This essay analyzes our character as a people, and its interplay with dramatic changes in our society before and after the formal close of the American frontier in 1890. Many of our prized character traits actually work against the prosperity we seek in the current day. We have not yet come to terms with the greed that contaminates every level of social analysis in American history. Nor have we moderated our individualism, entrepreneurialism, and anti-statism, even as we lose the promise of an expanding and vibrant middle class. Our faith in a great destiny must now embrace public purposes, plans, and management as necessary and desirable facets of ordered liberty.

ABSTRACT

The emphasis on local or hybrid efforts in peacebuilding literature brings front and centre the importance of being rooted within a particular context, with leadership and vision for social change and justice proffered by local actors. This is the same emphasis found in development literature and a necessary foundation for transformation. Scholars and practitioners nevertheless also note a role for outsiders in supporting local efforts (eg Lederach in 2005). Yet a significant challenge arises for outsiders, and to some extent local actors: how do you know what was tried or is underway that you might support or from which you might learn? This paper reports findings from a collaborative research project that examined the gap between the practice of peacebuilding locally and internationally available ‘knowledge’ via publications produced on local peacebuilding in Jos, Nigeria, between 2001 and 2008. It identifies a staggering gap between efforts and knowledge in the form of publications. The paper discusses the implications of the findings in terms of what it means for outsiders when thinking about helping resource local transformation efforts.  相似文献

As a counterterrorism officer of thirty years, I have a healthy respect for history. Yet I also know that hindsight changes what you think about what you once thought. My observations about terrorism trends and counterterrorism strategies over the years are not what they once were. What I think now is more aligned with how I feel, and therefore, much clearer. Until recently, I had always based my observations about national security in my experiences as a counterterrorism analyst. This paper examines the termination of the oldest federal regulatory agency, in light of existing policy termination theories. The need for the ICC was severely reduced by major deregulation of railroads and trucking in 1980, changes from which also reduced the ICC's ability to maintain external interest group support. Still, although its budget and staff were cut, the ICC survived intact for 15 more years, until budgetary politics found it to be a useful symbolic target for termination. We also argue that this case shows the utility of putting termination theory into the larger framework of policy change, a literature that itself has largely ignored the critical element of policy and organizational termination.

We all come from many walks of life, but what brings us together, so I have learned from chasing terrorists for 25 years, is that as Americans, we are the terrorists' favorite target. Whether you are a millionaire, a diplomat, a tourist, or merely at the wrong place at the wrong time, terrorists are delighted when an American wanders into their sights. We thus have in common a joint need to develop methods to prevent us from becoming the next headline. One of the ways we do that is by determining what we should look at in the study of and response to terrorism. In the few minutes we have together, I'd like to explore with you a few issues in the measurement of terrorism. We'll consider what we should measure and why, starting with how we describe terrorism in general, then move on to specific issues, including group characteristics, negotiation behavior, patron state support to terrorists, combating terrorism, links of groups, coverage by the media, and the effectiveness of terrorists.  相似文献

Conclusion     
In commenting upon the chapters gathered together in this volume I have had certain guidelines in mind. To the best of my ability, I have tried to consider the significance of the chapters on their own terms. I have tried to do so without reference to such commentary as may have occurred since they were first presented. I have tried to confine my observations to the relationship of the chapters in this volume to the most meaningful issues for the present dialogue and near future of the field. For the purposes of this reflection, the new public administration of Minnowbrook I and the papers gathered in the companion volume to the present one have served as background, but I have tried to restrain the temptation for detailed comparison. I hasten to avow that this approach—and the inescapable frailties of personal and perhaps idiosyncratic intellectual predilections and perceptions—has undoubtedly caused me to neglect some content of this volume which might strike others as more significant than that which I do discuss. I offer only a corollary to “Miles’ Law”:(1) what you see depends on where you stand on the path and what you have seen on other paths.

A quarter of a century ago, in commenting upon Minnow-brook I, I thought the main themes were relevance, antipositivism, ethics, innovation, concern for clients, antibureaucratic philosophy, social equity, and repression.(2) With the exception, perhaps, of “repression” (which mainly surfaces in this volume only in the sense of the repressiveness of technicism), this could serve as a reasonable sketch of important themes of the chapters in this volume. The present discussion is organized under not very different headings. After a brief discussion of themes which seem central, I attempt a summary of some general impressions of the Minnowbrook perspective as it has evolved. Throughout, I try to indicate where I believe additional investigation and reflection might well serve the field and its future.  相似文献

The resurgence of political Islam and the endurance of broad religious belief in the most modern of societies—America—has created a crisis of faith among secularists. If modernity no longer implies a secular outlook, and secularism, by definition, cannot generate any values beyond an indifferent tolerance of all belief, what role will religion play in the 21st century? In an interesting confluence of reflection, Jürgen Habermas, one of Europe's leading secular liberal thinkers, argues that secular citizens must be open to religious influence, especially since the very identity of Western culture is rooted in Judeo‐Christian values. In his political afterlife, Tony Blair has converted to Catholicism and established a Faith Foundation to press for religious literacy because “you can't understand the modern world unless you understand the importance of religious faith.” Similarly, when Pope Benedict XVI visited secular France in September, President Nicholas Sarkozy scandalized the lay establishment by saying, like Habermas, that “rejecting a dialogue with religion would be a cultural and intellectual error.” He called for “a positive secularism that debates, respects and includes, not a secularism that rejects.” Despite the flurry of controversy over a recent spate of books extolling the virtues of atheism in the wake of Islamist terrorism, the more interesting issue by far is the emergence of post‐secular modernity.  相似文献

Anti-corruption efforts in Europe’s post-communist states have been less successful than anticipated. Criticism has been raised against the role of the international community in promoting anti-corruption programmes. Besides, such programmes have been deemed vague and “all-inclusive”. They have largely failed to address local factors “informing” corrupt behaviour in post-communist states, such as (a) negative perceptions of law, and (b) informal practice.‘ I'd be grateful if you could retain the original sentence as it is more precise.  相似文献

In the United States, calls for new citizen engagement strategies have continued to grow at the local government level. One answer is Appreciative Inquiry. As part of a larger study conducted in 2007, the question was posed to public administrators, “What challenges do you see regarding using an Appreciative Inquiry approach to increase citizen participation in local government?” Findings based on a content analysis of the data identified four challenges in particular. Discussion suggests public managers need to be aware of these challenges but depending on local conditions they can be mitigated or overcome.  相似文献
