The year 2011 is a Superwahljahr in Germany, with five states (Hamburg, Saxony-Anhalt, Baden-Württemberg, Rhineland-Palatinate and Bremen) holding Land-level elections in the spring and two more (Berlin and Mecklenburg-Western Pomerania) following in the autumn. The debate on the ‘second-order’ nature of Land elections – whether they are to be understood by their own regionally specific dynamics or whether they primarily serve as a proxy for national electoral trends – provides the frame for this election report and its discussion of campaigns, election results and coalition outcomes. These elections could perhaps best be described as ‘one-and-a-half-order’ elections: in some of these elections there was evidence of national electoral trends and national political issues, and voters undoubtedly rendered something of a judgement on the federal coalition government. Nevertheless, election and coalition outcomes probably had more to do with the specific political conditions prevailing in each of these states than with any overarching national dynamic.  相似文献

The Berlin election of 1999 resulted in the continuation of the city's Grand Coalition with the veteran CDU leader, Eberhard Diepgen, at the helm, and confirmed the PDS as the strongest party in East Berlin. This article examines the election campaign in Berlin and considers the key factors which determined the outcome. It also considers whether or not the ‘wall in the ballot box’, a political manifestation of the infamous ‘wall in the mind’, still exists over nine years after German reunification. The author argues that the unique history, demography and social make‐up of Berlin, coupled with the prevailing political mood throughout the Federal Republic, made another grand coalition inevitable. She demonstrates that, judging by voting behaviour, ‘inner unity’ remains elusive in Germany's new capital.  相似文献

In 2001 Berlin's grand coalition collapsed in dramatic circumstances, leading to a Land election which attracted unprecedented attention within the Federal Republic and beyond. The entire campaign was dominated by one question, namely could the post-communist PDS gain a share of power in the city that embodied the victory of the capitalist west over the communist east? This article outlines the background to the election, and examines the campaigns of all the main parties. It then analyses the results, with comparisons between the east and west of the city, and examines the process that finally resulted in the formation of a Red-Red coalition government. It concludes with a consideration of the significance of the election results for all the parties concerned and for German politics. Overall, the election suggests that 'inner unity' may well be unattainable in Berlin, and that an acceptance of the city's diversity may be the way forward for its politicians.  相似文献

In this article it is argued that the regional election in Baden‐Württemberg of March 1996 marked a crucial turning point in the German domestic debate on EMU. In its election campaign the SPD openly challenged the prevailing political consensus on European integration by proposing that monetary union should be postponed by at least five years. In contrast to prior expectations, the Social Democrats did not profit from their strategy but lost a considerable share of their vote. This article examines the motives behind the SPD leadership's decision in Baden‐Württemberg to make EMU an election issue, analyses the actual election campaign and assesses the significance of the election outcome for the future domestic debate on European monetary integration in Germany.  相似文献

The Hamburg city council election (Bürgerschaftswahl) of 24 February 2008 took place against the background of conflicts within the SPD over its approach toward the Left Party following an inconclusive state election in Hessen in January. The SPD's internal turbulence stems from the breakthrough of the Left Party among electorates in western states, rendering post-election government formation more complex than ever before. The entrance of the Left Party into the Hamburg city council led to the creation of a CDU–Green coalition, the very first time such a Land government has been formed. This report provides an overview on public opinion regarding campaign issues and voting preferences, followed by discussions about the formation and possible implications of the first state-level ‘black–Green’ coalition.  相似文献

After 58 years in the position of dominant political party, the Christian Democrats suffered from an electoral defeat in the Baden-Württemberg state election of 27 March 2011 and, as a result of the election, the first Green prime minister was elected and headed a state government formed by the Green and the Social Democrat parties. The main reasons for this political landslide were the unique constellation of political issues and the voters' attitudes towards the candidates for the office of prime minister. Instead of economic issues traditionally ‘owned’ by the Christian Democrats, the nuclear catastrophe in Fukushima and the bitter conflict over the reconstruction of the Stuttgart railway station brought ‘new politics’ issues to the top of the agenda. Moreover, never before in the history of German state elections was a prime minister running for re-election as unpopular as the leading candidate of Christian Democrats. Finally, many voters were convinced that it was just time for a change.  相似文献

This article analyses the three state elections of March 1996 in Baden‐Württemberg, Rhineland‐Palatinate and Schleswig‐Holstein in the context of both the political history and traditions of each Land in turn as well as the national political context in which they took place. These elections served to strengthen the hand of the Bonn coalition of the CDU–CSU and FDP, eliminating in the process the risk to its slim majority in the Bundestag. The most immediate and fundamental questions arising from these three election results concern the SPD. The main problem for the party is the lack of a credible strategy based on a clear sense of what the SPD stands for today.  相似文献

This paper examines the influences of candidate perceptions on Germany’s spring 2016 Länder election results. It takes a comparative approach, using a modified Michigan model on the data collected simultaneously in three Länder (Baden-Württemberg, Rhineland-Palatinate, and Saxony-Anhalt). It explains why the Green party was successful in Baden-Württemberg but not in the other Länder, the impact of the major candidates, and what distinguishes the influences of the current prime ministers running for these elections. Whereas Winfried Kretschmann’s (Green party, Baden-Württemberg) high impact on the election results was driven mainly by a warmth dimension (sympathy), Malu Dreyer (SPD, Rhineland-Palatinate) was viewed as being competent. Both candidates were assets to their parties and co-responsible for the results. In comparison, in Saxony-Anhalt, none of the candidates were as important to the outcomes of the electoral success.  相似文献

Since the 1990s Latin America has witnessed the emergence of ethnic, often social movement‐based, political parties. Within this context Rigoberto Quemé Chay became the first indigenous mayor of Quetzaltenango, the second‐largest city of Guatemala, a place that until then had been marked by indigenous political exclusion and racism. This article seeks to explain why Quemé was victorious in 1995 and also why he subsequently lost the election in 2004 through an analysis of the ideational struggle within the (indigenous) political organisation, Xel‐jú, which backed Quemé's candidacy twice. I use the movements of ‘departure’, ‘manoeuvre’ and ‘arrival’ in the process of the constitution of hegemonic visions of power to analyse Xel‐jú's rise to political power.  相似文献

This article examines the 2006 Berlin Land election, including the election campaigns of the main parties, the results, and the process of post-election coalition formation. While few doubted that the Social Democratic Party (SPD) would emerge as the largest party, and that the highly popular Klaus Wowereit would continue as Berlin's governing mayor; the big questions were what coalition he would lead and whether Berliners would vote for a continuation of the (initially controversial) red–red coalition comprising the SPD and the Left Party. Abstract

The online buzz leading up to the 2015 Singapore general election (GE2015) favoured opposition parties and personalities, encouraging perceptions that the opposition would garner more votes than in 2011. Instead, the ruling People’s Action Party won and saw an increase in their vote share from 60.1% in 2011 to 69.9%. What role, then, did social media play in this election? This study shows that, against prevailing assumptions, GE2015 was not a social media election. Through an online survey of 2,000 respondents conducted after polling day, it was found that mainstream media and their online counterparts were used most frequently and were trusted more as sources of information about the election. Online and offline political participation was also low. However, social media users were more interested in election issues, were more likely to discuss politics with others and participated more in offline political activities than non-users.  相似文献

Although election of the Iraqi Interim National Assembly on 30 January 2005 was a step on the path toward democracy, it is too soon to judge it a resounding success. Further, it 7is important to keep in mind that the election is significant not only regarding the democratic process for the people of Iraq but also for the US and the future of US policy toward the Middle East.

Many Iraqis strongly desired democracy and some steps toward democratization showed resemblance to the democracy movement in Europe. However, the exclusion of popular political movements and the emergence of mistrust failed the political process.

At last, with the involvement of Grand Ayatollah Sistani, the election was realized. However, the Iraqi elections do not merit unreserved acclaim. This election allows, for the first time in Iraq's history, competition among ethnic and religious factions. Different attitudes among these groups toward the election and its results may further widen the gap separating them. In fact, the most important consideration regarding the election is what happens from now on.  相似文献

This article examines the electoral campaigns for the Presidency and Congress in Chile in 2005/2006. It looks at the issues in the campaign and at the candidates, and their relations with the political parties. It concludes that the economic and political advances during the Presidency of Ricardo Lagos (2000–2006) provided a very favourable context for the fourth successive Presidential victory for the Concertación alliance since 1990. Although electoral continuity was very marked, there were new features – not least the election of a woman as President. Bachelet’s election is partly the product of social and political change taking Chile in a more liberal direction, and her campaign promised to extend and deepen social rights in Chile.  相似文献

Berlin is the only German Land that has had to manage its own reunification and originally many hoped that it would turn into a model for east–west reconciliation. Yet 15 years later there is widespread consensus that Berlin failed to live up to the challenges of the time and adequately deal with the consequences of reunification. Instead of embarking on structural reforms Berlin produced its own version of a Reformstau. The article describes and examines some basic features of the party system in Berlin and the Berlin polity. It will thus give an answer to the question as to how unification affected the institutional setting in this Land. Overall it will be shown that the Reformstau in Berlin cannot be explained by a fragmented political system or powerful veto players. Political stagnation in Berlin rather was due to the combined effects of party system change, institutional stagnation, and constitutionally inhibited political leadership.  相似文献

This article examines the determinants of positional incongruence between pre‐election statements and post‐election behaviour in the Swiss parliament between 2003 and 2009. The question is examined at the individual MP level, which is appropriate for dispersion‐of‐powers systems like Switzerland. While the overall rate of political congruence reaches about 85%, a multilevel logit analysis detects the underlying factors which push or curb a candidate's propensity to change his or her mind once elected. The results show that positional changes are more likely when (1) MPs are freshmen, (2) individual voting behaviour is invisible to the public, (3) the electoral district magnitude is not small, (4) the vote is not about a party's core issue, (5) the MP belongs to a party which is located in the political centre, and (6) if the pre‐election statement dissents from the majority position of the legislative party group. Of these factors, the last one is paramount.  相似文献

During the 2009 election campaign, Twitter not only served as a source of news for the media but also became a public stage for active political users. In particular, hopes were raised about a pluralistic grass-roots sphere of public communication in which political information can be shared in a non-ideological, decentralised and egalitarian manner. To test whether Twitter led to new patterns of political interaction and to determine the beneficiaries, we present findings from a large-scale network analysis investigating about four million tweets by more than 33,000 users including citizens, journalists and politicians in the 2009 National Election. Our analysis identifies the most popular users, contents and topics in this political sphere, revealing the Pirate Party movement as the most influential group during the campaign. A network analysis of the participating actors confirms the strong position of established online activists and bloggers in contrast to traditional mass media, politicians and parties.  相似文献

Abstract

This article looks at the reasons the People’s Action Party (PAP) secured its decisive victory in the 2015 general election. The discussion examines the impact of the campaign and pre-election period on voting behaviour. While the opposition’s performance before and during the campaign reactivated its core supporters, the PAP’s control of the political narrative, rejuvenation of its grassroots machinery and effective use of resources provided an advantage that was instrumental in their electoral success. Most Singaporeans had decided how they would vote before the campaign began. Despite perceptions that the election was about the economy and the nationalist rhetoric associated with Singapore’s 50th anniversary and the passing of statesman Lee Kuan Yew, the argument in the paper suggests that the 2015 election provides insights into the breadth of clientelist politics in Singapore and how important state patronage and the control of the state are for holding on to political power in the city-state.  相似文献

Abstract

Turkey’s snap parliamentary election in November 2015 took place in an environment of growing political violence and terrorism resulting from the renewal of the Kurdish conflict in the southeast and two major suicide bombings carried out by Islamic State of Iraq and Syria (ISIS). Presenting the coalition arithmetic, the article first examines the failure to form a government after the previous election five months earlier. It then examines the campaign for the November election, including party strategies, key issues and the role of the media, before analysing the results and the election winners and losers. In restoring a parliamentary majority for the Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) that has governed Turkey continuously for the past 13 years, the November election marked the basic continuity of Turkey’s predominant party system.  相似文献

This essay examines the dynamics and outcomes of Indonesia's first-ever direct local executive elections in a case study of the gubernatorial election in the Riau Archipelago. Specifically, the essay examines the election process, identifies the major issues before, during and after the elections, and assesses voters' participation. The essay then examines the ways direct local executive elections have affected the dynamics of local politics in the country. Reconstruction of a failed state is possible by focusing on building up three pillars closely interlinked to each other: political process, civil order through security reform and reconstruction. Political process will provide a foundation for the other two. Civil order through security reform will allow the political process to proceed and reconstruction will enhance the people's confidence in the future. In Afghanistan, the political roadmap has been agreed upon in Bonn. Drawing upon traditional wisdom, the process has now come to the final stage, that is, the national-assembly and local elections. Prior to that, the presidential election was staged reasonably smoothly, against a tremendous number of difficulties, among them the terrorists' threat to the people not to vote. The main factor in the success of the presidential election was the people's participation through voting, thus defying the threat of terrorists. The tasks ahead towards peace and prosperity in Afghanistan are still tremendous and complex. It is, however, not an impossible task if the Afghan people and the international community are committed to working together henceforward, too.  相似文献
