Public Management and Departments: Contemporary Themes – Future Agendas

The purpose of this article is to review themes in recent academic research on public management at the national level and to see how it aligns with emerging agendas within the Australian public service. This provides an opportunity to identify strengths and gaps and to explore options for research.     

Public Management Policymaking in Spain: The Politics of Legislative Reform of Administrative Structures, 1991–1997

This case study focuses on extending research knowledge about the politics of public management policymaking in Spain. The case involves legislating to change politically sensitive features of the central government and administration. The study explains such analytically significant event conditions as: an agenda‐setting process that made a policy issue of the formal, structural attributes of state administration, an alternative‐specification process that proceeded without complication, and a decisional process that lasted five years and in which political leaders' positions on the issue flip‐flopped. Broadly speaking, the case analysis demonstrates that when policy proposals take the form of legislation, the politics of public management policymaking in Spain are highly influenced by political stream factors, themselves reflecting Spain's parliamentary form of government and relations between statewide and regional political parties.     

A Very Peculiar Revolution: Britain's Politics and Constitution, 1970–2011

Britain's constitution has changed dramatically over the past forty years in which the author has been involved in national politics: devolution, the supremacy of EU law, the greater willingness of the judiciary to intervene in political issues and new human rights legislation. However these changes have been essentially random, argues David Lipsey, lacking any binding theme. These changes continue under the new coalition government. However the even greater changes to British politics have essentially a single source: the dramatic change in social class in Britain and its impact on electoral politics—for example the rise of the media and the decline of ideology

In this final wrap‐up, PAR’s editor in chief, Richard Stillman, and managing editor, Jos C. N. Raadschelders, summarize the last six years of the journal’s objectives, contents, and accomplishments. The authors broadly discuss their editorial activities, past and present, and candidly and succinctly outline the ongoing challenges facing PAR in the future as the leading global journal for interdisciplinary public administration.
