Air transport is considered an important part of the transportation infrastructure and it has a great impact on urbanisation as well as long‐term economic growth. Airports significantly add to local economy and facilitate a country's integration into the global economy and also provide social benefits to the society. However, together with the socioeconomic benefits, airports adversely affect to the surrounding environments, ecology and society. Some of the main concern, that is, emission from aircraft, noise while take‐off and landing of aircraft, land use, waste disposal and energy consumption, are raised with respect to airport's functioning which requires the attention of the regulatory authorities. The authorities to find the balance approach for the development of airports and to minimise the unfavourable consequences. Therefore, the efforts to be made to develop the “sustainable airports”. “Sustainable development” practises in the airports, improves the social, financial and operational benefits of the airport and also lessen the negative impacts on the environment. After understanding the concept of “Sustainability”, next challenge is to make airport sustainable. The main objective of the article is to find, how to make airport sustainable, when it is called that the airport is a “sustainable airport”. After reviewing the relevant literatures, it may be concluded that “sustainable airports” can be developed by incorporating the sustainability concept in to the airport planning and then taking care of the airport sustainability issues and barriers and airport sustainability components, that is, policy making, commerce, social responsibility, environmental and service quality.  相似文献

This paper will present the Modern Money Theory approach to government finance. In short, a national government that chooses its own money of account, imposes a tax in that money of account, and issues currency in that money of account cannot face a financial constraint. It can make all payments as they come due. It cannot be forced into insolvency. While this was well-understood in the early post-war period, it was gradually “forgotten” as the neoclassical theory of the household budget constraint was applied to government finance. Matters were made worse by the development of “generational accounting” that calculated hundreds of trillions of dollars of government red ink through eternity due to what neoconservatives label “entitlements” (largely, Medicare and Social Security). As austerity measures were increasingly adopted at the national level, fiscal responsibility was shifted to state and local governments through “devolution.” A “stakeholder” approach to government finance helped fuel white flight to suburbs and produced “doughnut holes” in the cities. To reverse these trends, we need to redevelop our understanding of the fiscal space open to the currency issuer—expanding its responsibility not only for national social spending but also for helping to fund state and local government spending. This is no longer just an academic debate, given the challenges posed by climate change, growing inequality, secular stagnation, and the rise of Trumpism.  相似文献

Air Force Space Command (AFSPC) is gearing up to face the challenge of a contested, degraded space environment that may degenerate into a full-on battleground. The U.S. space enterprise needs to be ready to not just respond, but dominate. AFSPC’s Space Mission Force (SMF) concept, to “present space forces capable of operating in a contested and operationally limited environment,” is a start toward this goal. Leveraging a historical case study from the air domain, I suggest that the SMF focus on operator training and tactics may be fundamentally insufficient in the event of a conflict in space with a near-peer adversary. To win a war in space, AFSPC must build rapid breakaway capabilities that can asymmetrically rearrange the Space Order of Battle. This work proposes the formation of a top-down “Space Innovation Force” (SIF) to complement the bottom-up SMF. If appropriately empowered, this autonomous flat-management cadre of SIF warriors provides revolutionary technological capabilities that an enemy will be unable to counter in the near term. Establishing such a SIF cadre also encourages retention of talented technical officers.  相似文献

With the introduction and development of space techniques, three types of remote reality, or tele-reality, have emerged: (1) the Earth, its environments, and its inhabitants have been brought closer to each of us; (2) the planets in the solar system are now “at hand's reach”—a robotic hand, that is; and (3) deep space is brought to our screens in three dimensions. But remote reality raises questions: What connection does it make between the perceptible and the intelligible; and what confusion does it maintain between what is real and what appears on the screen? New practices are challenging the way we handle the relationship between seeing, knowledge, and power, and questioning our ethical values. It is time and essential that we redefine the conditions and boundaries of our “tele-techniques.”  相似文献

The space age is likely to be dominated by space commercial activities. As these activities develop, it is important to consider business values, commercial ethics, and trade discipline. The failure to do so could result in space commercial development on the basis of greed for profit and competitive advantage for advancement, as has taken place on Earth. To better prevent this possibility, this article proposes that there is the need to develop a “New Ethics for Space Commerce” based on high standards of business morality and commercial honesty, with moorings in conscious social responsibility and due regard to ecological sustainability.  相似文献

In 2015, Jean‐Jacques Dordain retired as director general of the European Space Agency (ESA). This is Europe's NASA and includes a host of sovereign nations that differ in language, culture, economics, and politics. As ESA’s director general, Dordain pulled together a disparate and often quarreling group of countries and got them moving in the same direction. Billions of dollars were involved in a sequence of large‐scale, complex spaceflights. Successes far surpassed failures. Dordain stated that if there is one area of administration about which ESA could teach the world, it is “that of international cooperation. Very simple—it's because ESA is an institutional cooperation venture.” In this Administrative Profile, Dordain comments on the issues he faced in guiding European cooperation as well as relations with the United States and other countries.  相似文献

Improving security in space requires the establishment of a consensus among actors on what it means to be safe in space, what kinds of activities should be allowed, and what activities should be prohibited. However, a necessary precursor to the emergence of such consensus is enhanced cooperation among space stakeholders. As of today, leading space actors are moving in often contradictory directions. In addition, the various sectors of the space community—industry, defense, science and manned space—tend to operate in isolation from each other. While there is a recognition of the need for improved cooperation in space, this can be achieved only if actors are made more aware of activities in other sectors that affect (or might affect) them and can craft mutually acceptable solutions with other actors. More efforts are needed to educate space stakeholders across sectors in this regard. By better understanding how the activities of all space actors are inter–related, the international community should be in a position to develop a more integrated concept of space security.  相似文献

Modern Monetary Theory (MMT) argues that the interest rate on the national debt for a monetary sovereign is a policy variable, not subject to whether bond markets “accept” or “reject” it. This paper defines measures of the components of the standard analysis of fiscal sustainability. It then methodically describes the Federal Reserve's operations relevant for understanding why interest rates on government debt in the United States have been and continue to be driven by monetary policy. A corollary that emerges—“printing money,” as economists usually understand it—is not applicable and has never been advocated by MMT.  相似文献

The last decade has been witness to a rapid rise of the commercial space sectors of many countries. This development offers myriad prospects for the development and exploration of outer space, but simultaneously poses threats to the international community if not regulated properly. The potential dangers of outer space activity were recognized by both the United States and the former Soviet Union in the midst of the Cold War, which led to the concretization of the international legal regime regulating outer space activities. However, without the enforcement of these legal standards at the municipal level of the state, this regime is ineffective. Therefore, it is an imperative that all states with a commercial space presence develop national space legislation that appropriately incorporates international standards. The U.S. space legislation is, at present, the most robust legal framework which addresses many of the necessary concerns. At the same time, in attempts to promote the growth of its space sector, the U.S. regime regulating commercial space ignores some of the standards developed in the international regime. The critical evaluation of the salient features of the U.S. legislation undertaken by this article serves as a guide for many states seeking to develop their own legislation regulating the commercial space industry. It serves as a guide to adopting comprehensive standards of protections provided for in the U.S. legislation and the International Law Association’s “Model Law on National Space Legislation,” but also cautions against the dangers of weaponization, poor environmental protection, and exposure to international liability. A thorough legislative framework that adequately balances economic, strategic, and political concerns with accepted legal principles of international law is essential to prevent commercial space activities from becoming a “highway to the danger zone.”  相似文献

This paper is concerned with the rise and, in retrospect, successful “positioning” of corporate social responsibility (CSR) and corporate sustainability as a management idea. It answers to calls that more research is required into the “business case for sustainability,” especially the link between rhetoric and reality. We allow for a narrative-driven and dynamic perspective to frame the analysis of the discourse, rhetoric, and arguments in use during the emergence of “modern CSR” in Europe in the early 2000s. On the one hand, it shows that the European Union/Commission acted as an “enabler” of business case rhetoric. On the other hand, empirical evidence from two expert conferences series in Germany 2004–2008 leads to the conclusion that a wide coalition of interested parties continuously and progressively filled, shaped, and energized the early “CSR and corporate sustainability space” with presenting CSR as a rationale and progressive (management) idea.  相似文献

In twenty-first-century warfare, satellites have become indispensable for gaining dominance in battlespace. This highlights the need to protect space assets while countering the qualitative edge that space can provide to adversarial actions. Hence, “counterspace operations” continue to gain the attention of military planners and researchers around the globe. Although it is the major space powers that have developed requisite capability and are showing more concerns for space security, these concerns are global in nature. As such, there is a need to develop a framework that can be utilized by nascent space powers to ensure protection of their space assets. This research work is intended to draw the attention of policymakers, space-technology protagonists, and military personnel, particularly of nascent space powers, to these global concerns. It gives an overview of counterspace operations and explores the doctrinal view-point of major military space powers for safeguarding their own space programs and negating the advantage of space to the enemy. Based upon this, a step-by-step approach is proposed for nascent space powers for embodying of elements of counterspace operations to remain protected during peace, crisis, or war.  相似文献

This article follows the evolution of the relationship between the Russian space program and spirituality from an astrosociological perspective. It demonstrates that the Russian space program has its roots in Nikolai Fedorov's Cosmism, which envisaged the technological resurrection of the dead and space colonization, and in Marxism, which used space exploration as a means of proving atheism. Whereas the conquest of space has been perceived throughout the world in an ambivalent way, either as an act endorsed by Divinity or as a blasphemous feat, the Soviets took pride in reinventing the “Tower of Babel” in order to “make a name for themselves” and dethrone God (Genesis 11:4). Moreover, the technological miracles of spaceflight and the worship of Yuri Gagarin support the view that Soviet Communism was a state religion. After the fall of the Soviet Union, Orthodox Christianity brought its own contribution to the Russian space program. It will be also shown that, even during the Soviet period, appearances contrasted with the feelings of many of the cosmonauts.  相似文献

Cooperation on space issues has been one of the elements of the Russian-Chinese strategic partnership, and includes both technological and political dimensions. As a rising space power with an ambitious space exploration program, China has greatly benefited from proven Russian technology and knowledge. Additionally, Russia and China have united their voices on the issue of space weaponization, and have coordinated their efforts in the international fora. Through analyzing political and technical cooperation on space issues between the two nations, prospects for, and limits of, the Sino-Russian strategic partnership in space are assessed. The conclusion is reached that building on a Russian technological base, China is gradually transforming from a recipient of Russian technical assistance to an equal partner in complex scientific projects. The issue of technology transfer, however, is sensitive for Russia and places limits on cooperation. At the same time, a change in the United States approach to both states challenges the Sino-Russian space entente, both in its technical and political dimensions, and in the long-term viability of a strategic partnership.  相似文献

Space advocates commonly compare the settling of the “space frontier” to the settling of the “western frontier” in the United States, arguing that space settlement will realize the same benefits purportedly realized by the western expansion of the United States: the generation of new cultures; the development of new technologies; and the empowerment of democratic governance. However, much of the reasoning here is based on a faulty understanding of history and on an overly optimistic view of what it will be like to live in a space settlement. Thus, I argue that ardent faith in the promises of settling the space frontier is a mythological belief, rather than a well-confirmed one.  相似文献

Space warfare will be an integrated part of battle planning by the Chinese People's Liberation Army in any future conflict with the United States. The People's Liberation Army has carefully absorbed and is reacting to what the American armed forces have published on space warfare and counter-space operations. Chinese strategists and legal scholars are engaged in an internal debate on how traditional ideas of sovereignty and the laws of war apply in space. One authoritative volume explored the importance of ensuring that the People's Liberation Army sets out legal justifications for military actions in advance of any conflict. Chinese scholars believe that many of the concepts surrounding the conduct of war on the “common seas” apply in space. Also, there is disagreement between the United States and China on the American position on outer space. The United States treats “peaceful uses” to mean “non-aggressive,” whereas the Chinese interpretation is that to be peaceful uses, it must be “non-military.”  相似文献

The collapse of the Soviet Union brought about a number of serious concerns that space and missile technologies—including weapons-related technologies—might be exported by Russia and Ukraine to states that might use them for hostile purposes. In fact, inadvertent contribution to ballistic missile programs through space collaboration and technology sharing is considered one of the major “routes” of missile technology proliferation. Incidentally, in the case of Russia and Ukraine, out of all the potential risks associated with technology transfers, proliferation of ballistic missile technologies has been the major concern for the Western nations, and engaging these two countries in joint space projects has been viewed as a powerful incentive to comply with missile nonproliferation norms and ideals.  相似文献

The Clinton administration's economic diplomacy has been more aggressive, politicized and controversial than that of any recent US administration. We examine its application to the European Union (EU) and seek to answer the question: what makes Europe different? Put another way, why has the US pursued cooperation on “behind-the-border” issues such as competition policy, standards and investment rules, and eschewed export promotion? We offer three explanations. First, the EU's market is unique: it is a mature, but lucrative one for large US-owned firms concerned more with behind-the-border issues than with market access issues. Second, American companies who have invested heavily in Europe have developed their own political links to the EU, particularly through the EU Committee of the American Chamber of Commerce. Third, these same companies have a powerful influence over US policy towards Europe as well as EU policymaking. Our analysis develops these three hypotheses, and also offers an assessment of the progress and meaning of the Transatlantic Business Dialogue.  相似文献

With the growing importance of public engagement in science policy making and declining levels of public trust in food production, the European Food Safety Authority (EFSA) has attempted to embed “good governance” approaches to strengthen scientific independence and open up risk decision making, which include the use of public consultations. However, “opening up” of risk assessment policies reveals some tensions; namely, balancing the goals of scientific excellence and transparency, protecting science from interests, addressing value judgments, and limited opportunities to debate ethical and social issues. EFSA's development of risk assessment policy for genetically modified animals is used as a case study to analyze these tensions. This analysis suggests that in order to fulfill good governance commitments and maintain trust in risk governance, closer cooperation between EFSA and the European Commission is required to provide “space” for debating the broader risk management issues. This publically accessible space may be needed alongside rather than instead of EFSA's consultation.  相似文献

On December 25, 1998 the Japanese government reinterpreted a long‐standing policy prohibiting the use of outer space for military purposes by announcing its intention to develop a network of domestically produced and deployed “information‐gathering” satellites to be utilized primarily by the Japan Defense Agency (JDA) and other national security institutions. This decision is important in its own right—for one, Japan is a major player in the space technology arena—but also because of the precedent it sets for other areas of technology and military policy in Japan today. As many observers have noted, Japan appears to be undergoing a broad reexamination both of its view of the appropriate level of interaction between government bureaucracy and industry and of its military security strategy in the first decade of the twenty‐first century. The case of surveillance satellites links these two areas together, offering broader lessons for the course of Japanese policy in numerous areas in the future.  相似文献

Politics is thoroughly spatialised and space is thoroughly politicised. Whilst there has been a renewed interest in this contention, marked by the so-called “spatial turn” in political science and related sub-disciplinary fields, much of the literature continues to treat “space” as a mere empirical referent, rather than a product of prior political conflict(s) and competing political discourse(s). This article draws upon an emerging body of literature in political science that treats borders as sites where the inextricable links between space and politics crystallise most clearly, bringing their imbrications sharply into focus. It argues that this body of work underscores the constitutive role of the political in the construction of space and consequential notions of who is “inside” and “outside,” and suggests this is codified in the enactment and administration of immigration law(s). Drawing on examples from migration politics in the Australian context, pertaining to the ways in which HIV and tuberculosis are figured, it illustrates how the proximity of the supposedly “infectious” outsider, their perceived literal and moral “contagiousness” and the supposed “threat” they pose to the “wider community,” is constructed. This always involves the invocation of notions of space through the construction of frontiers delineating who is “inside” and “outside.” The article argues that this approach opens up promising avenues of inquiry that seek to explore the connections between immigration and contagion; two enduring tropes in the public and political imagination.  相似文献
