Abstract

The current intense concern with landscape in the arts and social theory is seen as a response to the shaking of the Modern world-view, which has attended the growing awareness of the ecology crisis. The dilemmas associated with developing a new conception of the relationship between humans and the natural world is explored through a critical engagement with the work of Heidegger and Habermas. The article develops a symbolic conception of landscape as a place where the human world and the earth meet and a new sense of the human condition set within ecological constraints can be articulated and reflected upon.  相似文献

This article focuses on policy transfer as a form of prospective policy analysis, which we define as policy makers' attempts to assess the effect of a policy or program before it is put in place. Despite a burgeoning literature on cross-national policy transfer, there has been little systematic comparison of cases to identify either common problems or potential strategies in the practice of policy transfer. This article sets forth a rational model of policy transfer and examines, in light of that model, case studies of cross-national policy transfer spanning different policy domains. Taking into account the constraints faced by policy makers, we relax standard rational decision-making criteria and make recommendations for improving the process of policy transfer as a form of prospective policy evaluation.  相似文献

Throughout the 20th century women have gradually gained access to sporting activities but it is only in recent decades that they have become widely represented in the decision-making bodies of sport. How can we account for this development and the weak position of women in sport? The perspective in this article is historical and three levels of explanation are considered. To what extent can the developments be explained as the result of public policy, the organization and policy of the voluntary associations and federations and by the action or predispositions of (groups of) women themselves. The article presents an overview of the state of the art in the research on women and sport in Scandinavia in the sense that new data have been collected and existing research and writings are being reviewed. By questioning central myths about sport and politics, and about the roles women play, it is shown that the role of women in sports is related bom to gaining access to the sporting activities per se and to the fora where decisions are being made, and that this access has been hampered as well as facilitated by government policies and policies of associations and interest organizations of the sports world. Government policies, however, cannot account for the remarkable changes in physical participation and democratic representation of women in sports which has taken place during the past century. The policies of the voluntary sports associations and federations are of greater importance. But the key to the understanding is found among the women themselves. So it is argued that physical performance and involvement in management and decision-making are dependent not only on formal structures and the policies of governments and interest organizations, but to a large extent upon the way in which women see themselves. This argumentation rests on the available data and a critical reading of the literature and research on women and sport in Scandinavia.  相似文献

The paper considers some grounds of the inside organization marketing concept as a management system that is aimed at meeting the needs of the company's personnel in labor. These needs are based on three levels [physiological (highest), social (middle), and spiritual (lowest)] and each level has its own revolutionizing forms of the development of needs in labor (abstract, wants, and demand). Having analyzed a great deal of research materials concerning employees' motivation at Russian enterprises, a native higher educational establishment Ural Federal University named after the first President of Russia B. N. Yeltsin was one of them, it can be concluded that this research does not reflect an estimation degree of meeting employees' needs in labor. Moreover, there is no motivation of client orientation in them that is considered as a form of spiritual needs of employees in labor. The essence of this form is determined by some objective and subjective factors.  相似文献

Political science lags behind social history and sociological theory in its contributions to the academic understanding of sport. One remedy for this lag might be the analysis of the concept of civil society in relation to sport, since sporting institutions fit many of the definitions and fulfil many of the supposed functions of civil society. An analysis of sporting institutions in Georgia, Thailand and South Africa shows that they do 'reflect' the general condition of civil society in those countries, albeit in a distorted or exaggerated way, and that it is possible, though not necessary, for sport to be a major component of civil society.  相似文献

Wisconsin is commonly cited as exemplar of the capability of states for reforming welfare. Wisconsin's welfare and caseload declined 22.5 percent between 1986 and 1994. I argue that the decline resulted from restriction of eligibility and benefits, a strong state economy, and large expenditures on welfare-to-work programs encouraged by an exceptional fiscal bargain with the federal government. Continued reduction of welfare utilization by means other than denying access are jeopardized by proposed changes in federal cost-sharing, a prospective state deficit, and the growing share of the caseload accounted for by residents of Milwaukee. Wisconsin Works, the state's plan for public assistance in a post-block grant world, continues benefit reduction and eligibility restriction but expands emphasis on employment. The special circumstances enjoyed by Wisconsin are unlikely to be duplicated elsewhere.  相似文献

Abstract

Hong Kong and Singapore are both typical administrative states with an efficient administration and a vibrant market, which had achieved rapid economic growth in the past decades. This article examines the trajectory of their state capacity, highlighting recent problems and challenges. Based on a conceptual framework that captures and links up four dimensions – namely polity, bureaucracy, economy and civil society – their commonalities and differences in response are discussed. Their experience should be of particular relevance to transitional authoritarian states in Asia such as China, which faces similar challenges to reform in the arenas of politics, administration, economics and society.  相似文献

In 1978, OSHA took a major step in attempting to promote the health of workers in the textile industry, tightening its standard on cotton dust levels in textile plants. Because the OSHA cotton dust standard was widely believed to be ineffective, it became the target of a major political debate and a fundamental U.S. Supreme Court decision. The evidence indicates that the standard has had the expected beneficial effect on worker health, and at a cost much lower than originally anticipated. Nevertheless, the costs still remain very high, far higher than estimates of the value of the results they achieve or of the value that workers place on them. Moreover, much more efficient ways of achieving comparable results are available. Nevertheless, large firms in the industry now appear to have a vested interest in maintaining the standard in its original form and are unlikely to constitute a force for change.  相似文献

Despite the ubiquity of yard signs, little is known about how and why individuals display them. Using two original studies of the 2008 presidential race, along with American National Election Study data, we address three points pertaining to this understudied form of political participation. First, what are the correlates of the individuals and households that display signs? Second, what motivates such displays, and to what extent do those motives reflect expressive and communicative desires? Finally, how do individuals obtain signs, and do individuals—rather than parties or candidates—play a role in spreading signs throughout neighborhoods? Our findings suggest that the dissemination of yard signs is not merely a top–down process driven by campaign professionals, but a genuine participatory act that is fueled by individual initiative and social networking.  相似文献

This paper analyzes the public policies that lead to ‘`Katrina,’' paying particular attention to political decisions that created unusual risks in the New Orleans area. Most of the deaths from hurricane Katrina were concentrated in one place, New Orleans, and those losses arose in large part from its location in combination with its three century long effort to ‘`manage’' the risks associated with that location. Crisis management is inherently more error prone than ordinary policy making, because surprise implies the existence of significant information problems and urgency implies that time does not exist to completely address those problems (Congleton, 2005). In New Orleans the unavoidable mistakes of crisis management were compounded by policy choices made well before Katrina made landfall, as well as federalism, partisan politics, corruption, and incompetence.  相似文献

The present study focuses on improving recycling behavior in Turkey with a social marketing program. It is centered on behavior change and social marketing strategies that can address recycling behavior. The social marketing program developed herein outlines segmentation, targeting, product, price, place, and promotional strategies recommended based on theoretical elements across disciplines. This research is the first to develop a social marketing program for recycling behavior in a developing country at the household level. Furthermore, it is the first study in which behavioral change was ensured through marketing strategies. This article provides a framework that can be employed in developing social marketing programs. In this study, qualitative data collection tools and quantitative measurement data were used based on the action research design. Although there are studies in the literature that argue that women and those with undergraduate/graduate education show more recycling behavior than others, the results of the participant-level research in Turkey showed that there was no significant difference in recycling behavior based on the demographic characteristics of the participants. On the other hand, it has been found that the awareness levels of the people have changed in correspondence with the implementation-oriented efforts of the municipalities on recycling. However, there is a lack of recycling behavior due to the lack of necessary infrastructure and information in all regions in Turkey. One of the most important results obtained in this social marketing program study was that regional and cultural differences had a role in shaping the recycling behavior. This requires different strategies in implementing the program in different provinces, based on the culture and availability of recycling infrastructure. This article provides an example of a social marketing program to improve recycling behavior. It hopes to inspire significantly more work in this area to make behavior change for the better.  相似文献

Although the framers of the U.S. Constitution agreed that thefirst principles stated by the Declaration of Independence werefundamental, they thought that the form which freedom shouldtake within the Constitution could not be discovered by a resortto natural rights (and thus declined to affix a bill of rightsto the Constitution). They rejected both the view that libertyis independence (whether of individuals or of states) and theview that liberty is equivalent to the rule of the people. Instead,they held a political view of freedom in which liberty is understoodas the scope men have for political action. The institutionsthey designed direct the use of liberty to the common good.In light of this analysis, the issue of whether the Constitution'sprovisions concerning slavery and its treatment of women areindications of an inadequate view of liberty can be answeredin the negative.  相似文献
