This paper outlines a structural approach to the analysis of patterns of influence and amity‐enmity in international politics. Structure is defined as a set of relations between pairs of social units, which justifies the use of graph theory to represent structures. Graph theoretical models of international structure are explored—one for each of the two types of relations. The author devises some typologies and observes changing structures. A tendency toward hierarchy in influence structures and toward bipolarization in cooperation‐conflict structures is discussed. It is hypothesized that high degrees of hierarchy and polarization are inimical to international peace. The graph theoretical studies yield intuitively reasonable results and the models appear to be useful in making several concepts of international relations theory more precise.  相似文献

The mainstream of theoretical and empirical ‘consolidology’ speaks of consolidated and non‐consolidated democracies. This crude dichotomy does not allow for more differentiated judgments about the stage of consolidation of newly democratized political systems. To overcome this shortcoming, a multi‐level model of democratic consolidation is proposed, consisting of four interdependent levels. The particular configuration of each has specific impact on the consolidation of the other levels. The four levels are: constitutional, representative, behavioural, and civic cultural consolidation. This model helps us to understand why new democracies survive or collapse, to identify the degree to which they are consolidated and the levels on which they are most vulnerable to internal and external shocks. It helps us to locate the parts of the political system where reforms should be implemented, or stopped or reversed in order to consolidate and stabilize a new democratic regime.  相似文献

This article explores the origins and development of the United States’ Northern European Initiative (NEI). A theoretical framework is developed arguing that elements of traditional geopolitics, liberal internationalism and postmodern thinking can be identified within the NEI. These diverse approaches should not be seen as competing, but rather reflect significant versatility in US strategy in northern Europe. The close linkage between the NEI and US NATO policy is highlighted. While such a linkage is understandable it is argued this in fact threatens to undermine the positive gains of the NEI. The article also analyses the relationship between the NEI and the EU's Northern Dimension Initiative and concludes by considering the impact the new Republican Administration is likely to have on US policy.  相似文献

One of the key factors why international development cooperation programmes do not achieve sustainable results is their failure to respond to the dynamics of local stakeholders’ relations. This article highlights the case of a fruit and vegetable market in an informal area of Greater Cairo that was redeveloped by a programme supported by German International Cooperation. Although the market was developed using participatory methods, the vendors deserted it. Analysis reveals the conflicting interests of vendors and the district administration were reflected in divergent models of market operation. The paper recommends that development cooperation recognise the legitimacy of existing power structures and stakeholders’ relations.  相似文献
