The “underclass” is perhaps the defining feature of current research in urban distress and of current debates regarding urban policy. The leading measurement strategy (proposed in this journal) is somewhat divorced from the careful specifications of the leading theoretical work (notably that of W. J. Wilson). Several alternative measurement strategies demonstrate that the findings are extremely sensitive to the measurement used. Theory is the only reliable basis for choosing a measurement strategy and for avoiding the empiricist approach taken by other studies. If we cannot identify the best measurement strategy, then there is no basis for further research or for recommending policies.  相似文献

Identifying neighborhood thresholds: An empirical exploration   总被引:1,自引:0,他引:1  
Abstract

In this article, we investigate the threshold‐like effects of four aspects of neighborhood environment: poverty rate, adult nonemployment rate, female headship rate for families with children, and secondary school dropout rate. We used a sample consisting of virtually all census tracts from U.S. metropolitan areas. The relationship between the value of numerous neighborhood indicators in 1980 and subsequent changes in each of the four dimensions of neighborhood quality of family life from 1980 to 1990 was evaluated statistically using a regression model with a spline specification to test for nonlinear, threshold‐like processes.

Stressing the exploratory nature of the study, we find evidence of threshold‐like effects in an endodynamic relationship (poverty rate and subsequent changes in that rate), and in exodynamic relationships (occupational status and rental rates and subsequent changes in several neighborhood quality indicators). Implications for research and a spatially targeted neighborhood reinvestment policy are derived from the analysis.  相似文献

This analysis examines the extent to which the Board of Immigration Appeals (BIA), from 1980 to 1987, complied with a new policy of Congress, set forth in the Refugee Act of 1980, which called for an elimination of bias in favor of aliens from hostile countries. Statistical analysis reveals that the BIA did not enforce the Refugee Act of 1980. I argue that Congress never intended to eliminate this bias since doing so would bring it into conflict with actors within the executive branch (including the President and the State Department) that have traditionally dominated policy-making relating to refugees and asylees. Instead, in the Refugee Act of 1980, Congress allowed these actors to retain control through a broad definition of "refugee" and by failing to clearly specify standards for political asylum and withholding of deportation. Simultaneously, Congress temporarily placated private and public "refugee rights" interest groups with statutory provisions that (presumably) eliminated the hostile country bias in U.S. refugee and asylum admis- sions, and granted increased federal aid to private organizations and units of state and local governments.  相似文献

Abstract

Until the late 1980s, European integration was generally said to be based on ‘integration through law’. However, in the 1990s, a group of scholars observed that law seemed to be increasingly challenged and new modes of governance tended to distance themselves from legal integration. They were confronted with another group arguing that the EU was still subject to processes of judicialisation, juridification and Eurolegalism. Against this background, this special issue aims at understanding what triggers normative transformations, be it the hardening or the softening of law, at both EU and national levels. In this introduction, soft and hard law are given a definition based on obligation and enforcement. Then, normative transformations are situated in a framework which makes a distinction between processes, normative levels and political/administrative levels of transformation. Finally, three types of explanations are suggested to help us understand when and why transformations occur.  相似文献

How does land reform impact civil conflict? This article examines this question in the prominent case of Peru by leveraging original data on all land expropriations under military rule from 1969 to 1980 and event-level data from the Peruvian Truth and Reconciliation Commission on rural killings during Peru's internal conflict from 1980 to 2000. Using a geographic regression discontinuity design that takes advantage of Peru's regional approach to land reform through zones that did not entirely map onto major preexisting administrative boundaries, I find that greater land reform dampened subsequent conflict. Districts in core areas of land reform zones that received intense land reform witnessed less conflict relative to comparable districts in adjacent peripheral areas where less land reform occurred. Further tests suggest that land reform mitigated conflict by facilitating counterinsurgency and intelligence gathering, building local organizational capacity later used to deter violence, undercutting the Marxist left, and increasing opportunity costs to supporting armed groups.  相似文献

In this essay we discuss effects of growing interdependence and internationalization upon national political institutions. More exactly we address the question of how these processes are reflected in matters handled by the Standing Committees of the Swedish Parliament. Generally speaking, the proportion of international issues has increased continuously during the 1970s and the early 1980s. The internationalization of parliamentary work has mainly taken place outside the area of 'traditional' foreign policy. Even though internationalization is a general phenomenon in the Swedish parliament, the enhancement of international issues is particularly evident in subject areas linked to economic life in general, but issues concerning environmental policy, communications and energy policy also bear the stamp of internationalization. In spite of this internationalization of domestic politics the pattern of relations with actors on the international scene seems to be rather stable. The picture is dominated by international organizations in the Scandinavian region and Western Europe. Traditionally, the principle of consensus has governed Swedish security and defence policy. Our data support this notion. However, international issues outside the area of 'traditional' foreign policy do not bear the hallmark of consensus. The level of conflict is considerably higher and has risen, especially during the 1980s. Generally speaking, patterns of conflict in international issues do not deviate from those in 'pure' domestic policy. Thus, internationalization has also involved domestication regarding the level of conflict.  相似文献

Abstract. In a study published in 1980, Alan Lewis found that members of the British mass public tend to have clearly defined preferences on spending in specific policy areas and that these preferences are closely related to party identification. This paper examines Lewis's conclusion in the American setting. Data on eleven spending policies from the 1973 and 1980 General Social Survey are examined via factor analysis and multiple classification analysis. While some change is observed between 1973 and 1980, the preferences of the American public on public expenditures appear to be quite stable and, contrary to Lewis's findings these preferences are unrelated to party identification.  相似文献

Existing analyses of the Labour Party's recent transformation tend to begin in the period after the 1987 election defeat, and less commonly after the 1985 conference. Because of this, analysts have ignored additional causes and aspects of transformation occurring in the early 1980s in the areas of policy reform, campaign strategy and `ethos'. Once these extra factors are taken into account we can acknowledge that Labour's transformation is more complex than previously recognised. Consequently, what often appears as an origin of change is more accurately a point of transition in an unending process of development and flux.  相似文献

The suburban areas that were initially stereotyped in the late nineteenth century as ‘Villa Tory’ strongholds and exemplified by Hackney and Islington had, by the 1980s, become ‘bedsitter’ areas dominated by the political left. An examination of the evolution of electoral behaviour in these areas shows that conservatism did indeed dominate the villa suburbs, and that although there were previous intimations of decline, it was not until 1945 that Labour broke the Conservatives’ grip. The causes of this are identified as an outward movement of the population to interwar suburbia, the breaking up of villas into flats, and Labour's increasing appeal to middle class electors. In this category of seats, Labour has outperformed the party's national achievement consistently since 1955; the party's exceptional results here in the 2017 election are, therefore, a new peak on a long‐term trend rather than a breakthrough.  相似文献

Leung’s article re-examines the political and legislative history of the debates that led up to the passage of the 1990 Hate Crime Statistics Act, in particular the 1980 House committee hearing on Increasing Violence against Minorities and a 1983 U.S. Commission on Civil Rights report entitled Intimidation and Violence: Racial and Religious Bigotry in America. Both identify organized white supremacy as the cause of the nation’s epidemic of racial intimidation and violent bigotry in the late 1970s and early 1980s. Many significant recommendations were made, but data collection became the first piece of legislation to address the national problem of hate violence. Leung seeks to explain why. By analysing the relationship between committee hearings, the key report and the political context of the Reagan administration, he demonstrates how ‘hate crime’ became an object of knowledge, and how its definition had implications for policy development.  相似文献

Seismologists have reported that a majority of recent earthquakes in Oklahoma have been triggered by the activities of oil and gas companies. Despite this fact, there is evidence of strong opposition toward earthquake mitigation policy. In this article, we argue that how individuals define issues affect their policy choice. Furthermore, we incorporate the concept of venue shopping from the literature on macro theories of the policy process to investigate the effect of problem definition in shaping individual venue preference for policy choice. Using unique survey data, we find that problem definition, particularly issue causality and issue image, is strongly related to individual support for earthquake mitigation policy. However, a more nuanced relationship between individual problem definition and venue preference is observed. Our findings contribute to scholarly endeavors to understand the politics of problem definition at an individual level, which may be the precursor of understanding policy choices at the institutional level.  相似文献

通过对7省34村的质性访谈而获得的1980-2009年间604例农民自杀死亡案例的数据分析,本文认为当前农村自杀率仍呈显著上升态势。青年人自杀率的显著下降与老年人自杀率的急速上升并行不悖地运行于当下农村,青年女性自杀率的显著下降拉低了青年人整体自杀率并使之向下运行,然而,老年人自杀率的急速上升则拉升了农村的整体自杀率并使之向上运行。分析指出,决定这种复杂形貌的因素并非农村女性的迁移所导致,而是由于代际关系变动与离婚加速兴起所造成。其背后更为深刻的机制则表明,当前农村自杀率的复杂变化是现代性持续地侵蚀农村的产物。  相似文献

This article aims to explain the broader evolution of British merger control. To this end it outlines a novel critical political economy perspective on regulation and regulatory change which differs from established political economy approaches, such as the regulatory capitalism/state perspectives, in three main ways: it places regulatory ideas at the heart of the analysis, it differentiates between different degrees of regulatory change, and it links regulatory change in delineated issue areas with changing power balances between fractions of capital and labor. The application of this perspective to the analysis of the evolution of British merger control provides some important new insights, most notably that the content, form, and scope of merger control in Britain have been deeply transformed in accordance with neoliberal ideas since the 1980s and that this process, which was part of a broader regulatory and ideational shift, was premised on the ascendancy of transnational capital.  相似文献

This paper presents evidence of the effects on subnational financial dependence of the intergovernmental fiscal agreement implemented in 1980. In contrast with a previous study that uses annual time series national data, we use a panel of annual time series (1975–1995) of 31 Mexican states. We propose and estimate three different empirical models using the fixed effects panel data approach. In concordance with previous literature, we find strong statistical evidence that the implementation of the agreement increased financial dependence. The main contribution of this paper is to distinguish the effect of the 1980 fiscal arrangement on every state's degree of financial dependence.  相似文献

Noting the continuing rural in-migration of the 197Os, the most prominent of contemporary rural demographers looks at some initial interpretations from the emerging 1980s census data. This in-migration to all types of rural areas reverses a trend of several decades and signals new challenges for rural areas. Abstract

The literature on urban sprawl confuses causes, consequences, and conditions. This article presents a conceptual definition of sprawl based on eight distinct dimensions of land use patterns: density, continuity, concentration, clustering, centrality, nuclearity mixed uses, and proximity. Sprawl is defined as a condition of land use that is represented by low values on one or more of these dimensions.

Each dimension is operationally defined and tested in 13 urbanized areas. Results for six dimensions are reported for each area, and an initial comparison of the extent of sprawl in the 13 areas is provided. The test confirms the utility of the approach and suggests that a clearer conceptual and operational definition can facilitate research on the causes and consequences of sprawl.  相似文献
