East Germany: another party landscape

Viewed from the heart of the EU in Brussels, German European policy has not been significantly altered by unification. A major reason for this policy continuity is the stability of the composition of German's foreign policy ‘establishment’ in the federal bureaucracy as well as in the political parties. For a combination of reasons, including the economic conjuncture, the enhanced European policy role of the Länder governments, and the lack of socialisation of east Germans into the European project after the Second World War, the political climate has, however, grown more hostile to closer integration. This may prove though to be a conjunctural phenomenon, which will change with an upturn of the German economy. There will be no ‘Britishisation’ of German European policy.

Migrants and their families in the home country: a bi-directional influence on voting behaviour

ABSTRACT

The voting behaviour of migrants has been studied extensively but limited attention has been paid to how the discussion with families in the home country can be important. This article analyzes under what circumstances migrants influence or are influenced by their families in voting decisions. The analysis uses individual-level data from a survey conducted in 2018 on a sample of 1,839 Romanian migrants. The results indicate that most migrants are not engaged in acts of persuasion about voting. Those who influence their families have a direct interest in the election results, are informed about what happens in the country and are politically active. The migrants who are influenced by their families have limited experience in the countries of residence and strong ties to their home country.     

Avoiding another Brexit: the subsidiarity principle,the European Convention on Human Rights and the United Kingdom

ABSTRACT

Following a number of controversial judgments, the British government has been pushing for some time for a limitation of the supervisory powers of the Human Rights Court in Strasbourg. On a British proposal, the member states of the Council of Europe agreed in 2012 to include a reference to the subsidiarity principle into the Preamble of the European Convention on Human Rights. This paper describes these developments and explores the possible role of subsidiarity considerations in the context of international human rights protection.     

The pious or the doctrinaire? who supports suicide terrorism in Indonesia?

ABSTRACT

Indonesia is generally viewed as a moderate Muslim nation that episodically struggles with terrorism. Between 1981 and the end of 2016, Indonesia experienced 156 attacks from some 15 Islamist militant groups. However, the lineaments of popular support for Islamist militancy in Indonesia remain understudied. In this paper, we expand upon the existing literature on popular support for Islamist violence in Indonesia by replicating and extending the empirical framework for modeling the relationship between support for various conceptualizations of Shari’a and support for Islamist violence offered by Fair, Littman and Nugent (2018) for Pakistan and extended to Bangladesh by Fair, Hamza and Heller (2017). To do so, we conduct ordered logistical regression analysis of Pew survey data which includes information about respondents’ religious beliefs and practice as well as support for Islamist violence. We find considerable evidence that their framework is useful for understanding support for violence in Indonesia.     

Building the country or rescuing the people: Ben-Gurion's attitude towards mass Jewish immigration to Israel in the mid-1950s

In mainstream scholarship, David Ben-Gurion is described as one of the main supporters and primary advocates of the policy of encouraging mass Jewish immigration to Israel (aliya) in the 1950s. The Zionist movement had two different motives for supporting aliya: Diaspora Jews’ need for a safe haven (which would require mass aliya), and the need to build a solid and stable Jewish society in mandatory Palestine/Israel (which would require selective aliya).

When Ben-Gurion, in the 1940s, came to favour mass aliya, he did so because of the immigrants’ potential contribution to the attainment of statehood and then the independent state.

In the first years after independence, when entire communities immigrated to Israel, they included old and infirm people who did not fit the image of the pioneers of pre-state aliya. Nevertheless, for Ben-Gurion, their demographic contribution outweighed the burden of their absorption. By 1952, he had changed his mind and became one of the strongest supporters of selective immigration. He continued to support selectivity even when, in 1955, the safety of Moroccan Jews and their freedom to emigrate was in jeopardy. Ben-Gurion's attitude to aliya from Morocco, in the shadow of the Czech-Egyptian arms deal, reflected his priority – a strong and secure Israel.

“This country is rotten”: Australian Nurses in India during the First World War and Their Encounters with Race and Nationhood

This article examines the writings of the nurses of the Australian Army Nursing Services, who served in hospitals in India between 1916 and 1919. Their writings show that they practised differences along three lines: colour, culture, and space. The article reveals the plurality of female engagements with empire, highlighting the inherent irony in the imperialist machinations of white women from the dominion nation of Australia. It also demonstrates how these nurses make a “grave” and basic mistake — as expounded by Ernest Renan in his 1882 Sorbonne lecture — by confusing race with nation. It ultimately argues that the Australian nurses in India during the First World War had been set as pawns by their own government in the greater game of colonial power, by analysing one instance of sexual control, a “scandal” which was censored by the Australian government, but which demonstrated how the latter used gender inequalities as an essential instrument for the perpetration of colonial racism and imperial authority.
