警察文化建设与公安工作

警察文化是当代人民警察在公安实践中创造的精神和物质成果的总和,是增强人民警察思想政治工作吸引力和感染力的重要载体。大力加强警察文化建设,有助于推进思想政治工作深入化,增强队伍的凝聚力,同时对于树立人民警察的良好形象、进一步密切警民关系也有着十分重要的作用。为此,我们应该提高认识,建构警察文化中的主流文化,在加强警察思想文化建设的同时,努力提高民警的科学文化素质。     

Police Integrity and the Czech Police Officers

The Velvet Revolution of 1989 ended the socialist period in former Czechoslovakia. Sixteen years after the transition toward democratic policing, we explore the integrity contours of the Czech police. In the summer of 2005, we surveyed more than 600 police officers from East Bohemia regarding their perceptions about the seriousness of police corruption, the appropriate punishment such misconduct deserves and would receive, and their willingness to report misconduct. The results indicate that the majority of the respondents correctly labeled behaviors described in our questionnaire as rule‐violating. Furthermore, with the exception of the least serious forms of corruption, they supported and expected the two most serious forms of discipline: a cut in salary and dismissal. Finally, the majority of the respondents said that they would not be willing to tolerate the most serious forms of corruption in silence.     

警察职权的配置与警察权益的保护

我国现行法律赋予了警察机关以广泛、重大的职权,但立法上对警察机关行政职权制衡机制配置上的不完善,对警察行政强制权特别是即时强制权配置上的失衡,导致警察执法过程中种种滥用警察权和警察权益受损情形同时存在.因而,从立法上加强对警察权的限制、制约与规范,合理配置警察职权,不仅是保障警察执法活动和警察个体权益的需要,而且是更有效地保护执法相对人的权益、公民的权益、社会公共利益的需要.     

刍议新时期的警察意识

警察意识是警察行为社会存在的反映。其中,政权意识是前提,民权意识是根本,法权意识是底线。三者相互联系,不可分割,正确处理好三者的关系,是新时期警察必备的能力。     

Police interrogation

Abstract

We describe a study of more than 1000 interrogations by Metropolitan Police Officers. Obtaining a confession is found to be the paramount reason for interviewing a suspect. However, few suspects who did not initially confess changed their minds during the interview. 42% of suspects admitted their guilt—about the same number as obtained before tape recording of interviews was introduced. Strength of evidence and legal advice were the principal factors associated with confessing. The confession rate also varied according to which police station hosted the “interview”. An “accusatorial” style of questioning was associated with the possession of strong evidence against the suspect.     

Women Police

Abstract

This study investigated the use of force by and against women police officers using survey data from a large sample of female and male officers in six departments. Results suggested that female officers and same-gender female-female officer pairs used less force, and were less likely to use physical force, in police-citizen encounters when compared to their male counterparts. There was no evidence supporting the proposition that citizens used less force against female officers compared with male officers. In fact, the findings indicated that citizens used significantly more force against female officers relative to male officers in domestic calls. Although female officers were more likely to engage in underpredicted policing; that is, use less force than the situation would normally dictate, underpredicted policing was not related to an increase in the likelihood of officer injury. Implications for women officers, police use of force, and the institution of policing are discussed.

Predictors of Texas Police Chiefs’ Satisfaction with Police–Prosecutor Relationships

Although strain in police–prosecutor relationships may be built into the criminal justice system’s checks and balances, the administration of criminal justice can benefit from the adoption of practices which improve these working relationships. A first step towards the adoption of such practices can be taken by first adding to the knowledge base regarding this understudied topic. Using a survey of a state-wide sample of Texas police chiefs, this exploratory study identifies which aspects of police–prosecutor interaction styles are predictors of police chiefs’ satisfaction with police–prosecutor relationships. Results indicate that perceived level of police input in prosecutors’ plea bargain and charging decisions, perceived directness of felony trial preparation communication method, and perceived frequency of decision-maker interactions predict police chiefs’ satisfaction with police–prosecutor relationships. Policy implications are discussed.

当前公安院校体能训练中存在的一些问题和误区:对体能训练认识不够；警察体能等同于军事、体育院校体能；训练方法与手段的盲目移植；训练的系统性不强,几乎没有训练计划等一些问题.应该针对这些问题提采取相应的措施,改善公安院校的体能训练.
