What is the current state of research on business improvement districts (BIDs)? What is an appropriate framework for analysis? What are key questions for advancing future BID research? BIDs can be understood best within a network governance framework. The research shows, first, a blurring of the line between the public and private spheres as a result of BIDs; second, BIDs are increasingly important actors in urban governance; third, BIDs engage in collaborative, conflictual, and co‐optative relations with local and state governments; and fourth, difficult accountability and management problems are created by their interdependent relationships with local governments. Future research needs to focus on understanding the role of BIDs in urban governance and assessing their impacts on metropolitan areas, as well as their inherently complicated public accountability and management challenges.  相似文献

Because they supplement the municipal provision of local public goods, Business Improvement Districts (BIDs) provide an opportunity to examine the space, scope, and determinants of the provision of local public goods. A BID is formed when a group of merchants or commercial property owners in a neighborhood vote in favor of package of self‐assessments and local public goods to be funded with those assessments. These districts solve a collective action problem in the provision of public goods because once a majority has voted in favor, participation is compulsory for all merchants or commercial property owners in the neighborhood. I use a unique dataset on adoption patterns of BIDs in California to test two main claims suggested by the theoretical literature: first, that businesses respond to individual heterogeneity that determines the quality of local public goods, and second, that the type of heterogeneity—overall or spatial—matters. In contrast to the literature on residents, this study finds at best a weak correlation between a city's adoption of a BID and heterogeneity. In addition, despite the theoretical preference for spatial over overall heterogeneity, BIDs are not more likely to be adopted by spatially heterogeneous cities.  相似文献

Much of the literature on welfare dynamics has focused on the effects of recipient characteristics and state‐level characteristics such as welfare benefits and economic conditions; there has been very little analysis on the effects of child support. This paper, using the 1979‐1996 National Longitudinal Survey of Youth, examines whether child support affects the likelihood of leaving and re‐entering welfare. The results indicate that strong child support enforcement is important in helping young mothers exit and stay off welfare. Women with $1000 child support payments in the previous year were 18 percent more likely to exit welfare and 12 percent less likely to re‐enter welfare. Compared with women in states that pursued child support least vigorously, women in states that had passed extensive child support enforcement legislation and that spent more money on child support enforcement were 79 percent more likely to exit welfare and about 60 percent less likely to re‐enter welfare. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

This paper attempts to explore recent efforts of American state legislatures to improve the quality of public schools. Which state legislatures have passed school reform legislation? At what aspects of public education is this reform legislation aimed? Are there significant variations across states in such reform legislation? What has contributed most to the passage of such legislation? Is it the socioeconomic characteristics of individual states or the structural and procedural characteristics of their legislative branch that better explain school reform legislation? Analysis of data from the 50 states reveals greater variation in legislative results that reform public schools. The regional locus of most reform was the south. Most importantly, school reform legislation was found to be influenced by the interaction of a multitude of divergent forces. This finding suggests that researchers interested in the determinants of legislative action must move beyond analysis of whether economic or political forces shape legislative outcomes to inquire how economic, political and other forces interact when a given reform effort reaches the legislative halls of the states.  相似文献

This article presents the first empirical test of Wildavsky's model of self-evaluation by public organizations. We elucidate Wildavsky's arguments and identify six variables that have theoretical effects on self-evaluation. A statistical model that incorporates these variables explains 46 percent of the variation in self-evaluation. The evidence suggests that self-evaluation is positively related to leadership support and employee involvement, and negatively related to the number of organizational sub-units undertaking evaluation at the same time. Refinements to the Wildavsky model are proposed, and conclusions are drawn on the theory and practice of self-evaluation by public organizations.  相似文献

In this study we used the theory of economic regulation and public choice to derive a model to explain the pattern of public sector bargaining laws among the states. We find this type of legislation is influenced by the following demand factors: (1) the extent of public sector union membership, which represents the interest group hypothesis, has a positive influence on pro-union legislation; (2) the extent of employer opposition to unions, as measured by unfair labor practice charges against employers in representation elections, has a negative effect on bargaining laws; (3) two taste variables — the salaries of public employees and the percent of nonwhite employment in the state — have a positive influence on these laws. A result which will be surprising to many people is that the extent of private sector union membership has no significant influence on the passage of public sector bargaining legislation.Our empirical analysis indicates that supply factors are also important in explaining the pattern of public employee bargaining laws across the state. We find that states are more likely to enact pro-union legislation under the following conditions: (1) constituents appear to hold pro-labor views as represented by their Congressmen's voting record; (2) neighboring states have passed mandatory bargaining laws; and (3) when competition is greater among the political parties.  相似文献

Since 1980, the number of state pre‐kindergarten (pre‐K) programs has more than doubled, with 38 states enrolling more than one million children in 2006 alone. This study evaluates how five state pre‐K programs affected children's receptive vocabulary, math, and print awareness skills. Taking advantage of states' strict enrollment policies determined by a child's date of birth, a regression‐discontinuity design was used to estimate effects in Michigan, New Jersey, Oklahoma, South Carolina, and West Virginia. For receptive vocabulary, only New Jersey and Oklahoma yielded significant standardized impacts, though two of the three other coefficients were in a direction indicating positive effects. For math, all the coefficients were positive but only Michigan and New Jersey yielded reliable results. The largest impacts were for print awareness, where all five coefficients were positive and four were reliable in Michigan, New Jersey, South Carolina, and West Virginia. The five states were not randomly selected and, on average, have higher quality program standards than non‐studied states, precluding formal extrapolation to the nation at large. However, our sample of states differed in many other ways, permitting the conclusion that state pre‐K programs can have positive effects on children's cognitive skills, though the magnitude of these effects varies by state and outcome. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

Governance beyond the nation state is intensively discussed with regard to the degree of Europeanization of the member states. For some scholars, the Europeanization degree of German legislation has already reached a share of 80 percent. This article applies a quantitative perspective and investigates, whether and to what extent German legislation has been stimulated by European impulses over the past 30 years. In contrast to previous studies, the analysis distinguishes between regular and important legislation and examines whether and to what extent European impulses are induced by EU legislation. The results reveal that previous estimates have dramatically overstated the influence of Europeanization on German legislation. According to our findings, a share of 80 percent has only once occurred in a single policy domain. Usually, this share is significantly lower, in particular for important legislation. Moreover, it is only possible to identify the reasons for half of the Europeanization impulses in the respective EU legislative database.  相似文献

While much consideration has been given to the approval process, base classification, and codification of tax and expenditure limits (or TELs), these factors tell us nothing about how they actually work. This study focuses exclusively on the technical elements of these limits and finds how states estimate their limits have over time eroded their potency. More specifically, if a state resets or rebases its limit annually by using actual revenues or expenditures for the preceding year, the limit will trend closely with actual revenues or expenditures, effectively restricting growth in spending as prescribed by law. However, if the law requires a state to estimate its limit using the appropriation limit for the preceding year instead of actual revenues or expenditures, that is, without rebasing, the limit will reflect cumulative changes to the base when it was first approved. Over time, the TEL cap is significantly above the states revenues or expenditures as it remains unaffected by the state's underlying fiscal and economic environment.  相似文献

Ohio is one of several states that has instituted a Budget Stabilization Fund to serve as a tool to fight the impacts of economic fluctuations on state finances. The optimal size and rate of contribution to the fund are explored in this study. A widely accepted target of 5 percent of general fund revenue for the budget stabilization fund is found inadequate to provide any degree of normalization of state general fund revenue when Ohio's recent fiscal experiences are examined. An optimal size of close to 13 percent emerges as a more likely target for Ohio along with an annual contribution rate approaching 4 percent of revenues in average non-contractionary years.  相似文献

In this paper we estimate the impacts on income tax collections of legalizing same‐sex marriage. We utilize new individual‐level data sources to estimate the federal income tax consequences of legalizing same‐sex marriages. These data sources also allow us to estimate the impact of legalization on state income tax collections. We find that 23 states would realize a net fiscal benefit from legalization, while 21 states would experience a decline in revenue. The potential (annual) changes in state tax revenue range from negative $29 million in California to positive $16 million in New York. At the federal level, our estimates suggest an overall reduction in revenues, ranging from a potential loss of $187 million to $580 million. Overall, we find that the federal and state impacts are quite modest. We also find that our estimates are only marginally affected by alternative assumptions about how many same‐sex couples will choose to marry and which partner will claim any children for tax deduction purposes.  相似文献

For many low‐income Medicare beneficiaries, Medicaid provides important supplemental insurance that covers out‐of‐pocket costs and additional benefits. We examine whether Medicaid participation by low‐income adults age 65 and up increased as a result of Medicaid expansions to working‐age adults under the Affordable Care Act (ACA). Previous literature documents so‐called “welcome mat” effects in other populations but has not explicitly studied older persons dually eligible for Medicare and Medicaid. We extend this literature by estimating models of Medicaid participation among persons age 65 and up using American Community Survey data from 2010 to 2017 and state variation in ACA Medicaid expansions. We find that Medicaid expansions to working‐age adults increased Medicaid participation among low‐income older adults by 1.8 percentage points (4.4 percent). We also find evidence of an “on‐ramp” effect; that is, low‐income Medicare beneficiaries residing in expansion states who were young enough to gain coverage under the 2014 ACA Medicaid expansions before aging into Medicare were 4 percentage points (9.5 percent) more likely to have dual Medicaid coverage relative to similar individuals who either turned 65 before the 2014 expansions or resided in non‐expansion states. This on‐ramp effect is an important mechanism behind welcome mat effects among some older adults.  相似文献

The present research extends the work of Lott and Mustard (1997) by offering the first categorical examination (using an ordered logit model) of various types of right-to-carry handgun legislation across the50 states for 1997. Such an examination is based on the “market for laws” construct built by Crain (1979) and Benson and Engin (1988), which points out that various interest group (demand side) and legislative (firm, supply side) considerations are important in modeling legislation activity at the state level. To that end, we include a number of property rights, demographic and legislative institutional variables as explanatory factors in ordered log it models and tests for nonnested hypotheses. In general, we find that the property-rights movement has significantly shaped these statewide laws as pointed out by variables which measure the amount of federal land present within each state, per-capita income, and death-row inmate executions. Population density, Republican representation, length of legislative sessions and female legislative representation have also had significant impacts on the retention of various forms of right-to-carry legislation.  相似文献

Variation in state policy outputs is often a function of the level of inter governmental involvement in policy decisions by the federal government. This study examines comparable impacts of intergovernmental involvement by states on variations of welfare policy outputs within the states. The analysis of the effects of state-level involvement on General Assistance payments indicates that state delegation of policy discretion in this program leads to significantly higher levels of variation of policy effects within states.  相似文献

This study assesses the direct, indirect, and total impacts of political partisanship on state‐level utilities' investment in energy efficiency. This subject is of utmost importance because energy efficiency improvement has become a linchpin in worldwide efforts to combat climate change and other environmental challenges. Analysis of data on 51 electric utilities nested within 31 U.S. states indicates that political partisanship influences utilities' energy efficiency policies. There is strong evidence that electric utilities in states dominated by the Republican Party are less likely to invest in energy efficiency than those in states governed by the Democratic Party. This finding suggests that political partisanship may be shaping the policy and regulatory frameworks put in place by state governments to incentivize or compel the participation of private‐sector entities' in environmental management and/or resource conservation.  相似文献

Can prominent female politicians inspire other women to enter politics? A woman occupying a high‐profile office directly impacts women's substantive representation through her policy actions. Here, we consider whether these female leaders also facilitate a mobilization effect by motivating other women to run for office. We posit that prominent women in politics serve as role models for other women interested in political careers, causing an increase in female candidates. We test this theory with data from the American states, which exhibit considerable variation in the sex of state legislative candidates and the high‐profile offices of governor and U.S. senator. Using a weighting method and data spanning 1978–2012, we demonstrate that high‐profile women exert substantively large positive effects on female candidates. We conclude that women in major offices are crucial for women's representation. Beyond their direct policy impact, they amplify women's political voice by motivating more women to enter politics.  相似文献

Although minimum wages are advocated as a policy that will help the poor, few studies have examined their effect on poor families. This paper uses variation in minimum wages across states and over time to estimate the impact of minimum wage legislation on welfare caseloads. We find that the elasticity of the welfare caseload with respect to the minimum wage is between 0.1 and 0.2, but this estimate is sensitive to the sample period and assumptions about state trends. Policy implementation has been an infrequently studied process although it has become increasingly evident that the implementation processes of policy development, policy approval, and policy application can shape and delay prospective implementation of legislation. The current study analyzes the implementation of P.L. 99–457 (Part H) the Education for the Handicapped Amendments of 1986. This law provides the states with planning money from the federal government to design a comprehensive interagency, multidisciplinary program of services for children with handicapping conditions and their families. Ratings were taken from key administrators and citizens knowledgeable about the law on state progress in implementing the fourteen requirements of the law and also on proposed influential conditions that might affect that implementation. Additional demographic information was obtained for the fifty states. The factor that seemed to be most influential in a subset of 35 states was the prior presence in the state of systems for interagency planning and development. Neither prior history of early childhood services, available resources, wealth of the state, or geographic region appeared to have a significant influence on policy development. There was some indication that different factors might become influential in the next phase of implementation, policy approval. It appears that progress in state policy development may be linked to the special requirements of the legislation itself and to prior availability of institutional structures that make mandated collaborative efforts more possible.  相似文献

As the U.S. government has intensified its crackdown on illegal immigration in recent years, an important question to ask is how undocumented immigrants react to the stricter enforcement of immigration laws. This paper seeks to answer whether they increasingly choose self‐employment in an effort to avoid apprehension and subsequent deportation. To guard against endogeneity bias that might stem from increased enforcement in reaction to illegal immigration, the empirical analysis makes use of the September 11 terror attacks (9/11), which inadvertently triggered stricter immigration enforcement nationwide, as a natural experiment. Using a difference‐in‐differences approach and data from the Current Population Survey between 1996 and 2006, this paper examines the changes in the self‐employment choices of male and non‐citizen Mexican immigrants (a proxy for undocumented immigrants) compared to less‐educated Whites (the control group). The findings indicate that male and non‐citizen Mexican immigrants are substantially more likely (40 percent) to enter into self‐employment than less‐educated Whites after 9/11. The analysis further suggests that this finding is not driven by the 2001 recession that coincided with the terror attacks. The increased entries are mainly observed in the group that is most likely to be in the United States illegally and in those who face strong economic incentives. In addition, increased entries are not driven by increased unemployment among Mexican immigrants after the 9/11 event, but, rather, they reflect a change in the behavior of the unemployed Mexican immigrants, perhaps due to changes in perceived risks of detection and deportation.  相似文献
