A distinguished American specialist on Russian politics summarizes factors, both domestic and international, pushing for and against regional separatism from the Russian Federation. Attention then turns to factors influencing the further devolution of authority from central to regional officials. A typology is offered of types of issues animating conflict in center-periphery relations. This paper examines the historical development of the Australian welfare state with a view to identifying the role that Australia's federal constitutional arrangements have played in shaping that development. Theoretical paradigms have been unanimous in their prognoses: that federal states are likely to be slow in developing welfare state programmes and typically spend less on them than unitary states. But recently it has been argued that federal institutions may have a “ratchet effect” of slowing down the pace of change, irrespective of its direction. The purpose of this chronological account of significant stages in the development of the Australian welfare state is to use the unfolding of historical events — far too rich in nuance and detail to be captured in quantitative modelling — as a test‐bed for establishing whether, and, if so, to what extent, federalism has impacted on the trajectory of Australian welfare state development.  相似文献

Abstract

This article analyses Turkey’s integration into the Bologna Process, concentrating on the questions of why and how Turkey is transferring norms in the area of higher education. As an example of policy transfer, the Bologna Process provides important insights into the question of why states choose to voluntarily adopt norms where there is no top-down pressure for change. Focusing on Turkey as a case study, the article identifies the narratives of the agents of change responsible for the reform process. The agents are the intermediaries in the Europeanisation process – they construct the discourses and they are the ones responsible for transmitting the process to the society at large. The article concludes that while institutional Europeanisation is taking place in the area of higher education, discursive Europeanisation is lacking.  相似文献

Abstract

This article examines the process through which India and the United States made their bilateral civilian nuclear energy cooperation pact a reality. Using the levels of analysis approach, this article examines the factors that were instrumental in shaping up the nuclear agreement as well as the negotiating process as it evolved in the United States and India with a special focus on how political leaderships in the two states managed domestic opposition to the pact. Subsequently, this article locates the US-India nuclear agreement in the context of the broader theoretical debate in international relations over the role of international institutions in global politics and argues that the successful conclusion of the agreement highlights the importance of strategic considerations in driving the nonproliferation priorities of great powers.  相似文献

In 2002 Germany adopted an ambitious national sustainability strategy, covering all three sustainability spheres and circling around 21 key indicators. The strategy stands out because of its relative stability over five consecutive government constellations, its high status and increasingly coercive nature. This article analyses the strategy's role in the policy process, focusing on the use and influence of indicators as a central steering tool. Contrasting rationalist and constructivist perspectives on the role of knowledge in policy, two factors, namely the level of consensus about policy goals and the institutional setting of the indicators, are found to explain differences in use and influence both across indicators and over time. Moreover, the study argues that the indicators have been part of a continuous process of ‘structuring’ in which conceptual and instrumental use together help structure the sustainability challenge in such a way that it becomes more manageable for government policy.  相似文献

This article examines, through a two-level game model, the case of the first investment dispute under NAFTA between a private U.S. firm and the Mexican government. It argues that the clue to understanding why the Mexican president could not cooperate with the U.S. president lies in Mexico's domestic "ratification" process. The analysis yields two theoretical propositions. First, federalism represents an important variable in explaining foreign economic policy. Second, two-level game logic should not be applied only to formal international negotiation situations; instead, by specifying the dependent variable as cooperation or noncooperation, these models connecting domestic and international politics can be productively applied to study foreign economic policy.  相似文献

Using a small theoretical model it is first shown that it is reasonable to limit public deficit and debt in relation to GDP in the long‐run. Then we describe fiscal institutions called ‘debt brakes’ which are designed to prevent public deficit and debt from going off course. We present some models which have been applied in some Swiss cantons, especially in the canton St. Gallen, and the respective institution recently introduced at the federal level. Altogether, the models in the different cantons are quite successful. At the federal level we still have to wait before we can evaluate the results. Finally, we describe how the problem of a possible bail out of cantons and local communities is solved in Switzerland. Taking all results together, we come to the conclusion that by choosing appropriate institutions federal countries are rather more able to perform a sustainable fiscal policy than unitary states. In this process, budgetary restrictions and/or fiscal referenda play prominent roles at all levels. On the other hand, a special stability pact between the different governmental levels does not seem to be necessary.  相似文献

The longevity and depth of regional challenges in the Middle East have elevated political and security concerns to a new level within the Gulf Cooperation Council (GCC) in recent years. Three conflicting worldviews have confronted one another, resulting in debilitating consequences for the region. Increasing fragmentation of Arab politics, in turn, has engendered attempts at enforced Arab unity that have ultimately failed, further dividing and destabilizing the regional order. This article delineates the background of the Gulf crisis of 2017 within the broader context of the Arab Spring and analyzes the ensuing attempts at mediation, the US role in the region, political developments in Kuwait and Oman, normalization efforts with Israel, and the recent resolution of the Gulf crisis by examining various actors’ political roles.  相似文献

Despite the radical upheavals during the revolution of 2011 whereby the Egyptian public rejected neoliberalism and authoritarianism, Egypt has reverted back to the neoliberal model of economic development. This paper discusses the reasons behind the resilience of neoliberalism focusing on the role of dominant economic ideas, the influence of international financial institutions in policy making and the challenging domestic political environment, which has so far precluded a break from the neoliberal model. The paper ends with a critical assessment of current policies and their broader social implications for different classes and groups in Egypt.  相似文献

在伊拉克扩展美国式民主制度和价值观念是美国在伊拉克的重建目标之一。本文以美国在日本和伊拉克战后重建为案例,对美国对伊拉克和日本的重建政策、重建进程等进行比较研究,进而分析影响伊拉克重建的诸多因素,如战争的性质、处理旧政权的方式、所处国际环境,以及伊拉克和日本的社会、政治与文化差异。文章认为,这些因素对伊拉克的重建进程都具有一定影响,但起决定作用的还是伊拉克内部的政治分裂、宗教和教派矛盾及其独特的历史文化经历等。  相似文献

长期封建割据造成德国民族国家的形成晚于英、法等传统西方国家。其建立民族国家的路径是先有民族,后有国家。德国民族国家是建立在由血缘、历史、语言、文化等要素构成的"文化共同体"的基础上,这一文化共同体同时也构成了德国民族认同的核心要素。受到历史和地缘政治因素的影响,德国民族国家的发展道路较为特殊,这也决定了其融入西方过程的曲折与漫长。20世纪90年代,两德重新统一后,德国与其他欧盟成员国一样进入后古典民族国家形态,将主权部分地让渡给超国家共同体。德国民族国家目前需要解决的是欧盟治理结构中的"新德国问题"。  相似文献
