post-World War II developments in the organisation of political parties and the impact this has had on democracy in Western Europe. Adopting three models of democracy as analytical tools we discuss the consequences of, for example, declining membership figures and power on parties' ability to sustain competitive, participatory and deliberative aspects of representative democracy. We find that while there is evidence of a trend towards the competitive model, it is not uniform and the relationship is less clear-cut than previously suggested. The article shows that by making normative assumptions explicit, analyses of party change become more accurate, fruitful and, paradoxically, less biased. Because our conclusions are contingent at times on questionable assumptions about empirical relationships, we urge further research on a number of party organisational matters.  相似文献

Scholars often mention the centrality of parties for the democratic political system. Indeed political parties are indispensable institutions for the linkage between state and society, and should not remain absent in any comparative analysis of citizens’ political attitudes. Yet, only rarely do scholars study how parties shape people’s opinion about democracy. This article seeks to amend this lacuna and examine empirically how party level characteristics, specifically the nature of a party’s candidate selection procedure, relate to the level of satisfaction with democracy among citizens. The authors constructed a cross-national dataset with data on the selection procedures of 130 political parties in 28 country-sessions to examine whether citizens that vote for democratically organized parties are more satisfied with the way democracy works in their country. Additionally, this relationship is examined more closely in Israel and Belgium, two countries where candidate selection procedures show substantial variation and where politicians have made a strong claim for intraparty democratization. Both the cross-national as well as the country-specific analyses indicate that democratic candidate selection are indeed associated with greater satisfaction with democracy.  相似文献

Convincing scholarly evidence shows the economy directs the mass public's support for parties and leaders. But the extent of economic voting depends on a country's “clarity of responsibility.” According to several scholars, political clarity is important because it determines whether people link national economic performance to the parties in government. This study explores a potential second role, which involves how clarity moderates the strength of partisan-motivated reasoning. Clarity of responsibility makes the economy more or less central to party politics. It could therefore moderate people's motivation to rationalize economic facts in a biased direction. Using cross-national survey data, this study tests this possibility by examining economic disagreement between people who support a party in government and those who support the opposition. Results from a Bayesian multilevel regression show that partisan disagreement varies systematically with clarity of responsibility. This finding raises new questions about cross-national differences in economic voting.  相似文献

This article analyses changes in party-manifesto references to democracy in post-war Britain, the French Fifth Republic and the Federal Republic of Germany in order to explore changes in political parties' statements about democracy. It finds that in recent decades parties in all three countries have generally become more supportive of and more vocal in their calls for citizen participation in political decision-making, with a related increase in expressed support for direct democracy and other opportunities for participation. It also finds that left-wing parties have tended to be more enthusiastic than right-wing parties. The article suggests that changes are most likely parties' responses to wider shifts in societal values, and it concludes with a discussion of the significance of democracy-speak for both parties and citizens.  相似文献

This article examines the nature of Muslim mobilisations in local party politics and the broader question of political representation in local democracy. Drawing on original qualitative and quantitative survey data, the Muslim presence in local politics in Britain is documented and the nature of some of the tensions concerning their membership of local Labour parties is examined.
It is clear that some concerns over whether the strategies used by Muslims to secure political presence in local politics are legitimate but there are also incumbent problems of discrimination, exclusion and stereotyping. This research suggests that there is a general feeling among Muslim councillors that Muslims have been unfairly accused of illegal practices of recruitment and have been treated unfairly within their local parties to an extent that goes beyond simple party and candidate competition. The article argues that while there is a need to ensure that all participation is democratic the concerns of Muslims themselves and the discrimination they have encountered should be addressed.  相似文献

Abstract.  The number of political parties and the type of electoral system may impact the level of democratic functioning within a government. Models are used to explore whether the number of political parties increases a country's democracy score on the POLITY IV measure of democracy, and whether countries with proportional representation electoral systems have higher democracy scores than those without. Multiple regression analysis reveals that countries with proportional electoral systems have higher democracy scores. Countries involved in the Third Wave of democracy may find the choice of an electoral system among the most important issues in structuring a democratic government.  相似文献

This paper analyzes the relationship between the persistence and growth of secessionist parties in democratic countries and economic globalization, controlling for political and economic factors. The implications of secessionist persistence for decentralization are also examined. The paper finds that globalization is positively related to secessionist vote growth, while there is some evidence that economic conditions also impact secessionist parties in systematic ways. Secessionist support is also substantially affected by policy changes. Central governments have offered autonomy more often to regions with secessionist parties than to regions without such parties, though often the offers take the form of symmetrical countrywide decentralization.  相似文献

Populism has leapt from fringe protest to shaping, even dominating, mainstream politics in just a few years. Behind this political and social upheaval is an economic and political settlement that has failed to deliver good jobs, life chances and sustainable communities in many parts of the country, particularly outside urban centres. The failure of mainstream political parties to build a new settlement following the financial crash in 1998 has left a vacuum which now threatens the foundations of liberal, representative democracy. Progressive politicians need to build a new pluralist settlement based on a radical devolution of power that allows decision making to become less remote, more responsive and brings capital under greater democratic control.  相似文献

What makes people join a political party is one of the most commonly studied questions in research on party members. Nearly all this research, however, is based on talking to people who have actually joined parties. This article simultaneously analyses surveys of members of political parties in Britain and surveys of non-member supporters of those same parties. This uniquely enables us to model the decision to join parties. The results suggest that most of the elements that constitute the influential ‘General Incentives Model’ are significant. But it also reveals that, while party supporters imagine that selective benefits, social norms and opposing rival parties’ policies are key factors in members’ decisions to join a party, those who actually do so are more likely to say they are motivated by attachments to their party’s values, policies and leaders, as well as by an altruistic desire to support democracy more generally.  相似文献

After a long malaise, social democracy is making a muted revival. What is the place of social democracy in the political and economic order that is emerging from the Covid-19 pandemic, and the economic crisis that has followed in its wake? Patterns have begun to emerge across the party family that are indicative of how social democracy is defining itself for the period to come. This article briefly surveys the revival of social democracy in three countries that have been historic bastions of the creed: Germany, Britain and Australia. It considers three particularly potent trends in this social democratic moment that reveal the movement's current character and the challenges it faces: building an ongoing coalition amid changing electorates; seeking transformation in an era of constraint; and a lack of ideological coherence. It considers what this muted resurgence suggests about the prospects for the centre-left.  相似文献

In many European democracies, political punditry has highlighted the attempts of political parties on the left to court the ‘lavender vote’ of lesbian, gay and bisexual individuals. This article examines the presence of a gay vote in Western Europe with a focus on assessing the role of sexuality in shaping individuals’ political preferences and voting behaviour. Empirically, the effect of sexuality on both ideological identification as well as party vote choice is analysed. Using a cumulative dataset of eight rounds of the European Social Survey between 2002 and 2017, this article demonstrates that partnered lesbians and gay men are more likely than comparable heterosexuals to identify with the left, support leftist policy objectives and vote for left-of-centre political parties. The analysis represents the first empirical cross-national European study of the voting behaviour of homosexual individuals and sheds new light on the importance of sexuality as a predictor of political ideology and voting behaviour within the Western European context.  相似文献

The impact of institutions on the economic vote stands as a well‐established proposition for the advanced democracies of Europe. We know less, however, regarding the institutional effects on the economic vote in the developing democracies of Latin America. Carrying out an analysis of presidential elections in 18 Latin American countries, we offer evidence that the usual Eurocentric conceptualization of the clarity of responsibility is not ideal for understanding the economic vote in this region. There does exist a powerful effect of institutions on the economic vote within Latin American democracies, but one uniquely associated with its presidential regimes and dynamic party systems. Rules for these elections—such as concurrence, term limits, and second‐round voting—suggest that we should reconceptualize the notion of the clarity of responsibility in Latin America, focusing more on individuals in power and their constraints, and less on the political parties from which they hail.  相似文献

In this paper it is argued that political parties may have incentives to adopt a partisan view on the working of the economic system. Our approach is based on a dynamical spatial voting model in which political parties are policy oriented. This model revolves around two interrelated issues x and y. The policy maker sets x directly. There exist two views on the relationship between x and y. Model uncertainty confronts policy makers with the problem of the selection of a model to base their actions on. We show that if voters have imperfect information about the working of the economic system that model selection contains a strategic element. Policy makers are inclined to adopt a view on the working of the economic system which fits in with their preferences. There is no inherent logic that places monetarists to the right of New Economists. They have different models of economic mechanism, but they need not have different political values. Among the many paradoxes of Israeli politics, there are the strategies of political inclusion used by organizations and parties representing groups that reject the universalism which Israeli democracy is heir to. This paper develops a model of ‘political inclusion Israeli-style’, illustrated by one party, Shas, which since 1984 proclaims itself the voice of the socially and culturally excluded Sephardi population of north African and Middle Eastern Jews, who represent over 40% of the Jewish population. Shas is also a movement of religious and ethnic revival which, by adopting a social strategy of self-exclusion grounded in strict religious observance, and of independence vis-à-vis established Ashkenazi ultra-Orthodox politics, has gained 11 out of 120 Knesset seats, inclusion in government, and control over a share of educational and welfare expenditure. The paper raises the issue whether such less-than-perfectly universalistic practices are not a variety of corporatism and possibly, for the parties concerned, a more effective strategy of incorporation than the classic social democratic path.  相似文献

This article reviews Peter Mair’s argument on the failure of political parties and the subsequent failure of representative democracy in Europe. It develops a conceptual framework to test the validity of Mair’s argument against competing interpretations of the development of representative democracy. It identifies three ideal typical models of representative democracy that seem to have succeeded each other over time: cleavage-based democracy, competitive democracy, and audience democracy. The article proposes specific empirical hypotheses for political parties and voters in each of these periods and provides empirical evidence to test the validity of these hypotheses. It concludes with a discussion of the results, evaluating whether the changes that occurred indicate failure of representative democracy or rather the emergence of a different form of representative democracy.  相似文献

This article discusses citizen control in Norwegian parliamentary democracy, and specifically the changes that have recently taken place. Around 1960 Norway had reached a constitutional form that, apart from the consequences of proportional representation, looked much like a Westminster system. From that point on, however, Norwegian democracy has generally moved away from this model. A series of minority governments has given rise to parliamentary reassertion. The Norwegian party system has fragmented, and the individual parties have atrophied as mass membership organizations. A wave of corporatism and later a heightened assertiveness on the part of the judiciary have helped to contain parliamentary power. Two critical European Union membership referendums in 1972 and 1994 have firmly established the role of direct democracy in critical political decisions. And despite the results of these two popular consultations, international constraints have become ever more significant. Compared with most others in Europe, however, Norway is a relatively unconstrained polity. There are few important ways in which the citizenry is partitioned into multiple democratic principals, and the country is a reasonable fit to the parliamentary ideal type of an unfettered hierarchy controlled by the median voter. At the same time, the trend is unmistakably one towards greater policy‐making complexity and increasing constraints on policy makers. Norway's reluctant but seemingly inevitable incorporation into a larger Europe is the greatest and most decisive of these constraints, but it is not the only one. Judicial institutions are likely to play an increasingly important political role, and direct democracy perhaps likewise. And although central bank independence has met with greater scepticism than in most other European countries, it is not likely to be reversed. All in all, it seems that Norwegian parliamentary governance is becoming at least a little more Madisonian and a little less Westminsterian.  相似文献
