The economic impact of the information sector in Singapore

The information sector, delineated as encompassing activities associated with the production and dissemination of information goods and services, is recognised as a dynamic growth sector in developed as well as newly-industrialising countries. Using an input-output methodology, this paper attempts to measure the magnitude and assess the economic impact of the information sector in Singapore. The results are found to be favourable although a number of caveats may be raised regarding its apparent import dependency and foreign exchange earning capability, which has turned from positive to negative over the ten-year period 1973–83. Other issues are also raised concerning the institutional framework, both domestic and international, necessary to support the sector both efficiently and flexibly. Policy implications are drawn from the results of the input-output analysis to consolidate and reinforce current policies to promote information technology in Singapore.     

A decision problem of long-term economic planning

The model described in the present paper has been worked out to approximate a concrete problem of national economic planning. The problem presented itself in the daily practice of the National Planning Board of the Hungarian People's Republic in the course of a planning project carried out with the aim of laying the foundation of the national economy's long-term development.     

The Soviet systems of forensic laboratories: organization and capabilities

There are several systems of Forensic Laboratories and Institutions in the USSR. They are operated by the Ministry of Internal Affairs, the Ministry of Justice, the Ministry of Public Health, the Committee of State Security, and the Ministry of Defense. Each Forensic Laboratory or Institution is divided into specialized departments and units which provide different examinations. Modern techniques and methods are applied to the examination of physical evidence. A particular attention is given to the theoretical research and development of Forensic Sciences.     

A multicriteria model for regional economic planning

Regional economic planning presents a challenge to local government administrators and planners. One of the most difficult aspects of regional planning is the treatment of multiple and sometimes conflicting goals. This paper presents a multicriteria modeling approach for regional planning. More specifically, it presents goal programming models for a typical regional planning problem which involves multiple projects, revenue sources, and priorities for goals.

The politics and policies of enhancing trustworthiness for information systems

This article describes how the integration of computing and communications complicates policy choices for protecting information systems. The technical challenge in the aggregate can be labeled “trustworthiness.” Its dimensions include information security, privacy of personal data and system safety and reliability. Although a holistic technical approach is promising, forging a consistent policy solution is another matter. Proposals for new institutions recur, while calls for public‐private partnership are a new theme. Yet industry signals growing discomfort with government programs associated with national security and law enforcement, fueling conflict and controversy over cryptography policy. Meanwhile, more federal agencies are addressing relevant issues, and more private sector organizations have entered the advocacy game. The article describes multiple policy legacies, key players and perspectives and policy trends. It outlines issues that shape the context for policy that responds to dependence on networked information systems.
