In west-central Alberta, Canada, an ambitious collaborative conservation program for grizzly bears began in 1999, after extensive controversy over the Cheviot coal mine project and successful negotiation of a unique federal–provincial strategic framework for grizzly bear conservation. Unfortunately that program was effectively terminated without any substantive implementation of its research findings. The regional ecosystem approach for conserving grizzlies in the Foothills Model Forest originated in federal and provincial legislative processes but proved vulnerable to shifting goals and containment by a single powerful participant. This case study’s results demonstrate vulnerabilities of the ecosystem management approach to conserving large carnivores. To enable other such conservation efforts to achieve their goals, we recommend supporting emergent small-scale initiatives and designing collaborative institutions that limit the potential for containment of decision processes.  相似文献

Abstract. This paper examines changes in welfare effort from 1960 to 1980 and two intervening periods. Analysis of data on 17 OECD countries indicates that there is increasing divergence in welfare effort, as reflected in expenditure and policy orientation, although this statement masks important nuances relating to measures of welfare effort and time periods. The findings illustrate the importance of considering the elements of welfare effort. The patterns of variation in social transfer and government civil consumption expenditure differ as do the explanations of these patterns particularly those relating to the impact of working class mobilisation variables. These variables are positively and relatively strongly associated with change in consumption expenditure in both the 1960–73 and 1973–80 periods but only weakly associated with change in social transfer expenditure. This has implications for findings relating to the widely used ILO measure of welfare effort. Since it is skewed towards social transfer payments and includes only a small part of consumption expenditure, the impact of working class mobilization variables is not evident. Finally, the standardization of change in welfare effort for average annual change in real GDP results in interesting insights relating to the impact of independent variables on 'real' as opposed to nominal change in welfare effort.  相似文献

This appraisal of agro-based cooperatives in Peninsular Malaysia assesses performance in relation to savings mobilization, rural credit, land development and the provision of marketing facilities. The article points to the limited extent of their achievement and argues that while the cooperatives have achieved less measurable goals, without improving their performance in relation to economic goals, they will be unable to achieve their social purpose.  相似文献

One of the most pressing questions in comparative social science is whether, and to what extent, the rapid advance of globalization has negatively affected states’ capacity to initiate successful economic and social policies. This paper puts forward the notion that states continue to be relevant because they have the potential to build and sustain networks of production and learning, which are sorely needed in the current era of globalization when productive arrangements are dominated by decentralized production networks. The paper argues that government efforts aimed at building and sustaining such networks, labeled as “networked industrial policy,” have become predominant. The study features a series of fixed‐effects time series cross‐section (TSCS) regressions linking innovation performance to several networked industrial policies in 17 countries from western and central Europe. The study finds that several of the policies have a robust effect on innovation performance and technology competitiveness, even after controls are included. These findings constitute considerable support for the notion of networked industrial policy. However, the results of the present study must be treated less as a definitive answer to the research question and more as a first step in an ongoing research process.  相似文献

How to generate legitimate forms of governance beyond the nation state is often considered a central question in contemporary world politics. To proceed in theory‐building, scholars need to systematically assign the theory‐driven assumptions on legitimate forms of governance beyond the nation state with the various, already observable, forms of global governance. This article aims to conduct a comparative appraisal of the legitimatory quality of different patterns of governance by applying a framework of indicators for their assessment. The indicators are selected from the scholarly debate within International Relations on the legitimacy of global governance arrangements and structured by a multidimensional concept of legitimacy (input, throughput, and output dimensions). This framework is then applied to international, transnational, and private forms of global governance in the field of Internet regulation in order to show how each of them tries to produce and maintain legitimacy, which strategies it applies, and in how it interacts with its stakeholders.  相似文献

This article presents three tools that were used in a pilot project to analyze the fiscal health of a rural Minnesota county. The U.S. Global Change Research Program (USGCRP) was established in law in 1990 (P.L. 101–606) with a mandate to provide policymakers with usable information. The law gave a White House Committee on Earth and Environmental Sciences (CEES) responsibility to implement the program with respect to its policy mandate. In 1994 CEES was replaced, in part, because it failed to provide usable information. This article, documenting the development of the program's policy mandate and CEES implementation of the USGCRP, finds a performance shortfall. The shortfall is attributed to a breakdown in the legislative process, participant perspectives, and the structure of post-World War II science policy. The purpose of the article is to explain the CEES performance shortfall in hope that its successor can improve USGCRP performance with respect to its legal mandate based upon the lessons of experience.  相似文献

Abstract.  The concepts that address different paths to transformation of the welfare state as a 'workfare', an 'enabling' or an 'activating' state share the idea that traditional welfare policies, mostly aiming at decommodification, are more and more replaced by social policies emphasising (re-)commodification. Activating labour market policy therefore is supposed to play a central role within the paradigm shift of welfare state policies. It is understood to involve a mix of the enforcement of labour market participation, the conditioning of rights and growing obligations of the individual at one side, and an increase of services in order to promote employability and restore social equity at the other. In this article, the different perceptions of the workfare and the enabling state perspectives on the positive and negative aspects of activating policies are reconstructed as 'pure forms' in order to obtain theoretical standards against which the empirical cases of activating labour market policies in Denmark, the United Kingdom and Germany are characterised and compared. The actual reform path is described by a combination of two indicators: the strength of the workfare and the strength of the enabling elements of the activating labour market policies. The evidence on activating labour market reforms confirms that in both dimensions a move in the same direction is taking place, but without producing growing convergence. Different welfare state types keep on producing different mixes of workfare and enabling policies, leading to very different levels of decommodification and (re-)commodification. Thus, an ongoing divergence of policies also exists within the new paradigm of an activating labour market policy, although single countries seem to change their alignment to a particular welfare state type.  相似文献

Taking as its starting point the commonly held claim about the obscurity of the concept of sovereignty, the article first identifies a fundamental paradox between the classical Westphalian notion of state sovereignty and human rights. In the rhetoric of international politics, attempts to establish the responsibility of states to respect human rights and fundamental freedoms within their jurisdictions are often countered with claims referring to the “sovereign equality” of all states and the subsequent principle of non-intervention. The article suggests that in a more contemporary understanding of sovereignty the responsibility of a state to respect human rights and fundamental freedoms is seen as a constituent ingredient of the state itself. The chapter continues to elaborate how this change has come about. The classical notion of sovereignty is illustrated through a reading of Bodin’s Six Books of the Commonwealth (1576). In Bodin’s world, sovereignty is a constitutive element of the state, and the possibility of a multitude of sovereign entities in a global world logically denying the possibility of any “supra-national” normative framework is still a minor consideration. This possibility is only worked out with the emergence of international law. In both classics such as Emmerich de Vattel’s The Law of Nations (1758) and more contemporary treatises such as Lassa Oppenheim’s International Law (1905), state sovereignty has become conditional to recognition by other sovereign states and a subsequent membership in the “family of nations.” The conditional membership in the “family of nations” involves a contradiction: a sovereign state must act in a “dignified” manner, it must use its sovereignty with “restraint” by respecting the human rights and fundamental freedoms of its citizens, i.e., it must employ its sovereignty in a non-sovereign way. This restriction of sovereignty, addressed as “ethical sovereignty,” becomes a constitutive element in a post-Westphalian state and a central ingredient in the contemporary doctrine of humanitarian intervention. The article further criticizes the various uses (and abuses) of “ethical sovereignty” in the regulation of “failing” and “rogue” states and concludes by identifying its general political dangers. Finally, with reference to Jacques Derrida’s Rogues (2003), the article suggests a more radical reappraisal of the concept of sovereignty. It is a fact that sovereignty is a term used without any well-recognised meaning except that of supreme authority. Under these circumstances those who do not want to interfere in a mere scholastic controversy must cling to the facts of life and the practical, though abnormal and illogical, condition of affairs.1 —Lassa Oppenheim But to invoke the concept of national sovereignty as in itself a decisional factor is to fall back on a word which has an emotive quality lacking meaningful specific content. Decision makers need the right information at the right time but in rural development much information generated is too costly and inappropriate. Rapid rural appraisal forms part of the attempt to learn about rural conditions in a cost effective way. Such appraisal involves avoiding the traps of quick and dirty or long and dirty methods and using instead methods that are more cost effective. To do this means ignoring inappropriate professional standards and instead applying a new rigour based on the two principles of optimal ignorance—knowing what it is not worth knowing—and proportionate accuracy—recognising the degree of accuracy required. The article reviews a range of approaches and techniques for rapid rural appraisal that are less rigid and exhaustive than many traditional methods and yet more rigorous in relation to cost and use. Time is emphasized as a critical factor in effective appraisal and rapid rural appraisal methods increase the chance of reducing the bias against the poorer rural people in the promotion of rural development.  相似文献

Recent changes in welfare policy have produced changes in parental work and welfare receipt. These factors are assessed in relation to investigated reports of child abuse and neglect using survey data on 1998 welfare recipients in nine Illinois counties, in conjunction with longitudinal administrative data on cash welfare benefits, employment, and child abuse and neglect reports. Trend analyses show that rates of child maltreatment reports among welfare recipients have risen since the passage of PRWORA in 1996. Findings from multivariate analyses indicate that parental employment has a protective effect on reports to child protection systems (CPS), that this effect is greatest when combined with welfare receipt, and that this effect becomes stronger over time. Those who receive welfare in the absence of employment face a significantly greater risk of CPS involvement, even compared with those who neither work nor receive welfare. © 2003 by the Association for Public Policy Analysis and Management  相似文献

Are there different worlds of welfare in Swiss cantons, analogous to different national welfare state regimes? Are the welfare regimes made up of functionally related sub-regimes in the field of employment, education, taxation and social security, as argued in recent analyses of ‘varieties of capitalism’? And can the variations between such cantonal welfare regimes be explained by the same politico-institutional variables that account for the development of national welfare states? These are the guiding questions of this article. We find strong empirical evidence for large inter-cantonal variation in welfare state policies. The sub-regimes are not functionally connected, however. Their variation is related to different sets of variables, indicating a weak functional link between them. Developments and causal structures are specific to the various subregimes. In addition, it is socio-economic and not politicoinstitutional variables that have had the strongest imprint on the overall structure of cantonal welfare regimes.  相似文献
