How are regional organizations responding to the emergence of non-traditional security (NTS) challenges? Are they engaging in more cooperative efforts to meet new threats? Or, on the contrary, do they react in different manners according to their distinctive values, principles and internal structures? This article attempts to investigate how the threats posed by NTS are compelling different regional organizations to reconsider their security thinking and to find new innovative ways of cooperation. This is done by comparing two diverse regional organizations, the EU and the Association of Southeast Asian Nations (ASEAN), whose models of security cooperation have significantly varied reflecting the preference for different security approaches. The EU's security system has been more formalized and institutionalized; conversely, the "ASEAN way" has traditionally been rooted in the principles of informality and consensus. It is argued, however, that the emergence of NTS threats is acting as a catalyst behind a normative and operational shift of the modus operandi of both organizations. In so doing, this empirical analysis will try to shed light on the effects of exogenous factors on the emergence of patterns of convergence within the security sphere of distinctive regional processes.  相似文献

Abstract

This article comprehensively discusses the maritime dimension of the European Union's (EU's) security, which encompasses military and civilian aspects, intergovernmental and community components as well as institutional and geopolitical elements. First, the article provides a narrative of the development of the maritime element in the EU's security policy since the adoption of the European Security Strategy in 2003. By depicting the interrelations between the sea and the EU's security, the article shows that the maritime dimension of EU security is generally well established, but often obscured by the complicated institutional structure of the Union. Thereafter, the article emphasises the need to define an effective EU Maritime Security Strategy, which would provide a strategic framework for the Union's security-related activities regarding the sea that encompass maritime power projection, as well as maritime security and safety. Accordingly the article provides some recommendations concerning the definition of such a strategy and for appropriate constituting elements: the maritime-related risks and threats, the maritime strategic objectives, the means to implement the strategy, and the theatres of EU maritime operations.  相似文献

This article explores the impact of domestic norms on regional security practices in a pluralistic security community in the transatlantic area. A security community is considered to be ‘a group which has become integrated, where integration is defined as the attainment of a sense of community, accompanied by formal or informal institutions or practices, sufficiently strong and widespread to assure peaceful change among members of a group with “reasonable” certainty over a “long” period of time’ (Karl W Deutsch, Sidney A Burrell, Robert A Kann, Maurice Lee Jr, Martin Lichterman, Raymond E Lindgren, Francis L Loewenheim and Richard W Van Wagenen (1957) Political community and the North Atlantic area: international organization in the light of historical experience (Princeton, New Jersey: Princeton University Press)). Recent studies have aligned the concept of security community with the practice turn in International Relations theory. Although practice theory is able to explain peaceful conflict resolution within a security community, this article shows that its explanatory power is significantly weaker when it comes to military interventions outside the security community. The article theoretically and empirically investigates this argument by using the empirical case of extraregional conflict management in Afghanistan. The importance of domestic norms in constructing and perceiving regional security practices in out-of-area operations emphasizes the ‘local’ over the ‘regional’ as a crucial driver behind the emergence of a regional actor's understanding of security and thus for the formation and consolidation of regional peace.  相似文献

The main theses of this article, completed on the eve of the NATO bombing campaign, remain relevant. With half of Europe's Muslim Albanians living outside Albania proper in Slavic and Greek Orthodox countries, the resultant risk of a broader Balkan conflict remains. Indeed, the sense of grievance of both Serbs and Albanians has been intensified by ethnic cleansing, bombing, dispossession, and polarization. Those like Kosovar shadow President Rugova, who were committed to multi‐ethnic compromise, have been pushed aside by the KLA. Increasingly, the long‐term solution in Kosovo appears to be one of independence from both Serbia and Albania with the rights of Serbs preserved by partition policed by NATO/UN forces.  相似文献

This article advances a counter-intuitive argument about what are argued to be the links between security and development in human security. The argument is counter-intuitive because the merging of development and security is explicitly part of the human security discourse. However, this paper will argue that human security can better be understood not through its own discourse, but placed in the context of the changing relationship between the developing world and the developed world after the end of the Cold War. Rather than the merging of security and development it will suggest that human security is representative of a period in international relations in which there is a separation of security and development. The broader international context is one in which the developing world is less of a security concern to the developed than was the case during the Cold War.  相似文献

Already introduced to the academic and political debate some years ago, the concept of “security governance” still needs to be clarified. In particular, four main shortcomings need to be overcome to make the concept more useful for an assessment of current security dynamics: in the first place, attention has been devoted more to “governance” than to “security”, while failing to consider the role of the understandings and perceptions of the actors involved in the governance system. Second, the literature on the actors (governmental or not) involved is still fragmented. Third, the literature on security governance has too often been detached from reflections on regionalism, while it would be useful to further explore the relationship between cognitive definitions of regional and security dynamics. Fourth, the literature has predominantly focused on Europe and the transatlantic area, overlooking processes of “region-building” in security terms in other “unexpected” geographical spaces. After proposing avenues to overcome the current gaps in the literature, the Southern Caucasus is chosen as a case study to show the different instances of security governance emerging, thanks to definitions of the region in security terms that have involved regional and external actors, of a state and non-state nature.  相似文献
