论中国特色社会主义政治发展道路

政治发展问题是人类政治生活的基本问题,是一种普遍的社会政治现象。一个国家的民主是发生于这个国家和民族所处历史环境的,每个国家和民族都会有自己的政治发展道路,具有内生性。因此,选择什么样的发展道路,对于一个国家的长远发展至关重要。世界上没有一条普适的政治发展道路。中国依据国情,选择了一条完全不同于西方的政治发展道路,即中国特色社会主义政治发展道路。     

主动破解改革困局

<正>民主是提前化解、消除社会冲突、避免走向极端,公开、公平、公正的博弈机制,却不是事后包治百病的灵药。被动民主需要应对社会动荡可能加剧的危险。在已经结束的全国人代会上高票通过的《政府工作报告》提出:中国的改革是全面的改革,包括经济体制改革、政治体制改革以及其他各领域的改革。没有政治体制改革,经济体制改革和现代化     

人民民主与政治体制改革

十八大报告关于政治建设部分篇幅不长,但作出了三个方面的贡献:一是中国的政治体制改革要实现什么样的人民民主,内容和形式是什么;二是第一次明确地阐述清楚了党的领导、人民当家作主和依法治国三者的关系,拓展了政治体制改革的思路和空间;三是列出了两个层次、七大方面、34条具体的改革任务来落实人民民主,尤其是对人民代表大会制度和社会主义协商民主制度的论述。这意味着执政党终于在改革30多年后清晰地描绘了人民民主实现的图谱。但是要看到这是30多年执政党认识不断成长的结果,更要看到这些改革任务的落实是一个艰巨的过程,需要决心、智慧和艰辛的努力。     

中国的和平发展与国际政治资源

国际政治资源是国际社会资源体系中的一个重要组成部分,它关系到国际政治行为主体的发展状况和国际政治体系的运转效率和兴衰。开发利用国际政治资源对于中国的和平发展具有十分重要的意义。中国应积极推进国际化资源战略,开发利用海外战略资源,参与国际事务磋商和国际规则的制定,为中国的和平发展提供机制保障。     

变动的视角与不变的原则——美国“中国学家”的中国民主化研究评析

1978年以来,美国"中国学家"有关中国民主化的研究视角经历了三次转换:第一次从冷战—意识形态维度转向现代化维度;第二次从现代化维度转向政治体制维度;第三次从政治体制维度转向治理维度。尽管如此,美国"中国学家"的基本立场并未改变,即对自由民主原则的一贯坚持,由此形成了两种不同的研究策略:温和式观察策略与对立式批判策略。如若不能立足中国经验,摆脱自由民主原则束缚,美国的中国学家很难摒除他们对中国民主问题的认识偏差,更加难以合理诠释中国特色社会主义民主政治的发展。     

国际政治视野中的环境安全——兼论当代中国的环境安全

基于全球环境恶化对人类生存与发展产生的不利影响,环境问题上升为安全问题。环境安全作为非传统安全的重要内容已经成为国际政治关注的一个焦点,在水安全、气候变化、公共领域、环境难民和军事与核扩散等方面引发国家之间的矛盾冲突。值得注意的是,中国的环境问题也在几个方面与周边国家和国际社会存在着不安全因素,对我国的经济利益和政治形象构成了挑战。

中国地方政府参与国际制度:互动模式及实证

随着中国不断融入世界,深入参与国际制度,中国地方政府无可避免地受到国际制度的影响。通过对上海市与世界贸易组织、北京市与国际奥委会,以及广东省与世界卫生组织三个案例的考察,可以看出中国地方政府与全球性国际制度的互动方式。一方面,地方政府从国际制度获取资源,另一方面,地方政府履行中央政府对国际制度的承诺。三个案例证明,国际制度对地方政府产生了积极的影响:后者不仅获取了资金与技术、提高了知名度、改变了陈旧观念,还开放了当地市场、提高了基础设施建设、保护了人的生存与发展。     

国际视野下的改革开放与当代中国的定位

改革开放固然是中国的历史性选择与事业,但其影响已超出国界,从而具有了世界意义。因此,以国际的视野探究中国改革开放的影响,审视中国改革开放面临的新问题与新挑战,明确中国在当代国际社会的身份、地位与对外战略,显然是总结、反思改革开放不可缺少的环节,从某种意义上讲,这一点对当代中国更为紧迫与必要。

Globalization may yet repeal the Biblical adage that the poor will always be with us. But for now there are enough losers to go along with the winners that a slide back toward fragmentation and protectionism is a distinct possibility, as was also the case at the turn of the 20th century. Our contributors in this section offer their advice on how to make globalization work for everyone.     

关于中国NGO作用的思考

自从20世纪70年代末以来,随着改革的深入发展,中国社会利益多元化所带来的社会矛盾变得错综复杂,有时甚至很尖锐.政府为了协调利益,化解矛盾而承受着前所未有的巨大压力.政府对社会生活各领域"大包大揽"的治理方式在社会主义市场经济条件下已难以继续下去.人们(包括政府自身)也越来越认识到政府需要更准确定位.以社会力量来处理社会事务也开始受到关注并逐渐成为共识.研究NGO,对于从传统型社会向现代型社会转变的国家来说很有意义.     

Post-Soviet Civil Society Development in the Russian Federation: The Impact of the NGO Law

The passing of the Russian NGO Law in mid-2006 set clear parameters for Russian NGO activity and civil society development. In this paper we assess the impact of the NGO Law on both NGOs and Russian civil society. Our findings illustrate that the NGO Law has led to a reduction in NGO activity and curtailment of civil society development. We conclude that Russian civil society appears to be dominated by groups funded and thus controlled by the state. This has implications for Russia's on-going democratic development.     

Hamas and its Vision of Development

The International Security Assistance Force (isaf) deployed in Afghanistan has played a critical role in that country's transition. Without its security and peace-stabilising contributions, the government of President Hamid Karzai and its international supporters would, arguably, not have been able to move Afghanistan on a path of stabilisation and reconstruction. Yet the isaf has also suffered from certain shortcomings, arising mainly from policy differences and tensions between the USA and some of its nato allies. Even so, the isaf model is worth studying closely for future international deployments in other conflict zones.

NGO partnerships in Haiti: clashes of discourse and reality

This paper analyses the existing and perceived rules and restrictions of the global development dispositif working to maintain inequalities in the interactions of international NGOs (INGOs) and Haitian organisations. It does so by exploring constructions of partnership and their clashing realities. Development organisations and agencies have influenced the fabric of Haitian society and politics not only by their mere presence but also by the rules they impose. The paper identifies positions of power and decision making by drawing on Foucauldian tools of discourse analysis. The analysis is based on empirical fieldwork carried out in Haiti between 2012 and 2014. It identifies a narrative of trickle-down pressures that INGOs draw upon to position themselves as intermediaries in the larger development system. By questioning these narratives, the paper provides the starting point for the development of alternatives that would enable international NGOs to assume a role that supports rather than weakens.
