Critics of the Obama administration's ‘reset’ with Russia claim that it has failed to improve bilateral relations and has conceded too much to Russia at the expense of American interests. In fact, the reset has delivered significant improvements in key areas and established the institutional basis for continued cooperation in the future, benefiting both states. Although disagreements remain on several important issues including missile defence, humanitarian intervention, and democracy, the reset has been broadly successful on its own terms, which were always limited in scope and based on a pragmatic recognition of the limits of possible cooperation. Future progress is uncertain, however – obstacles include differences of national interest; the complicating effects of relations with third party states and the impact of domestic politics. A continuation of the pragmatic approach underpinning the reset represents the best chance for stability in the US–Russia relationship.  相似文献

Successive multiparty elections in sub-Saharan Africa are associated with incremental democratization. Yet tests in other regions are less than encouraging. Non-significant findings on Latin America and post-communist Eurasia, as well as conceptual criticism regarding the theory’s application in the contemporary Middle East, suggest that this may be a case of African exceptionalism. This article moves these debates forward by posing a comprehensive, global set of tests on the democratizing effect of elections. We seek to establish the scope conditions of the argument geographically, temporally, and substantively. Although we find a correlation between reiterated multiparty elections and improvements in the liberal-democratic components of electoral regimes globally since 1900, the relationship is only substantial in the period since the onset of the third wave of democracy. Experiences with iterated multiparty elections have substantive importance for democratization in sub-Saharan Africa, the post-communist region, Latin America and the Caribbean, and Asia. For the Middle East and North Africa, the relationship is weaker and less robust. Finally, the results suggest that reiterated sequences of multiparty elections are associated with improvements to liberal and deliberative components of democracy more so than egalitarian components.  相似文献

The paper analyses Greece’s relations with China and highlights the crucial role of specific business interests in strengthening bilateral ties. Greek–Chinese political contacts, as well as trade, investment and touristic flows, have significantly increased in the last decade. The concession of the Piraeus port to the Chinese company COSCO was the major turning point for the relationship. The paper notes a strong influence of shipowning interests in Greece’s foreign policy decision-making system which has conditioned the development of Greek–Chinese relations.  相似文献

While important changes were made to the organization of the British diplomatic establishment in the years after 1918, most senior officials remained committed to the ethos of the ‘generalist’. In the United States, by contrast, significant efforts were made to inculcate the virtues of professionalism and specialization among members of the Foreign Service. This paper examines the way in which members of the American and British diplomatic establishments monitored developments in the USSR during the interwar years. It concludes that US diplomats were no better than their British counterparts at interpreting developments in Soviet Russia, despite the fact that they were generally better trained to carry out their duties.  相似文献

Abstract

The Kremlin's change of leadership on 7 May 2008 and growing international fears of Russia's resurgence, especially in the aftermath of the Georgian conflict, make this an interesting time to reflect upon EU–Russia security relations. This article does so by examining closely the Survey of Russian Federation Foreign Policy and, one year on from its approval, drawing upon subsequent developments as preliminary corollary or otherwise of its bearing on policy. On balance, it seems that the Kremlin's evolving perception of Russia and international relations has encouraged revised priorities and objectives and a more forceful foreign policy that not only slow progress in filling the Common Spaces, but also increase the likelihood of Russia–EU competition especially in their shared neighbourhood.  相似文献

Drawing on a diverse array of archival and secondary sources, this analysis examines the role of Thomas Pelham Holles, First Duke of Newcastle, against the background of the famous Reversal of Alliances that ushered in the Seven Years War. Contrary to historical tradition, Newcastle showed an admirable grasp of finance, politics, and diplomacy—a precondition of the political stability that facilitated Britain’s successful pursuit of military operations during the war. Unlike most noble contemporaries, with a sound understanding of European/colonial developments, Newcastle was capable of pursuing coherent policies with intelligence and resolution. In a political system that relied heavily on social connexions and diplomatic ritual, Newcastle performed as well as any minister could hope; in an extremely dynamic international environment, contending with dubious allies, implacable enemies, and the vicissitudes of military fortune, he conceived, negotiated, and executed policies that raised necessary funds and sent British forces around the globe on an unprecedented scale. This should be remembered when assessing his historical reputation.  相似文献
