How was the ouster of Saddam Hussein defined as the solution to America's Iraq problem? Current scholarship on the U.S. invasion of Iraq tends to focus on the post-9/11 road to war, promoting models of policy capture, intelligence manipulation, threat-inflation, or rhetorical coercion of Bush administration opponents. In this essay, I trace the “Ideapolitik” of regime change in the 1990s and show that Bush's post-9/11 rhetoric was firmly embedded in a preexisting foreign policy consensus defining Saddam Hussein as the “problem” and his overthrow as its “solution.” Drawing upon recent research in international relations and public policy, I show how the idea of regime change prevailed in redefining American strategy for Iraq. While the September 11, 2001 attacks had important effects on the Bush administration's willingness to use force, the basic idea that ousting Saddam Hussein would solve the Iraq problem was already embedded in elite discourse. Saddam Hussein's ouster was not simply the result of idiosyncratic or nefarious decision-making processes within the Bush administration, but was instead the realization of a social choice made by U.S. foreign policy elites well before George W. During George Bush's presidency the Cold War drew to a close and his administration triumphed in the Gulf War. Some viewed these events as a harbinger of a new world order. Basking in the success of the Gulf War, Bush's approval ratings soared, and prominent Democrats reconsidered challenging him in 1992. Foreign policy themes might have seemed a natural emphasis in campaign rhetoric. Yet, on the eve of the election, Bush abandoned efforts to rally the public with such appeals.

This article identifies primary metaphorical themes employed by Bush to define foreign policy reality. Bush's rhetoric was fundamentally ordered by the orientational metaphor of war. Other themes reinforced central premises of the war metaphor and reflected enduring premises of American exceptional ism. However, critical constraints blunted Bush's rhetorical intentions, and perhaps nullified constraints presidents traditionally have harnessed to define rhetorical situations to fit a preferred world view.

A disjuncture between rhetorical expectations and intentions beset the administration as the 1992 election approached. The electorate turned an anxious gaze to domestic politics and the condition of the economy. Furthermore, the war metaphor met a public demonstrably leery of U.S. meddling in the internal politics of other countries. Preference for the war metaphor, finally, represented a significant challenge to the political identity of Bush and the Republican Party.  相似文献

The aim of this article is to contribute to our understanding of both the debate over the war in Iraq and its implications for the future of U.S. foreign policy by examining the relationship between neoconservatism and realism. The article begins by establishing the connection between the tenets of neoconservatism and the arguments for war against Iraq. The primary focus is on the neoconservative Bush Doctrine that served as the primary justification for the Iraq War. Next, we turn to the arguments that realists put forth in their attempt to steer America away from the road to war. The realists, however, proved to be unsuccessful in their attempt to prevent war and in the final section we address the central question of the article; why did realism fail in the debate over Iraq?  相似文献

The marketplace of ideas within a mature democracy such as the United States is supposed to fairly reliably vet foreign policies through open, wide-ranging debate. It is widely recognized that the U.S. marketplace of ideas failed during the 2002-03 debate over going to war in Iraq. Examinations of this market failure have emphasized executive powers and public fear after 9/11 as the main reasons threat inflation succeeded; I show neither explains this case. The majority opposition was silenced throughout early 2002 and ultimately defeated in a struggle over the Iraq War Resolution by pressures to be patriotic. I contend that this silencing patriotism should not be considered ordinary patriotism for a democracy as it is anti-democratic. I discuss how two critical norms of behavior which silence debate of national security policies and cause deference to the executive branch on war powers became established as part of the militarized political culture that took root in the United States during the Cold War. Thus these norms, enforced by what I term to be militarized patriotism left over from the Cold War, silenced debate over Iraq and led to the failure of the marketplace of ideas.  相似文献

This article addresses the post-Cold War security and defence discourse in Norway, focusing on the impact of the transformation of NATO, an increasingly ambitious EU within security matters and the transatlantic tensions in the War on Terror. The article argues that changes or continuity in policy result from the discursive battle between various power constellations, which are forcing conflicting understandings of reality on each other. In this battle, the dominant representation frames NATO's transformation as a precondition for national defence with reference to alliance solidarity, loyalty and interoperability. The alternative representation, on the other hand, has framed NATO's transformation as negative for national defence, claiming that forces trained for global, warlike missions are neither capable nor available for national defence tasks such as containment of Russia's strategic interests in the Barents Sea. The EU has been brought into the security and defence discourse only when new integration steps, such as the European security and defence policy and EU Battle Groups, put the question of how far Norway may participate, to a test. However, developments like the slow withering away of NATO and unilateralist US foreign policy on Iraq are contributing to pushing the Norwegian discourse, and hence policy, closer to Europe.  相似文献

To many scholars, the Bush administration's ability to convince a majority of the public to favor war with Iraq represents a dangerous failure of the marketplace of ideas. A healthy marketplace, they argue, would have produced a more robust debate over the administration's justifications for war, revealing their weakness. In this paper I argue that these scholars have based their arguments on a poorly specified model of the marketplace of ideas and that Iraq does not represent a failure of the marketplace. Contrary to conventional wisdom, the strength of the marketplace lies not in its ability to move the nation toward truth via debate and deliberation, but in its tendency to divide the public into countervailing factions based on competing sets of values and competing frames of the issues at hand. I develop this argument first by elaborating a model of the “marketplace of values” and redefining threat inflation as a process of efforts to frame security issues for the public. I test my model first against public opinion data regarding American threat perceptions and then use it to explain the Bush administration's successes and failures in building and maintaining public support for the war in Iraq.  相似文献

Due to the American-led interventions in Afghanistan and Iraq, theories surrounding counter-insurgency, or COIN, have aroused intense debate in political, military, and academic circles in the United States, Britain, and other Western countries. This article shows that current thinking about how to fight and defeat insurgent movements is based primarily on Cold War-era theories and conflicts. It traces the evolution in COIN thinking both before and during the Cold War—incorporating Western and Eastern bloc experiences of war against insurgents from Malaya to Afghanistan—but also illustrates the conceptual difficulties of applying doctrines based on the historical record of this era. The article concludes by arguing that theories derived from the experiences of states involved in COIN campaigns from 1945 to 1991 still retain utility, but that there are significant differences between Cold War insurgencies and current conflicts associated with the “war on terror”/“long war” which affect the applicability of doctrines based on historical analysis and the works of Thompson, Kitson, Galula, and other “classic” theorists.  相似文献

This article explores US perspectives on the new transatlantic security agenda in the context of the evolution of strategic culture. The war on terrorism and the Iraq War of 2003 serve as focal points to examine sources of divergence and convergence between US and European security policies. The article explores key questions including: Have we seen the collapse of a shared, transatlantic security culture since September 11? How have US leaders manipulated strategic cultures to achieve security objectives in the new era? Why has the Bush administration willingly engaged (and even encouraged) the intra-European divide? How significant to the United States is the shift in “old” and “new” European perspectives on the war on terrorism? Amidst a renewed debate over the existence of an American empire, serious questions have emerged about whether the Bush foreign policy can be described as ‘realist’ given the widespread opposition that it encounters from academic realists. This paper is an attempt to shed light on this vexing issue by interpreting the Bush foreign policy through the lens of the broader religious–political tradition of America. Specifically, it argues that the neoconservatives in the Bush administration draw on the utopian strand of this tradition when setting their foreign policy agenda and justifying their decisions to the public. With special reference to Iraq, it discusses how three key utopian themes—the perfection of human life on earth, the possibility of limiting evil through conversion and the prospect of arresting human development—are reflected in the neoconservative agenda. The paper concludes with a brief discussion of how these themes run counter to the tenets of classical realism and of the ethical and political hazards that emerge from an attempt at utopian empire.  相似文献

This article focuses on the role of gender in boundary-drawing practices, in the construction of identities and in the discursive construction and depiction of the “body politic” in the War on Terror. It argues that the evocation of “liberated Western women” and “oppressed Muslim” women in narratives on the War on Terror has been useful in the project of casting the United States as a beacon of civilisation and in constructing, reinforcing and reproducing a polarity between the West and the Islamic world. The War on Terror has also generated narratives about male protectors and the female protected; narratives that are also central to boundary-drawing processes. The final section of the article focuses on “dissident stories” that have challenged dominant meanings and dominant constructions of identity and boundaries, and unsettled simplistic and dichotomous characterisations of “good” and “evil” in the War on Terror.  相似文献

The Bush administration's “Global War on Terror” has, by both defenders and critics, been characterized as unique. However, as this article shows, there is a long tradition, both in the United States and in Europe, of fighting wars against “savage tribes”—against enemies who fail to make a distinction between soldiers and civilians, and who use terror as a weapon. The problem of how to fight such groups was much discussed in the legal literature of the nineteenth century. This is a discussion from which it is possible to learn contemporary lessons.  相似文献

In examining the Global War on Terror, the effects of presidential rhetoric on the framing of terrorism has been well documented. However, little previous work links terrorism and its status as an “othered” phenomenon to differential legal prosecution in a post-9/11 era. Using the Prosecution Project data set, we compared “othered” individuals, as defined by a Muslim, Arab/Middle Eastern, and/or foreign-born status, to “non-othered” individuals charged with terroristic felonies. Furthermore, we subdivided the dataset into three analytical time blocks: the George W. Bush administration immediately post-9/11, the latter half of the Bush administration, and the Obama administration. For the first and third time blocks, we found that “othered” individuals were prosecuted significantly more frequently than “non-othered” individuals. These findings call into question the effect of presidential rhetoric and the national framing of terrorism on the legal prosecution of “othered” individuals.  相似文献

Why did the Bush administration take the United States to war with Iraq in the aftermath of September 11, 2001? The constructivist approach used in this article to answer this question argues that the ideas of a handful of policy intellectuals affected political outcomes in remarkably consequential ways. These ideas shaped administration assessments of every major aspect of the Iraq war, beginning with its necessity and justification. Although the administration's ideational commitments were complex and evolving, four sets of ideas were central to its risk-filled gambit in the Middle East: a belief in the necessity and benevolence of American hegemony, a Manichaean conception of politics, a conviction that regime type is the principal determinant of foreign policy, and great confidence in the efficacy of military force. Taken together, these ideas defined the social purpose of American power, framed threats to the United States, and determined appropriate solutions to core problems. Ideas are not the sole factors setting the course of u.s. foreign policy, but they are essential to explaining an otherwise puzzling administration decision.  相似文献

This article will first review the essential characteristics of the old exceptionalism in US foreign policy, then compare it with the specific features of the new strategy of the Bush administration and finally address the challenges and risks that this enterprise entails. The article provides an analysis of realist and liberal critiques of the Bush administration's foreign policy in terms of both objectives and results. It concludes that the war in Iraq constituted a truly imperial moment in US history. Preventive war is a flawed strategy, which runs against US principles in world affairs and against its security interests in the current international environment. For this reason, Bush's imperial policy will not last. The author writes here in a personal capacity, and not in the name of the European Union Institute for Security Studies.  相似文献

This article uses newly available Iraqi records to examine Saddam Hussein's strategic view of Israel, from the time of his political ascendancy in the late 1970s to the Persian Gulf War of 1990–1991. It sheds light on a variety of issues: the sources and motives of Saddam's bitter hostility to Israel, his desire for a bloody war of attrition against the “Zionist entity,” the role of Israel in motivating the Iraqi nuclear programme, Iraq–Israel relations during the Iran–Iraq War, Saddam's fears of an Israeli strike in the run-up to the invasion of Kuwait in 1990, and his motives for attacking Israel with SCUD missiles in 1991.  相似文献

ABSTRACT

The Critical Terrorism Studies (CTS) community has produced an important volume of work assessing and critiquing epistemological understandings of the War on (of) Terror. Largely missing from this body of work, however, is the experience of those who are directly impacted by the policies of this global phenomenon. By rethinking the War on Terror as an experience of war, I posit a wider understanding, by reassessing its temporal and spatial boundaries, but more significantly, the ways in which it is experienced. By providing a wider understanding of war and expanding our knowledge of its boundaries, I am able to show that those impacted by the policies of the War on Terror can claim to have been subject to an experience of war, even when that experience takes place outside of the war zone. This reflection, however, serves a larger purpose, which is to act as a call to the CTS community to centre the lived experiences of those impacted by the War on Terror in their work and decision-making when engaging with policy and policymakers. This represents a call for an ethical re-centring of CTS scholars to the violence of the War “of” Terror, by reminding us of the many ways in which harm can occur.  相似文献

Henry Kissinger was the single most controversial diplomat of the 20th century. This article explores Kissinger's approach to the philosophy of realism in international affairs, his role in Vietnam policy making, and his most recent engagement in the debate over the Iraq War. It argues that Kissinger's realism, although philosophically consistent and having roots within his own life's experience, was always tempered by his desire to exercise influence within the American political system. Once in office under Richard Nixon and then Gerald Ford, Kissinger came to recognise how significantly domestic politics shaped American foreign policy. His involvement in the Vietnam War demonstrates this, and one lesson he took from that conflict was the hope that Americans could be persuaded to move away from their convictions about American exceptionalism and recognise the limits of American power.  相似文献

In the aftermath of the 9/11 attacks, the foreign policy of the Bush administration was shifted radically in its pursuit of the war on terror. As part of this change, the administration announced a new strategic doctrine in 2002 in the form of the National Security Strategy of the United States which was to become known as the Bush doctrine. At its heart this document advocated the use of pre-emption and unilateralism in its pursuit of pre-eminence. This article traces the development of this thinking and subsequent application of this doctrine, and argues that policy failures in Iraq have nothing to contribute to American foreign policy in the second term. His argued that because of this failure, it is not a doctrine worthy of the name.  相似文献

This study draws on the “cascading activation” model of press-state relations to explore U.S. political and news discourse surrounding the 1968 My Lai Massacre. We systematically analyze White House, military, congressional, and news communications and draw upon scholarship in social psychology to assess why the press might challenge certain frames in response to My Lai but indiscriminately echo others. In particular, within these communications, we examine how serious and widespread the actions at My Lai were conveyed to be, how the circumstances were portrayed, how the actors involved in the incident were characterized, and the extent to which America’s core values were questioned. Our findings suggest that the Nixon administration employed frames designed to downplay the severity of the My Lai incident, highlight extenuating circumstances faced by those directly involved, denigrate the alleged low-level perpetrators, and bolster the national identity. These frames were then largely echoed in the press, despite consistent and forceful challenges by congressional Democrats. These findings, we argue, align with the cascading activation model, and we build on it by highlighting the underlying importance of “cultural resonance” in the framing process. We reflect on the theoretical and practical implications of these patterns and, in doing so, engage the broader scholarly debate over the process through which U.S. news coverage aligns with the communications of government officials, particularly in moments of national dissonance.  相似文献
