The biased outcomes of recent British general elections, whereby the two main parties (Conservative and Labour) would have achieved different percentages of the seats in the House of Commons for the same percentages of the votes cast, are explored, using a method of bias decomposition developed by a New Zealand political scientist. Overall, the situation changed markedly between 1950 and 1997: the biases in the system strongly favoured the Conservatives in the 1950s and early 1960s, but Labour in 1992 and 1997. Examination of the seven components of the bias measure shows that most of these moved in Labour's favour over the 50-year period, with a major shift between 1992 and 1997 because of the greater geographical efficiency of the Labour party's vote at the latter date: reasons for this are suggested.  相似文献

This article uses data from the British Election Study series since 1974 and qualitative data from interviews with key party personnel to investigate the social and political basis of Liberal support in Britain. There are three main sections to the article: the first deals with the social and demographic profile of the Liberal vote, while the second examines the political characteristics of its supporters. In the final section these findings are used to assess the Liberal Democrats' electoral strategy at the 2001 General Election and beyond. We find that Liberals tend to be drawn from a similar social background to Conservative supporters (particularly in term of class), but politically there has been an increasingly close relationship between the Liberal Democrats and the Labour Party.  相似文献

Despite the return to violence and state repression in the Kurdish conflict, the ruling Adalet ve Kalk?nma Partisi (Justice and Development Party – AKP) has remained the only alternative to the Kurdish National Movement (KNM) for Turkey's Kurdish citizens. What local-level strategies did the AKP employ in Kurdish areas to reinforce its national-level appeal to Islamic values? Under what conditions did local vote-seeking strategies help the AKP to overcome its pro-Kurdish rivals at the ballot box? This article examines the politics of local coalition building in the periphery of the Kurdish landscape – Bingöl and Mu?. Despite their many similarities, the two cities voted for different political parties in national elections. This article examines how the AKP's local party organizations interacted with local authority structures, recruited influential local elites, and pursued new voters. The vitality of clan networks in parts of Bingöl enabled the AKP to build a reliable local coalition. The gradual weakening of clan networks in Mu? and their permeation by the KNM prevented a similar coalition. Instead, the parties of the KNM were able to take advantage of divided clan networks to win national electoral contests in the province.  相似文献

This article investigates legitimacy of EU state building and conflict resolution as a continuous and collective process through which local stakeholders, as the direct bearers of EU policies, ascribe meaning and support for the EU actors and actions on the ground. Contrary to the static and narrow understanding of legitimacy in the EU literature, the article offers a dynamic framework of legitimacy based on two main aspects: (i) sources of legitimacy (input and output) and (ii) objects of legitimacy (diffuse and specific support) in order to trace the complicated relationship between the EU and different local groups (the government, parliamentary opposition, local NGOs and public opinion) in Kosovo. The main argument is that the EU fails to generate local consent and faces a worsening erosion of support in Kosovo due to the limited participation of local stakeholders into the EU-promoted political decision-making structures and the contested ability of the EU to foster outcomes that have salience for local actors.  相似文献

The African National Congress enjoys a position of leviathan-like dominance in South Africa. In official opposition stands the Democratic Alliance whose support has risen considerably since South Africa's first democratic elections in 1994. The white electorate strongly favours the party over its main rival, the Freedom Front Plus. The coloured community in the Western Cape has also given the Democratic Alliance its support. Although the party has done well in attracting the support of ethnic minority groups it has not been so successful among the African electorate. In accounting for the success of the Democratic Alliance this article considers three themes: firstly, the reasons why white voters, especially Afrikaners, shifted their support to the party; secondly, the brand of South African patriotism now used by the party to promote the primacy of a non-racial South African identity; and finally, the party's understanding of political opposition and the obstacles that exist to it making further electoral progress.  相似文献

In the aftermath of the Chaco War (1932–1935) a strong left nationalist political current emerged in Bolivia which defined the three large mining companies of Patiño, Hochschild and Aramayo as a superstate, controlling both the economy and the politics of the nation to their own advantage. This article challenges that characterisation by examining the way in which the state exercised control over the two largest producers. Unfortunately, the state lacked the technical capacity to use its powers responsibly, preventing the development of a coherent mining policy.  相似文献

This article evaluates 38 bills seeking to expand women's rights in Chile and finds that the successful ones often originated with the Executive National Women's Ministry (SERNAM), did not threaten existing definitions of gender roles, and did not require economic redistribution. These factors (plus the considerable influence of the Catholic Church) correlate in important ways, and tend to constrain political actors in ways not apparent from an examination of institutional roles or ideological identity alone. In particular, the Chilean left's strategic response to this complex web of interactions has enabled it to gain greater legislative influence on these issues over time.  相似文献

This study explains the erosion of conservative rule and the rise of leftist opposition at the subnational level in the Northeast of Brazil in recent electoral cycles. Compared with explanations based on economic modernization, social spending, and fiscal reform, the data best support the hypothesis that the organizational and spatial dimensions of leftist mobilization in these states have shifted to the detriment of conservative machines. Specifically, urban mobilization of leftist supporters has determined the electoral success of these oppositions. The study also explains where conservatives maintain a floor of support based on the continuation of clientele networks.  相似文献
