This article presents and discusses the state of the art in political science research on welfare state reform. While scholars first aimed at explaining the emergence and growth of the welfare state, national variation in its development, and crises of welfare state regimes, more recently the focus has shifted to the persistence and reform of the major welfare state institutions. Research in this direction has typically adopted an institutionalist perspective, stressing how institutional settings affect the feasibility and direction of reforms. These studies have shed light on important aspects of the question, in particular by demonstrating the role of path dependency and veto players in reform processes, but suffer from two main problems, namely the difficulty of defining the dependent variable in an appropriate way, and the neglect of the importance of power resources.  相似文献

In 1999, the CDU/CSU single-handedly launched an extremely successful petition drive against the SPD-Green citizenship law reform (in particular against dual citizenship). This article argues that four developments converged to explain this tactical innovation. First, Germany's political culture had become a 'social movement society', with even conservatives accepting protest as a political means. Second, the issue of immigration pressurised the party to adopt a hard-line stance in order to co-opt the extreme right. Third, the Kohl government had left a legacy of resistance to citizenship liberalisation and of populist exploitation of anti-foreigner sentiment. Fourth, the petition drive reflected the CDU/CSU's new opposition status and its internal struggle over agenda and leadership. The article concludes with a look at the CDU/CSU's subsequent use of plebiscitory tactics and the implications for the future of protest politics.  相似文献

This article examines the continuing salience of the territorial cleavage in Bavarian party politics. It does so through an exploration of the Christian Social Union's (CSU) mobilisation of Bavarian identity as part of its political project, which has forced other parties in Bavaria to strengthen their territorial goals and identities. Parties have articulated different constructions of ‘Bavaria’ to rival the CSU's dominant nation-building project. However, they have been unable to portray themselves as ‘standing up for Bavarian interests’ due to the constraints of the state-wide parties to which they belong. As an exclusively Bavarian party, the CSU has no such constraints. Indeed, the CSU's core aim of strengthening Bavaria's position vis-à-vis the German federation may be viewed as akin to that of the Convergència i Unió in Catalonia, Spirit in Flanders or Plaid Cymru in Wales. Like these parties, the case of the CSU in Bavaria demonstrates that sub-state territorial mobilisation has as much to do with negotiating autonomy within the state as seceding from it. To that end, the CSU provides a valuable case of how a regionalist party operating within a multi-level political system has sought to influence the regional, state and European levels to obtain a comparative territorial advantage.  相似文献

The essays that follow are drawn from invited presentations of the Conference Group on the Middle East, which meets annually in conjunction with the American Political Science Association. The essays published here were presented in San Francisco, August 29-September 1, 1996, on one of three panels dealing with gender, politics and the state. Saudi Arabia is a crucially important media player in the Middle East, commanding modern, sophisticated and far-reaching media systems. Driving the Saudi media hegemony is what may be loosely termed ‘a security imperative’ which is tightly connected to internal dynamics, geopolitical considerations and regional rivalries. Empowered with its oil wealth, Saudi Arabia pursued a dual media strategy, operating state-controlled and circumscribed domestic media systems which insulate the population from undesired external influences and uphold the religious sensibility of the kingdom while developing decentralized, open and modern transnational media systems abroad capable of safeguarding the kingdom's interests and promoting its foreign policy. Instrumental as it may be in the kingdom's comprehensive security approach, though, the media have proven to be an inordinately complex asset. Although remarkable in many respects, the liberalization of Saudi media engendered a number of conflictual dynamics which are potentially consequential.  相似文献
