This article addresses an important yet often neglected component of electronic civic engagement efforts: managerial ambivalence about public participation. We examine how managers’ beliefs about public participation and their perceived needs for participation in agency decision making work together to shape electronic engagement efforts. Based on observational data collected in 2010 and 2014 and data from a 2014 survey of managers in 500 U.S. municipal governments, we find that managerial beliefs about participation and their perceived needs for participation are two valid and separate constructs. There is a positive relationship between managerial beliefs and electronic engagement. Perceived needs for participation interact with managers’ beliefs to affect electronic civic engagement. A high level of perceived needs for participation reinforces the effect of managerial beliefs on electronic engagement efforts, but a low level does not offset the effect of managerial beliefs on electronic engagement.  相似文献

Why are some government agencies more open to public input than others? Although many agree about the normative desirability of involving citizens in administrative decision making, there is significant variation across agencies in the extent of public participation. This article investigates the conditions under which public managers solicit greater public participation. We argue that, in addition to normative rationales, participation also serves instrumental considerations related to agency constituency. We draw on a rich body of literature examining participation in the policy process to develop empirically testable hypotheses about the patterns of participation in the administrative decision making of public agencies. Using data on the approaches to gathering citizen input in the budget process at four state departments—environmental protection, transportation, child protective services, and corrections—we find that the characteristics of target populations (namely, their political power and social construction) are strong predictors of an agency's openness to the public.  相似文献

This study contributes to Hobfoll's Conservation of Resources theory by testing a moderated mediation model of the relationship between participation in change and senior managers’ hedonic well-being. Using data collected from 266 Australian senior managers employed in the Commonwealth and State public sector, we tested the interaction of participation in change and change information with job satisfaction, an example of hedonic well-being at work. Findings from the path analysis produced two new insights. First, both participation in change and information about change are key resources that senior managers can deploy to protect and enhance their job satisfaction. Second, information about change has a buffering effect on the indirect relationship between participation in change and job satisfaction through job control. These two findings have practical implications indicating that it is important to train and equip senior managers in the adoption of effective strategies to acquire job resources in assisting them deal with change induced job demands.  相似文献

This article investigates the determinants of nonprofits' involvement in cogovernance, or the planning and design of public services, using a unique data set of park‐supporting nonprofit organizations in large U.S. cities. The results indicate that nonprofits are more likely to get involved in cogovernance when they are younger, larger, and operate in communities that are more resourceful and stable. In addition, the likelihood of nonprofits' involvement in cogovernance is negatively associated with the level of social capital and government capacity to provide corresponding public services. The article points to an emerging mode of government‐nonprofit collaboration that goes beyond the production and delivery of public services. As public managers face extensive challenges in sustaining the desired level of public services, these findings have important policy implications for efforts to promote citizen participation and cross‐sector solutions to complex social problems.  相似文献

This article develops two propositions. First, that the public sector needs new stories that make sense of recent storms of change. Second, that focusing on ‘public value’ helps tell a useful new story. Much contemporary commentary comes from analysts working within a particular field of thought. However, problems of public policy and management are hard to discipline. Public value is not the property of particular political parties, public service institutions, academic disciplines or professions. Public value is defined and redefined through social and political interaction. Such interaction involves politicians, officials and communities. Focusing on public value enables one to aggregate issues for scholarly analysis in terms that should also make sense to citizens and communities, political activists and people responsible for delivering public services. The article argues that: recent agendas for public sector change overlap and that implementation is incomplete; the skills of analysts and activists in the public sector, and in associated sectors delivering public services, need large components of expertise in interpreting ambiguous patterns and the management of complex relationships; and that the cumulative impact of succeeding agendas is to widen the scope of issues in play. Large components in both reform and agendas have involved bringing the public sector firmly under political control. However, the later emphasis on consultation and participation places political executives under great pressure. The more deliberation is promised the more is demanded. There is increasing pressure for the task of exploring for public value to be shared more widely. The article develops its key propositions by exploring three main themes: first, the notion of public value and the emphasis in it on search and interaction as a basis for political and managerial leadership; second, the contested impacts of recent agendas of change in the public and other affected sectors which have widened the scope of issues in play but have left key institutional and policy issues unresolved; and, third, a sample of current and emerging issues in which asking questions about public value may help activists, politicians and managers more creatively focus their attention. Focusing on public value can help communities, service providers and political leaders ask and answer a new and wider range of questions while continuing to learn from recent experience, however complex and contested.  相似文献

Despite decades of efforts to enhance the public's role in bureaucratic decision making, citizens still tend to have little influence on the decisions that public managers make. Solutions often focus on the processes or structures of participation, but such changes may be of limited effectiveness if the structure is only part of the problem. Although much research has argued the normative justification for including the public, noting that frameworks that do not encourage genuine participation may diminish rather than enhance public influence, there has been less focus on how participants’ divergent frames of reference may also diminish the influence of public input. This research explores this gap from a risk management perspective, suggesting that public managers tend to view risk as something to be managed, whereas citizens tend to view risk as best avoided.  相似文献

Researchers suggest that inequity and disparities in public participation in the policy‐making process will go hand in hand unless public managers and community leaders are attentive to these concerns when they are designing participation opportunities. Previous research has considered how the design of participatory opportunities can address inequity, but it has provided few insights into what is behind design choices. This article provides a theoretical framework that links public managers' and community leaders' perspectives on their own political efficacy and sources of their efficacy, yielding four types of “designers.” The research hypothesizes that these types have different narratives of social equity in participation that affect their design choices. Data from more than 100 public managers and community leaders provide preliminary support for these relationships. Findings suggest that inequitable public participation will persist unless designers consider what is behind their choices, focusing first on understanding the problem setting, or their narrative of equity in public participation.  相似文献

Public managers, in addition to implementing sound policies, are expected to manage public participation in the policy process. Civic meetings, in which citizens, elected officials, and public managers discuss proposed policies, can be an effective venue for citizen input, but only if participation is sufficiently high. This article shows that municipal government managers can improve attendance at civic meetings through invitation phone calls. Results from a field experiment in which stakeholders were randomly assigned to receive an invitation phone call for a civic meeting indicate that invitation phone calls can significantly increase meeting attendance. The attendance rate among the 108 stakeholders selected to receive the phone call was higher than among the 169 stakeholders in the control group (8.3 percent versus 4.7 percent). The $20 cost of increasing meeting attendance by one stakeholder is about equal to the cost of increasing turnout in an election by one voter.  相似文献

This article examines how public service motivation (PSM) relates to public managers’ attitudes toward citizen participation. Perry and Vandenabeele suggest that PSM effects are moderated and/or mediated by self‐regulation and by the salience of an activity to self‐identity. Using data from Phase IV of the National Administrative Studies Project, latent model results suggest a direct, positive relationship between PSM and citizen participation evaluation. The relationship is not mediated by value congruence but rather is moderated by the perceived importance of the organization’s citizen participation efforts. The moderating effect has three interpretations: (1) PSM has a stronger relationship to evaluation as citizen participation becomes more important in the agency; (2) at low and medium PSM levels, the greater the importance of citizen participation, the lower its evaluation; or (3) at high PSM levels, the greater the importance of citizen participation, the higher its evaluation. This suggests that PSM is more germane for activities such as citizen participation, invoking relevant values as perceived organizational commitment increases.  相似文献

This article provides a short history of the environmental justice movement in the United States and discusses four dominant problems in environmental justice discourse. It also will discuss three other aspects of the environmental discourse: weak empirical research; the failure to recognize the distinction between hazard and risk; and the possibility that environmental justice is more about fear, blame, procedural inclusion, and power politics than it is about public health in minority and low–income communities. More rational mechanisms for managing the issue would better serve the ideal of democracy, giving society a better chance of solving public health problems in minority and low–income communities.  相似文献

ABSTRACT

Managers in many public domains have to meet major challenges today, which is why it is essential to focus on their working conditions in order to develop a sustainable situation. In the present study, the aim was to explore different types of managerial situations and how they discriminate in health, motivation, and performance outcomes. Using the job demands-resources model as a framework, four demands and three resources were included in a cluster analysis in order to answer the research question. In total, 548 managers in Sweden participated, including heads of department, middle managers, firstline managers, team leaders, and functional managers. The most important finding was that the eight clusters of managerial situations that were found discriminated in a distinct way against each other regarding health, motivation, and performance. The results can be used as guidance for organizational intervention as both very satisfactory and very unsatisfactory situations are identified.  相似文献

A systematic review of the public administration literature on public engagement and participation is conducted with the expressed intent to develop an actionable evidence base for public managers. Over 900 articles, in nine peer‐reviewed public administration journals are screened on the topic. The evidence from 40 articles is classified, summarized, and applied to inform the managerial practice of activating and recruiting the participation of the public in the affairs of local governance. The review also provides brief explanation on how systematic reviews can fill a need in governance from the evidence‐based management perspective.  相似文献

Effective public participation requires methods of policy analysis that can accommodate the discourse of the participants' opinions, preferences and values. This requires analytic methods that retain and convey the social and cultural contexts of the discourse of culturally diverse communities. Narrative policy analysis can incorporate cultural and social diversity within the process of analysing and presenting public preferences. Labov's evaluation model is used as a basis for describing how narrative analysis can be used to identify and present public preferences within a participation process. The value of this approach is demonstrated with reference to a participation process conducted on environmental quality.  相似文献

Governments are increasingly implementing smart and digital approaches to promoting citizen participation. However, whether online participation platforms are tools that improve inclusivity in citizen participation remains underexplored. To address this gap, this article focuses on the role of recruitment messages and their effect on participation in an online participation platform by gender and age. A field experiment with a neighborhood census sample (N = 6,066) shows that online participation dips for younger and older citizens and is equal among women and men. For the age groups between 60 and 75, differences in the control and intervention recruitment messages significantly impacted participation. These findings can help public managers tailor recruitment strategies to facilitate inclusive participation and represent a first step toward learning what types of messages are effective for whom.  相似文献

This article adds to the emerging empirical literature on citizen co‐production. Based on a telephone survey of 1000 Australian adults, it replicates a five‐country European study focusing on three policy domains: neighbourhood safety, environment, and health (Loeffler et al. 2008). It shows that individually performed and closely reciprocal activities with high levels of private value are performed the most often, whereas group activities producing mainly public value are the least performed. We found no evidence of a relationship between service satisfaction and co‐production, or between information provision/inclusion/consultation and co‐production, which challenges some of the previous literature on what might motivate citizens to co‐produce. Citizen self‐efficacy has a modest relationship with co‐production levels in each of the three policy domains. These findings have implications for policymakers, and pave the way for future empirical research in this field.  相似文献

A persistent criticism of policy analysis is that it undermines basic democratic institutions and processes by replacing public participation with expert analysis. Many decision makers shun broader participation because of the complexity of an issue or the cost, uncertainty, and delay often associated with public involvement. This article presents a model for the systematic inclusion of public input into relatively complex public policy decisions. It outlines two determinants of success in public participation efforts: the purpose for public involvement and the nature of the issue; furthermore, it applies the model to two issues in recent Utah history that have involved public participation. Using these principles, decision makers should be able to design and implement public participation strategies that both inform the public about substantive policy questions and improve the quality of the final decision.  相似文献

This study examines women's managerial experiences in leadership roles and reflects on their career needs. Women's career needs are understood by applying the Kaleidoscope Career Model (KCM), which is yet to be widely explored in public sector settings. The KCM recognizes the interplay of multiple experiences that shape the career development of women in the workforce. Using 21 in-depth interviews with women municipal government leaders in the United States; we find that while all three parameters of the KCM model are relevant for women public managers, the need for balance is overwhelmingly evident for women across all generations. Further, we demonstrate how the relationality of women public managers and the interplay of personal and professional needs drive their career goals. The findings from this study are relevant to human resource development policies and practices that consider generational differences into account. Work-life balance needs are relevant for women across all generations (Baby Boomer, Generation X, and Generation Y), and organizations play a vital role in mitigating the burden for women managers. Women public managers' need for balance dominates across generations over the need for challenge and authenticity. Human resource management programs should consider policies and programs that are responsive to the specific needs of women across different generations. Women managers from Generation X and Baby Boomer generational cohorts express interest in leaving their current position or look forward to retirement in the future.  相似文献

Abstract: This work addresses the special character of public management by positing some important distinctions under-represented in current academic literature. In exploring the primary distinction between public administration and public management, the analysis proceeds from a treatment of public management as control of a production process uniquely configured as a combination of policy brokerage and resource management, to a demonstration of the economic agency (value addition) of public managers. The paper also presents a contextual analysis of the scope and scale of the public sector as this pertains to a model of "public provision", and introduces some new ideas regarding the temporal characteristics of public management as it responds to a discrete set of three cycles: the budget cycle, the product cycle and the policy cycle.
This work aims to provide tools for analysis which both distinguish public administration from public management and distinguish the economic agency of private managers from that of public managers. The general argument is that the "public provision process", while similar to a conventional production process, contains unique and important responsibilities which need to be understood and defended. By the same token, public managers ought to be empowered by a knowledge and identity which express their importance as economic agents who contribute both to the commonweal and to the wealth of the nation.  相似文献

ABSTRACT

Declining rates of public participation in the United States of America have raised questions about the sustainability and effectiveness of U.S. democracy. Some scholars have called for making democracy fun through the use of game design to make public participation more accessible. Using cultural discourse analysis, this study explores the locally situated communication practices of a civil society organization called Warm Cookies of the Revolution that seeks to (re)imagine U.S. democracy by making public participation fun. The research employs ‘fun talk’ – a specific communication practice within public participation – as an analytical unit and finds that fun talk served as a discursive hub of emotion with radiants of meaning connected to being, acting, and relating. In contrast to those who have argued fun democratic practices should employ game design to improve public administration, participants understood fun talk as a way to introduce them to civic affairs, form relationships with neighbours, and take action to improve their communities. The article discusses implications for theories of emotion and affect in civil society scholarship.  相似文献

The multifaceted challenges of contemporary governance demand a complex account of the ways in which those who are subject to laws and policies should participate in making them. This article develops a framework for understanding the range of institutional possibilities for public participation. Mechanisms of participation vary along three important dimensions: who participates, how participants communicate with one another and make decisions together, and how discussions are linked with policy or public action. These three dimensions constitute a space in which any particular mechanism of participation can be located. Different regions of this institutional design space are more and less suited to addressing important problems of democratic governance such as legitimacy, justice, and effective administration.  相似文献
