This article examines the local reactions to the Versailles negotiations and final settlement along the north-eastern frontier of France, discussing both immediate reactions to the post-war conditions, as well as longer-term trends in identity formation within the region. It shows that the practical considerations of rebuilding after the war outweighed desire for revenge upon Germany, and that on average they were less interested in forcing Germany to pay more, than ensuring the short term costs were met whoever paid them. It also shows that the peace settlement did have a concrete effect in solidifying the border as a marker of identity, with increasing distinction made between the French Flemish and the neighbouring Belgian population.  相似文献

This paper uses the episode of the Kapp putsch in March 1920 to isolate and analyze a number of high policy themes that dominated the period from the signature of the Treaty of Versailles through to the Franco-Belgian invasion of the Ruhr. These included: the questions of what mechanisms existed to enforce the treaty; the sanctions available to the victorious governments to enforce their will; the position and problems of the German government; the relationship and suspicions existing between Britain and France and the differing aims, ambitions, and approaches of the major participants.  相似文献

  With Asia's economy still booming in the second half of the 1990's “Asian values” were announced by some politicians (Lee Kuan Yew, Mahatir, Ishihara, Mahbubani etc.) and contrasted with “Western values”. Soon a controversial debate within Asia ensued (Kim, Fidel Ramos ea..), into which also the western democracies joined. The “West” however reacted rather defensively to the new assertiveness of some Asian statesmen, inspite of the fact that the authors of this debate put into question the western dominance in global value setting which has been in existence since the French revolution. But has this debate withstood the test of time, the challenges posed by the recession in Asia and by the ever increasing globalization? Hardly. The crisis has destroyed the notion that “Asian values” had been the main cause and guarantor of Asia's exorbitant growth rates. While in the West Christianity forms the essential basics of culture, in Asia there is a multitude of coexisting - and frequently confronting world religions. There is no other continent which in cultural and political terms is so contradictory and potentially conflict ridden like Asia. “Asianism” as a concept was surely also intended as an instrument to integrate multiethnic Asian societies with weak internal cohesion. At the same time it served to neutralize the human rights issue. In the meantime the debate has become quieter and more dispassionate. In the developed West the notion gained acceptance to abandon “Eurocentrism”. At the same time there is recognition that “Asian values” are not exclusive. Also in Europe the family plays a special role. A debate on values is needed for societal integration – also in the “West” which should become more aware of the need to reassert the origins of its own spiritual foundations. Following September 11th the west is well advised to continue the dialogue on values with Asia. The idea that some features of the multilateral trading system create incentives for countries to join preferential trade agreements (PTAs) is among the first and most influential explanations for the wave of regionalism in the last decades. Until recently, only a few empirical studies have explored this hypothesis and their results have been accepted by many researchers and policy-makers to be a fact. In this study we revisit the question of whether multilateral events are important determinants of regionalism. We use an extended dataset and implement several empirical specifications in the analysis. Unlike previous work, our results provide little support for the relevance of variables such as the number of GATT/WTO members, ongoing trade negotiation rounds, and trade disputes as predictors of PTA formation.  相似文献

In the late 1970s and early 1980s, a number of scholars and journalists argued that the USSR was sponsoring terrorism as a means of low‐intensity conflict against the non‐communist world. This view was endorsed by the Reagan administration. This article assesses what substance there is behind such charges as they relate to Latin America. Its main argument is that sponsorship of terrorists has usually occurred as a byproduct of Soviet support of armed revolution as a tactic rather than for terrorism as such. Soviet willingness to assist armed struggle has varied over the last three decades. The article concludes that, given the current priorities of Soviet Latin American policy, Moscow's sponsorship of armed struggle, including terrorism, is decreasing and will almost certainly continue do so.  相似文献

This article presents a new typology and a new dataset of political regimes (1946–2010). The classification presented is based, in theoretical terms, on the distinctive patterns of legitimation exhibited by the political regimes. To demonstrate the usefulness of the classification, I explore the extent to which the classification and its theoretical foundation, namely the pattern of legitimation, helps to explain the durability of different political regime types. I compare the results and explanations with those of Geddes and Hadenius and Teorell in order to clarify the differences made by the use of the presented classification.  相似文献

Why did India launch and later withdraw from the exercise in coercive diplomacy – Operation Parakram – against Pakistan in response to the attack on India’s Parliament by terrorists based in that country? This paper marshals factors operating at the systemic, state and individual/small-group levels of analysis to show that, despite the paucity of evidence on decisionmaking of the kind required for an effective foreign policy analysis (FPA) approach, a reasonably clear picture can be developed. It combines deductive logic relating to state behavior in a nuclearized environment with the limited empirical evidence available to show that India never intended to go to war and that the operation was essentially a bluff that, having eventually reached a dead end, was called off.  相似文献

This article explores the changing dimensions of women's empowerment over time in three Bangladesh villages where one of the authors has been conducting research since 1991. The article discusses theoretical issues related to the measurement of women's empowerment, and describes findings from a recent study in the villages exploring the current salience of indicators developed for a 1992 survey. In the article we discuss the types of social, economic, and political change that affect the measurement of women's empowerment; propose and explain a new set of indicators for the rural Bangladesh setting; and discuss implications for measuring women's empowerment in other settings.  相似文献

Fairly strong theoretical arguments posit that the use of force to achieve foreign policy objectives and the milita’ rization of society are part of a self‐amplifying feedback process. In spite of the rather coherent reasoning linking these two factors, little empirical work has attempted to demonstrate the strength of this postulated relationship. This analysis uses a system of equations to model this hypothesized feedback in the US and British societies during the 20th century. The findings presented below lend tentative support for the hypothesized feedback, though suggests that further verification might be facilitated through refinements in the operational indicators of violent foreign policy. Furthermore, the analysis demonstrates that systemic level variables contribute significantly to the propensity of the US and Great Britain to employ violence as a tool of foreign policy.  相似文献

Previous research suggests that most treaties are ineffective in ensuring countries’ compliance with human rights standards. It has been argued, however, that preferential trade agreements (PTAs) including ‘hard’ human rights standards can withhold economic benefits and, thus, can have a real potential to substantially reduce human rights violations. The following article questions this as existent work on the effects of PTAs on human rights standards neglects a selection process underlying the implementation of these treaties. Countries being aware of the ‘shadow of the future’ already take into account what may happen at the succeeding enforcement stage when establishing a particular PTA. This implies that states agree on ‘hard’ human rights standards in PTAs only if they have a general propensity to abide by human rights in the first place. For testing the empirical implications of their argument, the authors collected new data on PTAs in 1976/77-2009, and employ genetic matching techniques. The results support the theoretical argument that PTAs are unlikely to affect human rights compliance when controlling for the outlined selection problem.  相似文献
