公安教育办学模式思考

对当前公安教育模式论争的热点——学历教育和在职培训问题,要从“模式”、“办学模式”的基本范畴入手,充分认识公安教育模式的多样性。公安教育应借鉴国内外著名大学的成功经验,结合我国国情,坚持学历教育的基础地位,进一步深化公安教育改革,构建多维复合型办学模式。     

对公安高等院校建设若干问题的思考

公安高等院校不同于普通高等院校,具有自己鲜明的特色。这些特色,决定了公安高等院校在体制编制、办学原则、办学模式以及课程设置、教材教法、教学管理等办学领域中具有独特的标准和要求。如果忽视这些特色,把公安高等院校简单等同于普通高等院校,机械照搬适用于普通高等院校的体制、原则、模式及具体做法,势必影响公安高等院校应有的投入产出机制和办学效益,难以培养符合社会发展要求的合格公安人才。深入研究公安高等院校的自身特色,探索适应公安高等院校培养目标的办学新路,是一项亟待研究的课题。

随着公安高等教育改革的深入发展,公安院校服务经济、社会发展的能力显著增强,办学水平不断提高,为公安机关输送了大批优秀人才。当前,公安教育教学形式要不断紧跟时代发展步伐,紧盯公安教育改革发展动态,预测和确定合乎逻辑的人才培养模式"假定"。在实践中,"实战化教学"正成为公安教育改革发展的一种新的假定,而"校局合作"共同育人模式则成为其有益的行动探索。随着这种模式的不断完善,公安高等教育也将实现新的跨越发展。

当前,公安高等教育办学理念日益丰富,公安院校内外部部治理结构不断完善。在满足社会对应用型公安人才不断增长的需求过程中,公安院校"校局合作"双主体办学模式及其治理结构改革得到逐步深化,在治理的主体、内容、路径和绩效等方面都有新的发展。这对于立足公安教育实际、按照教育规律办事,培养公安应用型创新人才具有极其深远的意义。     

深化教学改革是公安院校改革的核心

最近十年来，公安教育改革随着社会经济改革和教育改革有了很大的进展，许多公安院校在办学模式、职工管理、教学内容、教学方式、学生管理、科研、教学供给、后勤保障等方面相继出台了一批改革方案。这些改革举措无疑推动了院校自身建设。但是，在处理各项改革与教学改革的关系上应该清醒地注意到，公安教育的改革和发展，关键展学校的体制改革，核心是教育、教学改革，改革的根本目的是培养高质量的人才。强调教育、教学改革是学校各项改革的核心，并不是否定其他改革的必要性。离开其他方面的改革，教育、教学改革难以进行；但对于学校来…
