Is Westminster dying as a useful conceptual encapsulation of a particular system of public administration? Scholarly critiques over the last decade have suggested Westminster civil services are evolving in ways that erode crucial Westminster “traditions.” Core elements including security of tenure, merit‐based selection, non‐partisanship, anonymity, and ministerial responsibility are all perceived as in decline or under attack. Influential commentators have proposed concepts such as “new political governance,” changing “public sector bargains,” “court government/politics,” and “presidentialization” to document and interpret these allegedly paradigmatic shifts in public administration. This article places these in context by canvasing different accounts of what Westminster is, before assessing the critiques about what it has become. The article argues that Westminster is not broken beyond repair, but rather it has been remolded to suit the needs of contemporary governance.  相似文献

This article explores some of the current themes round the perceived crisis in British politics in supposed an age of ‘anti‐politics’. Drawing on Bernard Crick's In Defence of Politics, it offers a critique of what is referred to as a dominant British political tradition and in so doing seeks to challenge ‘demand‐side’ accounts that ostensibly defend the traditional arena politics of the Westminster system. Instead, it argues that developments around issues such as big data, social media and freedom of information have led to a more open society in recent years. It concludes by suggesting that if traditional political institutions wish to restore a greater degree of legitimacy, they need to ‘do’ or, more particularly, ‘supply’ politics differently, adapting to these changes by seeking out new modes of openness, engagement and accountability.  相似文献

The UK political system has long exemplified 'majoritarian' or 'Westminster' government, a type subsequently exported to many Commonwealth countries. The primary advantage of this system, proponents since Bagehot have argued, lie in its ability to combine accountability with effective governance. Yet under the Blair administration, this system has undergone a series of major constitutional reforms, perhaps producing the twilight of the pure Westminster model. After conceptualizing the process of constitutional reform, this paper discusses two important claims made by those who favor retaining the current electoral system for Westminster, namely that single-member districts promote strong voter-member linkages and generate greater satisfaction with the political system. Evidence testing these claims is examined from comparative data covering 19 nations, drawing on the Comparative Study of Electoral Systems. The study finds that member-voter linkages are stronger in single member than in pure multimember districts, but that combined districts such as MMP preserve these virtues. Concerning claims of greater public satisfaction under majoritarian systems, the study establishes some support for this contention, although the evidence remains limited. The conclusion considers the implications of the findings for debates about electoral reform and for the future of the Westminster political system.  相似文献

Neither spatial models of party competition nor the 'Westminster' model of British politics explain the phenomenon of Thatcherism. One explanation of its success, examined by Crewe and Searing, suggests that Mrs Thatcher sought to convert the Conservative party and the wider electorate to her distinctive brand of liberal Whiggism and traditional Toryism. They found little evidence of the success of this, however, among the British electorate as a whole. In this paper, data from the first national survey of Conservative party members demonstrates that she had little success in converting the Conservative party to these ideas either, although she did have a secure ideological base within the party. The results also suggest that her successor, John Major, has a rather different support base within the party from that of Mrs Thatcher. The implications of these findings for spatial models of party competition and the Westminster model of British politics are discussed.  相似文献

The British state is in flux and the Labour party is struggling to shape an effective response to the politics of disunification. This article reflects on the nature of Labour's governing project and its conception of modern statecraft which has evolved since the party became a serious contender for power in the aftermath of the First World War. We argue that Labour's initially pluralising instincts cultivated in opposition have been checked by the ongoing reality of a state‐centric mode of governing, in which the party continued to robustly defend the Westminster model operating within the parameters established by the British Political Tradition (BPT). Ed Miliband's conception of ‘One Nation’ Labour threatens to reinforce this historical pattern of reversion to the Westminster model, at precisely the moment when devolutionary forces are destabilising the existing political settlement. To break out of this impasse, Labour must look elsewhere in its ideological lexicon for inspiration, chiefly to the tradition of socialist pluralism and associationalism.  相似文献

The article reports the results from the latest survey of academic experts polled on the performance of post‐1945 prime ministers. Academic specialists in British politics and history rate Clement Attlee as the best postwar prime minister, with Margaret Thatcher in second place just ahead of Tony Blair in third place. Gordon Brown's stint in Number 10 was the third‐worst since the Second World War, according to the respondents to the survey that rated his premiership as less successful than that of John Major. The article compares public and academic opinion and rankings of prime ministers and their performance, noting significant discrepancies in contemporary and retrospective evaluations. Academic respondents to the survey also provided detailed ratings and evaluations of the performance and policy impact of the four prime ministers since 1979: Margaret Thatcher, John Major, Tony Blair and Gordon Brown.  相似文献

There is a curious disjunction between the Labour Government's international actions and its domestic policy. Although Tony Blair did much to promote the climate change agenda on the international stage, domestically, with carbon emissions rising again, the Government will fail to meet its target of reducing carbon dioxide emissions by 20% below 1990 levels by 2010. This article examines the weaknesses in the Labour Government's domestic record and assesses the significance of the recent transformation of climate change politics. Several obstacles to the design and delivery of more effective policies are identified, which can be categorised as either problems of ‘environmental politics’ or ‘environmental governance’. It is argued that the recent politicisation of climate change has overcome some of these obstacles ‐ albeit temporarily ‐ but whether the pressure for further policy measures can be sustained, with a long‐term impact on environmental governance, remains uncertain.  相似文献

This article examines, first, how environmental concerns have shaped British politics since 1945, making the environment an object of governance; and second, how political developments have an environmental history, focussing on the environmental demands of social democracy. It contends that environmentalism should be considered alongside other political ideologies, such as socialism and feminism, as helping to constitute the modern British state and the evolving relationship between government and the citizen. It considers how the management of the terrestrial environment became a hotly contested matter in the postwar decades, drawing a distinction between the politics of ‘landscape preservation’ and ‘nature conservation’. This discussion is related to access politics and questions of rural governance and regulation, particularly with respect to the agricultural sector. The article concludes with a discussion of some current environmental concerns, reflecting on the possible transition from today's ‘carbon democracy’ to tomorrow's ‘renewable democracy’.  相似文献

Concern about political disengagement is prevalent in British politics, and this article seeks to examine what the Westminster Parliament has been doing to address it. Recent reforms and recommendations from various parliamentary committees are examined, including increased use of the Internet to disseminate information about Parliament, the use of online consultation mechanisms, and the tentative extension of parliament's petitioning processes. The discussion is couched in the representative origins of Parliament, its adaptation to democratic politics and the extent to which its response to political disengagement is contextualised by its representational, rather than its democratic, role. The article addresses whether Parliament can approach these issues in a 'holistic' fashion, and as a 'unified' institution within the political system.  相似文献

The outcome of the Symposium reported in AJPA 58(1) is said by the convenors to be that there are many different kinds of accountability and that there may be clashes between them. This paper suggests one possible reason is that the Westminster label hides the potential tensions between the increasing demands for accountability, more responsiveness and responsibility, the new public management and the institutional framework. Everyone wishes to cover perceived unmet demands and expectations, providing we remain with basic Westminster as our starting point. The paper suggests that commitment to what we call Westminster is the problem. It restricts understanding of the reality of Australian governance because it is not an uncontested term. Westminster is made to mean whatever the normative stance of the commentator requires. The paper argues that it is an opportune time to answer some basic questions about responsible parliamentary democracy in Australia.  相似文献

In various guises, public value has become extraordinarily popular in recent years. We challenge the relevance and usefulness of the approach in Westminster systems with their dominant hierarchies of control, strong roles for ministers, and tight authorising regimes underpinned by disciplined two‐party systems. We start by spelling out the core assumptions behind the public value approach. We identify two key confusions; about public value as theory, and in defining ‘public managers’. We identify five linked core assumptions in public value: the benign view of large‐scale organisations; the primacy of management; the relevance of private sector experience; the downgrading of party politics; and public servants as Platonic guardians. We then focus on the last two assumptions because they are the least applicable in Westminster systems. We defend the ‘primacy of party politics’ and we criticise the notion that public managers should play the role of Platonic guardians deciding the public interest. The final section of the article presents a ‘ladder of public value’ by which to gauge the utility of the approach for public managers in Westminster systems.  相似文献

Governments' demands for results in a complex and rapidly changing policy environment call for more strategic and nuanced ways of approaching policy. Drawing on the work of the British interpretive ‘turn’, evidenced in the network governance literature and the differentiated polity critique of Westminster narratives, and of Liedkta on strategy as design, this paper suggests that shared strategic narratives, more consciously applied to policy development and implementation, could deliver better results; that consensus from shared meaning‐making may have depth, and that it could emphasise the transformative over the conservative forces of individuals' traditions and beliefs. Data for the paper came from a micro‐study on the implementation of SmartGate automated border processing system in New Zealand.  相似文献

The Representation of the People Act 2000 introduced what has come to be known as 'voting on demand'. In the process it paved the way for an absentee ballot system in Britain that would, in the words of the judge who heard two extraordinary electoral fraud cases in Birmingham in February and March 2005, disgrace a banana republic. Flaws in the policy making process that preceded the largely uncritical acceptance of universal access to postal votes were also exposed by failures to respond quickly to allegations of fraud and to detailed Electoral Commission recommendations aimed at improving ballot security. These failures raise serious questions about the prevalence of 'group think' in Whitehall and Westminster. The narrowness of Labour's General Election victory in votes, though not in seats, means that doubts about the integrity of Britain's voting arrangements threaten to reinforce a general loss of confidence in British politics.  相似文献

This article looks at the erosion of democratic practice enacted by "New" Labour in Britain under the leadership of Tony Blair. Building on the internal reforms of the 1980s, the process of Labour Party "modernization" has created an exclusive, top-down managerial style of leadership. This type of party leadership and management has far-reaching implications for British politics more generally, not least the role of political parties. The current crisis of the Conservatives and the destruction of representative democracy within the Labour Party pose serious questions regarding the medium-term future of parties as voluntary membership organizations. These changes are placed in the context of a possible longer-term transformation of British political structures in order to exchange the long-established administration of the Conservative Party for a new type of governmental machinery. The aim is not a new "traditional" party of government, but a partyless formation built around a dominant central presidential figure and his office—a change which necessitates abolishing the Labour Party and social democracy as they currently exist. It is argued that this anticipated remedy to a protracted crisis of the British state accords closely to the requirements of neoliberal economic management, while drawing upon developments in the wider global environment. However, if this is to succeed, Blair's "modernizing" tendency needs to be able to articulate a coherent ideology that strikes a popular chord. Thus far, Blair's managerial approach to politics may have scored a few points against the old party ideologies, but it has also undermined attempts to promote an alternative ideology—even one of a "partyless" nature.  相似文献

In 2008 David Cameron declared that the Conservative party was 'ready for government' and suggested that 'the change we need is not just from Labour's old policies to our new policies… It's about a change from old politics to new politics'. This 'new politics' narrative is something of a cliché: British constitutional history reveals a regular pattern whereby opposition parties renege upon implementing far-reaching constitutional and democratic reforms once they win power. It is in this context that this article draws upon documentary analysis and a number of interviews to examine the Conservative party's position on constitutional reform and democratic renewal. It concludes that although the Conservative party has spent the last decade decrying the 'destruction' of the constitution it has undertaken little detailed preparatory work in relation to how it might seek to alter the governance of Britain. As a result the research presented in this article provides a number of insights into elite politics, strategic game-playing and executive veto capacities within a context of growing political disengagement from politics and falling levels of trust in politics.  相似文献

The impeachment of President Park Gyeun‐hye on 10 March 2017 saw South Korean politics enter a period of crisis. Her removal from office, the result of an unprecedented mass movement of citizen protests, provided a springboard for the subsequent success of the liberal candidate, Moon Jae‐in, in the presidential election of 9 May 2017. This article suggests that political change in South Korea is only possible if actors move beyond the politics of personality, and tackle the structural reasons for the policy failures of recent times. Further, if democracy, a humane economic system and responsive political institutions are going to be developed and nourished, the country's ‘imperial presidency’ needs to be reformed. In particular, the current ‘winner‐takes‐all’ politics, with the presidency as the main locus of power, needs to be reformed in ways that promote a more balanced political system, increasing the influence of other actors and institutions.  相似文献

In Westminster systems, governments enjoy strong agenda‐setting powers but are accountable to an inquisitorial opposition. This article provides insights into the origins of this arrangement from the British House of Commons, drawing primarily on a new data set of a half million parliamentary speeches. We show that, according to a novel measure we develop, government ministers became more responsive to opposition members of parliament in the same period that the government's agenda power was most conclusively strengthened—roughly, the two decades culminating in Balfour's “railway timetable” of 1902. We argue that this increase in responsiveness helps to explain why opposition members of parliament acceded to reductions in their procedural power. We thus highlight a link between government strength and opposition scrutiny in the historical development of the Westminster system.  相似文献

At the 2009 European elections, Britain again elected its MEPs under the 'closed list' system of proportional representation (PR)—the third time it had done so since 1999. This article looks at claims that these elections vindicated PR by producing a 'fairer' relationship between the parties' share of votes and their share of seats, a truer reflection of diverse political allegiance in modern Britain, and (thanks to multi-member constituencies) a more efficient and sensitive system for representing voters. However, the article will also inspect the idea that the case for electoral reform was gravely weakened by the 2009 Euro elections. It will recall how PR again failed to boost turnout, again employed a method of counting that most voters did not understand, and again involved constituencies too large for meaningful representation. Furthermore, it will recall that PR allowed the election of two MEPs from the far-right British National Party. (With just 6% of votes, it is unlikely that the BNP would have secured seats under Britain's traditional electoral system.) The article will argue that, as a result, PR has had a centrifugal effect on the British party system and, potentially, a polarising effect on our political culture. Consequently, the article will assert that, owing to the success of the BNP in 2009, arguments about PR for Westminster have been 'ideologically neutralised'. The article will thus suggest that we can now take a more objective view of hung Parliaments and coalitions (the likely effects of PR at general elections), free from the assumption that they entrench centrist governments and progressive politics.  相似文献

Conventional understandings of what the Westminster model implies anticipate reliance on a top‐down, hierarchical approach to budgetary accountability, reinforced by a post–New Public Management emphasis on recentralizing administrative capacity. This article, based on a comparative analysis of the experiences of Britain and Ireland, argues that the Westminster model of bureaucratic control and oversight itself has been evolving, hastened in large part due to the global financial crisis. Governments have gained stronger controls over the structures and practices of agencies, but agencies are also key players in securing better governance outcomes. The implication is that the crisis has not seen a return to the archetypal command‐and‐control model, nor a wholly new implementation of negotiated European‐type practices, but rather a new accountability balance between elements of the Westminster system itself that have not previously been well understood.  相似文献

The issue of sovereignty has never been resolved in Scotland. The 1998 Scotland Act, creating the Scottish Parliament affirmed that the Westminster Parliament is sovereign, but this is disputed. In practice, the issue was left largely in abeyance as sovereignty was seen as an outdated concept. The Scottish independence referendum of 2014 and the UK Brexit referendum of 2016 both brought back the question of sovereignty in stark terms. Analysis of data from the British Election Study of 2019 with regard to (a) the right of Scottish self‐determination, and (b) the right of a UK‐wide majority to take Scotland out of the EU, allows us to identify ‘sovereigntists’ and ‘unionists’. Sovereigntists, on both dimensions, now constitute a majority. A smaller group of unionists reject both positions. There remains a group of ‘semi‐sovereigntists’ who accept Scottish self‐determination, but also that the UK as a whole should decide on Brexit. Controlling for the social and political factors, Scots are increasingly polarised around issues of sovereignty, which have become central to contemporary Scottish politics.  相似文献
