The political role of public administration holds an ambiguous status in public administration theory. The dominant paradigms of the discipline offer more or less negative perspectives. Max Weber’s notion of bureaucracy conceives public administration as the apolitical tool of government, while the public choice school conceives it as the realm of individual selfishness and rent seeking at taxpayers’ expense. In this unfavorable epistemological environment, positive concepts of what makes public administration “political” can hardly flourish. However, as public authorities may organize clientele participation and consequently co‐opt stakeholders, they provide for symbolic sense making and create patterns of identity. Public administration thus works as a political integrator in its own right. Unfortunately, this subject is not prominent within contemporary scholarly research. German political integration through administration is analyzed here in order to address these and related theoretical questions.  相似文献

Few political systems are completely closed to citizen participation, but in nondemocratic systems and developing democracies, such participation may come with risks. In these contexts where fear and uncertainty may be high, why do some citizens still take action and make complaints to authorities? The resource mobilization model identifies the importance of time, money, and civic skills as resources that are necessary for participation. In this paper, we build on this model and argue that political connections—close personal ties to someone working in government—can also constitute a critical resource, especially in contexts with weak democratic institutions. Using data from both urban and rural China, we find that individuals with political connections are more likely to contact authorities with complaints about government public services, despite the fact that they do not have higher levels of dissatisfaction with public service provision. We conduct various robustness checks, including a sensitivity analysis, and show that this relationship is unlikely to be driven by an incorrect model specification or unobserved confounding variables.  相似文献

The public controversy over depleted uranium (DU) seems to follow a standard trajectory—scientific closure, via the reduction of scientific uncertainty, led directly to policy closure, as government bureaucracies increasingly downplayed its dangers and denied redress to exposed individuals. Closer inspection, however, reveals a more complex dynamic. A series of expert, public science reports, while articulating a shared narrative of DU safety, actually accentuated great uncertainty concerning DU's biological effects, mirroring new uncertainties raised by ongoing scientific research. Policy closure is thus mirrored in neither the scholarly scientific literature nor in broader political realms, suggesting a close and unique relation between the expert reports and governmental policy making. Public science institutions and the expert reports they produce are crucial political resources for resolving governmental policy making but are decidedly less successful at closing the broader political debate.  相似文献

Liberty to speak free of government interference and political equality are both essential to democracy. Yet political equality requires governmental regulation of resources needed for political speech. Analysis of Supreme Court cases, supplemented by considerations from democratic theory, suggest that this apparent paradox is better understood as a tension within the idea of free speech itself: between liberty to speak and the need for government to oversee fair distribution of resources necessary for politically effective speech. Although it is a tension worth negotiating with care, democracy simply requires fairness in distribution of politically relevant resources. The Supreme Court has erred in not reading the Constitution as mandating political equality as a fundamental right, and also in not incorporating real political equality as a compelling state interest. Therefore, the public should seek a 28th Amendment that would mandate political equality regardless of economic circumstance as a fundamental right, and inscribe into the document, for the first time, the word “democracy.”  相似文献

The present government of Bangladesh has extensively reformed the administrative system and upgraded the previous thana to upazila (sub-district) to serve as the focal point of development administration. A new tier of local government called Upazila Parishad (UZP) has been created and a large number of functions have been devolved to this institution along with the placement of central government employees at its disposal. The reformers argue that the present system will remove the inadequacies of the previous administrative system and will bring about an improvement in the co-ordination of field services at the upazila level. However, the actual situation represents a totally different picture. The desired integration— both vertical and horizontal—and co-ordination in local level planning is non-existent due to the absence of any clear direction from the central government. Proper co-ordination among the field services in the upazila administration does not exist due to the anomalous relation between the upazila and the national government, including excessive central control; the involvement of multiple agencies of the central government in guiding and supervising; ambiguity in government thinking; the absence of clarification from the ministries concerned and agencies on the timing of different development programmes; and conflict over the allocation of resources. There is also conflict between the different tiers of local government in respect of authority and resources. Relations between public representatives and officials at the upazila level are strained because a clear allocation of authority to political executives is lacking; areas for co-operation among different agencies have not been clarified; and public representatives and government officials lack mutual respect.  相似文献

Since 1999, Tanzania has been actively pursuing reforms of the way in which the central government finances local government activities. This article looks at the potential problems with the mechanism that the central government currently uses to distribute budget resources among the 114 local government authorities and sets out to reveal the incidence of central government allocations to local authorities in Tanzania. Two strands of economics literature—the public choice literature and the political economy literature—consider the distribution of central government resources across local governments. Using regression analysis, this study specifies an incidence model that reveals the determinants of variations in local government allocations in Tanzania. The empirical analysis only finds weak evidence supporting the presumed pro‐poor allocation of some local government resources by the central government in Tanzania. Instead, the study finds more convincing support for substantial pro‐wealthy and pro‐urban tendencies in the way in which central government officials divide public resources across local government units. As growing numbers of local authorities in England are facing up to funding challenges, many of them are looking to commercialising services to increase revenue and to balance their budgets. This commentary paper outlines the characteristics of commercialisation and the drivers for it, reviews the commercial strategies being introduced by a number of local authorities, and offers some general reflections on commercialisation within local government. Although local authorities have created their own individual commercialisation strategies, a number of general themes can be identified within these strategies. These common themes include the drivers for commercialisation; the vision, aims, and objectives of commercialisation strategies; delivery plans and priorities; measurement; and risk management. In reflecting on local authority commercialisation strategies, the authors highlight the importance of developing both a communications plan and new skills and knowledge bases for employees, and they link their findings to the privatisation of public sector services and to neoliberal models of local service provision.  相似文献

The article presents a comparative analysis of the strategies applied by Danish and Norwegian patient organisations and organisations for disabled persons in order to promote the interests of their members. Three research questions are addressed: Are Danish and Norwegian patient organisations service organisations operating according to a ‘logic of membership’ or political pressure groups acting according to a ‘logic of influence’? Do patient organisations apply ‘insider’ or ‘outsider’ strategies in their efforts to influence healthcare policies? What impact do different authority structures have on the patient organisations' influencing strategies? The latter question is related to recent reforms in the public healthcare systems of the two countries. The major responsibility for public hospitals now rests with regional authorities in Denmark and central government in Norway. The study is based on a survey among nationwide patient organisations in the two countries and shows that most patient groups are ‘polyvalent’‘venue shoppers’ combining a variety of influencing strategies.  相似文献

There is an oft‐stated claim in political science research that public sector reforms in Western democracies are consistent with a shift from government to governance. This article challenges that claim. Based on a comparative analysis of governance reforms in Swiss metropolitan areas, the article reveals that what seems to be a shift to governance may turn out to be a path to government, however, including a change either from the local to the metropolitan level or from general‐purpose authorities to task‐specific jurisdictions. Further, the article analyzes the political dynamics behind governance reforms. It shows that exogenous pressures put existing governance schemes under strain. Its impact, however, is mediated by the initial institutional setting and the narratives responding to case‐specific political dilemmas.  相似文献

Since 1989, the Hong Kong government has implemented a programme of public sector reform that is based on the principles of ‘new public management’. The reforms initially focused mainly on financial management reform, including delegating responsibilities for resource allocation; re-defining the roles of the central resource branches; setting up trading funds in departments that provide services directly to the public; and instilling a new corporate culture of service throughout the government. Some progress has been made in implementing the reforms. In 1993, the government realized that further civil service reform was necessary to support the reforms. The government proposed to delegate more authority to department heads on personnel matters; give managers more freedom to manage personnel; and simplify personnel regulations and procedures. These ‘new public management’-type reforms are usually associated with stable, relatively unchanging environments. In Hong Kong, however, the reforms have been proposed and carried out in an environment of considerable political turbulence which has both facilitated and hindered their implementation. Because of the declining legitimacy of the colonial government, British authorities may not have the political capacity to implement the reforms. Opposition from both department heads and civil service unions to aspects of the reforms has already emerged.  相似文献

This review essay surveys the literature that explains China’s poverty reduction progress since the late 1970s. It examines three dominant explanations: geographic conditions, economic growth, and anti-poverty policies, whose impacts on poverty have evolved with China’s socioeconomic transformation. The review finds that the government has come to play an increasingly significant part in mitigating geographic adversity and making growth more inclusive for the poor over the last two decades. However, our understanding of the political institutions and processes underpinning poverty reduction remains incomplete because most studies concentrate on national and provincial authorities but overlook the county government. As counties have gained considerable resources and authority in poverty reduction, an investigation of their capacity and efficacy is fundamental to explain their various poverty alleviation outcomes. This essay thus proposes a framework for future research that investigates county governments’ bureaucratic arrangements and their relations to society to explain their performance in poverty reduction. This essay concludes with lessons and limitations of China’s government-led poverty alleviation campaign.

The ongoing programme for reform and reduction of the public service in Uganda relies heavily on the devolution of provision and delivery of most major public services to the lowest appropriate levels (primarily the District Councils 1 ), and therefore local government is becoming a key element in the search for new ways of governance. The rationale is that the overriding problem, as in much of Africa, is poverty and that the most effective way of tackling it is by the empowerment of the people to provide the services that they judge necessary and to decide their own local priorities in the allocation of resources. Whether the experiment succeeds will be determined in large measure by the ability and desire of the Government to ensure that local authorities have access to at least the same levels of resources as the previous service providers. Of equal importance is the capacity and ability of local government to meet the challenge, and this begs the question as to whether professional staff have the experience and competence and whether the elected members have the political skills, probity and integrity for the task. The policies have been well thought‐out and the solutions appear to be capable of implementation, but the ‘people factor’ will also be critical to success. The present scenario is guardedly encouraging; the devolution programme will probably meet sufficient of its objectives to justify the changes, given continuing donor support, and performance will improve as local authorities gain experience and self‐confidence. For its part, Government will need to resist the temptation to over‐supervise, and intervene only sparingly.

    Soft governance is an approach to policy implementation in which the central government relies less on hierarchy than on information to steer local organizations. This allows for a combination of formal accountability and professional autonomy that improves the quality of public services in both the short and the long term. Guidelines of an advisory, unofficial status are one tool that central government can use for this purpose. However, an inherent problem with this approach is that even though guidelines have no official legal status, in practice, they can take on the character of formal regulation when local organizations suspect that they cannot choose alternative courses of action, however well reasoned, without being sanctioned. It is a situation that encourages conformist behavior and diminishes the long-term potential for innovation. This phenomenon is illustrated with an analysis of disaster management in the Netherlands.  相似文献

    Abstract: This article considers the relationships between ministers and chief executives in the New South Wales Liberal-National government. It looks at how ministers have set about taking charge of the public service against the background of the new political and economic realities confronting the state government. Senior ministers have consciously sought to limit their dependence on public servants and they have used a range of strategies to do so. They have remoulded the public service in a new "managerialised" form. Policy-making has been further internalised into ministerial offices and party circles and away from departments. The role of cabinet has been strengthened to impose a new corporate purpose as a counterbalance to traditional departmental interests. New incentive systems, based on contract employment and performance agreements, have been introduced to focus public service loyalties on the goals of the government. Advocates of managerialism, usually career public servants, have been appointed to key positions. Ministerial advisers have been used as countervailing sources of advice and as extensions of ministerial authority. Many ministers themselves have assumed an involved style of ministerial management of departments.  相似文献

    A paper of this type clearly calls for some definition of terms. Although "The Public Services" are usually seen to comprise the State Public Services and the Australian Public Service, in reality of course, government institutionalized services to the public go beyond these seven agencies. All the statutory authorities—Commissions, Corporations, Boards and Trusts—are part of public administration; so also are local government bodies. There are in the various public services some agencies which form part of the public service proper (i.e. a Department defined as such under one or other of the Public Service Acts) whereas in others they have the independence of a corporate entity. In South Australia for instance the whole state water supply and sewerage services are provided by one public service department, the Engineering and Water Supply Department. In the other states those services are provided by more than one agency and these range from government departments and local governing bodies to statutory authorities. A similar division of responsibility exists in the road construction area where some states perform their highway undertakings through the agency of a statutory authority, while others prefer the tighter Ministerial control of a government department.  相似文献

    Political leaders in many countries have experienced growing problems of capacity in the postwar period, a development leading to an increase in the delegation of authority to public administration and civil servants. This delegation of authority creates a significant potential for discretionary decision-making authority on the part of public bureaucrats. One way of studying how bureaucrats handle this situation is to focus upon bureaucratic roles. Bureaucratic roles traditionally contain both political and professional norms. This article discusses how these political and professional considerations can be defined and how these norms are balanced given the potential for conflict which is present. The discussion is illustrated by measuring the perception of bureaucratic norms and role enactment among civil servants in Norwegian ministries. Results indicate that civil servants appear to have few problems in attending to and balancing both political and professional role norms.  相似文献

    This study investigates the counterintuitive emergence of self‐regulation in the Russian construction sector. Despite its proclivity for centralizing political authority, the government acted as the catalyst for the delegation of regulatory powers to private industry groups. The article argues that a factor little considered in extant literature—namely, a weak and corrupt bureaucracy—is key to explaining why the normally control‐oriented executive branch began to promote private governance despite industry's preference for continued state regulation. The article's signal contribution is to theoretically explain and empirically demonstrate how a government's prior inability to establish intrastate control over an ineffective and bribable public bureaucracy creates incentives for political authorities to search for alternative means for policy implementation outside of existing state agencies. These findings are important for understanding the impetus and logic behind particular regulatory shifts in countries where the state apparatus is both deficient and corrupt.  相似文献

    This paper seeks to examine the role and functions of the representative offices of English local authorities in Brussels by considering the democratic legitimacy (i.e. linkage to elected councillors or mayors), accountability and transparency of the office’s activities. The study demonstrates that the offices differ in their governance arrangements and funding, which has a direct impact on the approach to democratic legitimacy and accountability, noting that those offices which rely most heavily on direct funding from a single authority or a combined authority have the closest links to the authorities concerned. The transparency of the offices varies considerably, with clear distinctions between offices that are creatures of contract or where offices are an emanation of the authority concerned. The pattern here is less dependent on the pattern of funding of the office and depends more on the availability of resources and the approach adopted by the office itself.  相似文献

    腐败与反腐败是社会政治生活中的一个永恒主题。腐败的存在与公共权力密切相关,作为公共权力运作的核心性规范,公共领导体制直接规定着高层领导者运用权力的方式,影响着社会的腐败与反腐败活动。伴随着社会发展,中国公共领导体制开始现代化转型,从传统型权威和个人魅力型权威向法理型权威转换,其反腐败方略也相应地从注重思想教育和社会运动转向注重制度约束。与此相适应,必须深化公共领导体制改革,以制度创新根治腐败,包括:进行良好的宪政分权,发展直接民主;引入政治竞争,实行政务公开;转变政府职能,推动行政体制改革,规范政府行为;强化监督机制和惩罚机制;加强思想教育和道德约束,提高政府官员的廉洁自律度,等等。  相似文献

    Nepal's forests are common property; and because they are common property, they are abused. In this respect, they are like the many common resources around the world, including the public fisheries and grazing lands of the United States. All share similar problems that point to similar solutions. Increasing human populations are likely to increase the seriousness of the problems associated with the use of common property, especially for those types of common property that are geographically fixed. Underinvestment is probably a bigger problem than overconsumption for such stationary resources. Even when people do not overconsume a commonly owned resource, they often consume the wrong mix of products from such a resource. If political constraints prevent a government from shifting to a less destructive basis of ownership, mimicking the incentives that would exist if the common property were under the control of a single manager may help solve common-property problems.  相似文献
