Viewed from the heart of the EU in Brussels, German European policy has not been significantly altered by unification. A major reason for this policy continuity is the stability of the composition of German's foreign policy ‘establishment’ in the federal bureaucracy as well as in the political parties. For a combination of reasons, including the economic conjuncture, the enhanced European policy role of the Länder governments, and the lack of socialisation of east Germans into the European project after the Second World War, the political climate has, however, grown more hostile to closer integration. This may prove though to be a conjunctural phenomenon, which will change with an upturn of the German economy. There will be no ‘Britishisation’ of German European policy.  相似文献

This article examines the causes of the marginalisation of women in political and economic decision‐making processes that are part of the ‘routine’ policy‐making process of the German state. The larger theoretical question is whether there is a ‘gender bias of the German state’ that has made its institutional structures less amenable to women's participation and their political agenda. Given the evidence, the answer is ‘yes’. There are specific exclusionary mechanisms that characterise the German polity, and these are antithetical to women's participation and concerns. These mechanisms act as gatekeepers of both legislation and discursive practices and are constitutive of the German Fraktionstaat and the corporatist system of economic bargaining.  相似文献

The biotechnology and venture capital sectors have flourished in Germany during the 1990s, a surprising development that finds its roots in the policies of the federal government. Years before the private sector became engaged, the federal government had identified biotechnology and venture capital as important for job creation and Germany's world‐wide status as a technological leader. Its success in leading a renaissance in these sectors sits uneasily with dominant understandings of the German state as ‘semi‐sovereign’ (Katzenstein) or ‘enabling’ (Streeck) ‐ as institutionally incapable of defining policy against or without the active participation of societal actors. This article uses a history of the biotechnology and venture capital sectors since the 1970s to re‐examine the relationship between the central state and lower governments as well as organised interests in Germany. The evidence demonstrates the federal government's autonomy in formulating policy priorities as well as its ability to enhance the capabilities of lower level governments and private sector actors to achieve the objectives it defined.  相似文献

This article examines German expellees (Vertriebene) as an interest group in domestic and enlarged European Union contexts. While their background and motivations may be unique, they have similarities to other non-party actors aiming to influence political and/or legal processes. German governments have made rhetorical and financial expressions of support but privileged foreign policy considerations over core expellee demands and sought to contain them as an internal issue. EU enlargement and accession by CEE states to its legal bases has been interpreted as opening new possibilities. A ‘Europeanising’ of ‘justice’ may have unintended implications for relations among European states and peoples.  相似文献

Reflection on the past and its implications shaped German policy towards the European Union during the early 1990s. Helmut Kohl's post‐reunification foreign policy rhetoric reveals two prominent historical themes: that European integration is a ‘question of war and peace’, and that German unity and European unity represent ‘two sides of the same coin’. In the post‐Cold War context, both themes served to orient and legitimate his European policy. They informed Kohl's strong support for the realisation of the Maastricht Treaty. And they were central to his efforts to maintain domestic political support for deeper integration.  相似文献

While Germany's ‘Chinapolitik’ under Chancellor Gerhard Schröder was driven by economic interests, Angela Merkel promised a normative turn in foreign policy toward China. This apparent turn became most visible in 2007 when she met with the Dalai Lama, which caused strong diplomatic protest from Beijing. This article asks whether Germany's foreign policy toward China did in fact shift under the leadership of Angela Merkel. Based on cognitive approaches, especially image theory, the perception(s) of China held by Chancellor Merkel and their impact on German foreign policy toward China are analysed. The findings suggest that the dominant image of China is that of a key trade partner on whom Germany's economy is increasingly dependent with little emphasis given to the political or normative discrepancies between the two countries. The article argues that Sino-German relations under Merkel appear to be more one-dimensional than the fall-out over the Dalai Lama issue suggests.  相似文献

The following article analyses the European Union (EU) policy of the German Social Democrats (SPD) since German unity. Starting from the cross-party European consensus in the early 1990s SPD policy has altered significantly in response to major changes in the ‘policy context’ such as the party's rise from opposition to government, German unification and increasing European integration. Policy change in the SPD has been defined by two dynamics: greater ‘pragmatism’ among a new generation of party leaders that has allowed a ‘freer’ interpretation of German interests; and a gradual prioritisation of EU policy in the party elite that has seen it integrated into a multi-level programme for political governance. The article examines how these changes manifested themselves in SPD policy, focusing on European Economic and Monetary Union and the debate on ‘the future of Europe’.  相似文献

I shall now try to recapitulate the argument of the paper and to draw a conclusion from it. The early pages gave evidence that, although the Australian government during the 1960s took the initiative in setting up the constitutional framework for a democratic polity, on the whole they assigned primacy, especially in the second half of the period, to policies of economic development. Without entering into the merits or successes of those policies themselves, I attributed the basic order of priorities to a mixture of motives and assumptions. The first assumption was that Australia's colonial responsibility and her commitment to heavily subsidised economic development required restraints on political development, and hence the prolongation of colonial dependence. The conflict between this assumption and Australia's trusteeship obligations could be rationalised by the notion of cautious ‘preparation’ of the people for self-determination, under Australian official guidance, and with the bait of continued Australian aid. This rationalisation seemed to be supported by a ‘vulgar’ Marxian belief in the primacy of economic activity and the secondary importance of political and other social functions. However, it was also hoped that economic change need have no awkward political repercussions. To sustain that hope, it was further assumed that while the colonial regime lasted, the government of Papua and New Guinea could be treated as essentially an administrative task, untrammelled by the claims of autonomous political ideologies and interests. If the policy makers for Papua and New Guinea held such a set of assumptions, consciously or otherwise, it would go far to explain some of the leading features of the country's governmental history in recent years: the strength of its economic planning machinery and the lack of sophistication in its administrative and political dealings; the relatively perfunctory efforts at political ‘preparation’; the attempts to keep local government and the public service ‘non-political’ and to contain incipient politics in the House of Assembly; the paternalistic controls over members of formal government institutions; above all, the failure to maintain meaningful communication with the groups of people most profoundly affected by the incidence of economic development itself. For experience had falsified the basic assumptions of policy, so far as they accord a primary role to economics, relied on a comfortable continuance of the colonial relationship, and conceived government mainly in terms of administration. Politics the demand for the reconciliation of conflicting interests by autonomous negotiation—had erupted in local government, in the House of Assembly, in political associations, and in the villages. I t had erupted in spite of the assumptions of the regime—and also because of them, for the more rigidly such beliefs are practised, the more violent is the reaction likely to be. The conclusion, then, is that politics is independent of economics, and interdependent with it. In the government of Papua and New Guinea, as of any such country, political skills are as important as economic planning if economic growth is to be matched by political stability.  相似文献

This article investigates the causes and content of the ongoing reform of the German Trade Union Federation (DGB). We argue that problems predating German unification ‐ in particular, a skewed demographic profile, financial crisis and waning political clout ‐ are the central factors that led German unionists to undertake reform and have largely determined the reform's content. German unification acted simply as a catalyst rather than the cause prompting union reform. German unions can only retain their prominent economic and social position if they promote genuine democratic reform within their ranks. Otherwise unions will never attract employees from the high technology and service sectors that are essential to the union movement's survival in the coming century. German unions should also resist the temptation to take on all of the problems plaguing German society. They must instead concentrate on the essential tasks of all labour movements: discerning the ever‐changing wants of today's increasingly heterogeneous work force and fighting with employers and governments to obtain them.  相似文献

For many Germans, citizenship is a problematic and emotive issue, as is demonstrated by the controversies generated around current attempts to modernise and ‘normalise’ German citizenship law. This article looks to German history to account for the failure of successive governments to effect such change. It asserts that two key historical developments have been decisive in stalling a ‘normal’ western European pattern of policy development in this field. First, the concept and law of citizenship in Germany were originally formulated in the context of nation‐state development based on cultural or ‘völkisch’ nationalism. Second, West German governments subordinated the development of citizenship policy to the aim of upholding the West German claim to be the sole legitimate representative of the Germans, thereby denying the legitimacy of the GDR. The unification of Germany in 1990 removed the specific constraints which had brought about the stalled citizenship policy. The article contrasts a Kulturnation (ethno‐cultural) stance on citizenship issues with a Verfassungsnation (civic‐territorial) understanding, and identifies contemporary partisan positions within this conceptual framework.  相似文献

The article analyses the changes within German social democracy up to the passing of the SPD's new party programme in 2007. It argues that social democracy has transformed itself from Keynesian into ‘market social democracy’. The comparison takes place by means of a policy analysis in the fields of labour and social, as well as financial, policies. Furthermore, the policy comparison facilitates an analysis of the rationality of the political economy on which these policies are based. It demonstrates that market social democracy represents a reconfiguration of the relationship between the market, the state and the individual, one that renews the social realm with elements of economic liberalism. This process is also reflected in the new party programme, which now includes basic assumptions of German ordoliberalism.  相似文献

German feminist scholars have recently come to argue that female involvement in right‐extremist causes is grounded in gender‐specific motives. They have also begun to uncover a troubling link between new patterns of female political engagement (ranging from electoral mobilisation to violent streetfighting) and their own efforts to promote an independent women's consciousness since the 1960s. This article develops a typology of New Right women, characterised here as Femi‐Nazis, evincing different levels of sympathy for, identification with, and participation in radical and extremist movements. It then explores five issue orientations distinguishing New Right women of the 1990s from the Old and New Right men of the 1940s and 1990s, suggesting that these women have developed an independent, self‐assertive political consciousness without internalising feminism's broader aims of diversity and inclusion. The article concludes with reflections on the interplay of ‘feminist’ consciousness and ultra‐nationalist qua xenophobic attitudes, and on the dilemmas Femi‐Nazi thinking poses for feminist identity in united Germany.  相似文献

Like most aspects of German politics and society after 1945, post-war German foreign policy has traditionally been greatly influenced by the legacy of Germany's National Socialist past and the Second World War. The semi-sovereign and divided nature of the West German state along with the strong argumentative force of collective memory in foreign policy discourse ensured a strong presence of Germany's historical legacy in both institutional and discursive terms resulting in a foreign policy which was characterised by self-limitation, a strong commitment to multilateralism and a civilian foreign policy culture. This article will argue that the interpretation of German collective memory of the Holocaust and the Second World War underwent significant changes under the red–green governments between 1998 and 2005, in particular with regard to the use of force. Although German collective memory continued to be present during this period, it lost its predictability and was used in a variety of crises to justify a range of responses, including military action.  相似文献

ABSTRACT

This article focuses on contemporary artworks outlining the current refugee flow from the Middle East to the West, namely to European countries together with the US and Canada. Drawing primarily on Jacques Rancière’s conceptualization of ethical art versus aesthetics, I explore how various journeys of refugees in its many forms have been represented in the contemporary art scene. My aim is to concretize the theoretical debate surrounding the ‘political’ engagement of critical art on the issue of refugee representation through various prominent artworks and art practices starting with the well-known image of Alan Kurdi’s and Ai Weiwei’s replication of this image in his artwork. I will analyse when and in which configurations aesthetics and ethics can be found in contemporary art on the issue of the ‘refugee crisis’. I argue that art on refugees can be grouped into two primary categories that I define as ‘human condition assessment’ and ‘agency empowerment’. As such, I demonstrate in practice how contemporary art on the current refugee crisis both employs and moves beyond the ethical subject matters by challenging abject victimhood as well as the ideal of egalitarian art for the underrepresented and thus assumingly voiceless, depoliticized refugees.  相似文献

This article explores the changing politics of economic inequality in Germany and its relationship to the transformation of the German Left. During the post-war ‘Economic Miracle’, few saw economic inequality as cause for concern. Though inequalities existed, their economic impact and political significance were masked by the fact that workers' incomes were increasing and unemployment was rare. During the past two decades, by contrast, labour-market liberalisation and the increased political salience of rising economic inequality have changed the German political landscape in several ways, including the emergence of Die Linke, a far-Left party committed to economic redistribution. The article argues that this change represents more than a simple shift ‘to the Left’; instead, it reflects an important rethinking of the post-war ‘Social Market Economy’, its ability to reconcile equity and economic growth, and the politically acceptable range of public policies designed to alleviate economic inequality and exclusion.  相似文献

In this article, I address two salient issues in IR trust research: first, I introduce a longitudinal, content analysis to measure foreign policy trust. Second, I provide an in-depth analysis of how recent crises affected German political elites’ trust of the United States. I begin with a brief conceptual sketch of foreign policy trust and argue that treating it as a trusting discourse is a useful way to bridge the micro–macro gap. Next, I introduce a content analysis to measure trust, present coding rules and discuss advantages and problems of the approach. The empirical section consists of data generated from coding German Bundestag speeches and newspaper op-eds from 2000 through 2014. By disaggregating the data to specify who trusts whom and regarding which issues, I propose the following: First, there is a significant decline in trust among the traditionally pro-American German center-right politicians. Second, there is a steady decline in trust in the United States as a state entity, as opposed to strongly fluctuating trust in different U.S. presidents. Third, the NSA crisis directly affected German elites’ trust in the bilateral security partnership, an area where trust was stable even during the Bush presidency.  相似文献

As Turkey's Gezi Park protests reminded us, Islamist parties the world over demonstrate utter disregard of the environment in their discourse and actions. However, Islam as a religion places strong emphasis on environmental protection. Thus, as the representatives of Islam that these parties claim themselves to be, it is puzzling that environmental policy is all but absent from most Islamist platforms. I ask, what explains the poverty of Islamists in regards to the environment? I argue that the reason for this poverty is found within and conforms to political Islam's problematic relationship with modernity, particularly in regards to their strong anti-western sentiment and self-purported victim status. My findings suggest that the inattention Islamists give to the environment is due to their association of environmentalism with the West and because of the uniquely unfavourable socio-economic environments in which they exist, which sends environmentalism to the purview of ‘low politics’. This analysis points to an inherent weakness in Islamist ideology – their lack of pragmatic policy. Hence, the peculiar case of Islamists and the environment is but a symptom of a larger issue within Islamism and can be a key element to understanding why and how Islamism is likely to fail.  相似文献

Anglo‐German relations since 1949 have been a curious mixture of harmony and tension. This paper looks at the reasons both for cooperation and conflict and some of the ways in which German perceptions of Britain have changed since 1949. Attitudes to security, economic integration and political identity produced a complex pattern, where each side at times had unrealistic expectations of the other. Recently published documents from the Auswärtiges Amt for 1963–64 give an insight into the ‘official mind’ of German foreign policy at a critical moment.  相似文献

The pre-unification European and foreign policy of the ‘old’ Federal Republic was marked by four principal traits: an emphatically Western orientation, a strong commitment to multilateralism underpinned by close bilateral relations with France and the US, its civilian character, and Euro-centrism. Although it took place in radically different circumstances and under radically different conditions to the first, the second German unification nonetheless gave rise to fears among the political leaders of many other states in Western, Central and Eastern Europe – and among the proponents of some international relations theories – that it would herald sweeping changes in Germany's foreign policy orientation and profoundly destabilise inter-state relations in Europe. The contributions to this volume show that, in the decade following the second unification, there has been more continuity than change in German European and foreign policy. The most important change concerns attitudes and behaviour in respect of the use of military force. Under the pressure of its Western allies and events in the Balkans which have forced it to choose between opposition to war and opposition to genocide, Germany has shed much of its earlier inhibitions concerning the use of military force and become much more like a ‘normal’ big power in Europe. However, because this trend has been explicitly encouraged and welcomed by Germany's allies and partners and because it has taken place exclusively within the multilateral frameworks of NATO and the EU, it does not presage the return of a political ‘Frankenstein monster’ or the revival of the pre-Second World War patterns of European inter-state rivalry. The second German unification will assuredly not turn out to be a re-run of the first.  相似文献

After the reunification of West and East Germany, West German laws, lawyers and judges almost completely replaced the East German legal system, giving rise to a unique situation in which ‘old laws’ governed ‘new citizens’. Are West German laws and legal institutions incompatible with the socialist values of East Germans? Or do East Germans judge legal institutions based on their performance? Using three surveys from the 1990s and 2000s this article shows support for both cultural and performance approaches to institutional trust, but suggests that the impact of cultural factors may have declined over time. Improved economic and political performance in the 2000s, moreover, has led levels of trust in the East to reach nearly the same levels as in the West. Surprisingly, the results show as well that ‘socialist values’ in West Germany are also a barrier to trust in the courts.  相似文献
