THE CORRUPT STATE: THE CASE OF ROME RECONSIDERED

This mighty state remarkable for the smallness of its origin, as well as for the greatness to which it attained, has by the splendour of its national exertions … or by its internal revolution and reverses of fortune ever been a principal object of interest to all the more enlightened nations of the western world…. To know it well is to know mankind. There is merit in attempting to promote the study of this subject even if the effect should not correspond with the design.     

OPINION CONGRUENCE AND THE FORMULATION OF SEISMIC SAFETY POLICIES

This article examines key actors'and citizens'perceptions on several issues involving various actions designed to lessen the effects of a damaging earthquake as well as the degree of concern these groups have over the occurrence of such an event. The relationship discovered between key actors'and the public's attitudes on these issues indicates that several other studies of earthquake policy adoption which suggest that a lack of citizen awareness and support for earthquake policy are the major barriers to adoption may be in error. In fact, it is discovered that in the Central states, it is the public which is concerned and supportive of such policy and the key actors who are more reluctant to endorse such policies.     

THE STATES AND DEREGULATION: THE CASE OF SURFACE MINING

The Surface Mining Control and Reclamation Act of 1977 (SMCRA), passed to correct the abuses of surface mining, assigned key implementation roles to the states. While the federal government originally enforced SMCRA, states could operate the program themselves. Once states decided to run their own program the federal government would oversee them to insure they properly enforce the Act. This research examines the enforcement behavior of states in the 1980s. The results indicate that early in the Reagan administration eastern states enforced the SMCRA less stringently than other states. Eastern states increased their level of enforcement later in the 1980s in response to pressures for increased federal oversight from Congress, interest groups and others.     

THE ROLE OF INFORMATION TECHNOLOGY IN REGULATORY REFORM: THE CASE OF ELS

Abstract: The effects of the Electronic Lodgment Service on relations between tax agents and the Australian Taxation Office provide evidence for both the value and limitations of integrating information technology innovation with regulatory reform strategy. IT innovations such as ELS can promote cooperative regulation. The limitations of this achievement are largely limitations of regulatory context and strategy.
