Objectives

To empirically examine the absolute and relative impact of situational characteristics and confidence in the criminal justice system on public support for vigilantism.

Methods

In an experimental study with a between-subjects design, members of a Dutch household panel (n = 1,930) responded to vignettes about vigilantism that were varied across two experimental factors: (1) type of precipitating crime and (2) type of formal sentence for the precipitating offender. In the measurement of support, we distinguished between outrage at vigilantism, empathy with the vigilante, and desired punishment for the vigilante. Confidence was assessed 1?month later.

Results

Our findings show that situational characteristics have a substantial and independent influence on support for vigilantism, in addition to the role of confidence. This means that when citizens express support for those who take the law into their own hands, this is not necessarily rooted in a lack of confidence in the criminal justice system. Furthermore, all three measures of support were affected more by the situational characteristics than by confidence.

Conclusions

Citizens are nuanced in their judgment of vigilantism and sensitive to contextual information, which is in line with other recent findings regarding public punitiveness. Future studies should assess whether the findings can be generalized to other settings where citizens cannot rely (as much) on the state to deal with crime.  相似文献

This article documents a government-led strategy to more closely integrate policing with community-based ‘crime prevention’ programming in the city of Winnipeg, Manitoba, Canada. These initiatives have targeted neighborhoods with large Indigenous populations. In this article I illustrate how community-level conflicts over responses to ‘crime’ are also sites of settler colonial conflict, and how settler colonial governance is reproduced and resisted through the governance of crime. Interviews with politicians, policy-makers, bureaucrats in the crime prevention branch of the provincial government, and directors and employees at community-based organizations suggest that the pursuit of the government strategy of integrated crime prevention and suppression has been more a project of attempting to ‘manage’ urban Indigenous people than serve their interests. As a contribution to abolitionist thought and theory, this article profiles sites of conflict between community police and community-based organizations over definitions of the ‘crime’ problem in city-center Winnipeg. These examples highlight a kinship between carceral abolitionist and decolonial politics.  相似文献

This article reports the results of an empirical research project on the police investigation of harms caused by occupational safety crimes in Finland. It begins with a theoretical discussion of how those harms are excluded from mainstream criminal justice discourse by a range of obscuring mechanisms and the role that policing plays in maintaining and constituting a social order that marginalises safety crime. The paper uses an empirical study of safety crimes reported to the police in Finland. The study, located in a rare case of a jurisdiction in which safety crimes are the responsibility of mainstream policing agencies, will be used to explore the possibilities for stretching the legitimate parameters of criminal justice intervention. In order to do so, the analysis explores features of the ‘structural’ readiness of the state and the ‘conceptual’ readiness of police officers to criminalise those harms. The paper concludes on the value of those findings for understanding how safety crimes might be mainstreamed into policing systems more generally.  相似文献

Starting from the observation that a new victim category has emerged in the form of the ‘young crime victim’, this article explores the notion of support to young crime victims as crime prevention work, considering it as an important constituent of the dominant crime victim discourse among support professionals. In the context of the support work, the (young) ‘victim’ and the (young) ‘villain’ provide mutually necessary counterparts constructed in relation to each other. Corresponding to this division, two approaches in criminal and crime prevention policy and practice are then analysed using Garland's notions of ‘the criminology of the self’ and ‘the criminology of the other’. The first of these strategies is generally associated with rehabilitative measures (with the resulting normalization of the crime, its victims, and villains), while in the second punitive measures remain the norm (with the crime, its victims, and villains becoming ‘Otherized’). Yet, as shown within the context of rehabilitation organized as support to young crime victims, both of these (at first glance mutually contradictory) discourses are drawn upon and operationalized by the professional support staff constructing images of young victims and villains in their daily work. Help-seeking youths resistant to identifying as victims remain represented as (possible future) villains.  相似文献

The aim of this article is to explore cultural and practical aspects of the growing use of information and communication technology (ICT) in policing. By using empirical research on policing in Norway, the focus will be on how ICT is used as a crime prevention instrument in everyday police work and culture. The transition, which the new technologies mediate, will be explored by focusing on concepts of risk and materialization of risk‐based policing at the practice level in two cases: 1) a special unit fighting serious and organized crime utilizing proactive policing methods, police informers, crime profiling and databases, and 2) a police station focusing on low‐level crime by using a problem‐oriented policing model, transmitting responsibility for personal security onto identified ‘problem‐owners’.1 ‘Problem‐owner’ is a notion used by the police in the two cases. It is referring to the POP‐model, and whom they identify as important to participate in the risk‐management. According to Wright (: 121): “Partnership refers to a purposeful relationship between the police and the public or between the police and other agencies in the field.” Based on an examination of risk phenomena as contextual, embedded in practice and cultural settings, various stories about risk management will be told. The stories reflect different control strategies in the crime control discourses, and point to how risk‐based technologies are shaped and adapted in occupational culture and practice. The article illuminates the importance of studying the empirical complexity ICT is used in, and looks towards, to paraphrase O'Malley and Palmer (), ‘firewalls of resistance’ in the local occupational culture, that are preventing full integration of risk tools.  相似文献

Community-oriented social capital strategies and punitive-oriented policing approaches conflict. Establishing local networking initiatives with community-oriented policing at the centre lends itself to an assets-based policing approach, based on honouring, mobilizing and extending the assets of community members. Scholars argue about the need for comparative research on convergences and divergencies across subcultures on the streets and communities. Based on qualitative data gathered from working class communities in Scotland and Denmark in 2014, the article draws inspiration from community-generated theory of social capital to explore the micro-sociology of experiences and understandings about community–police integration policy initiatives. We use this perspective to argue that the building of positive inter-generational and police–community relationships is the result of social exchanges and officers’ use of what we call ‘constructive investment strategies’. Ironically, our insights from Scotland to Denmark also suggest what appear as positive achievements of community policing may instead intensify residents’ negative perceptions of police officers and organizations. In this way, the article illuminates the tangled and conflicted nature of these embedded symbolic interactions, social capital formations and the latter’s form as a potential positional and ‘tribal’ commodity.  相似文献

This paper examines the recent restructuring of the Izmir Public Order Police, launched in 2006 to address the rise in urban crime in Izmir, Turkey. Transforming itself into a professionalized and effective organization against ‘criminals’ and claiming to institute a proactive policing strategy, the Izmir police have expanded their control over the urban space, while specifically targeting the poor segments and populations in the city, and carefully distinguishing them from the ‘respectable’ and ‘innocent’ citizens. The paper details the elements of the new policing in Izmir and demonstrates that it has rested on profiling and criminalization of the ethno-racially differentiated urban poor populations, especially Kurdish migrants. The new policing in Izmir, the paper argues, is not an isolated case but an example of the neoliberal transformations around the globe, where regulation and management of urban poor populations are increasingly relegated to the penal rather than the social state.  相似文献

This article reviews recent empirical research on policing terrorism and police–community relationships in Israel, for the purpose of drawing lessons for policing in Israel and other democratic societies. The studies in the first section reveal the implications of policing terrorism for crime control and police–community relationships. In the second section, studies show a long-term drop in public support for the police. They also address the implementation of community policing, the relationship between the Israel National Police and the Arab sector, and the importance of procedural justice to Israeli citizens. In our discussion, we take a broad perspective and suggest overall conclusions and implications.  相似文献

Trinidad and Tobago (T&T) is a multi-ethnic Caribbean nation currently experiencing problems with disorder and violent crime. In response, practitioners have considered the merits of introducing broken windows policing. This article examines the literature on zero tolerance policing, also known as ‘broken windows policing,’ and explores the dangers of potentially harmful interpretations of this approach, particularly in the context of racial and political conflict in a developing society. It also explores whether broken windows can be effective in T&T, where there is social unrest and declining public support for police. Based on prior research, it is suggested that broken windows policing, when incorporated with targeted problem-solving approaches, could be successful in reducing crime in the short-term. Several problem-solving strategies that were effective in New York City and other American cities are also recommended. It is suggested that community-oriented policing strategies designed to increase citizens’ trust and confidence in police be properly implemented before the adoption of any of these problem-solving strategies.  相似文献

Abstract

This case study describes the experience of effective and sustainable multi-sector co-operation in the prevention of crime between the Roodekrans Neighbourhood Watch (RNW) in Roodepoort, South Africa, the South African Police Service, private security businesses and the local business sector. This case study is illustrated in the context of empowering communities to take ownership of community safety by facilitating a multi-sector approach. Many studies have highlighted the role of the police in driving crime prevention, however, this paper focuses on the role and contribution of communities themselves as an effective vehicle of crime prevention drawing on multi-sector co-operation. Knowledge regarding best practices in this field of crime prevention remains a work in progress, therefore this paper aims to contribute to the general framework for the growth of successful multi-sector community-based crime prevention initiatives.  相似文献

The extent to which community members are willing to cooperate with the police and become involved with various community crime prevention programs depends on citizen perceptions of the police and of the community in which they reside. The purpose of the present study is to explore factors that affect support for community policing in a small rural city. Findings revealed that the majority of respondents supported community policing. Using community survey data collected from over 400 citizens in a small metropolitan area in the intermountain West, this study also explored the importance of demographic factors, community characteristics, and public perceptions and experiences with police in predicting citizens’ support for community policing. Citizen support for community-oriented policing varied somewhat by demographic factors (i.e., gender, education), and by community characteristics (i.e., disorder, social cohesion).  相似文献

Many Western-style democracies have witnessed a general shift in the distribution of crime prevention responsibility, away from the state and increasingly to citizens themselves. Civil society is today more and more often called upon as an additional policing resource. This article explores the phenomenon of voluntary citizen participation in policing in Sweden, based on an analysis of 9280 news-media articles. One state-sanctioned (the Volunteers of the Police) and one autonomous civic (Missing People Sweden) initiative were examined, from their respective start until 2017, to understand the role played by police–citizen partnerships in the establishment and legitimation of voluntary policing forms in Sweden. A high degree of integration between police and volunteer work was found, enabling not only effective citizen participation, but also having an influence on police operations. The more effective and publicly visible the voluntary policing bodies were, the more pressure there was on the police to defend its legitimacy, ally itself with the volunteers and regulate the latter’s activities while holding them responsible for their actions. Arguably, however, with the police–citizen relationship being one of integration and mutual dependence, the division of labour and the accountability of both parties risk becoming blurred or even confused.  相似文献

The purpose of this research is to describe the Omaha Metro Safety Initiative (OMSI) and assess its deterrent effects. The OMSI, a multi-agency task force, has been carrying out “hot spot” policing practices focused on traffic corridors in high crime areas. The purpose of OMSI operations is to deter crime through a highly visible “guardianship” presence that emphasizes contacts with citizens. Findings showed that a corridor approach was consistent with a “hot spot” policing strategy, in that operations occurred in hi-density crime areas. Nine crime categories were examined to assess the efficacy of 41 operations carried out in 2008. Generally, OMSI revealed a short term deterrent on crime, with the actual deterrent effect associated with the kind of crime assessed. Business crimes tended to show the most consistent operational deterrent effects. Effects also were more consistent in precincts with greater crime density. The paper concludes with recommendations concerning data gathering and operational effectiveness across a multi-agency task force.  相似文献

This paper argues that the various and contradictory rationales offered for law enforcement drones are symptomatic of a ‘weapons fetish’ evident in popular culture. This fetishisation imbues military technology such as the drone with masculine fantasies of control and domination that obscure the practical limitations and ethical implications of drones for crime control and prevention. By linking the pleasures of militarism to crucial shifts in the social and economic order, the paper argues that counter-terrorism discourse functions to legitimate the militarised masculine subject positions of paramilitary policing specifically and the neoliberal state generally. In such a context, the drone features as a regressive ‘weapon-toy’ that fuses state control with technological transcendence.  相似文献

The parliamentary model at the heart of European civic cultures has deeply influenced ‘Constitutional reforms’ in the European Community. But the EC is not a Parliamentary state and the transplant of national institutions in its own political context gives rise to hybrid practices. This paper examines this process of hybridation, and shows that new practices of appointment and censure are emerging in the Community, mixing classic parliamentary institutions with the crucial features of the EC itself. Focusing on recent tensions between the Council, the Commission, and the European Parliament, it shows that they are governed by national divisions, technocratic and legal reasoning rather than by classic majoritarian attitudes. It concludes that, while this new model of accountability might prove efficient in terms of inter‐institutional controls, it remains symbolically inefficient, because it does not help citizens understand and accept the Community institutional model.  相似文献

The application of GIS in the public security industry is generally called “Police Geographic Information System (PGIS)” in Mainland China. Although China’s PGIS play important roles in protecting public safety and smart policing, no publications on this subject are found in English. This paper provides an overview of the four main development stages of PGIS in public security agencies in mainland China: the early exploration stage; the multi-department PGIS system development stage; the centralization stage; and the spread and improvement stage. Successful GIS applications and practices in local police departments are also introduced in this paper. At the end of this paper, three problems and challenges faced in the development of PGIS are introduced, involving the current PGIS application depth; the support of crime mapping and crime analysis theoretical research on policing practices; and the introduction and localization of mature foreign crime analysis and prediction technology. Additionally, we point out that the implementation of smart policing strategies under the context of big data has created favorable conditions for subsequent crime analysis, research, and application, encouraging police departments to more frequently take initiative by cooperating with research institutions in crime analysis and prediction technology research. These new opportunities will inevitably promote the rapid development of PGIS and the geography of crime in China.

This article examines the policing of a major international political event (the G20 Meetings in Brisbane, Australia in 2014) from the perspective of the police and representatives of demonstrator groups who participated in the event. The article locates the policing of the 2014 G20 meetings within the history of the policing of major international political meetings in other countries. It analyses the legal framework within which the policing of the Brisbane G20 meeting was undertaken, comparing and contrasting these with legal frameworks developed for similar meetings and associated demonstrations in other jurisdictions. In the case of the Australian G20 Act, the legislation prioritized security over human rights, including the freedoms of expression and peaceful assembly. The strategies and planning processes applied by police in the lead up to the G20 are discussed, including the efforts made to ensure policing responses were respectful of the democratic rights of protesters. Drawing on interview and other data, the article reveals a diversity of perspectives on the ‘human rights’ policing and dialogue models, and provides an assessment of ‘Operation Southern Cross’ based on the post-event review of the G20 legislation undertaken by the Queensland Crime and Corruption Commission. The authors conclude that the policing of G20, based on extensive dialogue and minimization of coercive public order strategies, fostered a peaceful G20 event. The article concludes with observations about the perceived success of G20 policing in Australia, and indicates some lessons learned for best practice policing for future global events.  相似文献

Over the past decade, problem-oriented policing has become a central strategy for policing. In a number of studies, problem-oriented policing has been found to be effective in reducing crime and disorder. However, very little is known about the value of problem-oriented interventions in controlling violent street crime. The National Academy of Sciences' Panel on the Understanding and Control of Violent Behavior suggests that sustained research on problem-oriented policing initiatives that modify places, routine activities, and situations that promote violence could contribute much to the understanding and control of violence. This study evaluates the effects of problem-oriented policing interventions on urban violent crime problems in Jersey City, New Jersey. Twenty-four high-activity, violent crime places were matched into 12 pairs and one member of each pair was allocated to treatment conditions in a randomized block field experiment. The results of the impact evaluation support the growing body of research that asserts focused police efforts can reduce crime and disorder at problem places without causing crime problems to displace to surrounding areas.  相似文献

The ‘Partial State of Emergency’ implemented in Trinidad and Tobago in August 2011, as well as media broadcasts on the crime situation, has brought to the forefront the high degree of interface between police officers and civilians within the identified ‘hotspot communities’. The assumed realities of these individuals were communicated in such a manner which led to the stereotyping of citizens as marginalized victims and police officers as ‘disrespectful bullies’. The media broadcasts reflected the act of policing as unitary, as opposed to encompassing a wide range of roles for interaction with civilians. These broadcasts revealed a high degree of violent physical displays by police officers, which were perceived as irrational, and in some instances inhumane. Despite community policing initiatives, there seem to be continued instances of problematic relations between police officers and civilians from ‘hotspot communities’. The research examined the sanctioned responses of police officer governing interaction with civilians from one of these communities. It highlighted the extent to which these endorsed reactions are contextually portrayed in media footage. The study described the determinants governing police use of force as evidenced in the media with the aim of providing a direction for redress during interaction.  相似文献
