ABSTRACT

In most countries, men are more likely to vote for parties of the populist radical right (PRR) than women. The authors argue here that there are two mechanisms that might potentially explain this gender gap: mediation (women's attitudes and characteristics differ from men's in ways that explain the PRR vote) and moderation (women vote for different reasons than men). They apply these two mechanisms to general theories of support for PRR parties—the socio-structural model, the discontent model, and the policy vote model—and test these on a large sample of voters in seventeen Western and Eastern European countries. The study shows that the gender gap is produced by a combination of moderation and mediation. Socio-structural differences between men and women exist, but the extent to which they explain the gender gap is limited, and primarily restricted to post-Communist countries. Furthermore, women generally do not differ from men in their level of nativism, authoritarianism or discontent with democracy. Among women, however, these attitudes are less strongly related to a radical-right vote. This suggests that men consider the issues of the radical right to be more salient, but also that these parties deter women for reasons other than the content of their political programme. While the existing research has focused almost exclusively on mediation, we show that moderation and mediation contribute almost equally to the gender gap.  相似文献

It is well-documented that women report less interest in politics than men on average. We argue that depression—and the differential strategies used to cope with its symptoms—contribute to this persistent gender gap in political interest. While women tend to rely on rumination when experiencing depression, there is less agreement on men's coping strategies. Depressive symptoms should thus more greatly reduce political interest among women than among men. We analyze data from the European Social Survey and the German GESIS Panel Study. We find some evidence that depressive symptoms, even those that are sub-clinical and short-lived, reduce political interest among women, but have little or no effect on the political interest of men. These findings have implications for political and gender equality, especially with the rising prevalence of depression around the world, and contribute to our understanding of the impact of depression on political engagement.  相似文献

This paper examines the long‐term effect of project‐based housing assistance—public housing and private assisted housing—on work, earnings, and welfare receipt. We use the Panel Study of Income Dynamics–Assisted Housing Database to identify women ever living in project‐based assisted housing and to create comparison groups using propensity scores. Analyses show no evidence that moving into this type of assisted housing is associated with sustained reductions in employment rates, work hours, or earnings. Although welfare rates decline, they remain higher for assisted housing recipients compared with nonrecipients. Overall, these findings align with those of recent experimental and nonexperimental studies that include other forms of housing assistance and cover different time periods. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

Under what conditions do women participate in executive power in multiethnic societies? Previous research has examined how political institutions, socioeconomic factors, and cultural norms affect the appointment of women as cabinet ministers. However, no study has assessed the extent to which the politicization of ethnicity—a cleavage that shapes political life in many countries—affects women's cabinet appointments. Focusing on sub‐Saharan Africa, we argue that women are less likely to become cabinet ministers where incumbents use such appointments to build patronage‐based alliances with politicians who act as advocates for ethnic constituencies. Using an original dataset on the composition of cabinets in 34 African countries from 1980 to 2005, we show that women's share of cabinet appointments is significantly lower in countries where leaders must accommodate a larger number of politicized ethnic groups, but it rises with higher levels of democracy and greater representation of women in parliament.  相似文献

Research on corruption and women in politics has mainly focused on legislatures, generally finding that corruption decreases the election of women. This article turns the spotlight to the executive branch—an arena where selection is less transparent than recruitment to legislative seats—and examines if corruption decrease the share of ministers who are women. Drawing on feminist institutionalist theories, we posit that in an environment of high political corruption, (male) elites involved in cabinet formation will tend to appoint ministers whom they can trust with secretive tasks. In systems with corrupt networks, relative newcomers, such as women, should face obstacles to career advancement. The article tests this reasoning empirically on a global sample of countries across time. Using a new indicator measuring corruption in executive bodies, we find support for our argument; corruption tends to hinder women's presence in cabinets, albeit only in democracies and not autocracies.  相似文献

Welfare policy in the American states has been shaped profoundly by race, ethnicity, and representation. Does gender matter as well? Focusing on state welfare reform in the mid‐1990s, we test hypotheses derived from two alternative approaches to incorporating gender into the study of representation and welfare policymaking. An additive approach, which assumes gender and race/ethnicity are distinct and independent, suggests that female state legislators—regardless of race/ethnicity—will mitigate the more restrictive and punitive aspects of welfare reform, much like their African American and Latino counterparts do. In contrast, an intersectional approach, which highlights the overlapping and interdependent nature of gender and race/ethnicity, suggests that legislative women of color will have the strongest countervailing effect on state welfare reform—stronger than that of other women or men of color. Our empirical analyses suggest an intersectional approach yields a more accurate understanding of gender, race/ethnicity, and welfare politics in the states.  相似文献

The #MeToo movement has done a great deal to address sexual abuse and violence. There is no doubt that justice may occur when the right person speaks out. However, what happens when the wrong people—that is, people of color, the working class women, and transgender people— speak out on the same issue? When these “wrong people” do speak out, they are discredited, marginalized, and silenced by being ignored. This Viewpoint essay addresses two populations that have been overlooked by the #MeToo movement: women of color and transgender people. The essay concludes with recommendations for how the movement can move forward given the criticisms around the absence of diversity and transparency.  相似文献

In recent years, the political process has seemed to become increasingly favorable to issues involving women, as shown by the relatively large number of states which have passed the Equal Rights Amendment. The economic theory of politics would imply that this result would occur if the interests of women in removing labor force sex discrimination had increased. We argue that most sex descrimination in hiring and pay of women is in the form of statistical discrimination where sex is used as a proxy for labor force attachment. If this is so, then, on net, sex discrimination in employment practices would pay in the sense that the gainers from such behavior would gain more than the losers would lose. Married women would share in such gains since they would be compensated for their lower earnings by the higher earnings of their husbands. Single women, however, would receive no such compensation. We therefore hypothesize that the recent increase in legislation benefitting women is related to marriage rates, not to female labor force participation. Using votes in the state legislatures on the ERA as a measure of success by state of the women's movement, we find that our results do hold — number of single women is significant in explaining such voting but female labor force participation is not significant.  相似文献

Discursive Exit     
Some women did not participate in the Women's March, rejecting its claims of unity and solidarity because white women mobilize only in their self‐interest. This is a form of exit with three features: (1) rejecting a political claim; (2) providing reasons to the power wielder and the broader public; and (3) demanding accountability both as sanction and as deliberation, which requires a discussion about the claim—in this case, the meaning of the group and the terms on which it understands itself. This combination of exit, voice, and deliberative accountability might accurately be called “discursive exit.” Discursive exit addresses conceptual and normative limitations of standard accounts of exit, voice, and loyalty, in particular, when exit and voice are imperfect—because exit can be seen as disapproval of an entire cause—and morally problematic—because voice “from within” implies that cause trumps disagreement, leaving people morally complicit in an unwelcome exercise of power.  相似文献

ABSTRACT

Post-conflict interventions to ‘deal with’ violent pasts have moved from exception to global norm. Early efforts to achieve peace and justice were critiqued as ‘gender-blind’—for failing to address sexual and gender-based violence, and neglecting the gender-specific interests and needs of women in transitional settings. The advent of UN Security Council resolutions on ‘Women, Peace and Security’ provided a key policy framework for integrating both women and gender issues into transitional justice processes and mechanisms. Despite this, gender justice and equality in (post-)conflict settings remain largely unachieved. This article explores efforts to attain gender-just peace in post-conflict Bosnia and Herzegovina (BiH). It critically examines the significance of a recent ‘bottom-up’ truth-telling project—the Women’s Court for the former Yugoslavia—as a locally engaged approach to achieving justice and redress for women impacted by armed conflict. Drawing on participant observation, documentary analysis, and interviews with women activists, the article evaluates the successes and shortcomings of responding to gendered forms of wartime violence through truth-telling. Extending Nancy Fraser’s tripartite model of justice to peacebuilding contexts, the article advances notions of recognition, redistribution and representation as crucial components of gender-just peace. It argues that recognizing women as victims and survivors of conflict, achieving a gender-equitable distribution of material and symbolic resources, and enabling women to participate as agents of transitional justice processes are all essential for transforming the structural inequalities that enable gender violence and discrimination to materialize before, during, and after conflict.  相似文献

Abstract

Ageism directed at those in their middle years—middle ageism—is being given teeth by midlife downsizing, drops in real income and workforce participation, substandard employment, hiring discrimination, and court decisions that weaken age anti‐discrimination laws. This essay explores the high costs of this trend—not only for individuals currently at midlife, but for their families, the next cohorts aging into the middle years, the value of seniority, the power of employers over workers in the global workforce, and the meaning of the life course. In Europe premature superannuation became a problem decades ago. Middle ageism is becoming a problem in the US, ironically, at the same time that social justice movements have produced increases in peak wages and expectations of “seniority,” broadly defined, for women and African‐Americans. The market's attempt to drive wages to the bottom thus clashes with expanding cultural visions of age‐graded progress. This essay speculates that middle ageism may have negative effects on the age‐wage curve. Ending with a call to institute “full‐employment‐plus” (a set of programs that take life‐course issues into full consideration), the essay argues that academics and the public need to become more alert to the social construction of the midlife and the life course and the manipulation of age as a powerful category of difference.  相似文献

‘The arts’ is a field of activity and power which has traditionally been associated with ‘great men'; women have typically been represented as having only tenuous links with the field. However, in regional and rural areas, women are by far the major arts participants, organisers and educators, and tend to operate not as individuals, but as members of arts groups. Possibly as a corollary, while arts in rural areas recruits substantial community participation, the activity apparently receives little media coverage or support from governments or corporations, relative to other recreational activities.

In this paper I will discuss ‘the arts’ as a social practice, with its own internal rules and logic, and explore the social location of arts beyond the metropolis. To this end I will outline the results of my research to date in the field of arts in Central Queensland, drawing on policy statements and on interviews with (mainly women) rural art practitioners. The paper examines whether the logic of the field of arts changes when it is moved from the city to the bush, and discusses to what extent this can be attributed to the social position of women in rural communities. It attempts to engage with social relations in regional Queensland, and the incommensurability of the public and private spheres. That is, women arts practitioners are actively engaged in a public activity—dealing with funding, public relations and policy implementation—yet are perceived (and, typically, perceive themselves) to be operating largely within the private sphere. This suggests that modes of representation have greater material effects than empirical ‘realities’.  相似文献

This article explores the relationship between truth commissions and gendered citizenship through a case study of Timor-Leste. It examines how, 10 years after the Commission for Reception, Truth and Reconciliation (CAVR) has completed its work, women’s citizenship remains constrained by, and negotiated within, deeply gendered narratives of nation-building that are informed by historical experiences of the resistance struggle. The power of these narratives—which foreground heroism rather than victimisation—underscores the need to situate truth commissions as part of an ongoing politics of memory. Despite the power of political elites to shape this politics, the continued marginalisation of sections of society within official narratives is also providing an impetus for alternative truth-telling efforts that seek to broaden public perspectives on the past. By promoting new narratives of women’s experiences of the conflict, these projects might be understood as attempts to negotiate and transform gendered conceptions of citizenship in the present and for the future.  相似文献

What have been the impacts of Europeanization in European Union (EU) member states in the domain of employment policy from a gender perspective? The essay explores this question for one of the traditional “male breadwinner–female caretaker” gender policy regimes in the EU—the case of Germany. Since German women's employment status is behind the status of women in many other EU countries, it has been expected that the impact of European (EC) equal opportunity and equal treatment norms on domestic policy change has remained minimal (Ostner & Lewis, 1995). This, however, is not the case any more. On the contrary, it is argued that Europeanization, although against considerable domestic resistances and with delays, helps to “gender” German public employment policy, namely in three respects: with respect to underlying gender norms, regarding the distinction of gender specific target groups and scope, and the introduction of innovative gender‐sensitive policy instruments. This claim is illustrated by three examples. An explanation for these shifts is developed that accounts for member state change despite misfits with EU norms, not as a consequence of legal compliance mechanisms, but as an outcome of a combination of three mechanisms—the politicization of controversial issues, shifts in dominant discourses, and political advocacy building—conducive to the “gendering” of Europeanization.  相似文献

Political scientists often cite the importance of mechanism‐specific causal knowledge, both for its intrinsic scientific value and as a necessity for informed policy. This article explains why two common inferential heuristics for mechanism‐specific (i.e., indirect) effects can provide misleading answers, such as sign reversals and false null results, even when linear regressions provide unbiased estimates of constituent effects. Additionally, this article demonstrates that the inferential difficulties associated with indirect effects can be ameliorated with the use of stratification, interaction terms, and the restriction of inference to subpopulations (e.g., the indirect effect on the treated). However, indirect effects are inherently not identifiable—even when randomized experiments are possible. The methodological discussion is illustrated using a study on the indirect effect of Islamic religious tradition on democracy scores (due to the subordination of women).  相似文献

A gendered reading of the liberal peacebuilding and transitional justice project in Bosnia–Herzegovina raises critical questions concerning the quality of the peace one hopes to achieve in transitional societies. By focusing on three-gendered justice gaps—the accountability, acknowledgement, and reparations gaps—this article examines structural constraints for women to engage in shaping and implementing transitional justice, and unmasks transitional justice as a site for the long-term construction of the gendered post-conflict order. Thus, the gendered dynamics of peacebuilding and transitional justice have produced a post-conflict order characterized by gendered peace and justice gaps. Yet, we conclude that women are doing justice within the Bosnian–Herzegovina transitional justice project, and that their presence and participation is complex, multilayered, and constrained yet critical.  相似文献

Much recent scholarship and popular discussion posits a substantial movement of African-American households into the “middle class.” Yet over the course of the 1980s, the proportion of individual black wage-earners receiving “annualized” (work experience-adjusted) wages and salaries in excess of about $35,000—three times the poverty line—fell by 22 percent, even as the share of African-Americans earning below the poverty line increased by a fifth. This was true for all age groups, and even for persons within the black community who had completed four or more years of college. The growth of low wage employment was most pronounced for black men between the ages of 25 and 34, among whom the incidence of below-poverty-level employment doubled. Black women aged 35–54 experienced relatively greater progress than any other part of the African-American community, but their gains lagged far behind those of comparable white women. We speculate on possible explanations for these developments, on the basis of which a potential public policy agenda is examined.  相似文献

Much radical writing on academia is grounded in a mystified view of knowledge in which an ecosocialist pedagogy would be “theory from above.” This article argues for a different understanding of knowledge as materially situated in social and ecological relationships; oriented towards practice; developmental and contested from below, demystifying third-level education from the perspective of movement-generated knowledge. Concretely, this means starting from participants’ existing praxis and “learning from each other’s struggles”—using “frozen” movement theory and activist experience—to move towards a wider, more radical understanding. In Ireland such pedagogy is rooted in working-class community self-organising, rural environmental justice alliances, women’s and GLTBQ activism, and the anti-capitalist “movement of movements,” encapsulating Audre Lorde’s dictum, “There is no such thing as a single-issue struggle because we do not live single-issue lives.” The article focusses in particular on a “Masters for activists.” The course supports movement participants to deepen and develop their activist practice but also to situate it within these wider and more radical understandings and emancipatory alliances. Taking movement praxis—rather than “contemplative” knowledge—as a starting point raises very different questions about theory and practice, forms and distribution of knowledge and the purpose and shape of learning.  相似文献
